Thenumberofjournalsisnotthesameasthenumberofarticles;proponentsoftheAPCapproachwillclaim,possiblycorrectly,thatAPCjournalspublishmorearticlesthannon-APCjournals.However,thisdoesnotchangetheevidencethatAPCisnottheonlybusinessmodelforfullyOAjournals,anditisnoteventhemodelusedbythemajorityofjournals.Othermodelsincludesponsorship,forexamplebygovernments,universities,orscholarlysocieties.Thedifferencesbetweentheseapproachesmaybemoresuperficialthanreal.AsexplainedinMorrison(2013),scholarlypublishingisdifferentfromtypicalbusinessinthattheproducersandconsumers,fromamacroperspective,arethesame(scholarlyauthors,universities,researchcenters,government).InthissensetheAPCmodelcanbedescribedasanindirectsubsidyorsponsorshipmodel.OAAPCsareofinteresttostudyinthistransitionfortworeasons.AveragecostperarticleaskeymetricFirst,theaveragecostperarticleisakeymetricinunderstandingaffordabilityofproduction-basedsystems.AsMorrison(2013)reported,aglobalshifttoopenaccessjournalpublishingwouldbepossibleusingexistingfundingsources,primarilyacademicandresearchlibraries,andcouldbeaccomplishedwithsubstantialcostsavings,butthattheaffordabilityofsuchatransitionwoulddependonaveragecostperarticle,andthatachievingaffordabilityand/orcostsavingswouldrequirepayingcarefulattentiontoachievingcostefficienciesinthetransitionprocess.Inthiscontext,APCisusefulasametricregardlessofbusinessmodel(APCornon-APC).Forexample,ifacommercialAPCbasedpublishercanachieveprofitsataparticularAPC,thisillustratesthefeasibilityoftheapproachandprovidesguidanceforAPCpayerstosetappropriatelimitsandbudgets.Thisalsoallowsgovernments,universities,andscholarlysocietiestoestimatefundingneededforsponsorshipapproaches,thatis,bymultiplyingaveragearticleproductionbyaverageAPCtodetermineanupperpricelevelandassessthecost-efficiencyofotherapproachestosponsorship.Forexample,asdocumentedbyShi(2019,inprogress),theaverageAPCofUK-basednewpublisherUbiquityPress,developedforthepurposeofachievingcost-efficientprofessionalopenaccesspublishing,isapproximately577USDin2019.Thismetriccanbeusedasthebasisforcomparisonwithotherpublishersinsimilarcircumstances,i.e.thedevelopedworld.AnOApublisherwithsimilarorlowercostsorpricingisclearlycost-efficient;apublisherwithhighercostsorpricingmayhaveroomforfurtherefficiencies.Itisimportanttorecognizethathighcostsorpricingcanoccurforavarietyofdifferentreasons,rangingfromhighfinancingcostsforpublishersthathavegonethroughmerger(s)andacquisition(s),highprofitlevels,legacyservice-relatedcostssuchasdualprintandelectroniconlinepublishingand/orprovidingaccesstoextensivebackfiles,technicalprocessingcostssuchasXMLrequirementsformedicaljournals’inclusioninPubMedCentral,andpublicityapparatusfornewsmagazine-stylejournalssuchasNatureandScience.

APCtrendsperseAlthoughtheAPCmodelisnotubiquitousinfullyOAjournalpublishing,itisamodelusedbyasubstantialnumberofjournals,henceworthyofstudyinitsownright.IntheearlydaysofOAjournalpublishing,somescholars,Morrisonincluded,advocatedfortheAPCmodelasameanstoaddressthepre-existingseeminglyintractableinelasticmarketforscholarlyjournalscommonlyreferredtoasthe“serialscrisis”asdocumentedbytheAssociationofResearchLibraries(1989)andinvestigatedbytheUKOfficeofFairTrade(2002).ItwasarguedthatAPCs,paidbyauthors,wouldintroducetransparencyintothemarket,andthatauthorswouldseekcompetitivepricing.NewOAjournalsandpublisherscanbesetupwithoutthelegacyprint-basedcostsoftraditionalsubscriptions-basedjournalpublisherssuchasprintproduction,distribution,facilitatingpricecompetition.Thisislogical,howeveritisalsologicaltoconsiderthepossibilitythatwhentransitioninganinelasticmarketfromdemandtosupplysidetheinelasticitywouldtransitionaswell.Alongitudinalapproachisneededtoobservetrendsovertime.ResearchquestionWhattrendscanbeobservedinAPCsovertime?Subquestions:
