General duty for States to protect and preserve the marine environment (UNCLOS Article 192 and 194(5))
States shall cooperate, as appropriate on a regional basis, directly or through competent international organisations […](UNCLOS (Article 197))
There are various bodies for ocean governance at the regional level:
