VERGE LANDSCAPING

At the Council meeting held on 28 March 2011, Cr Wielinga referred the following matter to the Technical Services Committee: That the matter of developing detailed standards of specifications (and a summary pamphlet) specifically for verge landscaping opportunities and constraints for residents in bushland regions be referred to the Technical Services Committee. The following comment has been provided by Cr Wielinga for consideration: It is my understanding that the verge area is difficult for residents and local governments

alike to maintain. As a road reserve for services, owned by the crown & vested in the City, it

is expensive for the City to maintain and arguably unfeasible in low density residential or

rural areas. However, as Government land, it is often also not maintained by residents,

generally due to lack of knowledge on what is allowed. I would like written guiding material

(standards & specifications) to be developed for residents in bushland regions (low density

residential areas & rural areas) in an effort to:

1 encourage them to maintain their verges; and

2. make it easier for them to maintain their verges by detailing what is allowed.

I had envisaged this would specifically include plant species lists for planting (local natives

that were not deemed incompatible for fire or pedestrian safety) and recommendations on

weed reduction (mulch/spray etc) as weed grasses are a major fire hazard and a source of

urban blight.

T5/4/11 RECOMMEND That officers undertake the preparation of a guide including

pamphlets and website material which encourages residents to maintain their verges to a standard which leads to a pride in their neighbourhood.

At the Council meeting held on 28 March 2011, Cr Reynolds referred the following matter to the Technical Services Committee. That the matter of the intended closure of the PAW leading to Kendall Court, removal of the concrete path and revegetation of this high value reserve be referred to the Technical Services Committee. The following comment has been provided by Cr Reynolds for consideration: Council (supported by the Department for Planning) has recently agreed to close the

PAW between Felgate Court and Becket Court, Camillo.

Council also supports a sequential closure of the PAW between Beckett Court and the

high value bushland that is Kendal Court Flora Reserve. Up until now the Department

for Planning has opposed this, based largely on the community opposition which comes

largely from residents in Felgate Court. However, with the earlier closure in place, those

opposed to the second closure will have no access to it, and therefore their opposition is

no longer valid.

Given the above, it is hoped that the Department for Planning will now amend their

position and support the closure for the PAW directly connecting to the bushland.

Planning staff are seeking an amended position from them.

I believe that it would be appropriate for Council to be in an early position to remove the

connecting concrete path and make preparations for replanting this 3 to 4 metre wide

corridor through this small but high value, and relatively rare in terms of flora, reserve.

Proposed Recommendation: That Council consider in the 2011-2012 draft budget

funds to provide for the removal of a decommissioned concrete path and to provide for

the revegetation of a section of the Kendal Court Flora Reserve with species appropriate

to that reserve.

Typically this machinery is used for excavating purposes, however due to its flexibility can be extremely useful for other purposes such as the installation of stormwater drainage pipes. The collective value of the supplied service is estimated to exceed $100,000 and therefore requires a tender. Existing Contract Information Essential details of the existing contract are as follows:

• All West Plant Hire. CONCLUSION It is recommended that tender Ten/1/11 for the Supply of Hired Plant: Wet Hire of Excavators be awarded to a panel of two consisting of Brooks Hire Services and All West Plant Hire.

Technical Services Directorate Armadale Central Shopping Centre BACKGROUND Installation of a CCTV system with associated works was undertaken during 2009 with the City taking over the management of the system in September 2009. The primary purpose of the CCTV system is to assist in reducing public perception of fear of crime and violence within the Armadale CBD. A summary of the CCTV system is as follows:

• The system was not designed to be continually monitored.

• The system was designed to record footage on a 24 hour, 7 day a week period, with a storage capacity of 30 days.

• There are 27 cameras installed (13 fixed cameras) and (14 Point, Tilt and Zoom (PTZ) cameras) located mainly in the Armadale CBD.

During 2010 there were 18 requests for CCTV footage from the Police. The request was for a range of incidents that lead to one conviction that Technical Services Officers are aware of. In the first 3 months of 2011 there have been 14 requests for CCTV footage from the Police. Council will be aware of the most recent incident where the Community Services Building was set alight. There was extensive CCTV footage of this incident that has been passed onto the local Police to assist in their investigations. There have also been a number of requests from members of the public and shop owners within the Armadale CBD requesting to view incidents of vandalism and assaults. These have been referred to the Police to instigate the formal process of requesting CCTV footage. The fact that the Police and members of the public are now requesting more footage of various incidents shows the importance and value of the CCTV system in place. DETAILS OF PROPOSAL There are currently 27 cameras placed at various strategic locations around the Armadale CBD. However in some areas there is limited or no coverage, in particular at the Third Road and Commerce Avenue roundabout, Minnawarra Park between the Armadale Central Shopping Centre and Armadale Road where larger community events are held and at the Orchard Road entrance to the Administration Building (Youth Activity Area). With this in mind Technical Service Officers have been in consultation with the management of the Armadale Central Shopping Centre with a view of increasing the CCTV coverage by accessing the Centre’s external cameras as well as installing additional cameras on the building that will provide the appropriate coverage needed at these locations. Refer Plan attached. The other area that would benefit from CCTV coverage is between the Technical Services and Community Services Building as there is no coverage at present. As the management of the Armadale Central Shopping Centre has agreed to the proposal, quotations have been obtained from relevant security companies to undertake the work. The estimated cost to take access of four external cameras at the Armadale Central Shopping and install five new cameras is $40,000. Were Council to install the additional cameras without utilising the Armadale Shopping Centre’s complex the cost would be in excess of $200,000. It should also be noted that though the current management have agreed to the proposal, any future change in management may not be as accommodating. With access to an additional nine cameras; existing four shopping centre’s cameras and five new cameras (three at the Armadale Road end of the complex, one at the Armadale library end and one facing Orchard Avenue near the Centre’s entrance) this will provide the necessary CCTV coverage to enhance the current system and assist in the matter of crime prevention.

TECHNICAL SERVICES 13 11 APRIL 2011 COMMITTEE - Miscellaneous COUNCIL MEETING 27 APRIL 2011 Currently there are significant savings in the Street Lighting budget which could be reallocated into the CCTV Operation budget to cover the purchase and installation of the additional cameras and associated equipment. COMMENT In view that the current CCTV system has been operating successfully and is being utilised more by the Police it is recommended that Council approves the reallocation of funds from the 2010/11 annual Street Lighting budget to the CCTV Operation budget to meet the cost to purchase and install additional cameras in order to enhance the existing CCTV system. Committee discussed the need for camera upgrades in the Jull Street Mall as there was a

small area that was still not covered by CCTV to the south of Jull Street Mall. The

appropriate time to address this matter is when redevelopment of the Mall at the junction

with Commerce Avenue occurs.

T8/4/11 RECOMMEND

That Council pursuant to Section 6.8 of the Local Government Act 1995 (as amended) authorise the following expenditure: CCTV Operation $40,000 And amend the 2010//11 annual budget as follows: Decrease expenditure Street Lighting $40,000 Increase expenditure

for the purpose of purchasing and installing additional CCTV cameras and associated equipment.

TECHNICAL SERVICES 18 11 APRIL 2011 COMMITTEE - Miscellaneous COUNCIL MEETING 27 APRIL 2011 This eighth National Local Government Asset Management Conference contains papers on a number of Asset Management issues of interest to Council including:

• The importance of a council plan that provides strategic direction;

• Leadership in asset management;

• Planning for infrastructure in high growth councils;

• Linking levels of service to long term financial plans;

• Managing risks in asset management;

• Green fields versus brown fields for asset valuations; and

• Engaging the community to influence asset management plans. The Manager Technical Services has attended this conference on two previous occasions in the last eight years when it has coincided with a meeting of the IPWEA NAMS Committee in Melbourne. On both occasions he has found it to be a very worthwhile conference. This year it again coincides with a NAMS meeting (which means that travel costs are covered by the IPWEA) so the Manager Technical Services will again be attending. T10/4/11 RECOMMEND

That Council nominate Councillor…………. to attend the 2011 National Local Government Asset Management Conference at Melbourne Park Function Centre on May 11 and 12, 2011 with costs to be charged to GL 210121.1006.01 – Council Members Conferences and Meetings. Or If there are no nominations at the Committee Meeting or Ordinary Meeting of Council on 28 March 2011 then the recommendation be as follows: That no nomination be made to attend the 2011 National Local Government Asset Management Conference at Melbourne Park Function Centre on May 11 and 12, 2011.

be amended to read “That Council nominate Councillors Munn and Mauger to attend the

TECHNICAL SERVICES 19 11 APRIL 2011 COMMITTEE COUNCIL MEETING 27 APRIL 2011 EXECUTIVE DIRECTOR TECHNICAL SERVICES’ REPORT The Executive Director Technical Services introduced the Coordinator Waste Services who gave a brief presentation on the future possibilities of the Hopkinson Road site. The site is a class 11 landfill licensed to provide a waste depository for household, commercial and industrial wastes. Waste is accepted from within the City and surrounding municipalities. The City is a member of the Rivers Regional Council which is progressing an Alternative Waste Treatment facility which will remove the need for the City to land fill municipal waste. Once this facility is operational the City must determine the site’s long term use. An option to locate construction and demolition waste and green waste treatment and recycling is being presented to the Department of Environment and Conservation for comment before providing a report to Council for the long term use options. Cr Butterfield, on behalf of the Committee, thanked the Executive Manager Technical Services for his work and service over the past eleven years.
