In addition, health care reform bills have been passed in both chambers of Congress that also include cuts for Medicare skilled nursing services. The cuts are listed below. Each impact listed is for a ten- year period from October 1, 2010 through September 30, 2019. Final Rule The Centers for Medicare and Medicaid Services reduced payments for skilled nursing facility (“SNF”) services by 3.3% effective October 1, 2009 to apply a parity adjustment. The estimated impact of this rule on a national basis is a cut in payments of $12.0 billion. House of Representatives H.R. 3962, Affordable Health Care for America Act The House of Representatives passed H.R. 3962 on November 8, 2009. Under this bill, the 2.2% SNF market basket update, a cost of living adjustment, would be removed from January 1, 2010 through September 30, 2010. Medicare Cuts to Skilled Nursing Facility Care Medicare payments for skilled nursing facility services have been reduced on October 1, 2009. In addition, health care reform bills have been passed in both chambers of Congress that also include cuts for Medicare skilled nursing services. The cuts are listed below. Each impact listed is for a ten-year period from October 1, 2010 through September 30, 2019. Final Rule– The Centers for Medicare and Medicaid Services reduced payments for skilled nursing facility (“SNF”) services by 3.3% effective October 1, 2009 to apply a parity adjustment. The estimated impact of this rule on a national basis is a cut in payments of $12.0 billion. House of Representatives – H.R. 3962, Affordable Health Care for America Act– The House of Representatives passed H.R. 3962 on November 8, 2009. Under this bill, the 2.2% SNF market basket update, a cost of living adjustment, would be removed from January 1, 2010 through September 30, 2010. In addition, for each year, beginning in FY2011, a productivity adjustment estimated at 1.4% of the SNF rate would be applied. The estimated impact of this bill on a national basis is a cut in payments of $23.9 billion.
