    A new law authorizing the NewHampshire Fish and GameDepartment to sell voluntaryhike safe cards for $25 perperson and $35 per family wassigned into law by GovernorMaggie Hassan on July 21,2014.

    Those who obtain the cards willnot be liable to repay rescuecosts if they need to be rescueddue to negligence on their part,regardless of whether they arehiking, boating, cross countryskiing, hunting, or engaging inany other outdoor activity. It ismportant to note that people

    may still be liable for responseexpenses if they are deemed to

    be reckless or to have intention-ally created a situation requiring

    an emergency response. Thecard will cover the calendar yearfrom the date and time of pur-chase. A family is considered thecardholder, spouse and minorchildren.

    Individuals who possess anyvalid New Hampshire hunting orfishing license, or a current reg-istration for an off-highwayrecreational vehicle, snowmo-

    bile or boat, will also be exemptfrom repaying rescue costs due

    to negligence.The law will take effect January1, 2015. Cards will be availablefor purchase only through the

    New Hampshire Fish and GameDepartments license sales web-site (visithttp://www.wildnh.com andclick on Buy a license online).There is no actual card pur-chase information can be printedout by the consumer or saved asa pdf on a smart phone.

    Funds raised through sale of thehike safe cards will go to Fishand Games Search and RescueFund, with the exception of a $3transaction fee going to the auto-mated issuing system vendor.

    The Lift Committee for theRumney librarys handicappedaccess project reports goodprogress. To date, nearly half ofthe $356,500 needed is in hand.Our goal is to get as close aspossible to this total before

    requesting the balance at theMarch 12, 2015 town meeting.Please help us out!

    A new entrance with lift, acces-sible restroom and stairwaymeet accessibility and firecodes. Those unable to use thestairs will be able to visit thishistorical architectural gem,take advantage of all the library

    resources and participate inpopular activities. In addition,the lower level will have a sec-ond fire exit, opening the wayto reestablishing the utility ofthis wonderful space, includingthe original stage. We look for-ward to hosting book discus-sions, speakers, childrens pro-grams and musical events. Anadditional space in the lowerlevel will be used as theR u m n e y / N e wHampshire/Genealogy roomand will contain historicalrecords .Many New Hampshiretowns have had to build largeadditions to meet their growingneeds. Rumney has the goodfortune of only requiring a newentrance.

    Continued from page A-1enue the voluntary card willraise for the Department, or thepotential decrease in revenuethat may be associated with notbeing allowed to pursue reim-bursement for related search andrescue responses. In recent years(2011-2013), Fish and Game hasconducted an average of about180 search and rescue missionseach year.

    Being voluntary, its too soonto say how much revenue thecard will generate. It will con-tribute some revenue to theSearch and Rescue Fund goingforward, however, which is anmportant start, said Fish and

    Game Executive Director GlennNormandeau.

    Under State Law, the Fish andGame Department can pursuereimbursement for rescue costsf the person rescued is deemed

    to have acted negligently. Inpractice, it has proven difficultto recoup costs in this way.

    The Search and Rescue dedicat-ed fund is supported by a $1 feecollected for each boat, snow-mobile and OHRV registered inNew Hampshire. That typically

    brings in upwards of $180,000 ayear. Over the last several years,annual Search and Rescueexpenditures ($350,000+) haveexceeded revenues, causing aresulting deficit in the Fish andGame Fund.

    Normandeau acknowledged thatthe actual cost of search and res-cue far exceeds Fish and Gamesoutlay if all the manpower pro-vided by volunteers is taken intoconsideration. That doesnt eventouch on the amount each volun-teer pays for his/her own train-ing, certifications, equipmentand time lost from work.

    Normandeau also pointed outthat, while expected to generatesome revenue, the hike safe carddoes not alleviate the Fish andGame Departments wider fund-ing crisis.

    The card is a step in the rightdirection, creating a means forthe broader public that relies onFish and Game services to help

    pay for those services, but it isnot a cure-all. The deficit in theSearch and Rescue Fund con-tributes to a larger fundingdilemma that Fish and Gamefaces, explained Normandeau.

    Without an additional revenuesource or supplemental fundingfrom the state in the new bienni-al budget, the Fish and GameFund is expected to be depleted

    by the end of the current FiscalYear, he continued. Thiswould seriously compromise theDepartments ability to deliveressential fish, wildlife and boat-ing access-related services to the

    public.

    I recently decided not to renewmy appointment as a NH BailCommissioner. Now that I havereturned to work, the 2 or 3am

    bail calls were taking their toll(Wait! A 3am call that Ianswered I could run for pres-ident!) Working, I couldntrefresh myself with a power napthe next day (actually, I proba-

    bly could but somehow I sus-pect my bosses wouldnt likeit). I am, however, still a JP.

    police. A 24-year-old RileySwearingen put his pointer fin-ger in an officers ear whilewaiting in line for a bus. Sinceit involved bodily fluids, policesay it rises to the level of felonyassault. We have an assault of

    improper touching from oneperson to another without con-sent..., said Cmdr. JeremyClifton. But we also have bod-ily fluids, and a bodily fluidcontact from this individual to a

    There is a song of Novemberand I think it is as lovely as thetrees are barren. Updike sumsit up well. Sure there are graydays ahead, more darkness andfreezing temperatures are on theway, but the forests are so beau-tiful this time of year. Thestreams murmur and run clear

    and cold. The night sky blackbut adorned by stars so brilliant

    it takes your breath away. Andthe quiet is peaceful and calm-ing, especially on a mountain-side now that the crowds havegone.

    High up there are varying levelsof snow but below three thou-sand feet the mountains aresimple bare and plain. A sim-

    plicity exists away from theheat and humidity and the bugsand the people, and a certain

    bare-bones familiarity thatexists before winter hits us fullon and covers everything inwhite for the next four or fivemonths. Ive fallen quite inlove with November for thesevery reasons. And now that itseasier to breathe, so has Atticus.He no longer slinks about likean old dog who is closer to thir-teen than twelve. Hes back to

    bouncing along the trails kneedeep in a plush carpet of crin-kling brown leaves on the forestfloor. Hes young again, happyto be out again, and having towait up for me once again.How can I not love this time ofyear for that reason alone?

    On Thanksgiving Day Atticusand I will head off and find amountain where there are nocars at the trailhead. Ill make alist of a few and if the weatheris dry and the views clear, wellclimb a mountain by ourselvesand eat our dinner on a ledgewith views to the sacred lands

    before us. How fortunate weare to live in a place where this

    is possible and to live withoutthe constraints of having to be

    somewhere else to please some-one else. This was part of ourreason for leaving behind amore civilized life which alsofelt like a more stultified one.

    We all have our reasons forseeking out the mountains. Forme its as much about spiritual-ity and peace as it is about the

    beauty and exercise a hike con-tains. I find myself in thesemountains again and again. Ifind reasons for gratitude on theflat and steep trails while

    breathing easily or with somuch difficulty I have to sur-render to my own exhaustionand racing heart. As a matter offact, thats where the momentof grace often hits me when Ihave to stop because my breathcannot keep up with my desiresand Im hanging my head and

    wiping sweat from my brow.There over the noise of myinhaling and exhaling sits thequiet of the natural world.

    This time of year there isnteven much birdsong and theleaves are gone and the treesstand before me as naked as can

    be. Theres nothing to hide, noone to impress, and they arenothing but who they are. Itsironic to me that when I oftenfind the forest most alive iswhen all is gray sometimeseven the November sky.

    I read yesterday with a heavyheart that Thich Nhat Hanh, theVietnamese monk who is per-

    haps the most spiritual soul Iknow of on this earth, is close to

    death. At eighty-eight hes hada brain hemorrhage. There isno way of knowing how muchtime he has left before his bodygives up and he becomes spiritand memory. I often think ofhim and his spiritual soul mate,Thomas Merton, the Trappistmonk, writer, and mystic whenIm in the woods this time ofyear. The two men only metonce but they stayed in touchuntil Merton died a few yearslater in the late sixties.

    Both of these monks from dif-ferent religions and oppositeends of the world found tran-quility and grace in nature.Much like many of us do. Theyunderstood our place in thegrand scheme of things andwhenever life became too crazythey retreated to the simplicity

    of nature.Following Atticus on the moun-tain trails helped me to ditch myego, my accomplishments, eventhe stopwatch I used to wear onevery hike. Following myfriend I fell more in line withwhat matters most and letnature set the pace. This issomething both Thomas Mertonand Thich Nhat Hanh came tounderstand. Its what I amalways learning on the sides ofmountains and why we seek outthe peaks where no one else is.

    Its during those moments whenmy body cannot keep pace Immade to stop and just take a

    moment to wait and be silent.Thich Nhat Hanh once wrote:

    Breathing in, there is onpresent moment.Breathing out, it is a wonmoment. And thats whlearning. There is the traithere is the summit, andthere is everything in betw

    Late fall finds me in a cabin inPittsburg, NH resting the dogsand us in between grouse andwoodcock hunting adventures.The sky outside is the definitionof slate gray. Mist, mixed withrain steadily falls on the roof as

    a constant reminder of the per-fect hunting season weather.Chickadees, nuthatches andgrey jays flurry about the bal-sam trees and hazel bushes in arhythmic businesslike mannercollecting food to keep theirhigh octane engines burning.

    Outside the cabin, I hear thesame seasonal sounds that Ihear from my patio in NorthHaverhill; the distant honkingof geese and the whistlingwings of ducks as they streakby with the north wind at theirbacks and their faces pointedtoward southern destinations. Itis fall migration season, thebeginning of the second half of

    their annual life cycle.

    Whether I am standing on analder swamp listening towhistling wings or watching aspectacle of hundreds of geeserise off the Connecticut Riverfloodplain at sunset I alwayspause and listen. I often wonderif I am hearing one of the mostancient sounds that modernhumans have the pleasure of lis-tening to. Migration may notseem at first glance like the bestbusiness plan for survival, but ithas been working since longbefore North America was evena dot on the map.

    Migration is triggered by photo

    period. In the spring, as thedays slowly lengthen, migrato-ry birds get the urge to flynorth. Some start their flightsand arrive earlier than others,but the purpose is the same forall of them; fly north to spendsummers on rich ground, mateand raise a family. Once thebaby birds hatch, the parentshave a finite amount of time toprepare them for the rigors ofthe fall migration south.

    The shortening of the daylightin late summer causes a feeding

    frenzy in preparation for the fallflights. Some birds fly fromnorthern Canada all the way toSouth America. Others are sat-isfied with shorter routes thatend at the Gulf Coast orChesapeake Bay area. Everyyear I think of the energy costvs. rewards of this life strategy.Pondering it from that point ofview is pointless since migrato-ry birds have been doing thistwice a year for hundreds,maybe thousands of years.

    Despite my love of theLabrador retriever as a huntingcompanion, I havent yet foundone who is willing to toleratemy prolonged presence in aduck blind. Therefor the onlymigratory bird that I hunt so faris the woodcock. This amazinglittle bird is one of the earliestspring arrivals, often showingup and beginning its mating rit-uals as early as mid-March.Fall migration for woodcockstarts in October and continuesinto December so it obviouslyenjoys our northern hospitalityif not our winters.

    Whenever I hold one of thesebirds in my hand, I cant helpbut marvel their tenacity. Theyare mostly wings and beak witha cryptically colored body in

    between. They loaf during theday, feeding on worms andinsects and then make their pil-grimage flights by the light ofthe moon, flying from the GulfCoast to northern forests and

    back again in a single year. If Iam lucky I get to hold one inmy hand, and in the distance

    hear the sound of honking geeseriding the north wind that bris-tles the back of my neck, pre-cisely as they have done itthroughout the course of naturalhistory.

    Pharmaceuticals - they're what'sfor dinner. ...And three groupsin the U.S. are suing the federalgovernment over the drugs.

    The Humane Society of theU.S. (HSUS), United FarmWorkers of America and theAnimal Legal Defense Fundfiled a lawsuit in San Franciscoover a new cocktail of growthenhancing drugs and antibi-otics.

    Hannah Connor, a HumaneSociety staff attorney, says thecocktail is fed to millions of

    pigs, turkeys and cows.

    She says the three groups filedthe lawsuit over what she saysis the Federal DrugAdministration's failure toinvestigate the long-termeffects of the drugs.

    "We think that they need to takea really hard look and make

    sure that when approving thesevarieties of drugs that havehuge impacts, not only to theenvironment, but also to ani-mals and to workers and tohuman health, that they reallyneed to do a meaningfulreview," she stresses.

    According to the HSUS, theFDA has never prepared anEnvironmental ImpactStatement or an EnvironmentalAssessment on the combinedeffects of the drugs.

    The lawsuit asks the court to setaside the FDA's approval of thedrugs until the agency performsa review, which the groups sayis required under federal law.

    The FDA says it doesn't com-ment on pending litigation.

    At the center of the lawsuit isthe drug ractopamine, as well ascombinations of the drug withantibiotics, growth hormonesand steroids, many of which

    have been banned incountries, including ChRussia.

    The Division of Weights &Measures of the NH Dept. ofAgriculture, Markets & Foodwould like consumers to beaware of several factors before

    purchasing firewood. Manyfirewood complaints received

    by our office include issues per-taining to: pre-paying, payingwith cash, no receipt provided,and purchasing firewood from

    an online ad from someone thatthey do not know.

    The following tips are impor-tant preventive steps that canassist the buyer in purchasingfirewood and preventing prob-lems:

    Avoid prepaying for firewood; Pay for each deliveryseparately if receiving multipledeliveries; When ordering fromsomeone you dont know, askfor references or ask a friend orrelative who has a trustedsource; If the price seems too

    good to be true, then it probablyis; Get a receipt from theseller with his or her name,address, phone number, andquantity ordered and delivered; Make sure the receiptreflects the form of payment(especially if paying in cash); When the firewooddelivery is received, stack itimmediatelyit should be par-allel and touching and stacked

    in a compact manner; Take pictures of thewood after it is stacked; Take pictures of thevehicle and note any details ofthe delivery truck such as platenumber, color, etc.;

    If there is a concern theamount of firewood delivered isless than the ordered amount,the firewood must be stacked

    before it can be measured by aDivision investigator; Avoid using any fire-wood until a Division investi-gator measures the volume offirewood received; Avoid mixing the newdelivery of firewood with woodthat you may already have on

    your property.If you have problems, contact

    the seller directly to resolve it.

    With the rapid unfolding ofautumn days, we are headinginto the darkest weeks of theyear as I write this. The extramorning light gifted us by theend of daylight savings time is a

    treat as the pale daybreak meetsthe routine of our early hours atouch sooner. Nevertheless, thequick descent of afternoon intodusky evening never ceases tofeel too quick, too sudden, toodark.

    And of late - say, mid-Octoberand into November - the short-ened cameos by the sun havebeen further compounded by anexcess of rain, clouds, and grayshowers. While the transitionto shades of grey is one I enjoyfor its austere beauty and forthe simplification of tasks

    enforced by the chilling of theseason, it does pose a distinctchallenge for the non-grid life.

    Inside the cabin, even with win-dows in every side including awall of south-facing panes,once sunset hands the day over

    to dusk, it becomes dim withinthe cabin. Before dusk transi-tions to dark, its night insideour wooden walls. In the past,we had made use of candles anda kerosene lamp. The ambiencewas stellar, but unchanging:shadows dominated, and weoften found ourselves cookingmeals or cleaning dishes byheadlamp.

    Last winter, after purchasing adiscounted, old solar panelfrom a friend, we hooked uptwo, small, DC LED lightswired through a battery and

    charge controller. Through theend of last winter, the spring,and this past summer, we rel-ished the ease of life with light.To see, clearly, the facialexpressions of each other as weconversed over dinner; to com-fortably read to one another inthe evening hours; to start themorning fire by sight, not justfeel - all of these luxuries werelished and enjoyed.

    These last couple of weeks,however, have reminded us ofsans-light habits. The short-ened daylight in combinationwith poor weather (and perhapsan as-of-yet-unknown systemmalfunction) have left our solarsystem low on power and ourlittle light bulb dim, dispellingshadows no more effectivelythan our candles are capable of.

    Weve had to adjust - relishingthe brightness of stored lightafter the rare sunny day, andaccepting the dusky light andgentle shadows of the eveninghours after the persistent daysof thick clouds and steady rain.In many ways, the change issubtle. We still build a fire,cook a meal, pass the dirty dish-es to the dog, talk, laugh, plan,sleep. But with a minimal oflight, theres a certain finitenessto the day once the sun has set.Reading, writing, darning, orother such visually-intenseactivities are not as easy nor ascomfortable. But the timetogether is enjoyed just thesame, even if the subtle expres-sions or moods must be heardand felt, not seen.
