FOREWORD
From the desk of Director General of Foreign Trade (DGFT)
It is indeed a great pleasure to note the remarkable
work done by all our regional authorities in
implementation of the Niryat Bandhu Scheme during
the year 2014-15 and taking the programmes to the
doorstep of the exporters. All the stakeholders, namely,
Trade/Industry bodies, e.g., FIEO FICCI, etc.; State
Governments; Banks; Customs; Universities; etc., have
been partners in this achievement.
Through this scheme for mentoring the new and
potential exporters we should be able to facilitate entry
of new entrepreneurs and make a positive impact on
the export earnings of the country. This document
shares the glimpses of the initiatives taken during the
year.

Observations of Additional DGFT.............
2014-15 has been the first year of implementation of
Niryat Bandhu Scheme. The Scheme, which was
implemented by different RAs at different locations
across the country, has given confidence that such
initiatives can be successfully implemented by RAs in
association with different stakeholders. RAs have made
substantial effort in its implementation which is
commendable. This document provides details of the
activities which may be a useful document for reference
and reaching out to the new exporters in a more
productive way.
It would be our endeavour to strengthen the Scheme
with the help of knowledge partners and industry
partners in the current financial year and subsequent
years.

SYNOPSIS OF THE SCHEME
The Niryat Bandhu Scheme was announced as part of Foreign
Trade Policy 2009-14 on 13th October, 2011 to focus on
mentoring the first generation entrepreneurs in the field of
international trade. While an overall allocation of Rs. 23.23 crore
has been made for the Plan period (2012-17), an amount of Rs. 2
crore was allocated for the financial year 2014-15.
The major components of the Scheme are us under:
Preparation and development of material for use of new IEC holders and its printing;
Training of new entrepreneurs (IEC holders) every month in each RA;
Training/meetings/seminars at towns of export Excellence on specific topic;
Seminars at industry associations, universities, management schools, etc.;
Capacity Building of ITS/DGFT officers; Development of Business Excellence Support Team
(DGFT-BEST).
Considering the strategic significance of small and medium scale
enterprises in the manufacturing sector and in employment
generation, 108 ‘MSME clusters’ have been identified, based on
the export potential of the product and the density of industries
in the cluster, for focussed interventions to boost exports. In
addition, 35 ‘Towns of Excellence’ have been taken for
outreach interventions under Niryat Bandhu Scheme.
During the year 2014-15, following achievements have been
reported by the RAs under various components of the Scheme:

18283 new and potential exporters including students of management schools etc. were given orientation on various aspects of international trade;
4650 new IEC holders have attended the sensitization programmes (243) undertaken by the RAs, subsequent to the grant of an IEC;
57 seminars/workshops were conducted by the RAs at various Towns of Excellence/MSME Clusters during this year benefitting 4020 exporters;
115 seminars/workshops have been undertaken by the RAs in various Universities/Management schools etc. to sensitize the students on the issues of international trade wherein more than thousand students have attended the programmes. 9613 students were benefitted from these seminars and workshops;
10 officers of ITS have undergone in-service training through IIFT, New Delhi as a part of their capacity building on emerging issues of international trade during 2014-15;
Development of videos on specific thematic issues has
been taken up through FIEO, New Delhi to help a prospective exporter in getting through the procedures such as filing an application for IEC, Bank Realization Certificate, Shipping Bill etc. Two such videos have already been developed and uploaded on DGFT channel in YouTube;
Preparation of training modules have been taken up through IIFT, New Delhi for class room (basic) and online (advanced) training programme for the new IEC holders who desire to take a step forward in knowing about international trade and/or improving their export business.

A workshop on NIryat Bandhu & Export Awareness for Management Students was organized by RA, Cuttack, DGFT in collaboration with Federation of Indian Export Organisations (FIEO), Odisha Chapter in Institute of Business and Computer Studies of Siksha ‘O’ Anusandhan University, Bhubaneswar on 4.3.2015. The workshop was inaugurated by Dr. Arun Kumar Sahoo, Minister of Law & Panchayat Raj, who encouraged the students to contribute to the State exchequer through exports. Dr. Ashis Kumar Dash, ITS Dy. Director General Foreign Trade, highlighted the various incentive schemes of FTP, Govt. of India for boosting of exports. Sri K.K. Sahoo, Head, FIEO, Odisha Chapter, gave a comprehensive lecture on items of export from Odisha which includes minerals, marine products, gems & Jewellery, coir and Jute products and agricultural items. “We found business management and finance students most receptive to our presentations. However, it must be pointed out that time slot available to us has been not more than 2-3 hours in each institute. During this time period, we were able to cover the basic concepts of the EXIM policy and overview of international marketing. It may be difficult for us to go deep into each topic like logistics, insurance, tariff and non tariff barriers, intricacies of international export markets and product development in addition to the EXIM Policy and Procedure.”
“During our presentations, we have had a privilege to interact with the faculties of the business management institutes. Some of the guest faculties have also been with us during our presentation in the past. Most of the management institutes have taken resource persons, who were serving in firms at some posts, rather than being full fledged academician. Hence we have serious limitation in selecting them as resource person due to their limited academic exposure. However this is a welcome initiative to associate knowledge partner in the respective regions with us, as it will be impossible for any RA to cover all the fields with clients needing different exposures in terms of items and markets of exports & imports.”
“While delivering lecture, we realized that every region had different focus in terms of exports like in Gurgaon, we had to concentrate on Apparel Exports; in Panipat on Made-ups ; in Jaipur for Handicrafts. Similarly different industrial clusters have different thrust area. It will be advisable, if we seek the name of knowledge partners from different agencies like IIFT, FIEO, CII, FICCI, Export Promotion Councils Territorial Division of the Ministry of Commerce, for delivering lecture on potential market and also from Universities like DU, JNU, IIFT etc. The work can be done by Hqrs or RAs as desired by the competent authority.”

“There is a need for such programs to help the newcomers into the
field of international trade. Apart from this, there is also a need to
develop a program on entrepreneurship development and
incubation for start-ups. Handholding and timely guidance/advice
goes a long way to help the new exporters in starting out with the
exports. Bangalore DGFT office has helped couple of such
exporters through active handholding in the recent times with
encouraging results. However, the amount of effort and time
required to give individual guidance to such exporters is high and
sometimes it becomes challenging with given workload. We need
dedicated teams with required experience, training and exposure
to take the lead in such activities.”
“The existing components are good enough. However, we need to
develop it further by taking the feedback we receive. Also the
programs should be broad-banded by including advanced module.
A generalised approach with focus on RA specific strengths (e.g.
Engineering, Textile, Agriculture and Pharma in case of Bangalore
needed).
“Lack of standardized training material is an issue. However, we
suggest that uniform training material be developed by HQs based
on RAs inputs from time to time in order to maintain uniformity
across the country. Also, a core team of experts on topics such as
WTO may be maintained at HQ (pooled from IIFT etc) who can go
around to different RAs to impart training to BEST team and to
conduct workshops/seminars on their topics of specialization. “
“It’s a good idea to include the EPCs working with clusters to liaise
with us. In fact, there is a synergetic relation of RA Bangalore
already with FIEO and other bodies in Karnataka. “
