Parish Council Meeting October 2010Eight Councillors, two County Councillors and Mr. Attwood from John Martin Associates attended the October meeting of the Council.Mr. Attwood started by addressing members about the new planning application to be made on behalf of the owners for the site known as ‘Northbridge’, basically it was very similar to the plans already submitted by M/s Persimmon Homes, namely for 1021 houses, 40% of which were to be ‘affordable’, a Pub/Restaurant, a School with associated recreation areas, a Community Building. The access to the site would be opposite the Ermine St. Business Park and to make this safer, this section of Ermine street would be dueled. There would be a pedestrian access bridge over the A.141 and all rights of way would be maintained through and to and from the site, the development would endeavor to reflect a rural character with several green spaces similar to that in front of the Victoria Inn in Ouse Walk in Huntingdon. The Council made him very aware that their main concern was the preservation of the rural nature of Great Stukeley and the maintenance of a ‘Green Buffer’ between the development and that village. He said they intended to submit an ‘Outline Planning’ application this month and that he would return to discuss that during the normal consultation period. It was reported that the Chairman had reached a verbal agreement with the owner of Grange Farm to divert footpath eleven onto the metaled track between Lodge and Grange farms and to raise it to Bridleway status, this change was to be commended to the County Council ASAP. The Council discussed the budget fully and with the likelihood of a deficit this fiscal year it was agreed that the maintenance of services to the present standards would require the Precept figure for 2011/12 to be set at a figure of £15.000, this would produce an approximate Band ‘D’ charge for the period of £35.50 per annum. The Chairman Mr. Pinner will explain the rational of this decision in a personal letter to residents elsewhere in this magazine. It is hoped, that providing no impingement is made on copyright rules, that an A.3 copy of the rights of way map for our Parish can be included in this issue. The next Council meeting will be in the village hall, Low Road, Little Stukeley on
stMonday 1 November 2010 commencing at 7.30pm.J. Newman, Clerk & RFO.
Brian BerrillShirley, Celia, Graham and Richard would like to convey their thanks and gratitudes to all those who cared and supported us throughout Brians' illness. It was lovely to see so many family and friends in church and at the village hall afterwards.
Brian will be missed by us all, including all 'dog walkers'.Thank you. Shirley and family.

Parish Boundary and Rate Changes.
Over the years our Parish is gradually diminishing this making it necessary for rate changes.
In the district of Huntingdonshire, by comparison with parishes of a similar size, we are the lowest rated parish. The reason for this is that for years we had the income from the housing at RAF Alconbury, and we only provided minimal services.
Several years ago we lost the income to Central Government. As we lost this income, Hinchingbrooke Park was being developed and we had the Hinchingbrooke Park income from those properties. Here, the developer put most of the infrastructure in and we had minimal expenses on that estate.
The boundary change means that we lose the whole of the income from the Hinchingbrooke Park estate,
If Northbridge is developed we will not get any income from it because of the boundary change.
The nine members of the Parish Council, who are elected by the Parish, and who work completely voluntarily without remuneration, regret that they will have to increase the Parish Rate by 15p per household per week.
We are going to negotiate new contracts for the Parish services.
I would like to point out that through the generosity of Messrs. Field, who have donated a strip of land between the Stukeleys Guest House in Great Stukeley and Steves Taxis in Little Stukeley we are planting an avenue of trees which will in future enhance the villages. The County Council have donated the trees and the Parish Council are looking for help from volunteers to do the planting in late winter. If any person is willing to volunteer could they please contact me or the Vice-chairman - Sue Parkin.
The Parish Council meets every f irst Monday in the month and we have an open meeting for the members of the parish at the start to put questions to the elected members. If you have any questions, you are more that welcome to attend the public meetings and put your questions forward to the Council.

Cat Poisoned in Great Stukeley
We have had a report of a cat being poisoned in Great Stukeley on 23rd September. Due
to the quick thinking of the owner and the best possible treatment from the vet, the cat pulled through although it was critical for a period of time. If you notice any odd behaviour about your cat, in particular very sudden onset of sickness, diahorrea and breathing difficulties, please seek immediate veterinary advice.
The police and RSPCA have been notified.
The following was taken from the RSPCA:
"Please remember that cats are free to roam. They are protected by law and it is an offence to harm or terrify a cat or to steal one. It is also an offence to put down snares, poison or an unlicensed deterrent. In attempting to prevent cats from entering a garden, it’s important to make sure that any deterrent methods you use are non-harmful and don’t cause pain, suffering or distress."
Nobody is saying that this cat was intentionally poisoned but please be careful what you use to deter cats and other animals. The owner of this cat has had to pay around £500 in vet’s fees and will have to take the cat back for periodic blood tests to see how her liver is coping. This will mean yet more veterinary fees and distress to the cat!
Wood and Ingram 1742-1950 by John Drake
Many local place names will recall memories of this famous nursery which prospered for 200 years. It owned 60 acres of land at Nursery Farm, The Laurels in the High Street, cottages on The Green and 45 acres at River Lane and Buckden Road in Brampton; extensive gardens and glasshouses at St Germaine Street, a sales shop in George Street, nurseries at Hartford and St Neots. Ingram and Wood Streets and Nursery Road are named for them.
Vast quantities of trees, shrubs, plants, bulbs and vegetable seeds were grown and within three years, during the Inclosures, 525,000 quicks (hawthoms) were supplied to various clients. Customers ranged from Great Stukeley and Brampton Schools to great estates employing Capability Brown, our own Earls of Sandwich and even Buckingham Palace.
The 260 pages document the vast range of skills and workers, many still surviving with vivid memories. One hundred staff were employed in the rose fields before 1939, some of whom were able to bud 2,000 roses a day. Roses were grown all through the First World War, and at the start of the Second World War 100,700 were being grafted each week. Wreaths were made for local Servicemen who sadly did not return.
Produced by Cambridge Gardens Trust, with pictures, maps, order forms, sales ledgers, and correspondence, etc this book details changes brought about by social upheaval, empire expansion, new technology and war.
Copies at £10 each will be delivered free locally by Margaret Helme (01480 451427) or from Alan Brown (01480 811947) for £12 including packaging and post.

LAWN CARE IN NOVEMBER By ProLawnCare
Aeration Soil compaction is a frequent cause of turf deterioration and moss invasion. For optimal effectiveness the lawn needs aerating in autumn/winter. Over sow additional grass to help any bare areas re establish before weed and moss do!
Fallen leaves Leaves should be cleared away as they fall. If left for more than a few days, then grass may become damaged. Compost the leaves and then use on borders etc.
Worm Casts This month will probably see the appearance of worm casts (small mounds of earth brought to the surface by worms). Treatments can be applied to stop the casts occurring in the f irst place.
Disease With damp dewy days ahead diseases such as fusarium can kill patches in your lawn. If you see white mould or dead patches please call us for an accurate diagnosis as it may need treating with a fungicide.
Moss Moss will start to encroach now and it is advisable to treat now before it competes with the lawn.
Actions required in November
· Aerate lawn if condit ions allow
· Remove fallen leaves · Brush off worm casts (or treat the cause of the problem)
· Look out for disease · Plan moss control
The lawn owner can carry out some of the above tasks; other tasks may need some professional intervention.
Lawn fact: “A dense lawn is six times more effective than a wheat field at absorbing rainfall”
