This is a court file for Nina Karen Howard in San Diego, California, for felony drug abuse conviction. She reportedly went by the name "Karen Howard" or "Karey Howard" to most people who knew her. She was at some point a Kaiser Permanente neonatal nurse with California board of nursing license number 260073.This woman was living in a home with two small children and providing childcare for them while they were experiencing numerous unusual injuries and illnesses. The father alerted CPS and asked them to do a background check, but social worker Celia Young refused. He filed a complaint against them for their inaction and it was investigated, found to be credible, and he was told there would be disciplinary against the social workers involved. About three days later, Celia Young's supervisor Kelly Monge retaliated by taking his kids away using false allegations by the ex-wife that were apparently related to her previously investigated and dismissed complaints. They then proceeded to violate the 48-hour detention hearing law of California, denying the father and children a timely court hearing, and proceeded to cover up the results of an investigation that cleared him of the allegations.Why would the mother / ex-wife do this? Simple, she refuse to share custody of the children and has been working to destroy the father for years. She would rather let the children be hurt and endangered and falsely accuse the father than to admit she is directly responsible for putting them into the care of a felon drug abuser in her own home.Why would CPS do all of this? It appears there are at least wwo reasons. The first is retaliation for the complaint. The second is to cover up their negligence regarding the threat that roommate/childcare provider Nina Karen Howard posed to the children.Unbeknownst to the father, Nina Karen Howard died from a fentanyl overdose about two months after he warned CPS that she was a danger to the children and they refused to run a background check despite his request. She was found dead in a hotel room, apparently at 13:12 on April 23, 2007, in room 122 at 751 Macadamia Drive, Carlsbad, California. Nina Karen Howard's probation was ended by her death. She died approximately a year after her two felony drug abuse convictions for which she was on probation. It should have been trivial for CPS to look up this woman's criminal drug abuse history, yet they refused to even check despite clear signs she was using drugs and that her presence around the children corresponded with numerous unusual injuries and medical problems.The medical examiner determined the cause of death as "acute fentanyl intoxication", the same method involved in the Kristin Rossum (an employee of the San Diego County Medical Examiner's office) murder of her husband. (http://www.nbcsandiego.com/news/1782268/detail.html) Regarding that murder, fentanyl is described as the "perfect poison":Prosecutor Dave Hendren called fentanyl "the perfect poison,"because it is odorless and colorless, and can be dissolved into liquids to mask its bitter taste. Investigators suggested Rossum chose the drug because she knew the coroner's office was unlikely to test for it.Nina Karen Howard's cause of death can be verified with the San Diego County Medical Examiner, also see the related autopsy report from them.It appears that law enforcement failed to question the mother about the death of her roommate despite evidence and testimony that suggests Nina Karen Howard moved out of the home at 4118 Via Candidiz #115, San Diego, California 92130 suddenly in the middle of the month. This appears unusual as she was on a month-to-month rental contract that appears to indicate she had prepaid $550 rent lasting through the end of April 2007.The police simply jumped to the conclusion that she accidentally overdosed.
