I had a brilliant afternoon at the Broxbourne Fete, organised for the third year by East Herts District. As I arrived in the car park, I was transported back to my youth by a recording of Status Quo’s `Rocking All Over the World’ blaring out over the speakers. Except it turned out
it wasn’t a recording – it was `US’ a rock band comprising Ex‐plorers from Agilis ESU: Chris and George Lucas, Hayden Miller, Peter Daynes and Matt Burton. Their first stint ended and I set off round the sideshows. A six foot six park policeman spotted me. `Excuse me, you’re Rikki aren’t you?’ `Yes Officer, what have I done?’ `You were my Cub Leader in Harpenden.’ A long catch‐up followed. I remember when Stephen’s Dad, a police dog handler, demonstrated his skills on me in front of my 36 Cubs. I had to wear special arm protectors, but how those Cubs laughed as I was dragged across the field by a gigantic, mean, salivating, smug Alsatian – and all for a couple of Bonios. The Alsatian was also given a reward. Back to US. I’ve
always lamented the fact that I never got to a Queen concert. Well, after their rendition of `Bohemian Rhapsody’ I’m almost satiated. I’m telling you they’re good – and they are taking bookings. Contact Chris at [email protected]. Off to the Cub night hike, with sounds of the seventies ringing in my ears! I was buying a rucksack in Cotswold Outdoor, St Albans, the other day. Before I could raise the delicate subject myself, the charming assistant said `You know that Hertfordshire Scouts get a 15% discount don’t you?’ I looked down to see what I was wearing. `Yes I do, but how do you know I’m Hertfordshire Scouts?’ `I was in the Gang Show, Rikki’ said Emily. Anyway, Cotswold are happy for me to remind you that we get a 15% discount on showing our mem‐bership card (unless they happen to know you from the Gang Show) and saying the magic words `Hertfordshire Scouts’. It’s not what you know….. Many thanks for all you do.

ROGER LEACH Camp Warden Lees Wood 1977‐2010 Shirley, Ian, Sarah and Frances would like to thank all Groups and members of Hertford‐shire Scouts, who kindly sent cards, letters and donations on Roger's recent death. It was very much appreciated and the support received was overwhelming. Many thanks to all who attended the funeral and gave Roger such a wonderful send off.
“Kevin McKay has announced that he will be retiring as Warden at Phasels Wood Activity Centre on 29 January 2011, his 65th birthday. Kevin has been the key player in developing and delivering the comprehensive range of activities currently available at Phasels Wood and his cheerful, enthusiastic pres‐ence will be missed by all. Winter Hillwalking in Scotland. Advanced Mountaineering Course – New Year. 26th December 2010 to 2nd January 2011 An advanced version of the IMC for anyone over 16 years. This is a challenging week developing existing skills and learning how to survive the Scottish hills in winter condi‐tions. Not for novices! Week long course held at Lochearnhead Scout Station. All transport, catering, accommo‐dation, equipment and instruction included in the cost of each course. Activity permit assessment can be arranged. Capital Appeal – Update Support for our appeal, to fund the purchases of Phasels Wood and Tolmers is gaining sup‐port and donations are coming in. Total so far is moving towards £200,000. The private phase is continuing and personal donations are always welcome during this phase. We are launching a major Lottery! Our lottery was launched on October 10th. We have appointed a management company (Sterling Lotteries) to run and administrate the project. They have an excellent reputation and many years of experience. All adults who receive Headlines through the post, will shortly receive a pack of 4 Application Forms, with an invitation to join the lottery as a member. All you have to do is complete the form, including a direct debit for the number of chances you want to buy per week and freepost to Hertfordshire Scouts Lottery at the address on the leaflet. It’s that easy! Your payments will start on the date of the first draw which is planned for Friday March 4th 2011, then weekly thereaf‐ter. Please sell as many as you can to relatives, friends and neighbours. Your Dis‐trict Champion will be in touch with all the Groups in your District to invite them to take part. All Groups and Districts can make money for their funds at the rate of 25% of the net proceeds after all costs. Sales codes have been issued for all Groups, Districts and Units—details from your Appeal District Champion, or DC. Prizes: £1,000 every week. Plus 5 x £10 and 10 x £5 Remember the Lottery will make money that will help your Scout Group as well as the appeal! I wouldn’t mind bet‐ting that
a good proportion of you have never set foot in County HQ at Well End, situated in the back of beyond between Shenley and Bore‐hamwood. Fewer still will have ventured into County Office round the back of the back of beyond, recently refurbished thanks to some very hard working volunteers. In which case you may not have met Steve Skittrall, the Office Manager (although you may have come across him as District Explorer Scout Leader in Stevenage or as County Duke of Edinburgh’s Award Advisor). And I very much doubt that you have encountered Di Brimley, unsung heroine of the ac‐counts. In all my years as a CSL and DC, I didn’t. Well, more’s the pity because they do a great job, and they do it for you. So I thought it was about time that they were given some exposure and their roles explained. What does The Office do for you? Here is a brief summary. Di looks after the money – especially in relation to the Activity Centres – receipts, pay‐ments and wages. Dismissing that in a sentence does her no justice – it’s a large amount of money and the wrinkles are endless, but Steve is the person you are more likely to have dealings with. He looks after bookings for the Adult Training courses, the annual Watford and Saracens matches, and some of the major County events and expeditions. He acts as registrar for Orchard Farm. He does the registration for the Duke of Edinburgh’s Award, issues the entry packs for new entrants and the certificates for those achieving the Awards. He maintains the Adventurous Activities Permits database and issues new Permits. He sends out agen‐das and takes the minutes for the County Executive, DCs’ and County Support Team
meetings. He deals with venue bookings, invitations and other administration relating to the County AGM. He maintains the County diary, directory, email distribution lists and a database for the major youth awards. He processes minibus permits. He arranges for the County Support Team to attend District AGMs and St George’s Day events. He orders and sells County badges and scarves (yes, I had to pay 18p for my County badge!). He looks after the County projector, banners and p/a system (all available for you to bor‐row). Although now mostly done by direct mail, Headlines distribution is still included in the Office role as there are still copies to get
to some Districts and individuals. Plus, of course, he deals with a range of general en‐quiries and a whole host of balls from left field. The Office is open on Tuesdays, Wednesdays and Thursdays from 09.00 to 16.00. I realise that this is not a good time for many of you to drop in but, if you get the chance, please do. More important, if you have any com‐ments on The Office and ways in which you feel it could support you better, please let me know. Rikki

Matt (pictured) said `Completing my Queen’s Scout Award has been one of the best experiences of my life. It has taken me to many different parts of the world from the highlands of Scot‐land over new year in temperatures down to the minus 20 degrees, to the rain forests of Costa Rica in the blazing heat of 40 degrees. It has meant meet‐ing new people and contributing to the teamwork that is involved with work‐ing in these environments. The award as a whole has made me a lot more confident in talking to new people, which will help in everyday life such as university and job interviews. It took a lot of hard work to complete, but was well worth it!
Emma, Jenny and Laura’s award has seen them involved in activities including World Scout Jamboree 2007; building a commu‐nity centre in Ghana; performing in Live 07 at the O2; singing for the Queen at BP House; Group camps abroad and in the UK and community activities (tree planting,
fence painting). Said Laura `Scouting has offered me amazing and unmatchable ex‐periences, as well as providing me with the opportunity to form lifelong bonds with incredible people’.
Si said `I really enjoyed completing my Queen’s Scout Award: it has been a lot of fun. It has led me to new experiences as well as pushing me to do things that I have always wanted to have a go at. If I had not been looking for a new skill I am not sure I would have been brave enough to try join‐ing a comedy group but since that first audition I have performed on many stages including the Edinburgh Festival. It has
shaped the future of my life and career as well: doing a week’s volunteering as a fieldwork helper on a school trip led on to me becoming a teacher. I have made many friends, done many things and been to many places, but my overriding thought of the whole award is whilst it has been hard work and taken a lot of effort to com‐plete, it has actually been the motivation to achieve my goals.’

I had the privilege of representing Steve‐nage, Hertfordshire and UK Scouting at the 13th International Youth Gathering for Cul‐ture Exchange in Egypt.
The purpose of the trip was to bring together scouts from all over the world to share cultures and beliefs and to help promote world peace. Whilst in Egypt I visited some great sights including the pyramids and sphinxs as well as Alexandria. I also went on a desert safari and slept under the stars for a night. In Alexandria I had the honour of representing the gathering at a conference for the Egyptian Sea Scouts where I spoke in front of TV cameras, the Governor of Alexandria and the Arab Scout Regional Director.

I was able to explain my culture to the other scouts through various presen‐tations and at an International eve‐ning where we shared food, songs and dances. Next time I am at a campfire I will be able to demonstrate these and know that all the other scouts will be singing my songs with their scouts. We spoke for hours on end whilst travelling on the bus around Egypt and in the small hours when we should have been catching up on the very little sleep we did get! The Arab Scout Jamboree was taking place where in Cairo and we were included in the opening and closing ceremonies, which was a great honour as the Arab scouts were so welcoming and wanted to know so much about the UK. It was great sharing my life and culture with them and they loved practicing their Eng‐lish with me. Egypt is such a wonderful country with warm, welcoming people and I strongly recommend all Network members to apply for this event in the future. It was a once in a lifetime opportunity and I would like to thank the Stevenage, Hertfordshire and UK Scout Associations for their help with funding and support for this adventure. County Programme Team Supporting 6-25 Programme, Activities & International
News and Update...
Joint ADCs Meeting of Beavers, Cubs and Scouts During September we held the first joint meeting of the ADC’s or Section representatives from across the County. This first meeting was successful with most Districts taking part. Ideas were exchanged for further County events and support and people were briefed on up and coming County and national initiatives. Ask your ADC for more information. A meeting of Ex‐plorer Scout DESCs and representatives is planned for late October.
County Jamboree Units We are now underway in preparing our 80 young people to attend the World Jamboree in Sweden in 2011. Training camps and team building events have been planned and run which have included trips to London, BBQ’s with the parents and back to basic camps across the County. If you know of a young person from your District going, why not ask if you can help raise funds for their trip?
Born 2B Challenged Another successful Born to B Challenged was held in early October. 100 Scouts (and one brave mum) survived a slightly damp weekend at Harmergreen Wood. Torrential rain both Friday and Saturday night could not dampen their spirits.

Welcome aboard A belated welcome to Steve Hall (6‐[email protected]) who joined us some months ago as our 6 – 14 team administrator. Also a big “HI” to Liz White ([email protected]) from Hitchin District who will be the County Explorer Scout Leader. Liz will lead and support the Section at County level in Liz Walker’s (ACC 14 ‐25) team. Also Carol Denbigh ([email protected]) has kindly agreed to keep an eye on the Cub Section until Bob Cooper (ACC 6 – 14) finds a new County Cub Scout Leader.
Team Vacancies Do you want to help Leaders and young people in the County? We are looking to fill the following two roles:
This exciting role requires someone who is enthusiastic and well organised to support the Cub Section at County level. You would be working with the 18 ADC Cub Scouts to provide ongoing programme support and advice to Leaders. As a County we also ar‐range a number of County events for Cub Scouts and the CCSL would lead the team to manage these events. The CCSL is part of the wider County Programme Team and would work closely with the ADC 6 – 14, Bob Cooper. There is already a small team working in the 6 – 14 area and one of their key priorities is to deliver two Skills Booster events each year for Leaders across the County. Additionally the County Cub Scout Leader will be a link to the region and Headquarters on Cub Section matters. Above all it is FUN! Cub County Night Hike Another successful County Night Hike was held on 19th/20th September 2010 in Hemel Hempstead. Nearly 500 Cub Scouts, 50 Scouts and 200 Adults took part in the event which proved to be a great night for all those who took part.
Paradise Wildlife Park Over 200 Beaver Scouts had a fantastic day out thanks to Paradise Wildlife Park in Brox‐bourne. As well as all the usual attraction of the park, Beavers enjoyed extra sessions on Food Chains, Animal Habitats, Exploring the Woodlands and a session where they could 'touch and feel' conservation artefacts.

To celebrate the 25th Birthday of Beaver Scouts, Hertfordshire Beavers can have the opportunity to design a Birthday Badge that will be available to eve‐ryone in Hertfordshire to wear. The Green Beret Challenge 2010 The annual Green Beret Challenge will be held on 19th – 21st November at Phasels Wood. It is a weekend competition for teams of six Scouts. The event is open to all Scout Troops, who may enter as many Teams as practically possible. Some Troops combine with other Troops to enter composite Teams. To achieve the Green Beret Challenge, teams compete in four ele‐ments: ‐ Orienteering ‐ Assault Course ‐ Challenge Incidents (daytime) ‐ Night Exercise
The Challenge is designed to test a group of Scouts through a range of physical and intel‐lectual activities. It also proves to be a significant challenge to their Leadership and Team‐work skills. No doubt about it, IT’S TOUGH !! However, you can survive, provided you are prepared for the weather, and have trained beforehand. The Challenge is held in November, cold and wet weather is the normal for this time of year. This only adds to the challenge. Full details are on the County website under Scout Section.

Frank’s Jottings
In October, it was 40 years since the crea‐tion of the HSN Pack.
HSN, (Hertfordshire Scout News), was forerunner to Headlines. It was first pub‐lished 1935 and was restarted by Mel‐ville Balsillie when he was CC in 1963.
The Editor (for 38 years) was Ken John‐son (KJ).
In October 1970, KJ hit on the unique idea of forming the HSN Cub Pack. The ACC (Cub Scouts) Norman Hyde, wrote to every Pack asking for the names of any boys who were born in October 1963 when HSN restarted.. From the 40 Packs who responded, 60 boys applied, aged 8. They all became members of the HSN Pack as well as their own. An HSN Pack meeting was held twice a year in differ‐ent locations. The Pack was divided into 7 “sixes” of the 7 colours of the rainbow. Each Cub Scout wore a white scarf with the HSN emblem at the point. Over its lifetime, the Pack was led by a number of
different Leaders and the first meeting was held at Well End in 1972. It was a most unusual meeting with 60 boys all of the same age meeting each other for the first time.
The first grand howl was led by Laurie Ryan, (Indigo Six) of 77 South West Herts Pack (now 8 North Watford). Only 4 Cub Scouts; Jonathan Booth (2 Goffs Oak), David Hill and Michael Turner (1 Kneb‐worth) and Jolyon Marshall (4 Harpen‐den) attended every Pack meeting. A total of 7 of these Pack meetings were held before the boys and the magazine became 11 and the HSN Pack was dis‐banded. The last meeting was held at St Albans District HQ on 9 November 1974.

There are 4 new special interest books on Scouting and Guiding.
(1) Baden‐Powell’s footprint across Britain is written by Steven Harris who has a number of books on Scouting history to his credit. This well illustrated A4 book has 190 pages and takes one on a UK tour of former homes of B‐P, national Scout buildings, busts and statues, graves, places etc and is full of inter‐esting facts and details, many new to me.

(2) The renowned Scout historian and foun‐der of the website Scouting Milestones, Colin Walker has written another excellent book. This is titled Scouting Collectables and con‐tains a fascinating insight into the world of special B‐P memorabilia, books and Christmas cards, also toys and games, the badges of war, mafekania, flagstaff finials etc. For any collector of scouting artefacts, this book is a must and is full of good quality photos and advice about avoiding fakes. It is A4 and has

(3) How the Girl Guides Won the War by Janie Hampton. A most interesting and well‐informed catalogue of Guiding Activities in the UK, Europe and wider during WW2. It includes ex‐plicit detail of experiences by Guides during internment by the Japanese and of the work under‐taken by the Guide Interna‐tional Service at the end of the war. This ran parallel to the Scout In‐ternational Relief Service. Jamie does not admit to being a Girl Guide and has done an excellent job of research. I learnt a lot from this book and was surprised to learn that the Guides ac‐complished nearly as much as the Scouts dur‐ing this time, being considered in high regard by the authorities. Full of historically accu‐rate facts it is a well‐written educational piece and I recommend it to any young lady or former Guide as a Christmas present. [email protected]
(4) Sea Scouts – A History 1909 – 2009 by Roy Masini. This book has taken 30 years of re‐search and 10 years in writing. The author is widely considered to be “the world expert on Sea Scouting”. I am delighted to announce the following new appoint‐ments to the County Support Team.
Deputy County Commissioner (Adult Support): Tim Mills Tim will be responsible for building and leading teams in the following areas: training, pas‐toral support, special needs, trouble shooting, safeguarding* and Active Support**. He will deputise for me in the eight more southern/western Districts (Rickmansworth and Chor‐leywood, Watford South, Watford North, Hemel Hempstead, West Herts, St Albans, Har‐penden & Wheathampstead and Elstree)***. He will be a member of the County Executive and Standing Committees.
*Dave Pullen remains Safeguarding Awareness Coordinator within Tim’s team. **Dave Lowndes remains Active Support Coordinator within Tim’s team. ***Greg Stewart will deputise in the other ten Districts.
Tim was a Cub, Scout, Venture Scout, DSL, ADC(Scouts) and ADC(Development) in Rick‐mansworth and Chorleywood. He masterminded the organisation of three District Lochearnhead camps and the District Centenary celebrations. He started the UNION Net‐work and has organised overseas expeditions for Network. Kerry has been involved in Hertfordshire Scouts since moving to the area in 1984. She was a Venture Scout, Cub Scout Leader, Venture Scout Leader and GSL and served on the County Executive for 5 years. She has participated in major County events including Peak Assault, Herts Euro‐Navigation and Under African Skies. Jim Milburn, or Bosun as 99% of people knew him, died peacefully on Monday 11th October aged 89. Anyone who met him could not have failed to realise he was a remarkable man. He was kind, loved a chat (and a cup of tea), always a smile and of course there was always his pipe and kilt, which he wore with great pride. He loved to help, latterly just with advice, but in his younger days leading by example as well. He was a Kings’ Scout , and proud of it , and the wearer of the Silver Wolf, and humbled by it. I first remembered Bosun helping with the first boats we had in the District , teaching the scouts knots and berating them for not tying a Turks Head properly. I then thought his background was The Navy, but no, he was in The Army and had an emotional re‐union with his old CO when we were last at Lochearnhead in 2007. He was always asso‐
ciated with 1st Gossoms End but also worked with the Cadets at Berkhamsted School – and still used to pop in for a cup of tea and a chat. But most people in The County will know him for his time at Phasels and in particular the Totem Pole. He was an accomplished wood carver leaving us in West Herts with the legacy of a number of carved trophies for our District competitions. He always came with us to Lochearnhead wearing his kilt around the town and cele‐brated a number of birthdays; one notably in a seaplane trip over the loch – he had his camera but was too busy looking at the scenery to take any pictures. In 2007 the leaders composed an ‘Ode to Bosun’ which was sung to bagpipes (recorded) around the flag pole by the whole camp. More recent memories was two weeks ago, him talking to Gossoms End cubs, and keep‐ing them quiet and absorbed, for 20 min‐utes. At the family camp in June singing solo a Scottish ballad in their talent competition, and lastly being asked by Rikki to present a Silver Wolf to our District President, which he did with a tear in his eye. Lees Wood Warden Lees Wood is a beautiful site ideal for Beaver Scout or Rainbow outdoor events, Cub Scout Pack or Brownie Pack Holidays, Guide & Scout Camps and District Activities. We have some small secluded woodland sites ‐ great for Scout/Guide Patrols, with activities on site including archery, rifle shooting, climbing, and our assault course. The whole area comprises 7 acres of camping area within a 47 acre woodland, so there's plenty of activity spaces as well, and all of this is just 3 miles from the centre of Wat‐ford . We offer a warm, friendly Scouting and Guiding family atmosphere; all our staff are voluntary, with service crews from both Scouting and Guiding. We are now seeking a part‐time, volunteer warden. The applicant will need to have good communication skills in order to successfully lead the team of volunteers, assist our customers including corporate customers and scouts & guides from all over the UK & international, and have an eye to future developments.
