HALL, CHICAGO, ILLINOIS 60602, BY 11:00 A.M., CENTRAL TIME ON DECEMBER 6, 2018. The following revisions will be incorporated in the above-referenced Specification. All other provisions and requirements are as originally set forth remain in full force and are binding.

ACKNOWLEDGE ADDENDUM MAY BE GROUNDS FOR BID REJECTION

SECTION I: REVISIONS TO THE SPECIFICATION

Revision 1:

The Bid Opening Date has been postponed to January 3, 2019, 11:00 a.m. Central Time.

Revision 2:

Article 5.9 EQUIPMENT DUMPSTERS: Paragraph 11, “5 Cubic Yard Steel Dumpster” has been deleted in its entirety. The City has revised needs, and 5 Cubic Yard Steel Dumpster is not required at this time.

Revision 3:

Exhibit 3 – Equipment List – See Attachment No. 1 of this Addendum No. 1.

Revision 4:

Article 9 Revised Proposal Pages See Section III of this Addendum No. 1.

SECTION II: QUESTIONS SUBMITTED FOR CLARIFICATION OF THE SPECIFICATION Question (s)

1. Question: The equipment list gives quantities, yards, and pickups per container. My question is if we use the 4 yarder as an example. RFQ states 60 pickups estimated over the five year agreement. If you use the equipment list sheet with monthly pickups the number would be 1740 pickups over 5 years not 60. Please advise which number I should use for calculation for this RFQ.

Answer: See Revised Exhibit 3 Equipment List in Section III of this Addendum No. 1, and Revision 4 Section 1 of this Addendum No. 1.


2. Question: The RFQ states 1800 pickups over a 5 year period. The equipment list with estimated monthly pickups has it at 14 per month or 840 for the 5 year period. Please advise which number I should use for the calculation.

Answer: See Revised Exhibit 3 Equipment List Section III of this Addendum No. 1, and Revision 4 Section 1 of this Addendum No. 1.

3. Question: 10+ sites will need to be sub-contracted to another vendor closer to your sites. Anyone we would use is not on the ineligible list. Is there anything more I need to provide at the time for the bid?

Answer: Please refer to Specification Article 3.1.3.2 – Subcontractors.

4. Question: On Article 5.10 Current Inventory (Subject to Change): Can you confirm the 5 yard container pricing request. Current inventory count does not show a 5th yard container. Page 123 Line 4 is requesting pricing for the 5 yard container. The 5 yard container would be a custom container. This is not a typical container size requested in our industry. It may be a 4 yard or 6 yard container.

Answer: Refer to Revision No. 1 Section No. 1 of this Addendum No. 1.

5. Question: Catalog RFQ – No Group Lines (The price schedule), Page 123: Line No. 8, 9, 10 are 15.0, 20.0 & 30.0 yard roll-off dumpsters. Can you include tonnage caps on these line items as we pay by the ton to dispose of the material in these dumpsters.

Answer: There are no tonnage caps or overage fees required in this specification. The Contractor will only be compensated in accordance with the line item pricing listed in the Revised Proposal Pages included in Section III of this Addendum No. 1.

6. Question: Catalog RFQ – No Group Lines (The price schedule), Page 123: Lines No. 11 & 12 Oil Collection Service. Is Oil a typo as identified in these audit reports?

Answer: See Revised Proposal Pages in Section III of this Addendum No. 1


7. Question: On page 123, of Spec# 411851A the Commodity Description of the Waste Generation Audit and the Waste Characterization Audit are described as Oil Collection Service. Oil Collection Service would fall under the City of Chicago's "Special Waste" category which there was no mention of in any part of this Advertisement. Special Waste Services require an additional certification with the City of Chicago. Can you verify that all waste collected over the course of this contract will indeed be "Solid Waste Collection" or "Other Waste Collection" (NAICS 56211 or 562119) and NOT "Hazardous Waste Collection" (NAICS 562112)?

Answer: See Revised Proposal Pages in Section III in this Addendum No. 1. The City of Chicago intends to utilize the resulting contract of Specification 411851A only for collection and disposal of non-hazardous solid waste.


SECTION III: REVISED PROPOSAL PAGES

The original Proposal Pages are hereby deleted and replaced with the following Revised

Proposal Pages identified in Section III of this ADDENDUM No. 1 which must be submitted

with your bid. Failure to submit pricing on revised “PROPOSAL PAGES” will be grounds for

bid rejection due to non-responsiveness.
