Minutes of the 129th Meeting of Operation Coordination Committee

held at Kochi, Kerala on 10th March 2017

1 Introduction

1.1 The 129th Meeting of the Operation Coordination Committee was conducted at

Kochi, Kerala on10th March 2017. The list of participants is furnished at Annexure-

1A.

1.2 Shri V K Khare, GM, SR II welcomed Shri S R Bhat, Member Secretary SRPC,

Shri G Anbunesan, AGM I/C SLDC and all other participants to the 129th OCC

Meeting. He expressed that it was a great privilege and SR-II feel proud to host

the 129th OCC Meeting of SRPC at Kochi. He appreciated SRPC and SRLDC for

the efficient handling of grid operation and also complimented the constituents and

entities for the cooperation extended by them for smooth grid operation. He

thanked all the constituents for the support extended during Talcher-Kolar shut

down which was a vital link for Southern Region. He stated that the line is around

1,347 kM length crossing states in different regions and was to be well maintained

at high availability and reliability for catering critical load requirement of Southern

Region. He informed that during the shutdown, replacement of insulators was

carried out along with major over hauling of OLTCs through German OEM.

The following achievements and initiatives of Powergrid, SR II were noted :

In 400 KV Tuticorin-NTPL D/C Quad line all the Polymer insulators had been

replaced with CLR insulators in 147 locations in a record time span of 2

weeks for averting failure due to sudden rise in pollution levels.

Bunching of Transmission line in Tirunelveli-Edamon transmission line was

completed.

Temporary arrangement of ICT at Kozhikode SS for immediate load relief to

KSEBL

50 kW Solar System installed at Kochi S/S as a part of Green Energy

initiative.

3 substations of around 3,500 MVA Capacity at 400 kV Yelahanka GIS, 400

kV Tuticorin GIS and at 400 kV Pavagada Pooling Station are under

progress.

11 Nos of 765 kV and 400 kV Transmission lines are under construction.

He offered all support for smooth system operation especially during

contingencies to restore system back to normalcy and felt honored for being a

part of SRPC forum.

1.3 Shri S R Bhat, Member Secretary, SRPC welcomed the participants to the 129th

OCC Meeting. He thanked ED, SR II, PGCIL for graciously consenting to host the

meeting at Kochi. He appreciated Shri V K Khare, Shri U M Maiya and the team

led by Mr. Taffler Mendez (Officer, HR) for the wonderful arrangements made for

the participants and for smooth conduct of the meeting.

He highlighted the following issues on Grid Operation:

SRPC Meeting was held on 25th February 2017 at Bengaluru in which many

important decisions had been taken.

Yeramarus Unit I had completed 72 hours‟ continuous full load operation and

COD was expected shortly which would provide relief to Karnataka power

crisis.

Progress of schemes which had been granted PSDF funding was to be

monitored in the Meeting. NPC had expressed concern that the progress was

not satisfactory/ commensurate. He requested all to take immediate action to

avail the sanctioned grants.

Thanked all constituents for the cooperation extended by them by planning

their load management during the shutdown of Talcher-Kolar HVDV link which

commenced from 6th March 2017 as approved in the 31st SRPC Meeting. He

suggested that during coming years, Powergrid may need to plan the shut

down for maintenance works during June to December. Any request for

shutdown in peak demand period especially exam period may not get approved

in future.

Communication had been sent to all concerned seeking nominations for

Capacity Building Training Programe for renewable Integration which was to be

submitted by 15th March 2017 to SRPC. The program is proposed to be

conducted at Spain and Germany which are renewable rich countries. He

expressed that this was an opportunity for officers to have exposure to the

practices followed there. He requested all entities to communicate the

nominations in this regard.

Appreciated Ramagundam NTPC RSTPS, Simhadri Stage II .units and NLC

TS I Expansion Units for having availability factor more than 100 % during last

month..

Kozhikode ICT(3rd) has been commissioned as an interim arrangement.

Kerala‟s drawal capacity had thus increased which would be useful to meet the

peak summer loads.

1.4 Shri U M Maiya, AGM, SR II Powergrid gave a brief presentation on Powergrid, a

Navaratna Company established in 23rd October 1989. Powergrid is India‟s largest

Electric Power Transmission Utility with 1,34,018 ckm Transmission lines, 214

substations, 2,78,862 MVA Transformer Capacity and an all India inter regional

capacity of 63,650 MW. (Presentation at Annexure-1B)

1.5 SE (O), SRPC took up the agenda for discussions.

2 Confirmation of the Minutes of the 128thMeeting of OCC of SRPC held on 10thFebruary 2017 at SRPC, Bangalore.

The Minutes of 128th OCCM of SRPC were confirmed.

3 Monthly Outage Plan/ Annual Outage Plan

3.1 ISGS/CGS Planned Outages of CGS/ISG stations approved for the month of March 2017/April 2017 are enclosed at Annexure-3A.

3.2 Rescheduling/ Planned outages of Generating Stations

3.2.1 KKNPP Unit I Outage

3.2.1.1 The issue had been further discussed in the SRPC Meeting held on 25th February

2017 in which KKNPP had agreed to run their Unit I on partial load till middle of April

2017 subject to fuel availability, keeping in view TN‟s request.

3.2.1.2 In the Meeting, KKNPP informed that they are planning to take the unit out from 10th

April 2017. TANTRANSCO requested KKNPP to avail the shutdown from 15th April

2017 and also to reduce the number of days to 60 days instead of 70 days.

3.2.1.3 KKNPP have submitted the revised outage plan for 2017-18 in which Unit I is

scheduled to be taken out from 10th April 2017 for 75 days. Communication dated

09.03.2017 in this regard is at Annexure- 3B

3.2.2 KGS-2 Biennial shutdown

3.2.2.1 KGS vide their letter dated 30.12.2016 had informed that considering the shortage of

power in Southern Region in the month of February to March 2017 the BSD plan of

the station was reviewed in detail and the duration of KGS II BSD has been brought

down from earlier planned 40 days to 35 days from 1st February 2017 to 7th March

2017.

3.2.2.2 It was noted that Kaiga Unit 2 is out from 05.02.2017. Scheduled revival date is

12.03.2017. In the Meeting KGS representative informed that Unit 2 will be back

before 12.03.2017.Subsequently it was noted that Unit II was synchronized to grid

on 11.03.2017.

3.2.3 MAPS Unit - I, BSD 3.2.3.1 In the 128th Meeting of OCC MAPS had informed that they will be taking out the Unit

from 5th March 2017 to 14th April 2017 for 40 days. Forum requested to shift the

shutdown to 15th March 2017 since Talcher-Kolar outage could be there till 11th March

2017. MAPS representative had agreed to look into the possibility of postponing the

shutdown to the extent possible.

3.2.3.2 MAPS vide letter dated 17.03.2016 (Annexure-3C)had informed that MAPS Unit I

will be taken out for carrying out Biennial Maintenance activities from 16:30 hours of

19.03.2017 for a period of 39 days. MAPS vide letter dated 19.03.2016 (Annexure-

3D) had informed that MAPS Unit I had been taken out for carrying out Biennial

Maintenance activities from 15:38 hours of 19.03.2017 for a period of 39 days(till

27.04.2017).

3.2.4 NTPL Unit I-Revision of Outage Plan

3.2.4.1 NTPL vide letter dated 04.02.2017 had informed that in view of recurrent water wall

tube leakage problem in Unit-1, it is planned to replace the water wall tubes and

chemical cleaning of the boiler which necessitates the preponement of shutdown of

Unit-1 in the month of April 2017 from 01.04.2017 to 30.04.2017 (30 days).

3.2.4.2 The shutdown had been approved from 20.04.2017 to 19.05.2017 in the 128th OCC

forum. In the Meeting it was noted that NTPL vide letter dated 09.03.2017 had

submitted the revised Target of shutdown for their Units and Unit I would be taken

out from 13.05.2017 to 11.06.2017

3.2.5 Review on revised Annual Outage Planning for the year 2017-18

3.2.5.1 Annual Maintenance Schedules, furnished by Generating Units were analyzed as

per the guidelines finalized in the OCC Forums and Kukde Committee‟s

recommendation and forwarded to the State / Generators requesting to review the

outages and to reschedule wherever required, as the Maintenance Schedules in

respect of some of Generating Units were not in accordance with the guidelines.

Most of the Generators have shifted their outages. However, some of the shifted

outages are not in accordance to SRPC recommendation. Therefore, the revised

schedule of outages was analyzed again and the suggestions/observations were

formulated. SRPC vide letter dated 28.02.2017 (Annexure-3E) had enclosed the

same to all the concerned.

3.2.5.2 As per the deliberations in the 30th TCC/31st SRPC meetings held on 24th and 25th

Feb 2017, it was agreed to plan the maintenance of the units of Thermal/Nuclear

units during the period of June to December each year. The maintenance needs to

be maximized during the period to June to September keeping in view the RE

Integration during that period. The outage needs to be optimized to minimal during

the month of October. Keeping in view the Grid requirements and RE

Integration, it was requested that the suggestions as enclosed may kindly be

considered and the revised schedule of maintenance may please be

communicated to this office by 10.3.2017 positively.

3.2.5.3 Detailed Report of Analysis on the Maintenance Scheme has been uploaded in

SRPC website under All Uploads/Operation/Miscellaneous as well as mailed to

OCC Group too.

3.2.5.4 In the Meeting SRPC presented the Annual Outage Plan of the generating units for

the year 2017-18 as prepared from the information submitted by

States/Generators. From the analysis, it was inferred that as a region/state

quantum of capacity for maintenance could be staggered in a better manner as per

the agreed guideline. All the generators/states were requested to consider the

same and revert back with the revised proposal at the earliest.

3.2.5.5 It was noted that NTPC, NTPL, KKNPP(refer Annexure-3B) , TANTRANSCO&

APTRANSCO (Annexure-3F) had submitted revised schedule.

3.3 ISTS/State Sector Transmission Lines and Elements Outage proposals for the months of March/April 2017 in respect of Central and State

Transmission lines and elements were approved and posted on SRPC website

(http://www.srpc.kar.nic.in/website/2017/operation/plout129occ.xls). All utilities are to

submit the S/D proposals for the subsequent month by 3rd of the current month.

Shutdown requests for the same month needed to be avoided. An outage

coordination group had been created ([email protected])

for review of the previous OCC approved shut downs (construction/critical).

3.4 Non-availing the OCC approved shut downs

3.4.1 In earlier OCC Meetings SRPC/SRLDC had stated that in spite of huge efforts being

put into finalizing the shutdown approvals, non-availing of the same (greater than

50%) was a matter of serious concern. Power purchase by the states was also being

planned based on these approved outages and any changes may affect their LGB

and in some cases ATC/TTC was also getting affected. It was agreed that SRLDC

would post the approved outages availed and non-availed by 3rd of every month.

Subsequently constituents should revert back with the reasons for non-availing the

shut down by 6th of every month.

3.4.2 In the 128th OCCM the following was noted:

In respect of SRLDC‟s Web Based Outage Coordination System (WBOCS) a

provision had been incorporated to enter non-availing till 0600 hours of the

day of shutdown as recommended by 124th OCC forum.

D-3 should be strictly followed in case of availing of OCC approved shut downs.

SRLDC could take the strength of the OCC forum to defer the shut downs

without D-3 confirmation.

SRLDC had informed that after D-3 confirmation also, if any of the shutdowns

which lead to ATC/TTC curtailment is not availed on the scheduled day there

would be a delay in revision of the ATC/TTC which would depend on the

information from respective entity.

In case of conditional approvals D-3 concurrence may be sought from the

concerned so that last moment issues could be avoided. Wherever possible

conditional outage approvals may be minimized and opportunities may be

given to all entities for carrying out maintenance works of their elements as per

approved schedule and deferring the shutdowns highlighting the criticality of

the elements may be avoided.

3.4.3 In the Meeting, SRLDC expressed concern regarding the non-entry of proposed shut

downs in the web portal as agreed/decided in the earlier OCC Meeting. SRLDC

informed that only Powergrid and at times TSTRANSCO were requesting shutdown

through the portal.

3.4.4 KSEBL and TANTRANSCO informed that they were applying for S/D through Web

Portal also. States enquired whether the entry in WBOCS is to be followed by the

mail/fax or only entry in the programme was sufficient.

3.4.5 SRLDC informed that once the procedure is streamlined, forwarding of fax may be

discontinued. Requests not entered in Web Portal may not be considered.

3.4.6 KPTCL informed that they would start utilizing the Web Portal shortly. NLC

confirmed that they are not applying through Web Portal.

3.4.7 After deliberations, it was decided that SRLDC would interact with States and

procedure would be streamlined. All concerned were requested to make use of the

WBOCS. All the constituents agreed to use the WBOCS for S/D requests.

3.5 765 kV Raipur -Wardha (Ckt1&2)- Request for outage

3.5.1 Under system strengthening in Raipur-Wardha Corridor for IPP Projects in

Chhattisgarh, 765 kV D/C Raipur-Wardha (Line-2) is under advance stages of

construction. This transmission line is under the monitoring of PMO-PRAGATI and

best efforts are being made for completion of balance construction works and

commissioning of the line by second week of March 2017 it is also worth mentioning

here that Govt. of Telangana is persuading POWERGRID for earliest completion of

lines associated with strengthening of WR-SR interconnection to ensure corridor

from Chhattisgarh for 1000 MW POWER, they have already made agreement with

Govt of Chhattisgarh, to meet the demand of the state in coming months.

3.5.2 During the route alignment of 765 kV D/C Raipur-Wardha (Line-2), to avoid the

crossing with 765 kV D/C Raipur-Wardha (Line-1), a swapping arrangement was

envisaged at a distance of 155 Kms from 765 kV D/C Wardha Substation of

POWERGRID.

3.5.3 In line with the readiness of the line, outage of 765 kV D/C Raipur-Wardha (Line-1)

was proposed from 11.03.2017 to 12.03.2017 in the 492nd WRPC-OCC meeting

held on 17.02.2017 at Raigarh, Chhatisgarh. During the meeting outage was in

principally approved by the members of WRPC, however RLDC had opined that

acceptance/cognizance of SRPC is also required prior to outage.

3.5.4 In view of the above, it was requested that SRPC may kindly give acceptance from

their end for outage of 765 kV D/C Raipur-Wardha (Line-1) Ckt 1&2 from 11.03.2017

to 12.03.2017 on continuous basis considering the importance of commissioning of

11.03.2017 to 12.03.2017 of 765 kV D/C Raipur-Wardha (Line-2).

3.5.5 In the Meeting the forum suggested that the request may come through NLDC.

3.6 Number of Outages approved V/s Availed

3.6.2 SRLDC presented the status of availed shut down vs approved shut down state wise

and as a region according as per the information available with them. Element wise

information is at Annexure-3N. The percentage as computed by SRLDC is as follows

:

3.6.3 In the Meeting, AGM, SRLDC pointed out that the availed percentage is very less for

most of the states/entities. Even after given a chance to review the proposals

through Mid Review provision, the low percentage of availing of shutdown as per

schedule was a matter of serious concern. Concerted action was required from all

entities to ensure that shut downs are availed as per schedule.

3.6.4 SR I, PGCIL informed that few shutdowns were carried out as OSD and may be

considered as availed. Also Nellore – Gooty line shutdowns were not carried out due

to non-availability of erection gang.

3.6.5 SR II PGCIL had informed that Somanahalli lines shut down were not carried out

due to ROW agitation by Raitha Sanga. 400 kV Kaiga-Sirsi II was not taken for CLR

replacement since SRLDC didn‟t concur due to outage of Kaiga-Narendra on CVT

failure at Kaiga end.

3.6.6 KPTCL informed that (4 shut downs deferred) Guttur-Kaiga I was not taken for

maintenance as scheduled since Guttur-Beranahalli LC was not complete. Guttur-

Kaiga II was not taken since SLDC didn‟t give concurrence due to outage of Guttur-

Narendra due to over Voltage.

3.6.7 CE,(SO), KSEBL informed that only one shutdown(Kozhikode-Areakode line III) was

not carried out due to CB reallocation to another station.

3.6.8 MS, SRPC expressed concern on non-availing of approved outages and requested

that all efforts should be made to minimize the deviation from schedule. He pointed

out that during the grid incidents/disturbances, transmission outages

(planned/unplanned/emergency) are viewed seriously.

3.6.9 SRPC/SRLDC pointed out that the few constituents/utilities were not furnishing

outage requests as per specified time schedule and current month proposals for

AMP works were also being furnished. All the utilities were requested to follow the

procedure and the time lines.

3.6.10 All the utilities to furnish the details/deviations with respect to their Annual Outage

plan schedule vs maintenance carried out on a monthly basis as this information is

required for the Annual Outage Plan Deviation Report being submitted to CERC.

3.7 Shut down of HVDC Bi-pole link for carrying out replacement of polluted insulators overhauling of OLTC and other AMP works

3.7.1 Powergrid SR II vide letter dated 03.02.2017 had requested for the shutdown of

Talcher-Kolar HVDC Link from 06.03.2017 to 11.03.2017. After deliberations in the

128th OCC meeting the shutdown was approved provisionally from 04.03.2017 to

08.03.2017.

3.7.2 The same was further discussed in the SRPC Meeting held on 25th February 2017

and after deliberations the shutdown was approved from 06.03 2017 to 11.03.2017.

PGCIL was requested to bring back the lines by 17:30 hours daily whenever

possible and requested to furnish the complete schedule as soon as possible. NLDC

had requested PGCIL to inform the taking out time and revival time in advance daily

(4 time blocks prior). Subsequently PGCIL vide letter dated 28.02.2017 had

furnished the schedule which is at Annexure-3O

3.7.3 NTPC Talcher vide letter dated 02.03.2017 Annexure-3P had requested to explore

the possibility of taking HVDC Bipole shutdown in the Month of April 2017 since their

generation may get affected. (shut down proposed in March 2017, last month of

financial year)

3.7.4 SRLDC vide letter dated 01/02.03.2017 (Annexure-3Q) had communicated

regarding the precautions to be taken by the states during the outage period.

3.7.5 In the Meeting, it was noted that the Talcher-Kolar poles were taken out from 6th

March 2017. As agreed in the 31st SRPC Meeting poles were deblocked in the night

hours whenever possible. Subsequently SR II, Powergrid had submitted the outage

details which is at Annexure-3R.

3.8 LGBR for upcoming five months & TTC/ATC computations

3.8.1 All states were to furnish PSSE base case for July 2017 and the following was noted:

3.8.2 In the Meeting, the following was noted:

APTRANSCO informed that New SLDC at Vijayawada would be

commissioned during the month of April 2017. A Study Group will be

formulated after commissioning of SLDC and required data would be

furnished subsequently from 30th April 2017. It was noted that the mock

exercise of operating SCADA from NEW SLDC would be started from 15th

April 2017.

In the 128th OCC Meeting TSTRANSCO had requested SRLDC to kindly

arrange a Workshop on System Studies for which SRLDC had agreed to

conduct on mutually agreed date. TSTRANSCO vide letter dated 28.02.2017

had furnished the Nodal Officer details which is at Annexure-3S.

Regarding submission of details of Nodal Officer, APTRANSCO and KPTCL

were requested to nominate the Nodal Officers and furnish the details to

SRLDC/SRPC at the earliest.

3.8.3 SRLDC informed that KSEBL had requested SRLDC to furnish the ATC/TTC

simulated base case (for fifth month) which was sent on 22nd February 2017.

3.8.4 SRPC/SRLDC noted that converged PSSE base case was the base for calculation

of POC charges and all were requested to be involved from the beginning for

ATC/PoC so that any error would be minimized.

4 Availability and Requirement

4.1 APTRANSCO informed that they were not anticipating any deficits till July 2017 and

may be in surplus of around 5 MU to 41 MU during coming months. Hinduja power of

around 20 MU is expected during all months except in July 2017(10 MU).

4.2 TSTRANSCO informed they were likely to meet the demand comfortably in the

coming months and expecting surplus of around 7 to 26 MU in energy terms. 12

MU/day is expected from Kakatiya TPS II for all the months. Deficits, if any, would be

met through STOA/PX purchases. 150 MW RTC from CEPL upto 25.05.2017 was in

place.

4.3 KPTCL informed that they would be in deficit during the months April and May 2017.

DVC power of around 340 MU is considered in the availability.

4.4 KSEBL informed that they would be in nominal deficit for the coming months. Since

inflow is less, they are arranging power through LTA/STOA. Tender had been

opened for purchasing 200 MW of power for the months of March, April and May

2017. It was noted that Kayamkulam Power and Energy exchange purchases are not

considered while calculating the availability. KSEBL was expecting 200 MW LTA to

be operationalised in coming months.

4.5 TANTRANSCO informed that they are anticipating deficits for the months March 2017

(4 MU) and in April 2017 (10 MU). The deficits would be met through additional STOA

(STOA quantum projected is provisional). 140 MW additional MTOA is in operation

from 10th February 2017 and additional 200 MW is from March 2017 onwards.

4.6 MS, SRPC stated that more emphasis needed to be taken by all the concerned

utilities to finalize a more realistic load generation balance. Actual grid situation

cannot vary drastically from the planned one.

4.7 Reasons for demand -supply gap and its variation

4.7.1 This issue of furnishing the load shedding details in different heads along with the

reasons by states had been taken up in the NPC Meetings. MoP/CEA specifically

needed the reasons for load shedding like transmission constraints, distribution

constraints, regulatory constraints viz the power purchase not allowed beyond an

agreed cost or quantum, natural calamities, tripping of some of major transmission

lines etc.

4.7.2 In the Meeting, SE(O), SRPC emphasized on the importance of this information to

be submitted to higher forums and requested all the constituents to furnish the

information in the specified format. Even if load shedding is zero a „Nil‟ report

needed to be furnished on monthly basis.

5 REVIEW OF THE POWER SUPPLY POSITION

Grid Highlights

Frequency remained within IEGC range during February 2017 (49.90 - 50.05 Hz)

for 75.86 % of time. Average frequency for the month was 50.001 Hz.

Frequency remained below 49.90 Hz for 7.66 % of time during February 2017.

Frequency remained above 50.05 Hz for 16.47 % of time during February 2017.

commissioned on 20.02.2017 by TSTRANSCO.

SR II, Power grid vide letter dated 16.03.2017 (Annexure-5A) had informed that

consequent to the successful completion of Trial Operation, the following asset

under “System strengthening in Southern Region - XXIII” shall be put under

Commercial Operation w.e.f 00:00 hrs of 06.03.2017 in terms of clause 4 of

CERC (Terms and Conditions of Tariff Regulations, 2014).

Replacement of 3X167MVA, 400/220kV ICTs with 1X 500 MVA ICT at

Somanahalli SS (The replaced ICTs shall be maintained as a regional

spare).

Transmission charges of the above asset are payable w.e.f 16th March 2017.

6 MAJOR ISSUES 6.1 Presentation by States on Operational Issues

In the Meeting, all the States/Entities submitted the operational issues/highlights

(Annexure-6A). MS, SRPC appreciated all the States/Entities for the efforts put by

them to make the presentation. He requested all entities to come up with

operational/technical issues which need attention and require deliberations in OCC

forum separately. SRLDC requested that all entities may kindly upload their

presentation by 5th of every month so that SRLDC can compare with their

information/data which will help in better discussion/analysis of the issues.

6.2 Inclusion of IWPA as a member of OCC of SRPC

6.2.1 IWPA (Indian Wind Power Association) vide letter dated 09.02.2017 (Annexure-6B)

had requested to include IWPA as a member of OCC of SRPC. The following were

submitted:

IWPA have more than 1600 members.

Tamil Nadu SLDC have a day ahead forecast of wind energy. IWPA as a

coordinator for 7694 MW wind generation in the whole State have collected

money and installed necessary equipment in TNEB grid system. With the

assistance of National Institute of Wind energy (NIWE) Chennai IWPA is giving

the forecast successfully for last one year for all the 7694 MW of wind

installations in Tamil Nadu.

It is understood that even private generators like Tatas, Mundra, IL&FS and

some electricity traders etc have been given representation in OCC for

successful integration of renewable energy and operations connected there with.

As a body IWPA represents 7694 MW of wind power investors of Tamil Nadu

IWPA request that IWPA be included in OCC and invited for all periodical

meetings.

6.2.2 OCC forum noted that the membership would be as per the provisions of MoP

Resolution.

6.3 Retirement of Power generating units in the country

6.3.1 Secretary, CEA vide letter dated 25.01.2017(Annexure-6C) had informed the

following regarding the Retirement of Power Generating Units in the country:

The Power generation utilities approach CEA for approval of the retirement of

their units whereas the generating utilities can take their own decision based on

their own techno-economic reasons and they do not need to take approval of the

CEA for retirement of their units.

In all cases where the generating company has taken a decision to retire of their

units, they must intimate CEA for incorporating the same in the data base of the

installed capacity in the country and also for CEA to see if its retirement results in

adversely affecting the voltage profile in the grid/grid instability/overloading. If so,

CEA would take remedial action accordingly.

However, according to Section 73(m) of Electricity Act, 2003, any Generating

Company can approach CEA for advice w.r.t. Retirement of their generating

units. In such a case, the generating utility would have to furnish data as

required by CEA for giving recommendations. CEA may, at a later stage, also

issue an advisory giving the criteria for retirement to help the states to evaluate

the unit themselves.

However, this advice being in nature of recommendation only, is not binding

upon the company, which may take its own decision, as deemed appropriate by

it, in the matter.

6.3.2 In the Meeting, OCC noted the above. It was noted that the Installed Capacity of

Ennore Units of TN was to be reduced from the total Installed Capacity of TN and

CEA may be informed accordingly.

6.4 Request for Enhancement of drawal through Kuzhithura – Parasala feeder

6.4.1 KSEBL vide their letter dated 09.02.2017 (Annexure-6D) had requested

TANTRANSCO that the drawal through Kuzhithura – Parasala feeder may kindly be

permitted to about 25 MW (about 130A) from the present level of 15 MW (75A)

during the summer period. On account of the increase in demand the Pothenencode

- Kattakkada 110 kV feeders are getting overloaded and the power supply to the

capital city of Kerala is getting affected.

6.4.2 In the Meeting, KSEBL requested TANTRANSCO to kindly permit to draw 25 MW

through Kuzhithura – Parasaladuring summer season. It was noted that

TANTRANSCO had allowed to draw upto 25 MW for few days.

6.4.3 TANTRANSCO informed that they can agree to a maximum power transfer of 15

MW only.

6.4.4 Subsequently TANTRANSCO vide letter dated 18.03.2017(Annexure-6E) had

communicated the following for KSEBL‟s request:

KSEB Ltd. had requested to enhance the drawal through 110 kV Kuzhithurai-

Parasala feeder to about 25 MW (about 130 A) from the present level of 15

MW (75A) during the summer period.

In this regard, KSEB Ltd. had already requested during December 2015 to

enhance the drawal to 250 Amps in the above feeder as an interim measure

till the commissioning of 220 kV Kattakkada SS and it is also noted that rec-

conductoring will be done in some stretches of 110 Kuzhithurai-Parasala

feeder by KSEB Ltd.

TANTRANSCO had intimated that at the present situation KSEB Ltd. request

towards facilitating drawing up to 250 Amps from Kuzhithurai end is not

feasible. Now KSEB Ltd. had requested again to enhance the drawal in 110

kV Kuzhithurai-Parasala feeder.

It is intimated that the above feeder tripped on over load whenever it draws

more than 15 MW causing interruption to 4 nos. 110 kV SS at Marthanandam,

Nadaikavu, Munchiral and Kuzhithurai during January 2016.

Hence, in the present scenario it is not feasible drawing additional power ie.,

more than 75 Amps in the existing line. However, enhancement in the drawal

at Kuzhithurai end would be possible only after strengthening of the conductor

in 110 Kuzhithurai-Parasala feeder where in some stretches are to be

completed by KSEB Ltd.

6.5 Flexibility in utilization of domestic coal and other measures for reducing the cost of power generation

6.5.1 MoP vide letter dated 10.06.2016 had suggested that the methodology for use of

transferred coal in Independent Power Producers (IPPs) Generating Stations will be

done separately. (Page-8 of previous methodology issued on 10th June 2016) The

same was now finalized after detailed discussion with all the stake holders to bring in

further efficiency in utilization of domestic coal. MoP vide letter dated 20.02.2017

(Annexure-6F) had furnished the methodology and had requested all stake holders

to take necessary action in this methodology.

6.5.2 In the Meeting OCC noted the above. All the concerned were requested to look into

the options to avail the benefits under the scheme.

6.6 Sale of Un-Requisition Surplus Power in line with provisions of revised Tariff Policy – NOC issued

6.6.1 TANTRANSSCO vide letter dated 27.02.2017(Annexure-6G) had informed that

TANGEDCO is in principle agreeable to continue granting No Objection Certificate

valid for a period of six months upto 31st August 2017 for sale of Un-Requisition

Surplus Power of TANGEDCO in Neyveli TS I Expansion, Neyveli TPS II Stage I & II

through Power Exchange as per the provisions of revised Tariff Policy.

6.6.2 TANTRANSCO vide letter dated 17.02.2017(Annexure-6H) had informed that

TANGEDCO is in principle agreeable to grant No Objection Certificate for sale of

Un-Requisition Surplus Power Exchange as per Power of TANGEDCO in NTECL-

Vallur Thermal Station through Power Exchange as per the provisions of revised

Tariff Policy. This NOC is valid for a period up to 28th Feb 2017 after which the

same would be revised for renewal.

6.6.3 The forum noted the above.

6.7 Vardah Cyclone: Experience learnt

6.7.1 The „Vardha‟ cyclone which struck Chennai on 12.12.2016 and its impact on the

grid and subsequent revival was deliberated in detail in the 126thOCC meeting.

6.7.2 In the 128th OCC Meeting the following were noted:

I. SRLDC informed that SAT Phone at the following locations is proposed in stage I :

All SLDCs , SRLDC & RTAMC SR-1 & 2

Major hydro stations like Sharavathi, Idukki, Kundah, U.Sileru&N‟sagar

HVDC Gazuwaka & Bhadrawathi

Thermal stations in coastal area like Simhadri, Vallur, NCTPS & NTPL

Major substations: NPS/Nellore, Vemagiri PG/AP, Alamathy, Puducherry

After deliberations, the following was noted:

It was noted that OFC communication keeps on working during line

outage/bending of tower unless the OFC connectivity is lost.

It was felt that for usage of SAT phone end connectivity (especially in affected

area) should not be through service provider since it may not be useful in case

of contingencies like cyclone etc.

It was felt that all important nodes, SLDCs, generators and SRLDC brought into

a common network at Regional Level which could be used as backup

communication system for voice and data.

All the utilities were requested to communicate regarding the SAT Phone

availability, technology, information regarding service providers etc. before next

OCC which would be discussed in the next OCC.

NTECL Vallur vide E-Mail dated 02.03.2017 had informed that NTECL Vallur is having a

SATCOM Number which is 764948331. The service provider is TATA communications.

II. Regarding reason for MAPS unit not going on House Load during Cyclone the following was noted:

MAPS had reviewd the scheme implemented in Kaiga GS. The feasibility and suitability of adopting the similar scheme is being studied. After study and review with the designers at NPCIL HQ, will revert back

III. DG Capacity

All the entities (400 kV S/s and above, HVDC stations and all major

Generating Stations) are requested to assess the load w.r.t. to DG Capacity

and submit a compliance report before next OCC.

IV. Black Start Restoration Procedure

SRLDC informed that they would be calling state wise Meetings involving

concerned officers from main SLDC, sub SLDCs, critical Substations, major

generators and traction substations. The BSRP would be reviewed in these

scheduled Meetings and finalized procedure will be shared to the respective

states. The Meetings would be convened in March 2017 and exact program will

be intimated subsequently.

6.7.3 In the Meeting, it was noted that NTECL Vallur had a SATCOM Number at their

Station. SRLDC informed that they had tried on this number and always was

unavailable. On a query NTECL informed that the phone is switched ON in case of

emergency situations only. It was agreed that on a mutually agreed date the

connection may be checked.

6.7.4 MS SRPC informed that the issue had been discussed in the previous TCC/SRPC

Meeting held on 24th and 25th February 2017 and was noted that an Expert

Committee comprising of Communication Engineers including representation from LD

& C, PGCIL would study the communication requirements for ensuring data/voice to

RLDC/SLDC during Natural Disasters. It was suggested that this issue will be

removed from the agenda of next OCC meeting.

6.7.5 TANTRANSCO informed that at Almathi S/S DG Set Capacity available is of 85

KVA. They are procuring 250 KVA DG Set. They are planning to procure 9 nos of

400 kVA and 92 nos of 220 kVA DG sets and the possibility of getting the work done

through PSDF fund is being looked into.

6.7.6 MS SRPC suggested that the DG Set availability may be part of BSRP workshop

scheduled. All the concerned can submit the major load and DG Capacity

availability. The plan for new DG sets and augmentation of existing DG Sets also

may be analysed.

6.7.7 SE(O), SRPC suggested that a Chapter may be added in this regard in the Black

Start Restoration Procedure which was agreed by SRLDC.

6.7.8 SRLDC had furnished the format in which the concerned entities need to submit the

information regarding the DG Sets. (Annexure-6I)

6.7.9 TANTRANSCO informed that feeder tripping analysis 12.12.2016 (Varda Cyclone)

due to over voltage had been submitted to P & C Wing for information and further

action in this regard.(Annexure-6J)

6.8 Significant Connectivity of Wind developers to ISTS

6.8.1 KSEBL vide letter dated 23.02.2017 had submitted the following regarding the

connectivity of Wind Developers to ISTS:

In the LTA meeting of SR constituents held on 21st February 2017 regarding

connectivity of IPPs (Wind), it was deliberated that CTU has to build

additional substations for giving connectivity application substations of the

Wind IPPs.

None of the wind developers are willing to get connected to STU, reported to

be in view of the exemption from open access charges. It was also noted that

the requirements projected by the wind developers was with (N-1) security in

some cases. This would necessitate more number of bays in the 400 kV S/s,

CEA had suggested some of the links with one circuit instead of double

circuit. CTU had pointed out that some of the existing 400 kV S/s do not have

expandability and proposed new substations near the existing 400 kV S/s for

providing connectivity to the grid. The scope of the wind developer being

limited to the 220 kV line from the generation point to the 400 kV S/s up to the

220 kV bay, the balance of expenditure is impending on the LTA holders.

In some of the cases discussed, it was evident that injection of power is likely

to cause transmission constraints. To a query, CTU and CEA opined that the

system strengthening can be considered when such applicants apply for LTA.

The probability of achieving the generation now proposed by them is also to

be considered. The approach of wind generation to leave the STU

connectivity to ISTS connectivity and passing over the additional expenditure

to the existing LTA holders may please be deliberated in the SRPC forum.

6.8.2 In the Meeting, DCE, KSEBL expressed that none of the wind developers are willing

to be get connected to STU largely due to exemption of open access charges. He

recalled the discussions held in the LTA Meeting held on 21.02.2017 as mentioned

in KSEBL‟s letter. There were issues in the downstream system beyond the CTU

connectivity and system strengthening would be required. He added additional

expenditure to the existing LTA holders due to CTU connectivity by new wind

generators needed to be addressed to higher forum like CEA/CERC.

TANTRANSCO also endorsed the views of KSEBL.

6.8.3 KSEBL was requested to put up a draft letter to SRPC which could be taken up with

to CEA/CTU/CERC accordingly.

6.9 Certification of line rating / equipment for the purpose of adopting seasonal ratings as specified by National Reliability Council For Electricity–reg.

6.10 Deemed availability status for ICTs Shutdowns availed for tertiary insulation

6.10.1 Powergrid SR II vide letter dated 04.03.2017(Annexure-6L) had requested to

accord Deemed Availability for the elements for the shutdown period as listed in their

latter at Annexure. These Shutdown proposals for providing Tertiary Insulation (as

per the enclosed Annexure) on inter connecting transformers are included in the

Proposals for 129th OCC Meeting. The insulation is being provided for avoiding

trippings of ICTs due to infringement of mammals and birds with the tertiary system

and not a maintenance activity. It is one time activity leading to increased reliability.

It is requested by PGCIL to kindly accord the deemed availability status to the above

shutdowns as the same is required for system improvement in reliability and

performance

6.10.2 In the Meeting the OCC agreed for the same.

6.11 Monitoring of scheme funded from PSDF

6.11.1 Monitoring of schemes funded from PSDF was discussed in the 6th NPC Meeting

held on 19.12.2016, wherein it was agreed that the PSDF funded schemes would

be reviewed in the OCC Meetings. NPC vide letter dated 02.03.2017 had furnished

the Agenda for the Meeting w.r.t PSDF (Annexure-6M).

6.11.2 In the Meeting, SRPC pointed out the concern of NPC regarding the non-availing of

sanctioned grant in a timely manner. The issue had been raised by the

representative of NPC in the recent TCC/SRPC Board Meeting held on 24th /25th

February 2017.

6.11.3 APGENCO informed that they had submitted all the required information to NLDC

and it was likely that grant may be released after clearance from Ministry of Finance.

6.11.4 TSTRANSCO informed that they are expecting a release of Rs 5 Crores for R & M

works before March end. The format submitted in the month of February 2017 for

Reactor funding is at Annexure-6N.

6.11.5 EE, Puducherry informed that they have applied for 10 % release of the fund for R &

M works and fund yet to be released.

6.11.6 TANTRANSCO informed that PO had been placed for R&M works of protection and

control systems to rectify protection related deficiencies.

6.11.7 KPTCL informed that they had submitted all the required documents and release of

30 % fund was expected.

6.11.8 KPCL informed that they are calling Tenders for the works for applying for the

release of the next installment of fund.

6.11.9 SRPC requested all the concerned to kindly submit the status update which would

be communicated to NPC.

6.12 Preparation of Phasing Plan for implementation of new Environmental Norms for Thermal Plants, issued by MOEF & CC

6.12.1 CEA, New Delhi vide letter dated 22.12.2016 had intimated that a committee was

constituted headed by Chairperson, CEA by MoP; GoI vide Office Order No.FU-

1/2015-IPC dated 21.09.2016 for preparing a phasing plan for implementation of

new environmental norms issued by MOEF&CC in December 2015 regards to SPM,

Sox & NOx emissions. The 1st& 2nd meeting of committee was held on 21.10.2016

and 13.12.2016 respectively.

6.12.2 Subsequently a Meeting was convened on 12.01.2017 at SRPC, Bengaluru to

deliberate on the status and to firm up the Phasing Plan. (Minutes of the Meeting are

available at SRPC website). In the meeting, the Phasing Plan for FGD installation

was firmed up. Subsequently as desired by CEA, Quarter-wise schedule

(Annexure-6O) for FGD installation has been furnished to CEA.

6.12.3 Subsequently CEA had conducted a Meeting on 17.03.2017 to discuss further on

this issue. A Meeting was held on 25.03.2017 at SRPC Bangalore to finalize the

Phasing Out Plan for Thermal Units of Southern Region which do not have space for

FGD. CEA also had represented the Meeting. The minutes of the Meeting along with

the finalized Phasing Out Plan is at Annexure-6P.

6.13 Restricting of schedule of ISGS units to Normative value corresponding to 100% Installed Capacity

6.13.1 SRPC vide letter dated 07.09.2016 had raised certain issues regarding restricting of

schedule of ISGS units to normative value corresponding to 100% installed capacity.

It had been informed by SRLDC that this measure was in order to ensure RGMO

performance in accordance with CERC Order.

6.13.2 In this regard SRPC vide letter dated 02.02.2017(Annexure-6Q) had brought the

following to kind attention of SRLDC:

Schedule of ISGS units was not restricted to normative DC. Higher schedule, in

some instances, was given on account of RRAS up to the units.

It is also not clear whether all other RLDCs are adopting same scheduling

practice for ISGS units for ensuring adequate RGMO response.

In view of all India Grid, it is imperative that generators in all regions contribute

through adequate RGMO response.

On perusal of data in respect of Western Region, it is observed that NTPC,

Korba-7 is being scheduled even above its declared capacity. For instance, this

has happened on a sustained basis for several blocks on 01.01.2017.

6.13.3 SRPC had requested SRLDC that this matter may be kindly arranged to be

examined.

6.13.4 In the Meeting, it was noted that this issue had been deliberated in the recent

TCC/SRPC Meetings held on 24th /25th February 2017 and SRPC had

recommended that the Procedure of restricting the schedule for RGMO compliance

by SRLDC could be kept in abeyance as SR constituents were at disadvantageous

position compared to other regions and RGMO/FGMO with MI response was

mandatory for all the applicable generators in all the regions. NLDC was suggested

the follow a common pan region procedure.

6.13.5 Subsequently SRPC vide letter dated 03.03.2017(Annexure-6R) had taken up this

issue with NLDC:

SRPC/TCC had noted that only SRLDC among all the other RLDCs was

restricting the schedule to exbus RGMO compliance capability in line with

Hon‟ble CERC Order in respect of Petition No.302/MP/2013.

It was noted that this was having commercial implication in respect of AGC

and the restricted quantum could have been availed from the market

(presumably at a higher rate than the variable cost). This may be putting the

SR states in disadvantage position compared to other states in other regions.

RGMO response was required from all the generators from all over the

country. Therefore, SRPC/TCC suggested that the procedure of restricting

the schedule to exbus RGMO compliance capability could be implemented as

a pan country procedure. Till such time, NLDC could keep the procedure in

vogue in Southern Region in abeyance.

6.13.6 Subsequently NLDC vide letter dated 14.03.2017(Annexure-6S) had submitted the

following in this regard:

Availability of margin for primary response from the generators is important for

reliable and secure system operation. This fact has also been appreciated by

the Hon‟ble Central Electricity Regulatory Commission (CERC) in the recent

draft 5th amendment to Indian Electricity Grid Code, 2010 notified on 9th

December 2016 wherein it was proposed to restrict the schedule of ISGS to

100% of the installed capacity and the overload margin of 5% is to be used for

primary response. The public hearing in this matter was held on 28th February

2017. It is suggested that it might be better to wait for this amendment which

provide further clarify in the matter.

6.14 Enhancement in TTC of Southern Region

6.14.1 The following are the issues in respect of TTC to SR

LTA/MTOA operationalization more than ATC. SRLDC had informed that CTU

had communicated the LTA/MTOA details. They would take up the issue with

NLDC.

Need for proper coordination in ATC/TTC computations between POSOCO &

CTU specifically before operationalizing LTA/MTOA (Taken up with NRCE)

Issues in respect of ATC/TTC computation and real time ATC/TTC declaration

(Taken up with NRCE)

Reviving of 500 MW of extended mode of Talcher-Kolar HVDC (Refer

Annexure-6R)

Consideration of SPS of Aurangabad-Sholapur for ATC computation to SR

(SRPC letter dated 03.03.2017 to NLDC)

6.14.2 KSEBL vide letter dated 23.02.2017 (Annexure-6T)had submitted the following

regarding reviving of 500 MW of extended mode of Talcher-Kolar HVDC

The ATC of the HVDC Talcher-Kolar link is currently 2000 MW. Previously the

link was operated at 2500 MW for ten hours per day.

With synchronization of the AC links, Raipur-Sholapur 765 kV D/C line the

500 MW additional capability created with capital inclusion earlier is kept as

reserve to control the flow in the AC lines. It may be noted that, currently more

transmission lines have been added to the inter-regional network connecting

SR to New Grid.

Due to summer, the requirement of power is increasing. Hence the release of

500 MW for 10 hrs may be considered in the ATC/TTC computation.

6.14.3 NLDC vide their letter dated 14.03.2017 had replied to SRPC‟s request and the

following was stated:

Revival of TTC/ATC of 500 MW (extended mode) of Talcher-Kolar for 10

hrs a day: As long as the Southern Region was synchronously connected,

the 500 MW ten-hour overload capability of HVDC Talcher-Kolar was utilized

for the purpose of transfer capability assessment for pre-selected hours of the

day. After Southern Region was synchronized with the NEW grid on 31st Dec

2013, this margin was required for NLDC/RLDCs to control loading on 765 kV

Raichur-Sholapur. With the commissioning of 765 kV Angul-Srikakulam lines,

this control becomes even more important for controlling the flow on 400 kV

Vemagiri-Vijayawada and 400 kV Vemagiri-Gazuwaka lines also.

There is no margin available in HVDC Bhadrawati and HVDC Gazuwaka back

to back stations in case of any contingency in real time as these are already

operated at the maximum possible capacity. With extensive 765 kV systems

in the grid, the loss of any such element leads to a steep reduction in

TTC/ATC. Before any rescheduling of generation takes place, the flows have

to be controlled in real time and for this purpose; the system operator has only

the margins in Talcher-Kolar HVDC which is used in such situations. Further

there are frequent instances when the total import by Southern Regional

exceeds the Available Transfer Capability (ATC) and voltage at Sholapur

drops. The margin in Talcher-Kolar HVDC is used in such situations.

In fact, similar philosophy is followed even for other HVDCs towards Northern

Region where some margins are kept in HVDCs even within their rated

capacities. Hence, it is difficult to consider the extended mode (500 MW) of

Talcher-Kolar HVDC for the purpose of TTC/ATC.

6.14.4 Subsequently TSTRANSCO vide letter dated 23.03.2017 (Annexure-6U) had taken

up the issue with Secretary Power, MoP and had requested to consider the

extended mode (500 MW) of Talcher-Kolar HVDC for the purpose of TTC/ATC.

Issues are given below:

Peaking power shortages as well as energy shortages throughout the country

have decreased. The Ministry of Power has also taken several pro-active

measures to increase Available Transfer Capacity (ATC) to different parts of

the country including South India. All the States in South India including

Telangana benefitted from this quantum jump in the Available Transfer

Capacity from NEW grid to SR grid and this has contributed to reduction in

the purchasing price thus enabling improved economic operation of the Grid.

However, now there is an urgent need for revival of 500 MW (extended mode)

of HVDC Talcher-Kolar for 10 hrs a day. The extended capacity of 500 MW

for 10 hrs/day which was earlier being released to SR constituents had been

withdrawn by POSOCO during synchronization of SR – NEW grid in

December 2013. Since then, a number of elements such as 2nd circuit of 765

kV Raichur-Sholapur line, 765 kV Narendra-Kolhapur D/C (charged at 400

kV), 765 kV Angul-Srikakulam-Vemagiri D/C lines as also some

upstream/downstream elements have been commissioned in the system.

Interconnectivity between NEW-SR grid has improved with additional parallel

paths.

Talcher-Kolar HVDC link is an evacuation link for which 100% charges are

being borne by SR States, which includes 500 MW of extended capacity also.

It is therefore requested that 500 MW (extended mode) for 10 hrs a day be

resorted to SR beneficiaries urgently, especially, since all SR constituents

have paid for the extended capacity and also due to severe drought like

conditions in the region. ATC available under the extended mode would not

affect the security of Grid Operation in any manner.

Request that necessary instructions may kindly be arranged to be issued to

POSOCO to implement the extended mode of 500 MW for 10 hrs a day on

Talcher-Kolar HVDC link urgently.

6.14.5 In respect of consideration of SPS of Aurangabad-Sholapur for ATC computation to

SR the following were submitted by SRPC (Refer Annexure-6R)

With the commissioning of Angul-Srikakulam-Vemagiri corridor, there was net

increase of TTC to SR by 200 MW (+800 MW on ER-SR and – 600 MW on WR-

SR). The constraint was 400 kV Vemagiri-Nunna line with worst credible

contingency of N-1 of 765 kV Aurangabad-Sholapur line. The Hon‟ble CERC in

its order dated 05.08.2015 in Petition No.009/SM/2015 had accepted the

recommendations of Central Advisory Committee (CAC) Sub Committee on

congestion in Transmission in which, the following had been noted as the action

to be taken by POSOCO in para A(8):

‘(8) SPS planned needs to be installed within 3 months and the same be considered by POSOCO in calculation of ATC as deemed appropriate’.

SRPC/TCC had requested POSOCO to kindly consider the SPS (suggest

modifications for tripping of Single Circuit of Aurangabad-Sholapur) while

computing the TTC/ATC to SR which is supported as per IEGC provisions also.

This would help the SR constituents to avail the more power during summer

months.

6.14.6 In respect of consideration of SPS of Aurangabad-Sholapur for ATC computation to

SR the following was stated by NLDC (Refer Annexure-6S):

The TTC on ER-SR corridor post commissioning of 765 kV Angul-Srikakulam

D/C is restricted by N-1 contingency of 765 Aurangabad-Sholapur one ckt

leading to thermal limit of 400 kV Vemagiri-Gazuwaka. There is no SPS

action for this single contingency. SPS-8 is for loss of 765 Aurangabad-

Sholapur D/C carrying more than 2500 MW total which leads to load shedding

in SR and generation backing down in WR.

It would be appropriate to expedite the commissioning of transmission network

towards SR and within SR which would relieve the line loading of 400 kV

Vemagiri-Gazuwaka (since Vemagiri-Vijayawada is kept open as per the

advice of CTU). Incidentally 765 kV Vemagiri-Khammam D/C had been

planned earlier by CTU and even awarded through Tariff Based Competitive

Bidding (TBCB) in 2012-13. However, in the 37th meeting of the Standing

Committee on Transmission Planning for Southern Region held on 31st July

2014 this line was dropped due to the majority view of CTU, SR state utilities

and SRPC Secretariat, though CEA and POSOCO had suggested

commissioning of the same. This line, if allowed to go ahead would have been

in place today and substantially enhanced the transfer capability on ER-SR

path. This can be checked even from today‟s simulations.

6.15 Right of Way issue of 400 kV Nelamangala-Hoody Line/ commissioning of 400 kV Yelahanka substation/220 kV evacuation system of KPTCL at Yelahanka substation

6.15.1 In the Meeting GM, SR II Powergrid informed that the compensation issues were

being settled for LILO of Nelamangala-Hoody at Yelahanka. Regarding Madhugiri-

Yelhanka in three districts, Bengaluru Urban, Bengaluru Rural and Tumkur ROW

issues are being faced. He informed that the connectivity at Yelahanka will not be

useful until the 220 kV side cables are made through by KPTCL.

6.15.2 KPTCL informed that cable for Yelahanka connectivity is awarded in December

2016 and scheduled to be commissioned in December 2017. They would be

furnishing the updates in detail shortly.

6.16 Study/way forward for Renewable Integration in SR

Way forward was discussed in the 30th TCC/31st SRPC Meetings. TOR were to be

further fine tuned in consultation with NLDC, CERC Staff etc. Subsequently

TANTRANSCO/TANGEDCO had agreed to take up the TOR with RE Developers.

6.17 KKNPP Unit 2 commissioning

6.17.1 It was noted that Kudankulam Unit II infirm power injection scheduling had

commenced from 14.10.2016.

6.17.2 In the Meeting KKNPP representative informed that the Unit is running at 700 MW

loads at present and tomorrow or day after tomorrow (11th/12th March 2017) they

would be taking the Unit under shutdown. After 20-30 days Unit would be brought

back and COD is expected by 31st March 2017.

6.17.3 SRPC forum requested KKNPP to kindly postpone the shutdown till Talcher-Kolar

line come back on bar.

6.17.4 Subsequently it was noted that KKNPP Unit II was taken out for Dynamic Trip Test

on 12.03.2017 at 11: 00 hours.

6.17.5 It was noted that KKNPP vide communicated dated 07.03.2017(Annexure-6V) had

requested CERC to permit injection of infirm power into the Grid from KKNPP Unit II

till declaration of COD or 31.05.2017 whichever is earlier.

6.18 Daily Load Forecasting by SLDCs/RLDCS/NLDC

6.18.1 The mean absolute error (forecast Vs actual demand) forth month of February 2017

as furnished by SRLDC is at Annexure-6W.

6.18.2 In the Meeting, it was noted that the mean absolute % error is mostly below 10 % for

all the states except Karnataka as per SRLDC analysis.

6.18.3 KPTCL informed that the error had reduced compared to earlier months and as per

their analysis variation had never crossed 10 % and assured that they would take

care to narrow down the gap between forecast and actual in future. The analysis by

them is at Annexure-6X. On 25th February 2017 there was some agricultural load

issue which was not expected and hence the variation touched 8.3 % which was the

highest for the month.

6.18.4 CE(SO), KSEBL informed that the highest variation observed was around 6.17 and

on that day unexpected demand decline was noted. (Analysis at Annexure-6Y)

6.18.5 TSTRANSCO informed that every day TSTRANSCO is uploading the block wise

forecast on SRLDC website. The same information is used in the month end to

arrive at the monthly day wise deviation. He expressed concern that some

discrepancies are observed between the SRLDC presented deviation and

TSTRANSCO deviation values.

6.18.6 APTRANSCO also pointed out the discrepancies observed in the analysis. As per

their analysis deviation percentage is only 3.9% (Maximum)

6.18.7 SRLDC clarified that actual is SCADA values and forecast is taken from the

information furnished by states and the methodology followed is also the same.

6.18.8 After deliberations, it was agreed that for a sample day validation may be carried out

by SRLDC & SLDC to avoid huge gap in % error. SE(O), SRPC suggested that after

month end SRLDC and SLDCs could exchange the computations and same can be

validated by both .

6.18.9 In the 126th OCC Meeting, SRLDC had informed that the Pilot Project for RE

forecasting had been started. Pilot Project for load forecasting was yet to

commence. RE Connect has been entrusted the work. They wanted past three

years‟ data in specific format. The block wise difference in forecast and actual and

the reason for the inter block difference were also needed. SRLDC had started the

work. Weather input would be incorporated by RE Connect.

6.19 Frequent tripping of Vallur-NCTPS lines

6.19.1 In the 128th OCC Meeting the following was noted:

TANTRANSCO had informed that tendering is under process for insulator

replacement works.

SR-I & NTECL pointed out that the gantry tower issue was yet to be resolved.

SR II had informed that from 1st of January 2017 assets of Karnataka and Tamil

Nadu area is taken care of by SR II (except Munirabad) and assured that this

issue will be taken care of by SR II.

6.19.2 SRLDC vide letter dated 23.02.2017 (Annexure-6Z) had furnished the details of

multiple element outages in the Vallur/NCTPS area on 22.02.2017. It was

emphasized that these lines are critical and any tripping may pose evacuation

constraints from NTECL, Vallur (3x500MW) and NCTPS Stage II Units (2x600 MW).

It was requested to expedite the insulator replacement in the entire stretch of both

TATRANSCO lines in order to avoid fog tripping.

6.19.3 In the Meeting, TANTRANSCO had informed that estimate had been prepared for

procuring insulators.

6.19.4 SRLDC/SRPC requested TANTRANSCO to furnish an action plan for replacement of

insulators. It was suggested that TANTRANSCO could request Powergrid to provide

insulators on a returnable basis. TANTRANSCO informed that they would revert back

in this regard after discussing with Higher Management within one week.

6.19.5 Subsequently TANTRANSCO vide letter dated 13.03.2017(Annexure-6AA) had

requested PGCIL that they are in requirement of 250 Nos of 160 KN and 50 Nos. of

120 KN 400 KV Polymer insulators for replacing of porcelain insulators in the 400 kV

NCTPS Stage II- NTECL Vallur feeders due to pollution. It was also requested that

the cost of the insulators may kindly be intimated to TANTRANSCO so that payment

can be arranged and insulators can be lifted.

6.19.6 NTECL Vallur informed that there was no further improvement in the gantry tower

issue. GM, SR-II assured that the issue will be solved mutually between NTECL and

Powergrid.

6.19.7 Subsequently NTECL Vallur vide E-Mail dated 20.03.2017 (Annexure-6AB) had

informed that further to the discussion held at 128th /129thOCC meeting and meeting

held between NTECL & PGCIL, M/s PGCIL had agreed to replace insulators of

gantry towers of 400 kV lines at NTECL station. Accordingly, PGCIL shall be

replacing insulators of Kalivanthapattu-Line II on 22.03.2017. Though it was not

approved in the OCC meeting, as this is essential for the reliability of lines, NTECL

requested kindly to issue LC on 22.03.2017. It was noted by PGCIL that Gantry

insulators had been replaced in two circuits out of four circuits at Vallur end.

Remaining will be replaced subject to shutdown of the circuits made available by M/s

NTECL.

6.20 Scheduling of NTPC Ramagundam Solar Power Plant(10 MW)

In the Meeting, NTPC informed that written communication had been received from

both Telangana and AP and they would be approaching MoP in this regard

6.21 Scheduling of Solar Parks at Kamuthi Solar Park

6.21.1 SRPC vide letter dated 07.02.2017 had taken up the issue with CE, CEA, Legal and

had requested to examine the issue and advise SRPC on whether the project needs

to be scheduled by SRLDC or by SLDC.

6.21.2 CEA vide letter dated 17.02.2017 had sought further details in this regard to SRPC.

SRPC vide letter dated 01.03.2017 had submitted the required details received from

M/s AGEL. SRPC vide letter dated 23.02.2017 had enclosed CEA letter and

requested TANGEDCO to kindly furnish the views/comments in item No VI

(TANGEDCO opinion in regard to the clarifications/legal opinions furnished by the

developer) to CEA with a copy to SRPC.

6.21.3 In the Meeting it was noted that reply from CEA was awaited.

6.22 Patrolling / Maintenance of critical lines and substations

6.22.1 In recent times insulator tracking has been observed in the Transmission lines and

Substations located in the coastal and polluted areas. The format for furnishing the

details of schedule / Patrolling and Maintenance carried out of the critical

Transmission lines and Substations had been circulated.

6.22.2 Details furnished by APTRANSCO, KPTCL, KSEBL and TANTRANSCO are at

Annexure-6AC. SR-I& SR II informed that Patrolling /maintenance was being

carried out for the identified lines.

6.22.3 RSTPCL vide their communication dated 10.03.2017 had submitted the following

which is at Annexure-6AD.

6.22.4 SRPC observed that every month some scheduled activity may be there and it is

SLDCs responsibility to ensure that it was being carried out. SRPC/SRLDC needs

to be informed accordingly.

6.23 PSS Tuning of generators

6.23.1 4th Meeting of PSS tuning was held on 13.01.2017 and MoM is available at SRPC

website. PSS Study group also analyzed the Step Response Test Reports for the

generators which had furnished the reports and the recommendations had been

6.23.3 In the 6th NPC meeting held on 19.12.2016 (MoM dated 12.01.2017 available at

CEA website), it was decided that a small group comprising of representative of

Protection Sub- Committee of respective RPCs and NLDC, NTPC would be formed

to finalize a common procedure.

6.23.4 The following was noted :

NCTPS vide letter dated 20.02.2017(Annexure-6AE) had requested SRPC to

depute one officer to be present during the PSS tuning of Unit 1& Unit II.

NCTPS Stage II vide letter dated 20.03.2017 (Annexure-6AF) had informed

that the step Response Test (SRT) and power system stabilizer (PSS) tuning

was carried out for Unit-I Generator of NCTPS-Stage-II in presence of OEM

M/s. BHEL on 22.02.2017.The test reports in a prescribed format are also

enclosed for verification of satisfactory performance of DAVR system. It was

also informed that the same tests will be carried out in Unit-II Generator

DAVR System at the earliest please.

TSTRANSCO vide letter dated 08.03.2017 had informed that PSS tuning of

generators were completed at all units for both NagarjunaSagar HES

&Srisailam LBHES. The soft copies of test reports are also furnished.

(Annexure-6AG).

TSGENCO vide letter dated 07.03.2017 had informed that TSGENCO had

placed an order on the OEM M/s BHEL for conducting SRT Tests for Units 7

& 8 and also had communicated the steps to be taken care during SRT /

report preparation as per the request of M/s BHEL and SRT will be carried

out soon.

JSWEL vide letter dated 07.03.2017 had furnished the PSS Tuning

details.(Annexure-6AH)

6.24 Implementation of URTDSM (PMU) project in Southern Region

6.24.1 A follow up Meeting to discuss the URTDSM (PMU) issues was convened on

07.02.2017 at SRTS II PGCIL, Yelehanka, Benguluru (MOM available on SRPC

website).

Forum requested Project Coordinator/PGCIL to freeze the total number of PMUs for SR at the earliest in the interest of faster execution of project as in the previous meeting the number of PMUs had been revised to 240 from 212(as per LOA). Additional requirement could be covered in Phase II.

Forum expressed concern that project was getting delayed and requested PGCIL / GE to share monthly project execution plan up to Sep2017 and monthly progress ( installation and integration to Control Centre) status by end of every month.

Negotiation is under progress with GE T&D. Amendment is expected to be released in April 2017(last meeting agreed for January 2017) and system expected to be commissioned by Sep 2017.

4 Requirement of Auxiliary Power Supply System (APS) as per revised BOQ (excluding input ACDB and one battery bank of the proposed two battery banks).

SR-II informed that once all constituents finalized the APS System requirement by 15th February 2017 the revised BOQ of APS would be furnished by LD&C,

PGCIL. It was noted that KSEBL and KPTCL had already

confirmed in the previous review meetings that they do not require APS System.

APS System was expected to be delivered during the month of May 2017. All constituents were requested to make site ready for APS System installation to avoid further delay.

5 Capacity of Battery & charger

KSEBL suggested to have clear SAT procedure with current limiting and constant voltage charging as stipulated by OEM of VRLA battery set.

6 Responsibilities under Entities

SR-II confirmed that Dismantling of panels, any civil works etc required to prepare site for installing APS System was not under the scope of the Project and thus was in the scope of respective constituents.

Supply, erection& commissioning of UPS, ACDB Input &Output panels, Battery Bank and associated cabling works for establishing APS system was under the scope of the Project.

Air Conditioning System was required and constituents were to make necessary arrangements.

7 Redundancy for PMUs

PGCIL confirmed that all PMUs are provided with redundant communication path and schematic diagram of communication flow had been shared with the constituents.

8 SAT procedure Draft SAT procedure had been circulated among all constituents. SAT in SR earlier planned for January 2017 was postponed to April 2017.

9 SR Region Training

Training had been firmed up by M/s GE and will be conducted in two batches starting from 27thFebruary 2017. The details of module have been communicated to all. Training would be in two phases and it would cover both operation and maintenance aspects.

10 Availability of necessary communication ports for connection of servers under URTDSM

All constituents to make available necessary communication ports for connection of servers under URTDSM project by 20.02.2017 as decided in the last meeting.

11 Training on Application part

PGCIL (LD & C) had stated that requirement of Training on Application part would be communicated to the Management

In the Meeting SR II, Powergrid had informed that 99 PMUs at 30 S/s had been

installed and commissioned. 4 PMUs at one substation (Karaikudi) were under

progress. Order Amendment is required for 26 PMUs at 6 S/s. Total of 118

PMUs for 35 S/S had been delivered at site.

6.25 Video Conferencing facility at SLDCs

Status as furnished in 129thOCC Meeting:

AP TN PUDU

Will provide the facility in new SLDC at Vijayawada by April 2017.

VC facility between SLDC (Chennai) and SRLDC was established on 19.01.2017. VC between SLDC, SRLDC and sub-SLDCs at Madurai and Erode is being tested.

Puducherry informed that Budget for 2016-17 had been approved but funds for VC were not allocated due to paucity of funds. They would take up VC in the next financial year 2017-18.

6.26 Status of operationalisation of ICT at Madurai

6.26.1 In the Meeting it was noted that ICT at Madurai is connected at 400 kV side only. No

relief was being observed on other ICTs which are already overloaded since

downstream 220 kV side is not ready.

6.26.2 TANTRANSCO informed that downstream would be ready by March 2017

6.27 Status of SPS proposal for ICTs at Pugalur and Trichy – PGCIL and TN SLDC to update.

6.27.1 In the 128th OCC Meeting TANTRANSCO had informed that downstream at Trichy

would be ready by March 2017. The proposal for SPS for ICTs at Pugalur and Trichy

would be discussed in the System Study Group Meeting proposed on 17th February

2017.

6.27.2 In the Meeting the following was noted:

500 MVA ICTS had reached at site at Pugalur, Trichy and would be

commissioned by March 2017.

Madurai ICT already charged at 220 kV level and would be ready by March 2017.

6.28 Preparedness for Load Change Over during Morning and Evening for Tamil Nadu systems In the Meeting AGM I/c SRLDC requested Tamil Nadu to stagger the loads during

change overs.

6.29.2 In the Meeting SRLDC informed that as discussed in the TCC/earlier OCC Meeting

work shop would be conducted at SRLDC on 28.03.2017. All the stake holders were

requested to participate in the Meeting with adequate information.

6.30 Progress of the following was discussed:

At PGCIL Bidadai 400 kV S/S-construction works of Tumkur bay

At PGCIL Karaikudi 400 kV S/S-Completion of Karmadai bay

6.30.1 In the Meeting, SR II PGCIL informed that bays at Bidadi 400 kV S/S will be ready

by March 2017. GIS erection started and expected to be commissioned by

31.03.2017 by M/s Hyosung Engineers. M/s L & T had been awarded the contract in

November 2016 for two numbers of bays at Karaikudi for Karamadai feeders.

Agency had reported at site. The scheduled date of completion is April 2018.

6.30.2 SE(O), SRPC suggested that TANTRANSCO and PGCIL needed to be coordinated

in this regard and make an action plan to complete the works.

6.31 Contingency SPS for NLC Stage II ICTs

In the Meeting it was noted that the proposal had been dropped.

6.32 Frequent Tripping of Lines emanating from 400 kV Guttur Substation(Annexure-6AI)

6.32.1 In the Meeting, SRLDC informed that frequent trippings are observed during recent

past on different protection like distance protection/carrier protection/line protection

etc. SE(O), SRPC recalled that that trippings on these lines earlier was a matter of

concern and now also more effort needs to be put in by KPTCL.

6.32.2 AGM, I/c SRLDC suggested that proper maintenance as per schedule should be

carried out to avoid such tripping.

6.32.3 KPTCL informed that Kadra - Kodasalli lines are frequently being tripped during

peak hours and loads are fed through Narendra lines which also was to be

addressed.

6.32.4 The forum suggested that trippings may be discussed in the Protection Committee

Meeting scheduled on 15.03.2017.

6.33 RE Data:

The information received from states is at Annexure-6AJ.) had furnished the RE

SRLDC is unable to use the same.

Kanarpatti:

SEM data of 400kV Thirunelveli – Kanarpatti data is not being received in

NPC format from the time of synchronisation. It may be noted that while

7 GRID FREQUENCY

7.1 High frequency

7.1.1 High Frequency Grid Operation

7.1.1.1 It was noted that the Regional Grid had operated above IEGC range i.e.50.05 Hz

for 16.47% of the time. It was also noted that the frequency on some of the days

was higher for considerable periods as shown below:

7.1.1.2 SRLDC informed that maximum frequency touched50.31 Hz on 17thFebruary 2017

at 18:03 hrs. It was observed that during the instance all the SR States drawal were

under limits. (Graph at Annexure-7A)

7.1.1.3 SRLDC presented the underdrawal of states when frequency was above 50.05 Hz.

(Annexure-7B). Out of 10 instances which met the criteria for frequency, sustained

under drawals were observed by Karnataka 1 instances, and Tamil Nadu 3

instances.

7.1.1.4 The maximum under drawal touched by States are as follows:

AP : 794 MW for 54 minutes on 11.02.2017

TS : 535 MW for 55 minutes on 12.02.2017

KAR : 767 MW for 22 minutes on 26.02.2017

KER : 598 MW for 1 minute on 02.02.2017

TN : 778 MW for 51 minutes on 13.02.2017

7.1.1.5 Constituents were advised to kindly avoid uneconomic operation at high

frequencies. It was noted that this affects the power transfer between NEW Grid

and SR grid to a great extent.MS, SRPC requested all the constituents that action

needs be taken to stick to the schedule since it had commercial/operational impacts

even for under drawals.

7.1.2 High frequency excursions w.r.t. 5.2 (j) of IEGC during load change over and

remedial measures to arrest such instances

7.1.2.1 All SLDCs/constituents were again requested to kindly adhere to the Regulations in

place or take up with appropriate forum for any exemption / amendment. Following

remedial measures to arrest high frequency operation in the Grid were noted:-

Implementation of staggered load changeover by the constituents/DISCOMs

Moderating own generation

Restricted Governor Mode of Operation of all eligible machines to be in place

Proper load management to prevent the sharp rise in frequency

ADMS healthiness

Exploring the possibility of running in pump mode the Kadamparai and Srisailam

units

Planned and advance intimation for surrender of ISGS

Reduction in purchases/MTOA/STOA transactions

7.1.3 Operation of Nagarjunasagar / Srisailam / Kadamparai units in pump mode

7.1.3.1 It was noted that Kadamparai units had utilized 34.57 MU and there was no pump

mode operation at Srisailam LB units during the month of February 2017.

TANTRANSCO had informed that Kadamparai units were being put under pump

mode operation for 3-4 hours daily.

7.1.3.2 HPC & HP, TSGENCO had earlier communicated that after building up of water in

tail pond project, TSGENCO would inform to OEM M/S Hitachi for testing and

commissioning of Units in Pump mode for Nagarjunasagar.

7.2 Low Frequency

7.2.1 It was also noted that the frequency of grid operation was at times in the lower range

of IEGC. The grid had operated below IEGC range i.e. 49.90 Hz for 7.66 % of time. It

was also noted that the frequency on some of the days was less than 49.90 Hz for

significant duration as shown below:

7.2.2 SRLDC informed that minimum frequency touched was 49.75 Hz at 07:12 hours on

1st February 2017. It was observed that Southern Regional states drawals were

within limits except TS was over drawing by 260 MW.(Graph at Annexure-7C)

7.2.3 The overdrawal by SR constituents at frequency less than 49.90 Hz (Annexure-7D)

was presented by SRLDC. SRLDC stated that proper demand side management

measures needed to be implemented by the constituents to curtail low frequency

operation. The maximum over-drawals touched by States during Feburary 2017 are

as follows:

7.2.4 SRPC/SRLDC felt that automatic control was required in such situations. SRLDC

suggested that ADMS settings may be changed to 49.90 Hz. and contingency plan

w.r.t Tamil Nadu needs to be reviewed considering generation loss at pooling station

level. TANTRANSCO had been suggested to revert back.

7.2.5 In the Meeting, SRLDC informed that ADMS with proposed settings (Operation with

49.9 Hz, 15 min, OD of 250 MW) there was 8 instances where frequency criteria was

met.

7.2.6 In the Meeting, it was noted that the issue had been discussed in the 30th

TCC/31stSRPC and it was decided to keep the settings the same and may be

reviewed in the next TCC/SRPC Meeting.

7.3 Messages for violation of Deviation Limits

7.3.1 SE(O), SRPC stated there were many instances of sustained under drawls and over

drawals by constituents (Annexure-7E) observed during the month of February

2017.It appeared that corresponding emergency/noncompliance messages were not

issued to beneficiary‟s w.r.t Deviations.

7.3.2 SRLDC expressed concern regarding under injection of NTECL Vallur in some of the

blocks in recent past few days.

7.3.3 MS SRPC enquired SRLDC whether messages are issued to generators during Over

injection and Under injection as per Regulations and also whether the practice of

changing the signs are being followed by States and generators and monitored by

SRLDC.

7.3.4 NTECL, Vallur informed that generally injection was being maintained close to

schedule and sign change was also strictly followed by them. This specific issue

would be looked into and corrective action would be ensured.

7.3.5 SRLDC was requested to look into the issue of issuance of messages more

stringently. SRLDC pointed out that most of the time they were taking up the issue

with states telephonically. SRLDC assured that they would improve on issuing the

messages as per Operating Procedure/IEGC.

8 VOLTAGE PROFILE

8.1 Low voltage

8.1.1 It was noted that the following nodes were facing low voltages:

8.1.2 In the earlier OCC Meeting States were suggested to take measures like capacitor

installation/UVR/tap optimization in downstream in these areas.

8.1.3 KSEBL agreed to look into the low voltage issue on 1-2 days as noted above.

8.1.4 A special meeting was held on 17.06.2016 with respect to pending KPTCL issues and

various recommendations were finalized. KPTCL to furnish the updated status of the

following:

Issues with BESCOM for capacitor installation, UV relay implementation, LF

of HT consumer loads etc.

Retrofitting/Commissioning of 30 MVAR Capacitor banks at Somanahalli.

Any other action taken to improve the voltage profile in and around

Bangalore.

8.1.5 In the 126th OCC Meeting, KPTCL had informed that they had intimated to BESCOM

about the requirements finalized in the Special Meeting. MD, BESCOM had again

issued directions to ensure that all HT/LT installations maintain required power factor

as per KERC Regulations by adding sufficient capacitors. Sufficient relief was expected

from these power factor improvements by HT/LT consumers in Bangalore area.

8.1.6 In the Meeting KPTCL informed that Retrofitting/commissioning of 30 MVAR Capacitor

bank at Somanahalli was completed and commissioned on 16.02.2017. Another 30

MVAR capacitors will be commissioned in March 2017. 30 MVAR capacitors at Hoody

had been commissioned on 14.11.2017.

8.1.7 SRPC/SRLDC stated that concrete efforts need to be taken to improve the voltage

profile at 400 kV and 220 kV Sub Stations in SR grid for safe and secure grid

operation. The action plan for mitigating the low voltage scenario in the long term also

was required to be firmed up and to be shared in OCC.

8.2 UV Relay

8.3 Installation of Shunt Capacitors (Status as on 1stMarch 2017 at Appendix)

8.3.1 The information regarding installation/healthy capacitors in the required format needed

to be regularly furnished every month. SRLDC requested that installation & ensuring

healthiness of capacitor banks at distribution level should be ensured by all the

constituents.

8.3.2 In the 30th SRPC Meeting it was agreed that a regional proposal for SR for capacitors

installation would be put up for PSDF funding. This Study would be conducted by

CPRI. A Special Meeting of System Study Group was convened to finalize the

Capacitor requirement for the five States of Southern Region on 29.11.2016 at SRPC

Benguluru. In the Meeting the following was agreed:

Each state would furnish the converged PSSE base case for the Low

Voltage/High Demand scenario for its control area. LGB, Tap positions and

assumptions for the base case would also be furnished. STU would prepare the

base case in consultation with the DISCOMs. These details would be

furnished to SRPC/SRLDC by 15th December 2016. After validation by

SRLDC/SRPC the details would be communicated to CPRI.

8.3.3 In the Meeting, it was noted that the information is yet to be received from all the states

except Tamil Nadu. KSEBL informed that they would submit the information within one

week.

8.3.4 It was requested to all concerned that the information in required format may be made

available to SRPC by 15th MARCH 2017. It was noted that all the states had furnished

the required information and consolidated proposal as a Region had been prepared on

23.03.2017 which would be submitted shortly to CPRI accordingly.

8.4 High Voltage

8.4.2 Condenser mode of operation of NagarjunaSagar and Srisalam LB

8.4.2.1 SRLDC presented condenser mode operation of Srisaialam and Nagarjunasagar

Units (Annexure-8C).

8.4.2.2 TSTRANSCO informed earlier that pressure building up issue was there with the

units and as on today it will take 3-4 hours to put all the units under condenser mode

operation. Repair works of Nagarjunasagar Unit- 4 and 6 were planned during next

Capital Over-haul and the issues regarding time period would be addressed.

8.4.2.3 TSTRANSCO vide their communication dated 08.02.2017 had informed that to put

all the units of Srisailam LB in condenser mode it would take 2 to 3 hours. Units can

be added with a gap of 30 minutes. If one machine is put under condenser mode at

10 pm, other units also can bring one by one at 30 minutes‟ gap. It is also mentioned

that TSGENCO is putting 3-4 units in condenser mode at Srisailam LBHES and 2 to

3 units at NSHES during high voltages as per instructions of SRLDC.

8.4.3.2 In the Meeting, SRLDC reiterated that the GT taps of all new units getting

synchronized to grid should be kept at the nominal grid voltage level of 400 kV or

220/230 kV. SRLDC would ensure the requirement for ISTS connected generators

while SLDCs should ensure it for their embedded generators. It was of great concern

that SRLDC had taken up this issue as violation of IEGC whereas no SLDC had

responded in this regard.

8.4.3.3 The issue regarding KGS Unit III and IV had been discussed in the Special Meeting

held on 25.11.2016/ OCC Meetings and it had been requested to KGS that report of

OEM about Unit III & IV Generator, clearly elaborating technical issues, precautions

etc needs to be furnished to SRPC/SRLDC. SRPC/SRLDC/KPTCL had expressed

concern and pointed out that KPCL/KPTCL had completed the identified steps in the

adjoining areas of KGS.

8.4.3.4 In the Meeting SRLDC expressed that he voltages still prevails at 420 kV

(Annexure-8D). KGS needs to be proactive and commissioning of the 2 x 125

MVAR reactors needs to be expedited. Other units should support the grid with

MVAR absorption to possible capability.

8.4.3.5 KGS representative informed that the report would be submitted at the earliest after

discussing with the manufacturer/designer.

8.4.3.6 NTPL Unit I & II MVAR absorption(Annexure-8E) was observed to be maximum of -

40 MVAR on few days even though the voltages are above 415 kV. As per

Capability curve the limit is 180 MVAR at full load (500MW). It was felt that Voltage

set point/tap position may be reviewed by NTPL. SRLDC requested NTPL to look

into it and confirm regarding the tap position etc.

8.4.3.7 SRLDC had suggested that MVAR testing and PSS tuning demonstration need to

be conducted at HNPCL units. It was decided that a mutually agreed date may be

decided and requested APTRANSCO to coordinate in this regard. It was noted that

MVAR testing and PSS tuning demonstration will be conducted on 27.03.2017 for

HNPCL units. The following information was communicated to HNCPL (Annexure-

8F).

c) Sample report of already conducted MVAR testing report for HNCPL for

understanding the testing better.

It was requested to HNCPL that updated capability curve details of HNPCL units and

voltage for one week (SCADA) data in excel may kindly be arranged to be sent to

SRLDC.

8.5 MVAR Interchange/MVAR capability testing

Nodal Officers may kindly ensure that the data reaches SRLDC/SRPC in time (by

fourth of every month) so that SRLDC can correlate it with SCADA data and

analysis could be done facilitating actions for further improvement.

If any data visibility problems were being faced it needed to be addressed

accordingly.

All the SLDCs/generators to furnish the details in a precise way like which units

have responded, partially responded and not responded.

Recommendations finalized in the Special Meetings were required to be

implemented.

All the SLDCs to kindly monitor VAR absorption/injection of generating units in

their respective control areas in real-time.

8.5.1 MS, SRPC stated that the recommendations finalized in the Special Meetings were

required to be implemented. He requested all the SLDCs to kindly monitor VAR

absorption/injection of generating units in their respective control areas in real-time.

8.5.2 Hon‟ble CERC Order dated 23.12.2009 merited attention in this regard. It had been

stated in the Order that all agencies needed to provide required reactive

compensation thus avoiding the need for exchange of reactive power to/from ISTS

and maintain ISTS voltage within specific range.

8.5.3 SRLDC/SRPC reiterated that the suggestions/recommendations suggested in the

MVAR reports should be taken up earnestly.

8.5.4 Regional entities to implement the steps to contain the rise in the voltages in their

respective control area stations as given below:

Ensure Bus reactors and Line reactors are switched in.

Capacitor banks especially at high voltage areas are switched off.

Optimizing the GT and ICT tap positions as per the advice of

SRLDC/SRPC.

Tap optimization at lower voltage levels to be carried out by STU/SLDC in

coordination with DISCOMs.

Load re- arrangement, wherever feasible, may be taken up to optimize

loading on trunk lines.

Line opening would be the last resort by SRLDC after receipt of message

from the constituents.

8.6.2 In the Meeting SRPC/SRLDC expressed concern regarding the high voltage at

8.6.3 It was noted that SR II Powergrid had earlier informed that the reactor at Narenrda

which was replaced with new reactor would be kept as a Regional Spare. At present

a contract had been placed to shift the reactor to Nagarjunasagar. SRLDC/SRPC

suggested that the feasibility of taking that reactor to Kaiga may be explored. PGCIL

enquired regarding the space and availability of bays etc for the installation of

reactor at Kaiga. Kaiga representative informed that according to their guidelines

they are not allowed to take any of the equipment without the permission of Designer

and the competent authority. However, the Management would be appraised.

8.6.4 With respect to 125 MVAR reactor at Vijayawada, SRPC/SRLDC pointed out that it

need not be linked Stage IV (800 MW) unit.

8.6.5 It was noted that number of reactors in the region was to be commissioned by

various entities in 2016; however it was observed that the progress was not in good

pace. In view of very high voltage at some nodes, it was emphasized that urgent

action needed to be taken to commission reactors as committed. All the constituents

were requested to update the status of implementation of reactors on a monthly

basis in the OCC Template .(State wise/ location wise / status of implementation like

tender called, PO placed etc)

8.7 NGR bypass of Reactors

8.7.1 PGCIL had informed that NGR bypass scheme had been completed in SR II except

the following four nos of Line Reactors (August 2017). Contract awarded.

Thiruvalam-Kurnool I & II, Kozhikode-Mysore I & II

8.7.2 PGCIL had assured that the line reactors could be convertible as bus reactors by

bypassing the NGR with conductor within two hours during office hours on SOS.

8.8 NGR bypass for line reactors before trial operation

8.8.1 It was noted that the need for using the line reactors as bus reactors has been

PGCIL was not considering this aspect during planning/design stage itself and

subsequently, only the work was being taken up. It was suggested that provision to

use the line reactor as Bus reactor could be made during the planning/designing

stage itself to take care of the variation during peak/off peak, seasonal variations,

RE integration etc.

8.8.2 The issue was deliberated in the 31st SRPC/30th TCC meetings in which PGCIL had

confirmed of the desired provision in upcoming reactors.

9 Network Protection/Security issues

9.1 U/F &df/dt Relays Schemes

9.1.1 Implementation of SRPC recommended quantum

9.1.1.1 It was noted that all the States had implemented AUFR and df/dt schemes fully. In

accordance with clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all

constituents shall submit a detailed report of operation of AUFR at different

frequencies to SRLDC and SRPC on daily basis. It was noted that only KSEBL

and PED were submitting the daily report regarding operation of relays.

9.1.1.2 SRLDC presented the load relief realized as a percentage of AUFR quantum

declared in the identified feeders during the month of February 2017 as follows:

9.1.1.3 SRPC/SRLDC expressed concern that the load relief observed in real time in

9.1.1.4 TSTRANSCO informed that as per them visible relief was around 75% whereas as

per SRLDC it was only 54 %.

9.1.1.5 SRPC vide letter dated 16.01.2017 had kindly requested to furnish the following

information in order to appraise the NPC accordingly:

Procedure being followed in your organization to ensure healthiness of UFR and

df/dt relays.

Healthiness of protection circuit in addition to healthiness of relays/ breaker. The

frequency of maintenance schedule of relays, breakers etc may be informed.

Whether the actual breaker tripping is being carried out during testing the

healthiness of the UFR and df/dt relays?

9.1.1.6 APTRANSCO/TSTRANSCO/KSEBL/TANTRANSCO had furnished the details in

this regard. KPTCL and Puducherry were kindly requested to furnish the

details at the earliest.

9.1.2 SCADA mapping of feeders of AUFR &df/dt schemes

9.1.2.1 As per CERC vide Order dated 27.11.2015 on Petition No. 60/MP/2014, SRPC

vide letter dated 29.01.2016 had submitted the status report duly certified by

SRLDC and SRPC w.r.t implementation of SCADA mapping of all the constituents

to Hon‟ble CERC. SCADA mapping confirmation report of KSEBL had also been

submitted to Hon‟ble CERC.

9.1.2.2 APTRANSCO and TANTRANSCO were requested to kindly initiate the action to

achieve the 100 % SCADA visibility.

9.2 Special Protection Systems

9.2.1 In the Meeting, it was informed by SRLDC that Mock Tests for Major Inter Regional

links & KKNPP Units had been planned to be conducted as per the following

schedule:

23-03-2017 for HVDC Talcher– Kolar links

24.03.2017 for 765kV Raichur-Solapur lines

27.03.207 for Kudankulam Units-1&2.

9.2.2 Subsequently it was informed that as per request of Tamil Nadu SLDC, the timing

for SPS mock test is being revised and details are as follows :

1. 27-03-2017, 15:00 hrs - SPS for Kudankulam Unit-1&2 2. 28-03-2017, 15:00 hrs - SPS for 765kV Raichur-Solapur lines

The signal transmission will be checked from the originating point i.e. Raichur

and Kudankulam to respective state load points. SPS signal transmission would

be checked without actual tripping of loads/ generation back-down (WR).

9.2.3 Mock test for SPS for contingency of HVDC Talcher-Kolar bipole was carried out on

23rd March 2017. The brief details of testing is summarized below :

1. Talcher-Kolar trip Signal-1 received at all the locations.

2. Talcher-Kolar trip Signal-2

Signal not received at 230kV Trichy, 230kV Madurai & 230kV Thiruvarur.

Signal not received at 400kV Narnoor(Kurnool) due to faulty mux.

3. Talcher-Kolar trip Signal-3

Signal not received at 400kV Nelamangala due to alarm in DSP card in DTPC.

Signal not received at 220kV Edappon& 220kV Pallom due to persistent alarm and faulty mux.

4. Talcher-Kolar SPS taken into service after completion of Mock-testing at 13:31 hrs.

9.2.4 System Protection using Optimization Technique (SPOT)- SRLDC proposal

9.2.4.1 System Protection using Optimization Technique (SPOT) Engine was discussed in

earlier OCC Meetings. In earlier OCC Meetings, SRLDC had informed that a

meeting had been held with M/s Kalki Tec and the entire proposal had been

submitted to them. M/s Kalki Tec had informed that they propose to replace DTPCs

with IDs (Intelligent Devices) with multiple ports and would revert back with their

proposal within two weeks. SR II was yet to call a Meeting.

9.2.4.2 In the 127th OCC Meeting, it was decided that S P Kumar, DGM, SRLDC will take

up the issue further. SRPC had requested SRLDC that they may come up with

proposals/plan after carrying out some back-ground work at the earliest which can

be presented in the SRPC Meeting.

9.2.4.3 SRLDC had informed that they were planning a meeting at Kolar with participation

from OEMs to discuss SPOT. Details would be communicated.

9.2.4.4 In the Meeting SRLDC informed that a Meeting of SRLDC, SR II with ABB and

Kolar was held on 03.03.2017. ABB requested to give a chance to give a

presentation on SPOT augmentation in the next OCC which was accepted by the

Forum. It was agreed that ABB will be called for next OCC Scheduled on 11th April

2017 at SRPC Bengaluru for giving the presentation.

9.2.5 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) &

GSES (Petition No. 265/MP/2012)

9.2.5.1 It was noted that the issue of changing the frequency setting to 49.9 Hz was

discussed in the 30th TCC/31st SRPC Meetings held on 24th /25th February 2017

and it was agreed to retain the settings at 49.8 Hz till the next TCC/SRPC meetings.

9.2.5.2 SRLDC had pointed out that similar to existing ADMS logic (O/D), backing down of

generation during the sustained U/Ds during high grid frequency may be required.

9.2.5.3 In the Meeting SRLDC pointed out the following:

ADMS(Current) Operation with 49.8 Hz, 15 Min, OD 250MW or 20% of

schedule: Nil

ADMS(Proposed) Operation with 49.9 Hz, 15 Min, OD250MW

8 Instances met the requirement for frequency.

9.2.5.4 After deliberations, OCC forum stated that revision could be discussed further in the

TCC/SRPC Meeting.

9.2.6 Grouping of loads (IEGC clause 5.4.2 (e))

9.2.6.1 As per IEGC, to maintain the frequency within stipulated band and also to ensure

network security, the interruptible loads were to be arranged in four groups of loads,

This was for the purpose of scheduled power cuts/load shedding, loads for

unscheduled load shedding, loads to be shed through UF relays, df/dt relays and

loads to be shed under any SPS scheme. These loads are to be grouped in such a

manner that there is no overlapping between different groups of loads.

9.2.6.2 The issue was noted for compliance by the concerned utilities. SRLDC requested

all the states to kindly furnish the updated details in this regard.

9.2.7 Tripping Details/Reports

In various forums SRLDC had raised concern that it was not getting tripping

information/data within 24 hrs as per IEGC/CEA regulations and sometimes the

information from both the ends was not being received. Also at times, tripping details

only were being received without DR& EL details. SRLDC was unable to analyse

events on account of non-receipt of details of tripping in a timely manner. SRLDC

had stated that all tripping details should be uploaded on the SRLDC web portal.

Para 29 of Hon‟ble CERC Order dated 20.02.2014 in respect of Petition

No.146/MP/2013 was brought to attention of the OCC. Non-furnishing of timely

tripping details would be treated as non-compliance. Procedure for timely furnishing

information was needed to be streamlined by the utilities. It was noted that tripping

information details were to be uploaded within the stipulated time frames.

9.2.8 Declaration of availability and healthiness of various protection / defense

mechanism

9.2.8.1 SRLDC stated that the healthiness certification was not being received in timely

manner from all the constituents.

9.2.8.2 MS, SRPC stated that healthiness certificates and other reports were being sought

as per directives of higher bodies. Validated certificates needed to be

communicated in a timely manner.

9.3 LVRT Implementation

9.3.1 Hon‟ble CERC has passed Order in respect of Petition No. 420/MP/2014 on

05.01.2016. The Order directs a number of actionable points by various utilities for

compliance of LVRT, CEA & CERC Regulations etc. Three Special Meeting were

conducted on 05.02.2016, 18.04.2016 & 05.07.2016 (Meeting minutes are available

at SRPC website). This issue was further discussed in the Special TCC Meeting

held on 02.08.2016.

9.3.2 The following had been noted in the earlier OCC Meetings:

SRLDC had pointed out that PMU at Pooling station was required to assess

LVRT performance.

Draft Connectivity Regulations seeks to introduce/review the following

provisions in the existing regulations:

a) Introduction of Frequency range with provision to include frequency

response by Wind & Solar power stations

b) Introduce applicability of LVRT to Solar Generating stations.

c) Change applicability of LVRT to Wind generating units/stations at all

voltage levels in place of 66 kV level & above.

d) Introduction of HVRT facility in Solar & Wind Generating units/stations

e) Specifying Ramp Up & Ramp Down rates for Solar & Wind Generating

units/stations

f) Introduction of Voltage Regulation services for Solar & Wind

Generating stations

g) Introduction of Short Circuit Ratio (SCR) for Renewable generating

units/stations

h) Review of Reactive Power control capability of Renewable generating

units/station

i) Review of limits of Harmonics

j) Review of limits of introduction of a new technology

k) Compliance Monitoring of CEA Regulations

TANTRANSCO had informed that P&C SCADA scheme was nearly

complete and would in place by December 2016. TANGEDCO scheme at

WTG level would be in place before next wind season (May 2017).

SRLDC had stated that the basic information which they have sought from

new generators had not received from any of the generator. SRLDC vide

letter dated 20.01.2017 had requested all SLDCs to furnish the company

wise installed capacity and LVRT/HVRT characteristic at Renewable energy

pooling stations.

SRLDC had stated that NTPC and Adani could make arrangement to visit

Solar park for understanding the system and protection settings etc. OEMs

were required to understand the system in detail.

SRPC/SRLDC had requested Adani & NTPC to take up with the concerned

and arrange for the visit. Officers from SLDCs, SRLDC and SRPC may be

called for the demonstration.

NTPC had requested SRLDC/SRPC to suggest a suitable date for the

demonstration.

It was tentatively planned to be conducted in middle of March 2017, after

OCC Meeting.

9.3.3 In the Meeting on a query AGM, NTPC said that he had discussed with the concern

and requested SRLDC/SRPC to suggest a suitable date for the demonstration.

9.3.4 Ramp down/up during sudden solar increase/decrease during morning/evening

9.3.4.1 In the Meeting SRLDC expressed concern regarding the ramp down/up during

sudden increase/decrease during morning/evening hours. The following were noted

with respect to States:

APTRANSCO informed that they have an installed capacity of Solar about

1100 MW and they are not facing any issues with respect to solar injection

or withdrawal in managing their LGB.

TSTRANSCO informed that the current installed capacity of Solar is

around 1174 MW and 700-800 MW of generation is receiving as high solar

generation. They are absorbing this high generation by serving the

agricultural loads during this period and they are not facing any issues in

their LGB.

KPTCL informed that their installed capacity as on 28th February 2017 is

476 MW and peak availability was around 164 MW doesn‟t have any

impact.

TANTRANSCO informed that their installed Solar capacity is around 1500

MW and they are not facing any LGB issue during the wind ramp up

period. They will back down their Thermal Generation or surrender ISGS

share to accommodate Solar injection whenever needed.

9.3.4.2 SRPC/SRLDC cautioned that Solar Capacity would be coming up very intensively

in coming six months and should be ready with contingency plan for managing the

LGB during the solar ramp up/ramp down period. MS, SRPC informed a Meeting

was being planned to be held by CEA..

9.3.5 SRLDC/SRPC requested all the constituents to ensure provision and enabling of

LVRT feature in all the upcoming wind/solar generators before declaring COD.

SLDCs were requested to approve connectivity to new generators only on

confirmation of availability of LVRT feature and other CEA/CERC requirements.

Monthly report of compliance needs to be furnished for new wind/solar generators

added to the grid.

10 Formulation of plan for procurement and Placement of Emergency Restoration

System (ERS) in the country

11.1 It was noted that SCADA & Communications issues were being discussed in OCC

Meeting on monthly basis and also in Special Meetings. A Special Meeting was held

on 07.02.2017 to deliberate on pending SCADA/Communication issues. Minutes of

the Meeting is uploaded on SRPC website. The status of pending Items as

11 Vallur data integration at Sriperumbudur DCPC

NTECL, SR-II & SRLDC would jointly coordinate on 10.02.2017 for Vallur data integration at SRLDC. SRLDC stated that they would ensure M/s Alstom

Link had been established on 05.12.2016 and informed to SRLDC. Redundancy w.r.t SRLDC control centreto Back up Control Centre functionality was successfully completed on 31st January 2016.

13 Communication Diagram/Connectivity

SR-I and SR-II had informed that the Updated Communication diagram / path for all RTU/DCPC connectivity to SRLDC incorporating the latest changes would be provided by end of February 2017.

14 Migration of SCADA periphery in line with SEM

Kerala SEM based drawal was checked by both SRLDC and Kerala and was found satisfactory. The same will be implemented in February 2017. APTRANSCO, TSTRANSCO and PGCIL agreed to attend to the issues at the earliest. Action plan would be communicated to SRLDC/SRPC.

15 RTU data issue and drawal differences w.r.t APTRANSCO

SR-Iand SR-II agreed to attend the issue on priority and rectify as soon as possible. Daily verification for drawal checking of states would be resumed at 11:00 hrs. Issues in drawls, if any, would be raised then and will be rectified by concerned parties.In the Meeting SR II informed regarding Thiruvalam-Chittoor, Thiruvalm – Kurnool flows reported by AP, Thiruvalam gateway issue is addressed by 27.02.2017 and data is found to be stable.

16 SCADA Data failure Protocol

RTU not reporting/data failure would be communicated to the concerned entity/user with a copy to PGCIL. User would take lead role in getting the issue resolved. User/SRLDC would ensure necessary verification at their ends as explained in the training. Parallely, PGCIL would look into communication issues. User/SRLDC would appraise PGCIL about the verification at their end for PGCIL to sort out the communication issues.

Official email ID for SCADA issues to be created for each entity/User involved for easier communication and proper delivery of information. All correspondences regarding any SCADA issue to be made through this mail ID only. Details to be communicated to SRLDC/SRPC within a weeks‟ time.

17 AUFR and df/dt relief visibility

APTRANSCO/TSTRANSCO/TANTRANSCO were requested to ensure 100% relief visibility to SLDC/SRLDC.

11.2 A copy of approved maintenance philosophy in line with the specifications of

contract agreement of Microwave Replacement project executed by BGR had been

communicated by SR II Powergrid which is at Annexure-11A. As per the

philosophy, network monitoring is the responsibility of POWERGRID/Constituent and

upon detection of fault Tejas Engineer is to be informed. Tejas Engineer has to

report to the local site/control center within 4 hours and remote site in 12 hours.

11.3 Data discrepancies as discussed in Special Communication meeting had been

furnished by SRLDC which is at Annexure-11B SRPC had suggested that data

discrepancies observed which was being sent to all concerned may be monitored for

receiving confirmation, action taken, plan for rectification etc. It was noted that many

states/entities are not receiving the mails. All were requested to update the specific

E-mail ID to SRLDC for better communication.

11.4 E-Mail from SRLDC SCADA dated 03.02.2017 regarding Nodal Officers is at

Annexure -11C.

11.5 SRLDC vide letter dated 21.02.2017(Annexure-11D) had informed that it is

proposed to organize the 1st O & M meeting at SRLDC, Bengaluru on 4th April 2017.

In the special Meeting it was decided that a separate meeting would be conducted by PGCIL by end of Feb 2017 to resolve those issues. All constituents were requested to communicate the agenda point to PGCIL/SRLDC/SRPC to discuss the hot line speech communication provided by Orange Exchange. It was noted in the Meeting that a Meeting is scheduled on 16.03.2017 at SR II Bangalore

11.7 In the Meeting, KSEBL raised issues regarding availability of Service Engineer of

M/s Tejas communication at Kalamassery, Punch points in respect of the Contract

with M/s Alstom for and reasons delay in commissioning of the ALSTOM SCADA.

The following were noted:

I. Availability of Service Engineer of M/s Tejas communication at Kalamassery

KSEBL pointed out that the service engineer of M/s Tejas is not available at

KSEBL site though mandated as per agreement. PGCIL said that as per the

agreement, the person has to be present at Kalamssery only, and not at

KSEBL office. After deliberations, PGCIL opined that that the company‟s

representative has to attend the faults reported within the time specified. The

relevant clause from the approved philosophy is at Annexure-11E. KSEBL

agreed that the response time has come down recently, after the matter was

taken up in the SRPC forum.

II. Punch points in the contract with M/s Alstom for SCADA upgradation

KSEBL pointed out that the punch points identified in the SCADA upgradation

project, which could not be completed by M/s ALSTOM are to be quantified.

Though this was agreed by PGCIL, the valuation for these is yet to come.

KSEBL informed that further payments can be made and the accounts settled

only if PGCIL suggest a decision as the consultant. KSEBL wanted to settle

the matter in the FY if possible. PGCIL agreed to look into the

matter.(relevant details from the approved philosophy is at Annexure-11F)

KSEBL also pointed out that some of the items including training by

competent engineers from ALSTOM is still pending and requested PGCIL to

intervene. PGCIL agreed to look into the matter.

III. Delay in commissioning of the ALSTOM SCADA

CAG audit has pointed out that the delay in commissioning of the

ALSTOM SCADA resulted in hefty payment of AMC charges for the GE

System. KSEBL wanted a clarification from PGCIL in this regard, whether

the additional expenditure can be made good as per the contract with

ALSTOM. PGCIL agreed to furnish reply for the same.

11.8 Discontinuation of payment of Hot Line by SRLDC w.e.f 01.07.2017 and providing of Hot line by respective entities

11.8.1 In the 128th OCC Meeting, AGM, SRLDC had informed that the BSNL Hot line

speech circuit is now in operation between SRLDC Control Room and Control

Rooms. This circuit was established 30 years back with 64 kbps dedicated hot line

speech facility. The circuits were established by then SREB and now paid by

SRLDC. This service of circuit become failed/intermittent frequently for the past 2-3

years and getting disconnected by BSNL as bill not paid announcement. But the

advance payment is being made by SRLDC in quarterly basis. As BSNL Bangalore

migrated to new technology where eight-digit normal telephone numbers are being

given in both the control center end and through software mapping it will become

hot line feature. Hence the old 64 kpbs relay set technology, BSNL wants to be

discontinued. At present advance payment made by SRLDC for BSNL hot line

facility will be completed by June 2017. SRLDC requested all the states to initiate

and apply for new hotline speech circuit from state end in line with IEGC clause

4.6.2

11.8.2 In the Meeting AGMI/c, SRLDC informed that SRLDC through letter dated

23.02.2017(Annexure-11G) had communicated to all the concerned in this regard

and requested to take immediate to apply for new hotline speech circuit.

11.9 Voice communication issues: As on 28.02.2017(Annexure-11H)

11.9.1 The following issues was raised by SRLDC in the Meeting:

Many of voice links are not working. Problems with speech circuit at NTPC

Ramagunadam, NTPL, Vallur, NLC TS II, NLC TS II Expansion, LANCO Stage

II, IL & FS were observed during the month of February 2017.

Main reason found for one way speech/disconnections due to bill not paid.

All constituents are required to follow up with their services providers to make

reliable speech communication.

11.9.2 AGM/ I/c SRLDC informed that it is responsibility of generators to ensure that

proper communication is in place and be aware that this was required for

coordinated grid operation.

11.9.3 SRLDC had invited attention of the forum that CERC had brought out Order on Suo

moto Petition 007/SM/2014 dated 29.01.2016 regarding SCADA. It was directed by

Hon‟ble CERC that NLDC and respective RLDC are directed to update the status of

telemetry every month at their website and persistent non-availability of data from

the generating stations/substations be taken up in RPC meeting for appropriate

direction and action. Also, NLDC is directed to submit user wise latest telemetry by

31.08.2016. SRLDC informed that they have started posting this information from

February 2016 on their website.

11.10 Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission

Hon‟ble Commission vide order dated 19.12.2013 on Suo-moto petition No.

56/SM/2013 had directed all the utilities to provide the required telemetry within

six months of this order.

It was requested that MAPS, KGS & KKNPP may please furnish the compliance

status of pending SCADA inputs the earliest. Details in this regard were available

on SRLDC web site.

For KKNPP only 2 points are pending w.r.t GT tap position. Re -tendering was

going on and it will take 5 more months to complete the works.

12 PHYSICAL AND CYBER SECURITY/CRISIS MANAGEMENT PLAN/BLACK START PROCEDURE

12.1 Physical and Cyber Security

Status update on Crisis Management Plan(C&DMP) of Power Sector is to be

furnished every quarter. Information regarding Cyber Security was to be furnished to

Chief Engineer, DPD, CEA, SewaBhavan, New Delhi-110066. Report on Physical

Security, other Mock Drills for CMP, Mock Drill for Black Start Restoration was to be

furnished Chief Engineer, DMLF, CEA, SewaBhavan, New Delhi-110066. A copy of

the reports was to be sent to SRPC Secretariat ([email protected] and seoprnsrpc-

[email protected]). Information required by CEA (vide letter dated 26.11.2013) regarding

Security of power installations was to be furnished to CEA.

12.2 Black Start Procedure

12.2.1 In earlier OCC Meetings, SRPC/SRLDC had expressed concern that black start

mock test procedure is not being followed properly, mock exercise of point to point

method is not carried out by all and schedules are also not being furnished. All the

concerned entities were requested to furnish the details of BSRP Mock test

completed during 2nd half i.e July 2016 to December 2016 and schedule for the

two halfs ie January 2017 to June 2017 & July 2017 to December 2017 to be

submitted at the earliest.

12.2.2 In the Meeting, SRLDC expressed concern that BSRP(carried out) reports are not

received in the required format which is to be submitted within 10 days after

carrying out the mock test. In case of postponement or non-conducting of mock drill

exercise then it must be intimated to SRLDC along with the reason.

12.1.1 In the Meeting SRLDC informed that Black Start Coordinators Meeting is proposed

during March 2017. The schedule is as given below (SRLDC Letter in this regard at

Annexure-12A).

12.3 Planning of Black Start Mock drill of Nuclear Power Plants

12.3.1 In the special meeting held on 19.05.2016, it was agreed that the Black Start

Restoration Procedure Mock Exercise for Nuclear Power Plants would be co-

ordinated on the days of Bus Shutdown / maintenance program. The station will

take care of necessary resources required for such Mock Exercise and co-ordinate

effectively.

12.3.2 In the Special Meeting held on 25.11.2016 and subsequent OCC meetings, the

following was noted:

KGS & MAPS had informed that during contingency, the units would go on house

load and they would be able to sustain for 2-3 hrs and subsequently, the reactor

would poison out. It would take 36-38 hrs for revival. The success of going on

house load was very high. Exact information was required to be suitably

incorporated in the BSRP document and to assess the need for black start mock

drill for KGS and MAPS.

KKNPP had informed that their reactor does not have limitation of reactor

poisoning and the units could be brought back in short duration. During complete

Black out around 50-70 MW may be required per unit to meet the auxiliary

consumption. SRLDC had informed that procedure for extending supply to KKNPP

during Black Out was in place. It had been agreed that KKNPP would work out

internal procedure to avail startup power. Subsequently, mock drill would be

planned and carried out in coordination with SRLDC and TNSLDC.

SRLDC had informed that during the Workshop held at MAPS on 23.01.2017 KGS

had agreed for Mock Exercise to be carried out at Kaiga. MAPS and KKNPP to

submit the proposals for the same. KKNPP had agreed for BSRP mock test and

agreed to furnish the internal procedure for the same. KKNPP was requested to

explore the possibility of carrying out the BSRP Mock test during the proposed

outage of Unit I. KKNPP informed that they will revert back on the same

12.4 Priority for Railways/Metros in the matter of Restoration of Supply

The following was noted earlier:

KPTCL: to expedite on the actionable points of KPTCL/BMRCL which were

finalized in the Special Meeting.

KSEBL: Vide letter dated 06.06.2016 had furnished the Operating Procedure

for extending supply of power to Kochi Metro. May come in three – four

months.

TANTRANSCO/Southern Railway: The follow up of actionable points finalized

in the special meeting in respect of Chennai Metro may be expedited

TSTRANSCO: was requested to take proactive action in respect of Hyderabad

Metro.

12.1.2 In the 129th OCC Meeting TANTRANSCO had informed that TANTRANSCO

informed that there are three 400 kV links available for Chennai METRO as follows:

Sriperubudur – Koyampedu- CMRL

Almathi – Thiruverkkadu – Koyambedu CMRL

Kalivanthapattu – Kadapperi – Alanthur – CMRL

13 RGMO/FGMO

13.1 RGMO response had been deliberated in various Special/OCC/TCC/SRPC

meetings. Inadequate response was an area of serious concern and there was no

noticeable improvement.

13.2 MS, SRPC stated that the recommendations finalized in the special RGMO/MVAR

interchange meeting should be complied by all the utilities.

13.3 In earlier OCC Meetings, the following had been noted:

SLDCs were requested to analyze the RGMO instances posted by SRLDC for

the generators in their control area and take up action as per 84/MP/2015.

Inadequate Response to be taken up with SERC (Petition No.302/MP/2013).

Action on recommendations finalized in the Special Meetings needed to be taken

by generators/states. All generators were kindly requested to take all steps to

ensure intended RGMO/FGMO response.

As per the order in RGMO Petition No. 302/MP/2013, the units (including state

embedded) shall not be scheduled beyond their ex-bus generation corresponding

to 100% of their installed capacity.

13.4 Incidence for RGMO response

13.4.1 SRLDC vide E-mail dated 08.02.2017 had informed that on 05.02.2017, at 12:24 hrs

765kV Mainpuri-Bara ckt tripped along with both running units at Bara TPS (UP).

Generation loss of around 1100 MW occurred. Frequency dipped from 49.97 HZ to

49.81 HZ during the incident. All generators/SLDCs are requested to furnish the

FGMO/RGMO response.

13.4.2 In the Meeting, it was noted that the response analysis was yet to be received from

most of the SLDCs and Generators. The forum felt that a separate Meeting may be

called to discuss the RGMO/FGMO response in the first week of April 2017.

13.4.3 It was noted that NLDC is to post incidents for FRC at their website and may be

available at SRLDC website also. SRLDC informed that NLDC had posted the

incidents and the same is available at SRLDC site also.

13.4.4 Subsequently a Meeting is being scheduled on 04.04.2017 at SRPC Bengaluru. All

generators and SLDCs are requested to come up with their analysis and also

requested to furnish the analysis to SRLDC/SRPC. (Meeting notice listing out the

incidents to be analysed is at Annexure-13A)

13.5.1 In the SCADA meeting held on 07.02.2017 Generating stations and SLDCs had

agreed to look into the issue and it was assured that the issues would be rectified by

(Annexure-13C) had requested to depute concerned Engineers for point to point

14 TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES

14.1 Load ability of ICTs and revisit of the associated protection settings to prevent

cascaded tripping of ICTs/high loading of transmission lines.

14.2 Insufficient action in controlling the loading of ICTs leads to N-1 criteria violation in

compliance of Regulation 3.1 f(8) of CEA(Grid Standards) Regulations 2010 and

Regulation 3.5 a(i) of CERC Indian Electricity Grid Code Regulations 2010.

14.3 In the Meeting, SRLDC expressed concern regarding the N-1 violation of

Neelamangala, Pugalur, Kozhikode, Gazuwaka ICTs. Vijayawada, Hyderabad,

N‟Sagar, Gooty, Kurnool, Malkaram, Srisailam, Sattenappalli, Mahboobnagar,

Nellore, Khammam, Vemagiri and Kaiga are the high voltage nodes noted. It was

noted that continuous overloading of Trichy ICTs still persists. High loading ofMettur-

Karamadai lines was being observed. Amathy and all 765 nodes were experiencing

high voltage issues. Sample messages sent to States for controlling over voltages

are at Annexure-14A.

14.4 SRLDC requested all the constituents that whenever real time messages were

issued to control over ICT loadings, constituents should be committed to take

necessary steps/load shedding to curtail the overloading. SRLDC requested for

urgent action to alleviate the loading of 400/220 kV ICTs. A long term solution of

augmentation/load reconfiguration needed to be considered/implemented in view of

grid security. Action Plan of constituents to restrict the loading to permissible limit

may kindly be furnished to SRLDC and immediate action needs to be initiated.

15 Prolonged Outages

15.1 Status review of prolonged outage of grid elements in SR &realistic action plan for

revival of the prolonged outage was awaited from some of the constituents. Monthly

reports are required to be submitted to CERC.

15.2 The following was noted in the Meeting:

Chittoor ICT: APTRANSCO informed that they are procuring new ICT and will

be commissioned by June 2017.

KKNPP vide letter dated 13.03.2017(Annexure-15A) had informed the

following:

400 kV shunt reactors 00ACR40 & 00ACR50 at KKNPP 1&2. Shunt reactors

00ACR40 got tripped on electrical protection on 01.08.2016 and 00ACR50-R

phase on 14.12.2016.

Visual Inspection of shunt reactors after the tripping events revealed that the

HV bushings of both shunt reactors (00ACR40-Y phase and 00ACR50-R

phase) were cracked and damaged. Also, neutral bushing of shunt reactors

00ACR50-R phase was found damaged.

KKNPP is in the process of procuring the required HV & neutral bushings for

rehabilitation of shunt reactors. Also KKNPP is in the process of making

contracts for rehabilitation & replacement works on shunt reactors. It will take

about 8-10 months‟ time to complete the works on shunt reactors considering

delivery period of bushings (of imported nature) and lead time in finalization of

contracts.

Ennore TPS (all five units): Government of Tamil Nadu had accorded for

decommissioning of Ennore Units and Coal Supply to Ennore had been

stopped. It was decided that these units may be removed from the list of

Prolonged Outage.

NCTPS Unit I : Came back on 10.03.2017.

Bellari Unit III: Unit was out from January 2017. KPCL informed that the Unit

is ready to get synchronized to the Grid. At present the water availability at

Bellari is limited to run only two units at a time. As and when one of the other

two unit trips third unit will be brought on bar. KPCL requested that Bellari

Unit III may kindly be removed from the list of prolonged outages on account

of the above. SE(O), SRPC requested KPCL to furnish the details regarding

water scarcity so that CEA may be informed accordingly.

that they require 15 numbers of CVTs and requested TANTRANSCO to spare 15 numbers of CVTs. As committed earlier, they would comply to CERC order in respect of providing of CVTs and would enable A/R by July 2017 and same has been uploaded in CERC website. Parallely they have initiated action to purchase the CVTs.

6 BHAVINI Lines In the Special Meeting held on 25.11.2016, BHAVINI had informed that A/R would be enabled by January 2017.

18.1.2 In the Meeting KPTCL had informed that they will revert back on this issue.

18.1.3 TSTRANSCO vide their letter dated 18.02.2017had informed that presently Auto

Reclose facility is not available for all the 220kV feeders in their Network. However,

based on protection subcommittee Meeting the field feasibility had been requested

from field for implementation of Auto-Reclose and the same shall be examined

after consolidation of the field report.

19 LGBR & OUTAGE PLANNING

19.1 Status Review on development of load forecasting tools by SLDCs as per IEGC

Clause 5.4.2

19.2 The issue was noted for compliance by the states/SLDCs.

19.3 The following was noted from the Order dated 19.12.2013 on Petition No.

249/250/251/MP/2012

“We direct all STUs/SLDCs of the Northern Region, Southern Region and Eastern

Region to forecast their demand and make adequate arrangements to avoid

dependence on Unscheduled Interchange for meeting their demand or for injecting

short term surplus power, irrespective of the frequency”

19.4 There was need for further involvement of DISCOMs for their 96 block load forecast

and by state generators of their 96 block generation forecast. SLDCs needed to play

more proactive role in this regard.

19.5 Outage deviation report for the period April 2016 –February 2017 in respect of

Generating Units/Transmission Elements of Southern Region needed to be

submitted by all the constituents which is to be communicated to Hon‟ble CERC.

20 OTHER ISSUES

20.1 Collection of data regarding Power Supply to Rural Areas

20.1.1 CEA vide letter dated 09.04.2014 had informed that in the Meeting held at MoP on

09.04.2014 it had been decided to collect the data invariably from DISCOMs in a

simplified format. SRPC vide letter dated 11.04.2014 enclosing CEA letter dated

09.04.2014 had requested that the data in this regard in the requisite format may

please be arranged to be communicated to SRPC Secretariat at the following E-mail

addresses [email protected]&[email protected]

20.1.2 SRPC requested all concerned to kindly ensure that data in respect of previous

month is communicated by first week of the month.

20.2 Reporting the Status of implementation of the recommendations of the Enquiry Committee

20.2.1 All RPCs had been requested to update and forward the status of implementation of

recommendations of the Enquiry Committee on Grid Disturbances on 30th and 31st

July 2012 to CEA in the prescribed format on fortnightly basis regularly i.e. the status

as on last day of the month to be forwarded by the 3rd day of the following month

and that as on 15th of the month to be forwarded by 17th of the month.

20.2.2 SRPC requested all the constituents to kindly update and forward the status in a

timely manner.

21 Energy Generation data Management from Renewable Energy Sources

SRPC stated that Monthly generation data in respect of Renewable Energy Sources

was to be submitted to CEA with a copy to SRPC.

23 Reference from MNRE regarding compilation of data for meeting renewable energy Targets of 175 GW by 2020

MNRE/ MoP /CEA vide letters dated 02.03.2016, 22.03.2016 and 29.03.2016

respectively had communicated regarding compilation of data for meeting

renewable energy targets of 175 GW by 2020. The concerned State

Utilities/Generating companies wererequested to furnish the data suggested by

MNRE. SLDCs are also requested to coordinate and furnish the data for the

generators in their control area. It was noted that only APTRANSCO,

TSTRANSCO, KSEBL and JSWEL had furnished the information in this regard. All

the other utilities to furnish the information in this regard.

24 Data/ Information requirements of SRLDC

24.1 SRLDC requested timely reporting of the following

Loss of generation due to coal shortage / technical problems needs to be

furnished for onward transmission to NLDC by 1000 hrs on a daily basis.

Providing split-up of details of Non-Conventional Energy Sources generation for

Solar, Biomass, Wind, Bio-gases & Small Hydel in monthly data.

Load Forecasting Day wise Block wise

Power Supply Position Report: Hourly Load Shedding & Daily L.S in MU to be

submitted before 03:00 hrs for previous day for calculating correct shortage.

24.2 As discussed in previous OCC Meetings, SRLDC requested all constituents to

furnish hourly load shedding details (both scheduled & unscheduled) by next day as

the same is required by various agencies. AP & KAR were not submitting the details.

Other constituents are submitting data occasionally.

25 Wind Generation

SRLDC presented the day-wise Wind Generation pattern in Karnataka & Tamil

Nadu during the period 1st February 2017 to 28thFebruary 2017. Wind generation

in Karnataka had varied between 5.503 MU (06.02.2017) to 22.469(17.02.2017).

Wind generation in Tamil Nadu had varied between 3.241MU (21.02.2017) to

35.253 MU (21.02.2017) (Annexure-25A).

26 Coal Stock Position

26.1 As per CEA norms, coal stock position is termed as critical (< 7 days) or super

critical (< 4 days) of coal stock. Except the following thermal stations in Southern
