Welcome

On behalf of the Age Managers and the Narrabeen Beach Surf Life Saving Club Board of Youth

Membership and Development (BoYMD), I would like to welcome to all our new members and their

families. I also give a big welcome back to our returning members and their families. We hope that

everyone enjoys this upcoming Season and we have lot planned to keep it interesting and effective.

This Season we have a-lot of exciting things happening, areas of focus are as follows:

• to continue with our more structured education approach to our overall program not only for our

Juniors but for all of our Age Managers and parent support crew.

• increased focus will be on our Under 12 -13’s group progressing towards the Rookie program. A

huge number of these members have been with us since they were Under 6, and we look forward to

assisting them to transition stage, moving from being Nippers to cadets and patrolling members.

• to continue our focus on water safety and strengths in ocean swimming,

•board paddling development with additional board training sessions to begin from the

commencement of the season

• further development of carnival attendance and team spirit and support at carnivals

• introduction of swim and board rescue teams and potential R&R teams to compete in Branch

carnivals.

I would like to take the quick opportunity to Thank all of those who have volunteered be part of the

Junior Board this season. We do have some positions that we need to fill, so please take moment to

consider if you can offer some of your time, only around 1-2 hours per week for the open positions.

It is the main function of Narrabeen Beach Surf Life Saving Club to develop fully trained and

qualified personnel to patrol our beach, ensuring the health, safety and welfare of all beach-goers.

We are very mindful of the strong family focus and community feeling that we have developed over

the years, especially among our junior ranks. We therefore place special emphasis on maintaining a

friendly environment in which our younger members can gain surf awareness, skills and confidence

while enjoying themselves and without being pressured into competition. Our Nippers and Cadets

will be offered encouragement and assistance if they themselves wish to compete in carnivals. We

operate with the mantra that “if you give it a go you’re a hero”.

mainly through our new look website this season, so please check this each week for any updates for

the coming weekend.

Narrabeen Beach is one of the smaller clubs on the Northern Beaches and we believe this is a great

positive, at Narrabeen we get to know each child that comes to Nippers and we continue to develop

our community feeling of which we feel proud. As a result we have less people to call upon to share

the load of what can be very demanding job on a week to week basis. So please chip in where

possible, or put your hand up if you feel you can do something that can help towards the smooth

running of Nippers each week.

We look forward to a rewarding and enjoyable season on the beach.

We welcome anyone who wishes to be part of the Junior Board. We meet once a month in the lead up to the season, and then meet bi monthly from Nov onwards, as we tend to address most things weekly at Nippers.

(1) Gear Steward is really required at the start of the season to co-ordinate all Narrabeen uniform/ caps etc and then be responsible for ordering anything that may be out of stock and ensuring it gets to the right person ( at the most this would be 4-6 weeks at start of season, of around 1-2 hours per week

The Nippers Program

"Nippers" is an activity-based program run to educate young children about surf safety and awareness when

visiting a beach or aquatic environment.

The Nippers program also offers participants the opportunity to meet a new set of friends whilst they are being

challenged in activities controlled within a learning environment.

Through a fun and enjoyable delivery from our Age Managers and Trainers, Nippers are encouraged to learn

about lifesaving. In addition to gaining vital surf safety and awareness skills, the older Nipper/cadets will

learn things such as basic carries, first aid and resuscitation skills.

For those Nippers interested, the program also introduces the competitive side of surf lifesaving. Nippers who

do like to compete will have the opportunity to participate in our own Club Championship events, inter-club

carnivals, regional and state championships to represent their Club.

The Nippers program is held during the summer period on Sunday mornings. The season usually starts in

October after school holidays and lasts until the Easter school holidays, with a break over the Christmas

period.

Our principal objectives are:

To provide a safe, healthy, active, and enjoyable learning environment for our children.

To help the children develop self-confidence on the beach and in the surf; awareness, respect and

understanding of the surf; surf safety skills and, ultimately, life saving skills.

To encourage children to participate in surf orientated activities within the Nippers Program, with the

longer term view of introducing them to the Surf Life Saving movement.

To encourage Nipper's parents to actively participate in the management and operation of the Nippers

Program, so they and their children enjoy their experience on the beach.

Membership Age Requirements

Under 6 and Under 7 Age Group Membership

A child may join a Surf Club as soon as he/she turns five (5) years of age. No Club is to accept

membership of a child until they have reached the age of five years, to comply with insurance

requirements. A child who reaches five years of age after 30 September 2013 may join Nippers at

that time; however, this child will be required to stay in the U/06 Nippers age group the following

season.

U/06, U/07 members participate in activities on an educational basis only – children in these age

groups may not compete in any point score or club championship events.

Listed below are the age groups members will be in for the 2012/2013 season if they are born

between the following dates:

1st October 2006 to 30th September 2007 U/7

1st October 2007 to 30th September 2008 U/6

Under 8 to Under 14 Age Group Membership

Age groups remain a minimum age of 7 years (U/08) up to a maximum age of 13 years (U/14) on a

seasonal basis.

The age group in which a child participates for each season is determined as at midnight on the 30th

September at the commencement of that season.

Listed below are the age groups members will be in for the 2013/2014 season if they are born

between the following dates:

1st October 1999 to 30th September 2000 U/14

1st October 2000 to 30th September 2001 U/13

1st October 2001 to 30th September 2002 U/12

1st October 2002 to 30th September 2003 U/11

1st October 2003 to 30th September 2004 U/10

1st October 2004 to 30th September 2005 U/9

1st October 2005 to 30th September 2006 U/8

Please note: Proof of age/Birth Certificate must be shown for all new children joining a Surf Club or

for any child that has not produced a birth certificate.

Participation outside a child's own age group is against SLSA regulations and makes point scoring

difficult for both the child and the Age Manager involved.

We have allowed any Under 8-14’s who wish to be with their friends to participate down only with

their friends ( not up an Age category) this means the children participating down will not earn

any Club Competition points apart from attendance as part of that Age Group (as they are

participating down and this is unfair for those in the correct Age Groups).

Between Under 6 – Under 8’s we have allowed participation with friends.

Equipment

Surf Play and Surf Activity equipment is provided by the Club for use by Nippers at no charge.

Fibreglass and foam boards are available to nippers during Nippers activities in the Water Safety

Area, for use in training and at Carnivals. To ensure the equipment is kept in good condition we ask

the members to observe the following:

Boards must only ever be used by children under supervision. Surf Life Saving NSW

maintains strict policy with regard to the ratio of qualified Water Safety personnel to children

in the water. Please consult your Age Manager for details.

Glass boards are for use by U/11, U/12, U/13 and U/14 Age Groups.

Foam boards are for use by U/09 & U/10 Age Groups.

U/06, U/07 and U/08 Age Groups may not use any boards.

Boards should be carried – not dragged – and should be laid fin-up on the sand. Boards

should NEVER be sat upon or stood on when they are on the beach.

At the completion of Nippers activities all boards must be brought back from the beach,

washed, and returned to the gear shed and replaced in the racks.

All damages and losses must be reported to an Age Manager or the Beach and Equipment

Supervisor. This is to facilitate repair and servicing of the equipment in a timely manner to

get equipment back into use – we understand that accidents do happen.

Board Purchase Program Narrabeen Beach has not upgraded our Nipper Boards for a number of years, and we are

looking for some business support to enable this to happen. We are looking for Nipper Racing

foamies, and fibreglass racing boards suitable for Under 11 – 14 age category.

We currently have an arrangement in place with Bennet Boards as follows:

Bennet Boards are able to offer Narrabeen SLSC – 20% discount of the price of our Nipper Boards,

on the condition that a minimum of 5 boards is ordered. Eg: RRP price is $795.00, thus your price

will be $636.00.

We can offer Free of Charge a single name sticker to be applied to each board, for example “Sally”

and 20% Discount off any Board Covers.

In terms of a sponsorship program, Bennet Boards can still supply these boards at 20% discount, and

we can apply their corporate logos as positive stickers to the Robustlite Range of Boards. The best

placement for logos is on the underside of the nipper boards. Bennet can provide quotes for the cost

of logos on supply of artwork. As price will depend on the quality of artwork provided and the size

of the logo.

Bennet Board also has a range of second hand boards usually available at half of the RRP, (range

from $200 - $500) and these can be purchased by parents for individual ownership for their child or

by sponsors as a donation to the Club. Refer to http://www.bennettsurfboards.com/

The Narrabeen Beach Finance Team can arrange for donation receipt which is tax deductible based

on the value of the board donated.

Skill Requirements and Surf Education

Proficiency Assessment

All U/08 to U/14 Nippers are required to complete a proficiency assessment to ensure that they are

minimally competent – that is, that should they encounter difficulty in the water then they should be

able to be able to swim a short distance to get out of difficulty or stay afloat long enough for

someone to reach them. Refer below for proficiency requirements for Season 2013/2014.

This is to be completed every season, as your child moves through each age group.

We have already scheduled 2 days for proficiencies, and for anyone who hasn’t completed , please

Notes Every junior member is required to participate in this evaluation, conducted by the club, prior to any junior water activity training or competition being undertaken.

The competition evaluation must be achieved before any competitors are eligible to compete.

Every junior member is expected to achieve the relevant Surf Education Award appropriate to their age group. Completion of the age award is compulsory for those U8-U14 members wishing to compete at Branch and State Championships

Junior Preliminary Skills Evaluation

Many activities that will be completed by children as part of junior activities will be conducted in the water. To

ensure that all children have a suitable swimming ability to allow them to participate in these activities, SLSA

has developed a Junior Preliminary Skills Evaluation for each age group.

Every junior member is required to participate in this evaluation, conducted by the club, prior to any junior water

activity training or competition being undertaken. It includes a swim and a float which is progressively increased

by age group.

Normally this would occur at the very first training session but if not this must be completed before any water

activity is undertaken. The intent of this is to conduct an evaluation of each junior member’s own personal

swimming and water survival ability for the information of the member, parent and age manager.

Conducting the evaluation

This evaluation should be conducted in a safe aquatic environment with a recommended 1:1 water safety ratio

(participant to water safety personnel). A 1:1 water safety ratio is especially important for new members where

clubs may not be familiar with the ability of the participant.

Following the evaluation

Any child that does not meet the required evaluation level will require a higher level of supervision when

involved in water based activities at the discretion of the club. It is a requirement that these children remain in

shallow water and based on a 1:1 ratio until the child is deemed competent in relation to the preliminary skills

evaluation guidelines.

Any child that does complete the preliminary skills evaluation competently can progress to water based junior

activities noting regular water safety 1:5 ratio requirements must be provided as per the water safety policy.

Using intra-club water activities for skills progression

Clubs are encouraged to conduct intra-club swimming and board training and informal competition related

events in a progressively challenging but safe environment regarding distances, water safety personnel and in

relation to the abilities of their junior members.

This intra-club environment is where club’s should really encourage their juniors to challenge their personal

skills and abilities and progressively work towards competently completing the official carnival competition

distances in swimming, board, multi-discipline and relay related events if they wish to pursue competition.

The intra-club environment is where age managers and water safety personnel are more likely to have a better

understanding of each of their own members swimming or board paddling skill level, as opposed to an inter-club

competition where water safety personnel may have no idea of who specifically to keep an eye on.

Junior Competition Evaluation From the age of 7 (Under 8) juniors can begin to compete in intra-club, inter-club, branch and state competition.

To ensure that all junior members that wish to compete in intra-club, inter-club, branch and state

events/championships have the ability, strength and fitness standard to complete the courses they must be able

to complete the junior competition evaluation for their age group.

Junior Awards (Surf Education)

The Surf Ed Program is an integral part of our Nippers Program, and must be completed by all

participants in Junior Activities every season. Your Age Manager will ensure they provide the

relevant Surf Ed instruction as part of the normal day's activity.

This program is based on clearly defined structure to aid in children's surf safety and lifesaving

development. All Nippers are required to gain their respective Surf Ed award for their age group

every season prior to 31 December.

Shown below is the Surf Ed award listing per age group. Details are available in the Surf Education

Instructors Guide and the Surf Life Saving Training Manual.

U/08 – Surf Awareness 1

Develop an understanding of who goes to aquatic venues and what they do there

Develop an awareness of SLSA, what surf lifesavers do and who can be a surf lifesaver

Understand and develop introductory running, swimming and paddling skills in a surf or

aquatic environment

U/09 – Surf Awareness 2

Develop basic beach, ocean and aquatic sense

Develop a basic awareness of the various hazards in beach or aquatic environments

Expand their understanding and development of running, swimming and paddling skills in a

surf or aquatic environment

U/10 – Surf Safety 1

Develop an awareness of usage trends and activities at local aquatic venues

We would like to commence each Sunday's program of activities at 9:30 am, so we can be completed

by between 11-11.30am. Nippers should be seated in their own age groups as marked on grass area

in front of clubhouse under their Age group signs at 9:15 am so Age Managers can quickly mark

attendance. Remember to have sun screen applied, caps on, and water bottles available.

Each week children participate in a number of activities that may include Beach Sprint, Beach Flags,

Surf Swim, Boards, Ironperson, Surf Wade, as well as the Surf Education program and Surf Rescue

Certificate for U/14's. Your Age Manager may not complete all of these events, and may decide to

change activities depending on the requirements and conditions.

Depending on the number of Nippers in each Age Group, we try to run separate boys and girls events

as well as mixed events. If numbers are insufficient, we will only run mixed events.

Surf Life Saving Association’s Competition Rules. For further information please contact your Age

The Surf Education Program is a lifesaving education program designed for 7-13 year olds. This

education program provides young members of Surf Life Saving with developmental lessons that

provide an introduction into the surf awareness and surf safety aspects of the Surf Rescue

Certificate (SRC) . The SRC is the introductory award for a patrolling surf lifesaver (13-15).

In addition to the more structured component of the program, we also like to include activities

aimed at fun such as tug-of-war (for parents as well as Nippers), wheelbarrow races, and three-

legged races.

Conditions on the beach can be unpredictable, and while we have put in our order for fine and

sunny days right through the season, occasionally we can be subject to cool and windy weather, and

the occasionally challenging surf. On such days, activities may be moved into the clubhouse. We try

to find something interesting and educational to do even if it does rain.

Please note: At the conclusion of the day's activities, Age Managers are required to again mark

the attendance register. Should your child be required to leave the beach prior to the

conclusion of scheduled activity, please ensure that the Age Manager has marked the

attendance register.

Club Championships

Nippers from U/11 to U/14 age groups are eligible to participate in the Club Championship

competition. There will be 3 Club Championship days per year. Points are awarded for attendance

(every Sunday), participation and places obtained in events. At the end of the season trophies and

medallions are awarded to each child who has participated actively in the program.

Carnivals

Sydney Northern Beaches Branch conducts Junior carnivals during the season for age groups U/08

to U/14. Carnivals are held as competition between Nippers at different surf clubs, culminating with

the SNB Branch Championships followed by the NSW Junior State Championships. Please see the

club calendar for dates for these events.

Competition events for carnivals include:

U/08 Sprint, Flags, Wade, Sprint Relay & Wade Relay

U/09 & U/10 Sprint, Flags, Sprint Relay, Surf Swim, Board Race, Swim Team, Board

Relay

The Club must enter either a March Past Team or a Colour Party at each carnival, or no Nippers will

be eligible to compete and no points will be awarded to the Club.

Children in age groups U/10 to U/14 may be chosen to be in the march past team. The team will

consist of only those children who will be have a high attendance at carnivals and are expecting to

attend all Branch Carnivals and the State Carnival.

A Colour Party is for carnival entry ages only and they must have club costumes and caps.

Carnivals require assistance from each Club in the form of providing officials, work parties for set

up and pack down at the end of the day. If our child is competing at carnivals you will be expected

to assist in some capacity.

We are required to provide 1 official per 10 competitors , if we do not have these we cannot enter

over the ratio amount into carnivals. If you can volunteer to be an official please let us know and we

will direct you to the right training and education information.

Parent Participation and Supervision

One Age Manager cannot look after a group of children by himself or herself. Many people don't

realise that the Club runs entirely on a volunteer basis – every member of the Club is a volunteer,

and many of the Age Managers are Nipper parents. There are many jobs to be filled and parent

involvement is a vital part of the running of the Nipper program.

To ensure the safety of our Nippers on the beach – especially in the water – we need parents to

become actively involved and to provide assistance. Minimum SLSA water safety requirements

must be maintained, and so we will be looking to parents to obtain their Bronze Medallion award to

be eligible to provide water safety assistance. The Club forms at least two Bronze Medallion

training squads per season for any parent who wishes to complete the award.

In addition to water safety, there are many other roles available to parents who wish to help – race

starters, race judges, coaches, stand-by Age Managers, BBQ chefs and more. Don't be shy; the

more you help out, the more you will enjoy the Nippers season.

Above all – please remember that Nippers is not a child-minding

service. As a parent or guardian, you are required to be at the beach at

all times during Sunday Nippers. Your child remains your

responsibility. Medication, provision of water, trips to the toilet and the

individual general welfare of each child on the beach is the

responsibility of the parent or guardian.

Point-Score System

The following has been adopted as the point-score system for the 2013/2014 season. Competition

Points are awarded only to Nippers in U/08 to U/14 age groups who participate in events.

The U/06 and U/07 age groups participate in events on a non competitive basis and no points shall

be awarded for these groups. Nippers in U/06 and U/07 age groups will be eligible to receive a

participation award at the end of the season.

Sunday Point-Score

Every week is a point-score day, with the exception of carnival/twilight nipper days , will be run

throughout the season for beach sprint, beach flags, surf wade, surf swim (U/09 - U/14) and board

race (U/09 – U/14). Points will be awarded on the following basis:

Point Score Awards will be presented at the end of the season on Presentation Day, for the first three

Non Point-Score Days

Season 2012/2013 we are trialling Twilight Nippers the evening prior to carnival days . These will

be non point-score days. On non point-score Twilight Nippers no points will be awarded for events

held at Narrabeen Beach, but 1 Attendance Point will be recorded for Nippers who participate in the

day's activities – so don't stay away just because your child may not compete at a carnival.

Carnival Point-Score

Please check the calendar for Carnival dates. Carnivals are open to U/08 to U/14 age groups, and

Nippers who compete in these Carnivals will be eligible to receive additional Club competition

points. The Carnival point-score format is as follows:

Club Championship days will be non-point score days for all Nippers not competing. Hence, all

Nippers attending but not competing on these days will receive 1 attendance point.

All children are required to wear the Club competition cap at all times during Nippers activities.

While attending Nipper Carnivals, children are required to wear the Club competition cap, and the

Club swimming costume.

To assist Age Managers in quick identification on the beach and in the water, we ask that you

please print your child's name clearly in waterproof pen on one side of their Nippers club

competition caps.

The Club maintains an ongoing policy of sun protection.

Remember to Slip on a shirt, Slop on some sun-screen, and Slap on a hat before we

start activity, and also after the children come out of any water activities.

And finally, always make sure that your children have access to a water bottle on

the beach – dehydration in young children can be dangerous.

Social Activities

We are trying to incorporate more social activities to encourage the children to get to know each

other and have fun, even though Nippers itself is fun. We have planned to schedule 3 twilight

Nippers evenings, however if there is some conflict with the use of the function Room. We may

elect to do twilight Nippers at Narrabeen Lake where those not confident on Boards can give it a go

in the lake. We will keep you posted. We would also like to organise an outdoor movie night and

possibly Bingo Day – this is subject to confirmation of the Function Room use, and we will also

keep you posted. We do have a Christmas Party and this is usually a bring a plate style day, and

Santa sometimes elects to come to Narrabeen on an IRB!!! A big change to the North Pole for him

Child Protection

The volunteer Surf Life Saving movement at all levels in Australia takes Child Protection very

seriously. Members who work with children receive training in understanding, recognising and

responding to behaviour that may place children at risk.

The Child Protection (Prohibited Employment) Act 1998 and the Commission for Children and

Young People Act 1998, require Surf Life Saving New South Wales (SLSNSW) to ask all

members, and volunteers, working with children to sign the Prohibited Employment Declaration

(Attachment 4). All SLSNSW members, and volunteers, over the age of 18 and those

members under the age of 18 who work with children (eg: 16yr olds who help train the U/08

Nippers, provide water safety for Nippers, etc) MUST sign the Prohibited Employment

Declaration (Attachment 4).

It is an offence for a person to make a false disclosure regarding his or her Prohibited Person

status. There is a penalty of up to two years gaol for this offence.
