Overview• Only jurisdiction in Canada where 100% of the

power being generated comes from fossil fuel generators.

• Each community is a stand-alone grid.• Government of Nunavut pays approximately 80%

of Nunavut's energy costs, either directly or indirectly. – Energy costs are subsidized in Nunavut through

subsidy programs but also through underinvestment in the replacement of our existing capacity

Presenter
Presentation Notes
Oil used for heating Generally, distances between communities are significant. In cases where they are relatively close costs far exceed the benefits making it ineffective to link them by road, or transmission lines. Just to put in in perspective 25 communities spread over 2 million sq/km ranging in population from a couple hundred residents to several thousand. Iqaluit has a population of approximately 7,500 people and the next closest is under 2,500 residents.

Fuel Costs

• Annual Fuels purchase– Average $175-$200m /year

• Arctic grade diesel• Bulk purchase• Delivered by barge

Energy Rates (April 2011)– Domestic Non-Gov’t 52.39-102.71 (cent/KWh)– Domestic Gov’t 52.39 – 131.32– Commercial Non-Gov’t 43.42-99.92– Commercial Gov’t 44.69-110.69

Presentation Notes
The retail price of fuel is based on the following cost components: Actual product cost; Actual transportation cost; Commissions for local fuel sales, dispensing and delivery services; Operations and maintenance expenses; Product evaporation/shrinkage; and Taxes (where applicable).

Barges• Fuel is delivered during the open water season

Planes• Emergency resupply

Ice Roads

Fuel Transportation

Presenter
Presentation Notes
Fuel is delivered during the open water season Planes are only used to bring in supplies if fuel will run out prior to re-supply. Ice Roads – only used by mining companies for transportation of fuel to mine sites.

Energy Policy• Energy strategy created in

2007

• Guides Nunavut energy policy up until 2020

• Four policy themes– Energy conservation and

efficiency – Alternative energy– Management practices– Oil and gas development

Presenter
Presentation Notes
In the early 2000’s the government started working towards developing an energy strategy. And in 2007 released it released Ikummatiit – Nunavut's first energy strategy. The Energy Secretariat is responsible for overseeing its implementation.

Community Initiatives

• Arviat• 2012 Hamlet received funding under NRCan’s EcoEnergy

program for solar hardware for local recreation facility. (Installation scheduled for 2013)

• Pangnirtung• 2013 Hamlet participated in 'Engage North', a program

that links students with northern communities.• engineering students from the University of Alberta spent

the summer in Pangnirtung to study ways to reduce energy consumption. (awaiting results)

Presenter
Presentation Notes
Engage North is a University of Alberta organization that builds connections between university students from across Canada and indigenous communities in Canada’s North. These connections include supporting awareness and educational events in the southern provinces as well as arranging for students to live and work in northern communities as Engage North Fellows.

Northern Sustainable House (Arviat)

• Culturally appropriate

• Energy performance 50% better than National Energy Code

• CMHC, NHC

Presenter
Presentation Notes
Northern Sustainable House – initiated in 2006, CMHC collaborated with the Nunavut Housing Corporation (NHC) in Nunavut to design the Northern Sustainable House. The project had two objectives: to promote the design of culturally appropriate housing across the North, and to construct housing that consumes 50 percent less energy than similar housing constructed to the Model National Energy Code for Houses (MNECH). -Photo from “Lindberg Landing” NWT http://dehchoecoliving.blogspot.ca/

Iqaluit Hydro

• Feasibility study– Recommence 2014

• Two sites proposed:– Jaynes Inlet, 12.5 MW

• 84 km transmission line

– Armshow South, 7.3 MW• Tap into Jaynes Inlet line

Jaynes Inlet Site

Presentation Notes
It is anticipated that the Iqaluit Hydro study will resume in 2014 for the two hydro project

Opportunities• Energy partnerships

– Arctic Energy Alliance

• Continued development of energy awareness campaign

• Waste heat recovery in community power plants

• Partnership opportunities for renewable energy in Nunavut– Major vendors and suppliers– Opportunities in support of

resource sector

Presenter
Presentation Notes
Innovative energy opportunities Weather prolonged periods of extreme cold, wind and snow Parts / Repairs Limited or no supply within communities Repairs can take a long time due to availability of parts Getting technicians on site can take days/weeks
