as an opportunity for residents to receive up to dateinformation on the six NDCC projects. The informal settingallows attendees to walk from station to station throughoutthe 2 hour public event.

Based upon feedback from last year's attendees, we areadding a "round table" discussion to each Town Hall.This quarter's Town Hall Meeting is a round tablediscussion on Jobs & Training. Hosted by CouncilwomanJudy Montero and the Office of Economic Development,this round table will provide information on the currentefforts to provide jobs and training to the Globeville,Elyria and Swansea residents. Attendees will also havethe opportunity to provide feedback on the needs of theneighborhood as it relates to this topic. We look forward to seeing you on April 10th. Sincerely,NDCC Team

Featured Project: I-70 Reconstruction

In 1964, the construction of I-70 East was completedand since then has served as Colorado's only east-westinterstate connection. A prominent feature of I-70 Eastis the viaduct, which crosses through the Swansea-Elyrianeighborhood. This structure has reached the end of itsuseful life and the Colorado Department ofTransportation (CDOT) has been studying a variety ofalternatives for the last 10 years. After reviewing over90 alternatives, a "preferred alternative" for the I-70East Environmental Impact Statement (EIS) hasbeen preliminarily identified. The Partial Cover Lowered(PCL) option on the Existing Alignment would removethe viaduct between Brighton and Colorado Boulevard,lower the highway below grade along this stretch, coverthe highway by Swansea Elementary School andreconnect the Elyria and Swansea neighborhood. Thisalternative was developed over many years of work withcommunity and has broad public support, including fromelected officials. CDOT and the Federal Highway Administration (FHWA)expect to issue a Record of Decision finalizing plans forI-70 East in 2015, so that construction can begin as soonas 2016. This timing is critical given the condition of thenearly 50-year-old bridge. Although recent repairsextended its useful life, the viaduct must still be

This eventwill feature a symbolicplanting of a pinwheelgarden that will be oneof many throughout thecity. Support the effortand join Denver HumanServices. North Metro Rail Linebreaks ground amidcheers, Denver Post

RTD breaks ground onFasTracks' North Metrorail line, Denver

replaced and construction of the new highway needs tobegin soon. To meet these deadlines, a Supplemental DraftEnvironmental Impact Statement will be issued in thesummer of 2014. It will identify the PCL option as thepreferred alternative and will analyze the benefits andimpacts of all the alternatives on the existing alignment.It also includes additional discussion on why CDOTchose not to consider rerouting the highway out ofDenver. Following public comment, a FinalEnvironmental Impact Statement will be prepared, whichwill contain refinements, a funding plan, and responsesto questions submitted on the Supplemental Draft EIS.After additional public comment, the FHWA will issue aRecord of Decision. CDOT has a robust outreach effort to ensure residentsreceive the most updated information and have manyopportunities to provide their feedback. For example,CDOT's monthly Community Leaders CoordinationMeetings provide a regular opportunity for individuals tomeet with the project team and ask questions andprovide input. Councilwoman Judy Montero has alsobeen working closely with the residents on mitigationefforts creating a list of concerns that should beaddressed and considered by CDOT. The City & County of Denver has been workingcollaboratively with CDOT to improve the project. Inaddition, neighboring cities have also been part of theprocess. The future of the Steele/Vasquez interchange isone example of an element of the project that hasbrought together all stakeholders to find a workablesolution. On Tuesday, April 1, the Land Use, Transportation andInfrastructure (LUTI) Committee will be considering thepassage of a City Council Proclamation. Click here formore information. Street and Wazee Street between 35th and 36th Streets.The goal is to have the bridge designed, constructed andopen by 2016. While a ramp and stairs combination was initiallyrecommended for the west side landing of the bridge,additional engineering conducted in early 2014 has made aramp less feasible from both a technical and usabilityperspective due to longer, steeper ramp grades andsharper curves. Further constructability analysis alsodetermined the cost to build such a ramp would exceed theproject budget because of the need for highly specializedconstruction equipment. North Rail LineRTD FasTracks broke groundThursday, March 20 onthe North Metro Rail Line, anew commuter rail service thatwill improve transit options forDenver's northern communitieswhen it opens in 2018.

Dignitaries participated in a ceremonial spike-pulling eventto commemorate the beginning of construction. RTDcontractor Regional Rail Partners (RRP) will design andbuild the first 12.5-mile phase of the electrified commuterrail line from Denver Union Station to 124th Avenue.

Denver's Corridor of Opportunity The Corridor of Opportunity represents a nearly 23-mile stretch between linking I-70 and East Commuter line from Denver Union Station to Denver InternationalAirport. The corridor is one of the most compelling commercial investment opportunities in theworld, with thousands of developable acres. With nine commuter-rail stations along RTD'sEast Line alone (slated to open in 2016), future plans for the area include transit-orienteddevelopment with housing, strategic locations for corporate headquarters and abundantoptions for additional open space. The variety of opportunities, both existing and future, make this corridor a focal point forDenver's future economy, with nearly 40,000 new jobs through new and expandedbusinesses and $2.6 billion in economic impact expected over the next three decades,including $13.4 million annually in additional city revenue.

The North Denver Cornerstone Collaborative was founded by Mayor Michael B. Hancock

on January 25, 2013. Recognizing a convergence of upcoming projects in the Elyria-Swansea and Globeville neighborhoods, the Mayor identified an opportunity to energize acornerstone of the Corridor of Opportunity and create an updated gateway to downtownby aligning individual efforts into one coordinated vision. Kelly Leid manages the general

oversight, planning, strategic coordination, financing and implementation of the sixprimary projects.
