"The complainant in his e-mail complaint dated 12.07.2011 enclosing anewspaper report has alleged the killing of a minor girl by the police ofChhattisgarh on 06.07.2011. The news report states that around 50families of Karcha Village in Surguja District are in a state of shocksince 6th July, when police fired two bullets into a minor girl, MeenaKhalko, age 16 years. Due to the incident both father and mother of thevictim are terrorized and are planning to flee the village. Thecomplainant has prayed for appropriate action. The Director General ofPolice, Chhattisgarh, District Magistrate, Surguja, Chhattisgarh andSuperintendent of Police, Surguja, Chhattisgarh are directed to takeappropriate action with regard to the investigation of the case as perguidelines laid down by the Commission in its letter dated 12th May,2010 of the Acting Chairperson, NHRC to the Chief Ministers of all theStates. The inquest report, magisterial enquiry report, post-mortemreport and report of independent investigation be submitted to theCommission within eight weeks. The Superintendent of Police, Surguja,Chhattisgarh also be asked to explain as to why the intimationregarding the death in the police action was not reported to theCommission within 48 hours in the prescribed format. A copy of theCommission's letter dated 12th May 2010 be sent for their readyreference."

Dr. Mohan Lal Panda, has forwarded a news report captioned "teenageboy shot dead allegedly by army jawan" carried by NDTV.com. As perthe report a 13-year-old boy was shot dead allegedly by an army jawanas he tried to trespass into a defence area in Chennai. The incidentoccurred on 3.07.11 at the Island Grounds area that houses armyresidential quarters. The boy, Dilshan, was rushed to a nearbygovernment hospital, but did not survive. Dilshan's family alleged thathe had been shot in the head when he went to the area to pick somefruit. The report further states that the State Chief Minister hasannounced a compensation of Rs.5 lakh for the boy's family. The Commission has received a complaint from Dr. Mohan Lal Pandaalleging that 22 people were injured after a high-tension wire fell in aresidential area called Khajoori Khan in East Delhi. The Commissionhas already taken suo-motu cognizance of the matter on the basis ofpress report captioned, "22 Injured as tension wire falls" that appearedin 'The Tribune', New Delhi dated 24.6.2011 in case No.3111/30/5/2011 and vide its proceedings dated 22.6.2011 has issuednotice to the Chief Secretary, Government of NCT of Delhi to submit hiscomments in the matter within four weeks. The Commission has furtherdirected him to inform the Commission as to what steps are being takenby the State Government to prevent such type of incidents in future.Since the Commission has already taken cognizance of the matter, thiscase be linked with case No. 3111/30/5/2011 and the complainant beinformed accordingly.

"The complainant has alleged that a lady Mrs. Bishan Devi, aged 82years has confined herself to her room for the last 13 years due toapprehension of her killing to grab her property by her sons in collusionwith the neighbours and officials of the Delhi Police. The complainanthas further alleged that people forcibly entered in her house, burnt apart of it and injured her seriously but no action has been taken by thepolice. It has also been alleged that several complaints have beenmade to the Prime Minister's Office, National Human RightsCommission and National Commission for Women, but in vain. Thecomplainant has enclosed a newspaper clipping in support of his claimand prayed to provide adequate security to save life and dignity of thevictim. From the CMIS record of the Commission, it has been noticedthat a case No. 2108/30/98-99 was registered on the complaint of Smt.Bishan Devi regarding some family dispute. This complaint has beendismissed in limine vide the Commission's directions dated 19.03.1999.Another complaint case No. 1870/30/2004-2005 was registered on thebasis of complaint of Smt. Bishan Devi regarding arbitrary use of power,and the same has been disposed by the Commission vide proceedingsdated 14.09.2004. Further, a case No. 4430/30/2004-2005 was alsoregistered on the complaint of Smt. Bishan Devi in the Commission onthe allegation of failure in taking lawful action by police. In this case theCommission vide its proceedings dated 07.12.2005 observed anddirected as under:- "Pursuant to the notice of the Commission, DCPVigilance Delhi vide his letter dated 08.04.2005 has forwarded theresponse of Addl. DCP, Central Distt. Delhi dated 16.03.2005, wherein

it is submitted that the enquiry revealed that the complainant does nothave cordial relations with her neighbours. Her pet dog jumped from thefirst floor and got strangulated by his own leash. It is further submittedthat complainant is habitual of making false complainants against herneighbours and local police and that the allegations made in thecomplaint are not substantiated. The complainant in her response dated29.10.2005, has reiterated her allegations as made in the complaint.The Commission on perusal of the entire record, finds that theallegations made are not substantiated. However, this order shall notstand in the way of the complainant to approach any other appropriateforum to see
