O n April 21, the U.S. Depart-ment of Agriculture held a webinar on “Moving Forward:

Update on Food Crediting in Child Nu-trition Programs with Guidance for Dried Meat Products.” This webinar provided an overview of the crediting updates resulting from the Request for Information and provided crediting technical assistance with hands-on prac-tice specifically for dried meat products.

On May 8, the USDA held the webinar, “Additional Meat/Meat Alternate Op-tions for CNPs: Crediting Tempeh and Surimi.” This webinar provided an over-view of the crediting updates resulting from the Request for Information and

provided crediting technical assistance with hands-on practice specifically for tempeh and surimi.

If you wish to continue to participate in any of the following pro-grams, the annual application must be completed as soon as possible.

• Special Milk Program

• After School Snack Program

• Seamless Summer Option

There are some new procurement questions on the application; a document containing the new questions is available. We rec-ommend viewing those questions and determining the answers to those questions prior to completing the online application.

For those that no longer wish to participate in any of the School Nutrition Programs listed above, please complete the withdraw form and email it to [email protected]. Along with the withdraw form you will also find Close Out Procedures that you will need to follow.

Trainings on Direct Certification, HEAs

R egistration is underway for two upcoming webinars to be presented by the Illinois State Board of Education’s Nutrition Divi-sion.

School Nutrition Programs: Direct Certification, 1-2:30 p.m. Aug. 14. The use of the Electronic Direct Certification System is required by the U.S. Depart-ment of Agriculture to certify students living in SNAP/TANF/Income-eligible Medicaid and Foster Child for free meal benefits without the completion of the Household Eligibility Application by the household. This webinar will provide an overview of this system. Click here to register.

School Nutrition Programs: Certification of House-hold Eligibility Applications, 1-2:30 p.m. Aug. 15. Households annually apply to each participating school to receive free or reduced price meal bene-fits via the completion of a Household Eligibility Application (HEA). This webinar will provide an overview of the process used by participating schools to distribute, review, and approve/deny such HEAs. Click here to register.

Handbook Reminder on

SNAP/TANF Applications

S chool nutrition program sponsors should make every effort to utilize

the Direct Certification system to its maximum potential. Doing so should minimize the number of Household Eligibility Appli-cations a district receives from households in which a member of the household reports re-ceipt of SNAP or TANF.

If a SNAP/TANF HEA is sub-mitted for a student not directly certified, it must include the following information:

• Student’s name for whom the application is submitted,

• Signature of adult household member, and

• Valid 9 digits SNAP or TANF case number of a member of

the household (adult or child). HEAs cannot be accepted with Medicaid case numbers. Per-sons receiving Medicaid bene-fits only that are NOT directly certified for meal benefits must

complete an in-come application.

If applications are complete, they are to be accept-

ed and approved as submitted. They are not subject to upfront verification.

Due to changes in 2018 by the Illinois Department of Human Services, the case numbers are no longer 10-13 digits long and contain no identifiers.

Get Ready!

S chool Year 2019-20 is right around the corner and many schools are already busy preparing for an academic year filled with fun learning experi-

ences for students to enjoy. Remember that Team Nutri-tion has training materials that help schools integrate nutrition education into the classroom while also making connections in the cafeteria, at home, and throughout the community.

Team Nutrition is an initiative of the USDA Food and Nutrition Service to support Child Nutrition Programs through training and technical assistance for foodser-vice, nutrition education for children and their caregiv-ers, and school and community support for healthy eating and physical activity.

• Discover MyPlate: Curriculum

Training for Teachers: Use this

training to help boost educators’

confidence in teaching nutrition con-

cepts and conducting food prepara-

tion activities with kindergarteners.

training, teachers can get started with

the Discover MyPlate: Nutrition Educa-

tion for Kindergarten kit, which includes

a teacher’s guide explaining the six les-

sons and how they help to meet educa-

tional standards.

• Serving Up MyPlate: A Yummy Curriculum: MyPlate kits are available for three levels: Level 1 (Grades 1-2), Level 2 (Grades 3-4), and Level 3 (Grades 5-6). Each kit includes a teacher’s guide with three lessons.

• MyPlate Guide to School Lunch Infographic: Show parents, students, and teachers how a variety of healthy foods from each MyPlate food group is included as part of a school lunch.

• MyPlate Guide to School Breakfast Infographic: Highlight healthy foods that are part of a balanced school breakfast. Learn about why eating breakfast is important for learning, and how parents can help their child eat a healthy breakfast at school.

• From East to West, Eat What's Best: A Pen Pal Pro-gram is a great activity for kicking off the school year. Help students connect with their peers in a different part of the United States to share infor-mation about their favorite fruits, vegetables, and whole grains. Find this and other events ideas for the entire year in the Team Nutrition Popular Events Idea Booklet.

BREAKFAST AFTER THE BELL

PUBLIC ACT 99-0850

P er Public Act 99-0850, starting school year 2017-18, every public school in which at least 70 percent of the students were eligible for

free or reduced-price lunches in October of the pre-ceding year must operate a “breakfast after the bell program.” Breakfast After the Bell means breakfast is provided to all students after the instructional day has officially begun. It however, does not prohibit schools from also providing breakfast before the instructional day begins. Schools may choose whatever delivery model that best suits the stu-dents. Typical options include:

• Breakfast in the classroom: Food is delivered (by staff, students, or volunteers) to each classroom after school begins and students are per-mitted to eat in the class-room.

• Grab and go: Students pick up bagged or boxed break-fast from carts or specified areas and are permitted to eat in either designated are-as or the classroom.

• Second-chance breakfast: An extended passing or breakfast period is offered in the cafeteria, following the first or second period of the day.

• Other options include serving breakfast during an early recess or outdoor lesson. As long as break-fast is offered to all students after the instructional day has begun, schools and districts have great flexibility in serving breakfast after the bell.

Offer This Program?

Both state and federal reimbursement is available if a site enrolls in the School Breakfast Program.

Schools participating in the School Breakfast Program must inform families of the availability of breakfasts just prior to the beginning of the school year and throughout the school year via routine methods of communicating with families, such as website posting, weekly messages, public address system, etc.

For the breakfast in the classroom model of Breakfast After the Bell, food is delivered by staff, students, or volunteers to each classroom after school begins and students are permitted to eat in the classroom.

BUY AMERICAN:SUPPORTING DOMESTIC AGRICULTURE IN SCHOOL MEALS* * * * * * * * * * * * * * * * * * * * * * * * * *

The BUY AMERICAN PROVISION safeguards the health and well-being of our Nation’s children and supports

the U.S. economy, American farmers, and small and local agricultural businesses (7 CFR 210.21 (d)

and Memo SP 38-2017).

School food authorities (SFAs) in the continental United States* must purchase domestic agricultural commodities

and food products. For foods that are unprocessed, the agricultural commodities must be domestic, and for foods that

are processed, they must be processed domestically using domestic agricultural food components that are comprised

of over 51% domestically grown items, by weight or volume. A domestic creditable food component is the portion that

counts toward a reimbursable school meal (meats/meat alternates, grains, vegetables, fruits, and fluid milk).

How SFAs Can Buy American Foods • Develop menus that include only domestic foods and

domestic food products. **

• Include the Buy American provision and Geographic

Preference option in written procurement procedures,

specifications in solicitations, and contracts for food;

be sure to monitor contractor performance.

• Require suppliers to attest that their final food products

are either 100% domestic commodities or a food product

containing over 51% domestic food components, by weight

or volume.

• Use USDA Foods and food products processed

in the United States using USDA Foods.

• Participate in USDA's Farm to School Grant Program.

Exceptions to Buy American There are two limited exceptions when non-domestic foods

may be purchased. These exceptions are determined by

the SFA:

• The food or food product is not produced or manufactured

in the United States in sufficient and reasonably available

quantities of a satisfactory quality; or

• Competitive bids reveal the cost of a United States food or

food product is significantly higher than the non-

domestic product.

REMEMBER:

Document exceptions and keep records!

*SFAs in Alaska, Hawaii, and the U.S. territories are exempt from the Buy American provision. However, SFAs in Hawaii are required to purchase food products produced in Hawaii in sufficient quantities, as determined by the SFA, per 7 CFR 210.21(d)(3). Likewise, SFAs in Puerto Rico are required to purchase food products produced in Puerto Rico in sufficient quantities, under 42 USC 1760(n)(4).

• Foods and food products of Guam, American Samoa, U.S. Virgin Islands, Puerto Rico, and the Northern

Mariana Islands are considered domestic.
