SUBJECT: Search for the 33rd Student Regent
Warm greetings of solidarity!
The search is on for the next UP Student Regent. The SR is the lone student member of
the Board of Regents, the highest decision-making body of the Philippines’ national
university. The SR is a public official.
The main task of the SR is to represent the students during monthly BOR meetings. To
accomplish this effectively, the SR is required to regularly consult with more than 50,000
UP students across all campuses.
The BOR oversees governance and determines policy in the University. It directs the
physical creation and maintenance of the University system, approves academic programs
and the graduation of students and grant of honors, decides on disciplinary cases inside
the University, appoints faculty members and officials, fixes tuition and other school
charges, et al.
Guidelines for our search have been set by the Codified Rules for Student Regent
Selection, last approved 10 January 2015 by the 39th General Assembly of Student
Councils held in UP Cebu.
Who may be nominated
A bona fide student
currently enrolled in the University
with accumulated residency of at least one year, including periods of residency and/or
leave of absence
Filipino citizen
with a track record reflective of commitment to serve the students
not have been found guilty of gross misconduct in the University or any criminal offense
involving moral turpitude

There is no disqualification based on academic standing, race, gender and sexual
orientation, political ideology and affiliation, social status, ethno‐linguistic origin, age,
physical abilities or religious affiliation.
Who may nominate
Any student, group, or organization may nominate a student from any other college within
the UP System. The nominee must accept and sign conforme. Nomination and acceptance
forms are available at the Office of the Student Regent or your student councils.
Stages of selection
After open nominations, the SR nominees are subject to three stages of deliberation.
Student councils take the lead in the process, but organizations and students may petition
for increased involvement through the search committees.
Individual nomination and acceptance forms are submitted to the college student councilfor deliberation. College Committee nominations are then forwarded to the university
student councils for deliberation. University Committee nominations are thereafter
submitted to the OSR for system‐wide deliberations.
It is the GASC, convened by the OSR, which finally selects the next SR from among the
nominees of UP units. Traditionally, the outgoing batch of student councils selects the next
SR.
Schedule for selection
START OF NOMINATIONS 10 May student may be nominated in any college or university
committee throughout the UP system, there being no strict rules
on jurisdiction.
LAST DAY OF COLLEGE COMMITTEE CC) DELIBERATIONS* 25 May
College student councils must form search committees, which
may include non‐ student council members, to screen their
nominees. They can choose to forward one or all their nominees.

The University Student Council of the autonomous unit must form
search committee, which may include non‐ student council
members, to screen their nominees. They can forward one or two
names to the system‐ wide assembly.

GENERAL ASSEMBLY OF STUDENT COUNCILS 19-20 June
The GASC will meet the nominees from the different autonomous
units to select the top three nominees. The second or third
nominee may succeed as SR in case of permanent vacancy during
the term.
* Protests may only be entertained within 5 days thereafter.
Forms will be made available on the start of the nomination period. Further details on the
40th GASC will be released in a separate memorandum.
UP Agenda system-wide consultations and OSR History discussions
As we finalize the UP Agenda for the upcoming GASC, the Office will conduct a series of
consultations with the students on the following dates:

The aforesaid dates are tentative. Further details will be released as soon as they are
available.
The Katipunan ng mga Sangguniang Mag-aaral sa UP, in line with its duties stated in the
CRSRS, will likewise conduct a series of discussions on the OSR History on the even dates.
