Dr. Newcomb joined the Texas A&M Transportation Institute (TTI) in September of 2011. He has been a Principle Investigator (PI) or Co-PI on three NCHRP projects dealing with aging and cracking of asphalt mixtures and the behaviour of foamed asphalt mixtures. Newcomb has also worked on projects for asphalt pavement industry, the Texas DOT, Oklahoma DOT, Oregon DOT and Minnesota DOT.

Prior to coming to TTI, Newcomb was employed by the National Asphalt Pavement Association (NAPA) for 12 years as Vice President – Research & Technology. He was responsible for programs that assisted the membership in meeting the technical challenges and demands of the future. These programs included Perpetual Pavements, Life Cycle Cost Analysis, Warm Mix Asphalt, Increased RAP and RAS Usage, Superpave Implementation, Implementation of MultiCool, and Workforce Training.

Pavement durability remains a shared responsibility amongst pavement specifiers, designers, producers and contractors. An understanding of pavement design, materials selection guidelines, mix specification and production guidelines, and placement best practices also contributes towards making pavements as durable as practical. Dr. Newcomb will elaborate on the OAPC top 10 ways to get more durable HMA pavements.

Amma Wakefield is Asphalt Institute’s Canadian Regional Engineer. Her expertise includes asphalt mix design, testing, troubleshooting, and providing technical support to placement operations. She is a PhD candidate at the University of Waterloo where she is focusing on her dissertation to develop a framework for evaluating binder properties from plant-produced mixes.

Amma’s presentation will provide the latest update on the effectiveness of recovered binder acceptance test between different labs, compare variabilities in physical and chemical test properties between recovered and virgin binders. It is expected that findings from this study will drive the correct use of asphalt cement, ensure responsible use of recycled materials, and lend guidelines to mitigate against excessively aged asphalt cement during production.

For decades OAPC, formerly OHMPA has been bringing industry stakeholders together in an effort to ensure asphalt pavements remain the first choice for quality, safety, the environment and the economy.
