Economic News

Bank of Thailand (BoT) governor Sethaput Suthiwart-Narueput estimated that the

unemployment rate could reach 3 million Thais in the wake of economic woes stemming

from the COVID-19 pandemic.

During a dinner talk “Sharing Our Common Future”, the Central Bank governor

said the Thai economy is likely to contract by 8 per cent as a result of the

outbreak which took a heavy toll on the tourism industry and resulted in a 20 per

cent rise in unemployment.

He said the unemployment is on the rise to 3 million based on unemployed

workers that are currently as high as 700,000-800,000 and 2 million people

worked less than 20 hours per week.

Meanwhile, the National Economic and Social Development Council (NESDC) came out

to confirm that Thailand’s economy has passed its lowest point and is expected to

contract less than previously expected this year due to a recovery in consumption,

Danucha Pichayanan, secretary-general of the NESDC, told business executives

at the same dinner talk yesterday that, “We can say that our lowest point was in

the 2nd quarter,” “A recovery in agricultural goods prices also helped

consumption”.

Finance Minister Arkhom Termpittayapaisith told reporters earlier that GDP will be

negative this year but less so than expected due to a recovery in consumption. He said

revenue was coming from exports while the country remained closed to tourism, adding

that foreign exchange policy should support exporters.

The Finance Ministry has forecast an economic contraction of 7.7 per cent this

year due to the impact of the coronavirus pandemic.

“Our fiscal position is strong but could face some challenges next year

from taxpaying businesses, and so the ministry is planning to adjust its tax

structure to increase collection and support targeted industries,” Arkhom

said.

Charoen Pokphand (CP) Group received good news after Malaysia’s Competition

Commission greenlighted the acquisition of the UK retailer’s Malaysian business. The

move followed Thailand’s Office of Trade Competition Commission (OTCC)’s approval

for the Group’s US$10.6-billion acquisition of Thai operations last week.

Meanwhile, the Thailand OTCC’s minority who came out to state their reasons

why they opposed the deal and explained why they voted against the deal. Those

who voted against the deal are Sakon Varunyuwatana, chairperson of the Trade

Competition and 2 commissioners Aramsri Rupan and Santichai Santawanpas.

Santichai believed that the merger could affect the economy by allowing for

monopolies and economic domination. He said companies like CP that are already

manufacturers of raw and processed food have the potential to dominate a market

once they venture into both wholesale and retail businesses by allowing them to

control a range of distribution channels. As a result, there could result greater

social and economic disparity.

The OTCC ruled by majority in favour of the transaction, but imposed certain

conditions, including a three-year ban on additional acquisitions in the same

sector to prevent market dominance by CP Group. CP Group can challenge the

TCC's decision within 60 days.

Thai Airways International Plc (THAI) - which is undergoing rehabilitation plans under

the Central Bankruptcy Court’s approval - reportedly sold its stake in Thai-Amadeus

Southeast Asia Company in which it was a majority shareholder of 55 per cent.

This comes as the airline reported a net loss of

21.54 billion baht for the period of 3-months ending September 2020

49.5 billion baht for the 9-months ending September 2020

Yesterday THAI kicked off the TG Warehouse Sale project to sell wholesale new

in-flight service items after suspending scheduled flights due to the Covid-19

pandemic for over six months.

Employees, such as pilots and cabin crew, volunteered to take the products'

pictures which were then posted on the TG Warehouse Sale Facebook page. Over

400 products in the airline's cargo warehouse at Suvarnabhumi airport were sold

out within minutes of having been advertised on the webpage.

The products, screened with the airline's logo, included glasses, cups, napkins,

plates and toothpicks. Prices ranged from 50 satang to 69 baht apiece.

The Stock Exchange of Thailand (SET) Index yesterday closed up 4.10 points or 0.31 per

cent at 1,345.34 yesterday, with total transactions of 117.152 billion baht with an index

high of 1,356.83 and a low of 1,331.39.

Foreign investors who have been net sellers for the past few years have started to

buy and have been net buyers of 28.476 billion baht over a 3-days.

Year to date they have been net sellers of 276.62 billion baht.

Alibaba Group founded by Jack Ma this year smashed 2019 record with total gross

merchandise volume exceeding 372.3 billion yuan (approximately 1,710,065 million

baht) at the end of its annual 11.11 Global Shopping Festival on November 11.

The group reported the number of orders peaking at 583,000 orders per second.

Meanwhile, “Lazada 11.11 Biggest One Day Sale” recorded total sales worth

more than 1 billion baht within 2 hours while Shopee recorded 20 million viewers

across the region in the 1st hour of its “Shopee 11.11 Big Sale” campaign.

Political News

Deja vu of what happened 11-years ago was witnessed yesterday as leader of the

Progressive Movement - Thanathorn Juangroongruangkit, saw people in Yellow shirt in

the province of Nakorn Si Thammarat came out to block and chase away the

campaigning by Progressive Movement.

Thanathorn and Progressive Movement were down south campaigning for their

candidate in the upcoming provincial administration organization (PAO) elections

that is slated to take place later this year.

A crowd of royalists donning Yellow shirts gathered in front of a hotel where

Thanathorn was attending a meeting with his campaign staff and the candidate

Issara Hasdin. The yellow-clad crowd reportedly surrounded a car which they

believed the Progressive Movement leader was in and shouting for Thanathorn to

“get out of Thailand”.

They also accused Thanathorn of wanting to overthrow the monarchy and “sell

the country to foreigners”. One protester thrashes the car with a flag. The incident

was captured in a video clip and shared widely on social media.

The Yellow shirt movement has said that they will continue chase Progressive

Movement anywhere and everywhere the party goes for campaigning.

Former election commissioner Somchai Srisutthiyakorn said the incident in Nakhon Sri

Thammasat reminded him of the time when Red-shirt protesters surrounded PM Abhisit

Vejjajiva’s car in 2009. He called for tolerance and said any conflict should be settled in

court.

Following the incident, the Progressive Movement leader commented that the Yellow-

shirt protesters were living under an illusion that he was the main cause of the conflict in

Thailand when the truth is corrupt local politicians who had taken over their lives. They

had been lied to and made to believe that those seeking changes for a better of society

were the ones that plotted to overthrow the monarchy, Thanathorn said.

Another Progressive Movement leader Pannika Wanich came out to say that the

incident did not affect the movement’s campaign for PAO election in the province

and said Thanathorn was not the vehicle that carried Thanathorn. The movement

is planning to take legal action against those who were involved in the incident.

Reports also came out that Thanathorn has cancelled all activities in Nakhon Si

Thammarat after the incident including a planned meeting with a group of

students in Thung Song district to avoid a confrontation with dozens of yellow-

clad royalists but he is expected to return to Bangkok according to the original

schedule. Thanathorn will meet with candidates for Surat Thani PAO chairman

and of the council in Surat Thani before heading to Phang-nga next.

Meanwhile, the Election Commission (EC) came out to say that it is looking into whether

the Progressive Movement may breach the Political Parties Act for its move to file

candidates to contest the PAOs election.

The EC’s move came after a complaint was lodged with it asking to investigate if

the movement serves as a political party under Section 111 of the Political Parties

Act which bars more than 2 people to form an entity to operate like a political

party without applying to register a party. Violations will result in a jail term of no

more than 3 years and/or a fine of no more than 60,000 baht and the revocation of

voting rights for 5 years.

Embattled Prime Minister Gen Prayut Chan-o-cha came out to say that he did not care

about losing his position but admitted that he is worried about facing a jail sentence

because everyone is under the law.

During his speech delivered at a seminar titled “Thai businesses towards

sustainability” at the Athenee Hotel Bangkok yesterday, Gen Prayut said he is

concerned over ongoing political conflicts that erode foreign investor interest and

cause foreign investors to shift production base out of Thailand. The Prime

Minister said he did not really care about being stripped of his PM status but he is

more worried about Thailand’s competitiveness dragged down by ongoing

political turmoil.

Gen Prayut’s comment came amid the approaching ruling by the Constitutional

Court on an opposition petition to his continuing to live in an army house - a

decision which could jeopardise his premiership. The court has set December 2 to

rule

Yesterday, Gen Prayut attended a meeting of the Internal Security Operations Command

at the Army Club on Vibhavadi Rangsit Road to discuss security issues.

Also present at the meeting were Deputy Defence Minister Chaichan

Changmongkol, defence forces chief Gen Chalermpol Srisawasdi, army chief

Narongphan Jittkaewtae, and the NSC secretary-general.

A source at the meeting said security agencies were instructed to keep an eye on

a group of high school student activists calling themselves "Bad Students", who

have scheduled a rally for Saturday in front of the Education Ministry. They plan

to reiterate their demand for Nataphol Teepsuwan to resign as education minister.

Security agencies were also told to prepare security arrangements for Their

Majesties the King and Queen who will travel to preside over the official opening

ceremony of the MRT electric rail route from Sanam Chai station to Lak Song

station on Saturday.

Parliament speaker Chuan Leekpai said he had no plan to invite self-exiled former prime

ministers Thaksin Shinawatra and sister Yingluck Shinawatra to join the proposed

reconciliation committee to address political conflicts.

Chuan’s comment came after he told reporters that he had approached all ex-

prime ministers who live in Thailand except Gen Suchinda Kraprayoon, the

prime minister and former army chief, who suffers health issues at

the moment.

Meanwhile, Woothisarn Tanchai, secretary-general of the King Prajadhipok’s Institute

(KPI), said his institute had proposed 2 models for the panel to Parliament.

The 1st would comprise representatives from 7 groups. This panel can be set up

immediately to tackle confrontational problems

The 2nd

would see the panel made up of non-partisan representatives drawn from

experts and those who have experience in dealing with conflicts.

On charter amendment push, Suthin Khlangsaeng, the opposition chief whip and Pheu

Thai MP for Maha Sarakham, came out to say that it may not vote to accept all 6 charter

amendments bills during November 17-18 when the bills are tabled for the House’s

deliberation.

Nevertheless, the Internet Dialogue on Law Reform (iLaw)’s amendment version

is likely to pass parliament’s approval because its principle is in line with the

amendment versions proposed by the government and the opposition, Suthin

commented. All 6 motions seek to revise Section 256 of the constitution to clear

the way for the formation of a charter drafting body.

However, a latest report said more than 700 people have pulled out support for the

iLaw’s charter amendment bill, according to Ramet Rattanachaweng, secretary to

parliament president Chuan Leekpai, claiming that the motion’s signatories said

they were concerned the drafts may be unconstitutional.

A total of 737 people have sent letters to parliament asking to have their names

removed from the petition supporting the bill, Ramet added.

He added that the withdrawal of support was unlikely to affect the iLaw draft's

passage through parliament. Under the charter, petition proposals require the

support of at least 50,000 people to be deliberated by parliament.

Chuan will meet government, opposition and Senate representatives to discuss

when the iLaw draft will be put on the agenda.

Deputy Prime Minister Wissanu Krea-ngam came out to quash criticism of the cabinet’s

appointment of Thanaporn Sriviraj, the wife of Deputy Agriculture and Cooperatives

Minister Capt Thamanat Prompow, as a government official.

When asked by reporters about the criticism, Wissanu defended Thanaporn’s

appointment and said why it is not possible to appoint Thanaporn because the

appointment was made under the Prime Minister’s power, not Capt. Thamanat.

He said no law bars Thanaporn from taking up a political position. When asked

about the appropriateness, Wissanu said Thanaporn was not appointed for a

position at the Agriculture and Cooperatives Ministry but Government House. In

fact, he did not know her personally.

Meanwhile, Capt. Thamanat came out to defend his wife’s appointment, saying

that Thanaporn’s appointment is part of an agreement made between her and

Thawat Sutthawong who resigned from a position at the Secretariat of the Prime

Minister to help a team of local politicians. Thawat has asked Thanaporn to be

his replacement, the Deputy Agriculture and Cooperatives Minister said.

The NewsXtra Facebook posted a message to congratulate Thanaporn on her

appointment and claimed that she received a monthly salary of 25,410 baht and a

position allowance of 2,850 baht.

Thailand recorded 3 new COVID-19 cases in state quarantine facility over a 24-hour

period yesterday, according to the Centre for Covid-19 Situation Administration (CCSA).

The cases include a 40-year-old Thai woman who returned from Turkey and

checked in at an alternative state quarantine hotel in Bangkok. She tested

positive on November 9.

The 2nd

case is a 58-year-old Thai woman who returned from the United

Kingdom on November 9 and checked into an alternative state quarantine

hotel in Bangkok where she was found positive on the same day.

The 3rd

case is a 62-year-old British woman who arrived on November 8 and

was found positive upon arrival at Suvarnabhumi Airport.

The total number of confirmed cases in Thailand has risen to 3,847 (889 in state

quarantine), 102 of whom are in hospital and 3,685 have recovered and been

discharged. The death toll remains unchanged at 60.

The Public Health Ministry has not confirmed yet if a Covid-19 infected South Korean

military officer who attended the Cobra-Gold training exercise in Rayong last week is a

local transmission case.

Walairat Chaifoo, the Department of Disease Control's chief of Epidemiology

Division, yesterday told a press briefing that the department had obtained

information that one military officer from South Korea tested positive for Covid-

19 at Incheon Airport after he arrived there on Nov 8.

Dr Walairat said the case of the officer has alerted both central and local medical

disease investigation teams to help gather more information to identify the source

of the disease transmission.

Mr Anutin made the claim at a training session on the use of medical cannabis

extracts in Muang district of Buri Ram on Wednesday.

Some 150 physicians and pharmacists from the 9th Public Health Region

participated in the training session that was also attended by the permanent
