Industry / FAA / NATCA Joint Industry Outreach Meeting

• Purpose of the project is to optimize airspace and procedures• North Texas is the second large-scale Metroplex implementation• Success of this project is dependent upon the successful and

collaborative efforts of Industry, FAA and NATCA• Lead Industry Partners for North Texas were American Airlines (DFW)

and Southwest Airlines (DAL)• Other assistance provided from NBAA and Express Jet partners as

required• The project is focused on enabling full utilization of these new

procedures• Full utilization will maximize benefits:

• Reduction in fuel consumption• Reduction in flight times• Reduction in carbon emissions

• North Texas implements on September 18, 2014

North Texas Procedures

• Procedures were designed to take advantage of existing Performance-Based Navigation (PBN) technology

• All design work was completed through collaboration of FAA, NATCA, and Industry

One DAL RNAV STAR also serves satellite airports. FINGR, GREGS, and YEAGR conventional STARs serve multiple airports. All conventional SIDs serve all constituencies; changes consist of chart notes and additional airports only.

HITL and Flight Simulator Tested

• These procedures have been vetted and tested in the MITRE lab through Human in the Loop (HITL) simulation using ARTCC and TRACON controllers

• Procedures were also flown in industry and FAA flight simulators to determine:• Speeds• Climb and descent profiles• Altitude restrictions

• Simulator sessions included various wind and air temperature combinations in multiple aircraft types to accommodate the majority of flight conditions in this region

Traffic Management Initiatives

• Initially Miles-in-trail (MIT) will be used to manage traffic• Flow management programs will be utilized

• AFPs, CTOP, or GDPs• ZFW will provide 15 MIT on high side arrivals and 10 MIT on low side

arrivals• ZFW expects to pass back MIT + 5NM to first-tier facilities • Pass back to second-tier facilities is uncertain at this time

• Time-based metering to be phased in at a later date• Time-Based Flow Management (TBFM) will be phased in and will

serve as another spacing tool with MIT• Goal is to gain experience with the new procedures before rolling out

TBFM in conjunction with the new procedures• Will allow for a stronger TBFM adaptation due to the familiarity with

the procedures and updated track data• TBFM, done correctly, can bring great benefit to the procedures

Implementation

• All procedures will be turned on September 18• ATC has developed contingency plans in the event of the following

scenarios:• New procedure issues• Non-VNAV / Unable VNAV• Non-FMS or Database Unavailable• Other contingencies as needed

• Flexibility will be key to a successful implementation• While initial MITs have been provided, the team will periodically revisit the

TMIs in place• Because of the added dynamic of controller/pilot procedural familiarization,

all changes to the MITs beginning September 18 will be made collaboratively by the local TMUs and the Metroplex team

• We encourage the ATCSCC and facilities to support our efforts to keep aircraft on the procedures to help familiarize controllers and pilots

Implementation Day

• Go-Teams will be established at both ARTCC and TRACON to work implementation issues

• Teams will consist primarily of Metroplex Team Members and Industry

• Texas Hotline will be utilized by TMU to handle operational concerns with adjacent ARTCCs and Industry• (540) 359-3200; Pass: 2244

• An open conference bridge will be available for non-operational communications• (888) 924-3230; Pass: 729023

• Daily telcons will be held at 1000 and 1600L CDT to discuss any issues regarding procedure implementation• (703) 983-2020; Pass TBD

• Go-Teams will remain in effect as needed; estimate is 10-14 days
