1 Overview
This purpose of this Noise Management Plan (NMP) is to ensure the City of Armadale's (the City’s) compliance
with Regulation 14A of the Environmental Protection (Noise) Regulations 1997 (the Regulations) in regards to
the City's waste collection.
Under current legislation, the City cannot undertake its waste collection prior to 7am without the
development and implementation of a NMP in accordance with the Regulations. The City proposes to
commence a mixture of commercial and residential waste collection from 6am, Monday to Friday rather than
the current start time of 7am. The Regulations consider the work to be completed between 6am and 7am as
'class 2 works', which under Regulation 14A can be undertaken provided a NMP is approved in writing by the
City’s Chief Executive Officer (CEO).
This NMP will aid in minimising the impact of noise emissions associated with the collection of waste within
the specified precincts of the City, specifically the 'class 2 works' undertaken between 6am and 7am. The
management measures detailed in this NMP will aim to provide, as far as practicable, a minimal inconvenience
to the community while facilitating necessary public works in a safe and efficient manner.
To minimise the impact of noise emissions from waste collection this NMP for 'class 2 works' includes:
a description of the works to be carried out and justification for the requirement of 'class 2 works';
details of vehicles and equipment
vehicle and equipment purchase policies;
noise mitigation strategies;
operator training programmes;
community information on the works that will be carried out;
a complaints response procedure; and
a revision procedure for this NMP.
Once this NMP has been approved by the CEO of the City, it will be valid for three years after the day of
commencement of approval and will be reviewed on an annual basis for its duration.

2 Description and Justification for 'Class 2 Works'
The City proposes to commence a mixture of commercial and residential waste collection from 6am, Monday
to Friday rather than the current start time of 7am. The Regulations consider the works completed between
6am and 7am to be 'class 2 works'. The roads that may have waste collected as ‘class 2 works’ are listed below
in Table 2-1.

The specified precincts where the 'class 2 works' will be undertaken are shown Figure 1.
The works are required to start from 6am to avoid high traffic congestion which commences at around 7am.
This earlier start will allow the City to service a number of key primary and secondary distributor roads before
this period of high traffic congestion and thus prevent significant congestion and associated potential safety
concerns.
Undertaking works during periods of high traffic congestion increases the safety risk for all road users as well
as reducing the flow of traffic causing inconveniences for road users. On some roads parked vehicles can also
block access to bins which impedes and extends collection service times. Commencing works at 6am reduces
this problem. Collection vehicles can conduct services in a far more effective, efficient and safe manner within
the specified precincts between 6.00am and 7.00am compared to after 7am.

3 Details of Vehicles and Equipment
The City currently uses a fleet of eight IVECO ACCO 6x4 for the collection of waste and an example is shown in
Plate 1. A noise assessment for this vehicle can be found in 120.

The IVECO trucks are fitted with either Bucher (formerly MacDonald Johnson) or SuperiorPak collection bodies.
The waste collection bodies are 24m3 side loading waste compaction bodies, an example is shown in Plate 2. A
noise assessment for the waste collection body can be found in Appendix B:.

In these vehicles, the reversing alarms are currently being changed over from the traditional loud beeper to a
white noise reversing alarm. All vehicles will be fitted with Brigade branded white noise reversing alarm model
number BBS97 as shown in Plate 3 or a commensurate piece of equipment.

4 Vehicle and Equipment Purchase Policy
The City currently uses a fleet of eight IVECO ACCO 6x4 of various ages, with the oldest being six years old. This
latter vehicle, which is soon to be retired, is still used infrequently as a spare.
The City’s purchase policy of its waste collection vehicles is to utilise them for five years before purchasing a
new vehicle. New vehicles are sourced then subsequently fitted with the collection body by SuperiorPak or
similar company. The City selects vehicles and equipment with minimal noise emissions as far as practicable.
New waste collection vehicles are purchased through WALGA E-quotes or Request for Tender and include a
maximum dB rating. Vehicle noise is considered during the evaluation of these tenders.

5 Noise Mitigation Strategies
As the vehicles for waste collection are mobile, the duration of noise emissions received by any one premises
is relatively low and the roads which will be serviced as 'class 2 works' have existing noise emissions from
vehicle movements through these areas. Despite similar existing noise emissions, the City intends for all works
to be undertaken as quickly and efficiently as practicable.
To mitigate noise emissions during the 'class 2 works', the City will adhere to the following noise mitigation
strategies:
1. Collection will commence in commercial areas rather than residential
Where possible, the 'class 2 works' in residential areas will be undertaken as close to 7am as possible
to minimise noise impacts on residence. Starting points for routes will be designated at commercial
properties where practicable.
2. Reversing will be kept to a minimum
This will reduce the frequency of the vehicles ‘reversing alarm’ sounding.
3. Bins will be emptied in either neutral or drive gear election and not reverse
This will reduce the frequency of the vehicles ‘reversing alarm’ sounding
4. Areas will be scanned for potential hazards and traffic flow will be assessed during collection
Being aware and avoiding potential hazards will reduce the risk for increased accidental noise.
Potential hazards include low lying branches, overhead electrical wires, parked third-party vehicles,
pedestrian movements etc.
5. Collection vehicles will remain stationary whilst emptying bins
Vehicles are to remain stationary when lifting bins. If there is an obstruction that cannot be
overcome by the lifting arm being retracted or extended, then the driver will exit the vehicle to move
or sticker the bin.
6. All vehicles will be serviced on schedule within required timeframes
Regular servicing of vehicles as per manufacturer’s recommendations will minimise the risk of
components becoming defective which will reduce the risk of any unnecessary noise emissions.
Regular servicing allows vehicles to run efficiently which also reduces the risk of increased noise
emissions from everyday operation.
7. Any defective components on the vehicle will be reported to supervisors immediately
Defective components identified on vehicles will be reported to supervisors immediately and serviced
as soon as reasonably practicable to reduce the risk of any unnecessary noise emissions.
8. Prestart checks and post run checks are completed on a regular basis
Prestart checks and post run checks will completed on a daily basis and vehicles will be checked
weekly in a workshop.

9. Operators will have the necessary training
Operators will have the necessary training provided to complete waste collection, which includes in
house prestart and post run check training and defensive driver training. (See Operator Training
detailed in Section 6)
10. Operators will adhere the internal Safe Operating Procedure (SOP) and also to the following
activities:
Cab windows are closed to reduce the impact of any radio emissions;
Defensive driving techniques are undertaken e.g. smooth accelerating and braking techniques;
Bin lifter hydraulics are not fully activated to ensure slow and smooth collection manoeuvres;
Engine revs do not exceed idle limitations;
Engine brakes are manually inactivated;
Hydraulics and Power Take Off (PTOs) devices are disengaged between travel to next collection
location; and
Operators will undertake pre and post run vehicle inspections.

6 Operator Training
All vehicle operators will be receive in-house training and have all relevant training prior to undertaking any
work. The key aspects of operator training are:
Prestart and post check vehicle inspections, completed in-house; and
Defensive driving techniques (smooth accelerating and braking techniques).
Training will also cover the aspects outlined in the above section (See Noise Mitigation Strategies described in
Section 5). Any new staff will be provided with on the job training and instruction by experienced staff to
ensure continuity of service in accordance with this NMP. Noise minimisation measures will also be
communicated at toolbox meetings to remind operators of their obligation whilst conducting collections
during prescribed times.
The City also requires operators to be in possession of the HR licences to operate the waste collection vehicles.

7 Community Information
Information regarding works carried out under the NMP can be access from the City’s website:
https://www.armadale.wa.gov.au.
The City is required to give local public notice of this NMP in accordance with section 1.7 of the Local
Government Act 1995. The City will therefore be placing an advertisement in the local paper as part of the
NMP’s approval process.

8 Complaints Response Procedure
The City will keep a register of complaints received by writing, telephone or in person relating to the waste
collection works. Complaints will be investigated by the City’s Environmental Health Section to determine
whether the operations are consistent with this NMP. Any non-compliance issues will be addressed and
appropriate action will be taken to address the issue.
All complains and feedback will be re-visited during the review period of this NMP as per the section below
(See Revision Procedure described in Section 9).

9 Revision Procedure
Once this NMP has been approved by the City and the CEO of the City, it will be valid for three years after the
day of commencement of approval and will be reviewed on an annual basis for its duration. The City’s
intention is for continuous improvement and will take into consideration all complaints and feedback relating
to noise during the period of review.
The noise mitigation strategies outlined in this NMP are intended to be continuously improved and will be
reviewed from time to time. Any additional noise mitigation measures will be considered for implantation as
far as reasonably practicable.
The City will introduce additional noise mitigation measures where they are not detrimental to any person
receiving noise from the specified works. Measures which propose to shift the noise impact from one receiver
to another will be carefully considered alongside public consultation.
