By Yvonne Miller“I was very, totally surprised!”

Norma Wilhite said when she realized her name was called as the surprise parade marshall of Hardtner’s Fourth of July parade.

“I didn’t even hear Sam (Sterling) announce my name because I was talking,” Wilhite said with a chuckle. Next thing she knew Sterling’s son Jordan came to where she sat along the parade route to whisk her up into an ATV to lead the parade to rousing applause.

Chamber of Commerce Fourth of July organizer Syd Sterling said Wilhite was selected because, “She is a big supporter of Hardtner. Norma puts out all the veteran’s flags at the cemetery, she volunteers at the grocery store, she organizes the Hardtner t-shirts and she always donates lots of baked and canned goods for the (White Elephant) sale.”

Some people go to the auction just to buy Wilhite’s famous black walnut cake that generally brings at least $40 or $50 . She gets the black walnuts off of the late “Doc” Piersall’s tree in his yard. The only frosting Wilhite deems fitting for that special cake is her homemade caramel.

She also likes to bake cookies and pies for the auction. Wilhite is also known for her outstanding canned goods like green beans, tomatoes and pickles.

Although born in Alva, Norma has

called Hardtner home since 1947. “It’s been my home forever. Hardtner is a great little town for me,” she said. Her husband was Dale, known as “Speed” by most. They had a daughter, Winnona, who gave them two grandchildren. Wilhite now has three great-grandsons and three great-granddaughters.

“Most of the time I don’t feel my age,” Wilhite said of being 84. She was a little tired Monday after having “lots of company” over the Fourth of July weekend.

Wilhite said she learned later that Sterling had confided in Winnona about her mother being parade marshall. “She didn’t let it slip,” Wilhite said of her sincere surprise.

Lynn Says

Examples of email scamsBy Lynn Martin

As America becomes more comfort-able with online financial transactions, the

number of scams rely-ing on that “comfort level” are increasing in my email box.

Email ScamsHere’s one tell-

ing me my email ac-count is about to be closed. This is proba-bly from an overseas scam artist. The “Be

informed” phrase is not common in USA business communications and the mis-spelling of link (“lick”) may be a clue that English is not their first language.

“Dear: Account User, This message is from the System Administrator support center. Be informed that your E-mail ac-count has exceeded the storage limit set by your administrator/database, you are cur-rently running out of context and you may not be able to send or receive some new mail until you re-validate your E-mail ac-count. To prevent your email account from been closed, re-validate your mailbox be-low please click and visit this site of lick: http://emailupgrade.mysitezulu.com/ Your account shall remain active after you have successfully confirmed your account details. Thank you for your swift response to this notification we apologize for any inconvenience. We appreciate your con-tinued help and support. Regards, SYS-TEM ADMINISTRATOR HELPDESK TEAM 2014.”

Of course, since I administer my own email accounts, I know that “mysitezulu.com” is not one I administer.

Credit Report ScamsAt least once a week, I receive an

email saying my credit scores “could

have” changed in the past 30 days without my knowledge. Remember, everyone has three credit summaries, one from each of the three major credit bureaus: Experian, Equifax, TransUnion. Here’s a typical notice:

** Credit Bureau Notice **Action Suggested: Check all 3 scores

todayYour current scores could have

changed in the last 30 days without you knowledge. It’s important to keep updated on your scores as information is available to you.

es/review/index.html?severity=highServer load: We are currently able to

Federal law does permit you to receive one free credit report once a year from each of the reporting agencies. The catch is that ones like that listed above will use terms like “free” and even quote the fed-

eral law. However, they will likely ask for a credit card number from you and in the fine print offer to charge you once a month for the service of sending your credit re-port once a month.

The only truly free source that I found is https://www.annualcreditreport.com. I thought I would give it a try. I bailed on getting the first one because they wanted way too much information, such as my last W-2, my last utility bill, a paycheck stub and a social security number.

So I went to the next one on the list, Experian, and while I had to fill out a lot of questions, including my social securi-ty number, to assure I was whom I said I was, I eventually got a 30-page report. They caution you that you will receive only a report, not a credit score. I found that could be purchased. I did find one negative item from one of the 20 firms that feed them information on my credit. Apparently I was late on a $54 payment to a Capitol One credit card last year. I have the right to challenge any negative items if I wish.

The family of Mack Province would like to thank everyone for the love and support shown to us during the loss of our loved one. We want to thank Dr. Colvert, Paramedics, Fire and Rescue

Squad, & Share Medical for all you did. Thanks to Pastor John at Bible Baptist Church , Marshall Funeral Home and Moose Lodge for the wonderful meal and providing us a place for the service. Thank You for all the cards & Prayers. Mack will be missed forever but you know that he will live

on in the hearts of all who shared their grief with us during this difcult time. With warm regards, The Province Family.

THANK YOU

Bank Account ScamsEvery now and then I receive an email saying my bank needs to “verify” my infor-

mation. Run and hide when you get an email like that. Here’s a screen capture from one I received recently:

I’ve never heard of USbank and certainly don’t have an account there. The banks I do business with say they will never ask for such information by email.

By Lynn L. MartinThe Cherokee Board of Education

was told of a possible financing meth-od for their school renovation project by Ryan McDonald, executive vice president of Stephen H. McDonald and Associates, Inc. The plan would ask the cooperation of the Alfalfa County commissioners to use a public trust to execute a ground lease of Cherokee public school property to the Alfalfa County Educational Facilities Author-ity, over which the commissioners’ have control. The county would then authorize the selling of revenue bonds to raise enough money to finance the entire $3.3 million construction proj-ect.

The county has far more collat-eral capability than do the Cherokee schools, so it was thought the bonds would be easily sold. The Cherokee school district would make payments to the Alfalfa County Educational Fa-cilities Authority for about eight years to pay off the loan. According to Mc-Donald, since the school district has al-ready received approval from the vot-ers for a tax to make these payments, the Alfalfa County commissioners would not be at risk.

McDonald said before this meth-od was developed and used by other schools, many school building projects were built incrementally with differ-ent brick colors and brick patterns be-cause they were constructed a piece at

Cherokee school board hears financing plan

a time over several years. This method permits the project to be completed all at once, which not only has an appear-ance advantage, but makes use of the current low interest rates and likely lower construction costs.

The Cherokee school board ap-proved this plan and also a second resolution called a sub-lease where the Alfalfa County Educational Facilities Authority would lease the school prop-erty back to the school.

When asked by board members, “What if the county commissioners don’t approve this plan?” McDonald replied the next approach would be to the City of Cherokee, and if that failed, then the State of Oklahoma. He said the county is the best choice since their credit rating is the best. The state would be the worst choice because their wheels do not turn quickly.

Secretary Hired on Split VoteSuperintendent Cory Ellis made the

recommendation on an agenda item to hire Kendra Puffinbarger as high school receptionist. She has recently been the receptionist at the Great Salt Plains Health Center.

Board member Kory Littlefield said this agenda item was a surprise for him and wondered why the high school of-fice staff needed to be increased from two to three. Ellis said he had men-tioned earlier he was looking for help and had received nine applications. Littlefield said, “I just didn’t under-

stand that a specific recommendation would be brought to the board without further discussion.”

The board asked what duties this person would perform. Ellis explained that the State of Oklahoma is requiring more and more reports and this is caus-ing Judy Porter and Kayla Puffinbarger to fall behind in their jobs. He said dai-ly “firefighting” of problems that draw the original two from their jobs would be handled by the new person. In ad-dition, the employee would handle at-tendance-recording chores, attendance letters to parents, report card distribu-tions, seventh-grade shot records, the “Alert Now” program, post-office runs and maintaining the school calendar.

Ellis pointed out that he does not use either of the existing employees as a superintendent’s secretary. “I write my own letters and do not assign my chores to them.”

Melissa Kimminau made a mo-tion to hire Puffinbarger. A long time passed before any one provided a sec-ond to the motion. The roll-call vote had Kory Littlefield and T. J. Allison voting “No” while Melissa Kimminau, Tony Hellar, and Amber Wilhite voted “Yes.”

The board also hired Keela Patter-son as the elementary special educa-tion teacher.

The agenda was quite lengthy with about two dozen entries that the super-intendent called housekeeping items to keep the auditors happy. Numerous employees were named to various re-ceiving and purchasing responsibili-ties. Also, the list of activity fund ac-counts was approved for the coming school year.

The last item on the agenda was an executive session to discuss issues re-lating to the employment of the super-intendent. No action item was on the agenda after the executive session.

By Laura Scott The Waynoka school board held a

special meeting on Tuesday evening. All members were present on July 1 in the board room. Mindy Zook opened the bids for the purchase of a new school bus. Two bids were present-ed: one from Ross Transportation for $82,916, the other from Thomas for $87,296. Both are for a 71 passenger bus fueled by diesel fuel. Specs for both buses are similar.

District Superintendent Loren Tackett discussed “the need being that instead of taking three little buses we can take one large bus instead. Several times last year we had three buses run-ning and we were scrambling to find enough vehicles. The large bus is the town bus. If we had that one bus break down, we’d have nothing left.” The primary function of a new bus would be for activities. The school board had solicited three bids, but had not yet re-ceived the third. The school board also weighed the suggestion to purchase an activity bus instead of a yellow school bus for the whopping price of $240,000. This bus might seat approx-imately 50 students. At this time, the board has chosen to purchase a yellow school bus and leave the option to pur-chase an activity bus on the back burn-er. A motion was made to accept the Ross bid.

In the financial report, Tackett in-formed the board that the previous-

Waynoka School Board makes plans to purchase a new bus

ly stated amount was incorrect and the school will only be receiving 65 percent of the money. Funds are first dispersed to the school and the to-tal amount accounted for other areas, money that would not be allotted to the district. “We are current and our car-ry-over will be a bit over the amount from last year, which was somewhere around $190,000,” stated Tackett. A motion was made to approve the con-sent agenda.

In the superintendent’s report, Tackett announced that the air con-ditioner ducts will be replaced on the school roof and Principal Michael Meriwether’s rental house will receive a new top on the carport. The band room carpet will also be replaced and the school has plans to purchase a new system for calling or texting parents. This system can be used in the event of inclement weather or for other remind-ers to parents of scheduled activities.

With a single motion made by Don-nie Miller, items 9 through 14 of the agenda were approved. All members voted in favor of designating Tackett as the official purchasing agent for Waynoka Public School. He also has the authority to designate additional personnel as receiving agents when necessary, and will continue to autho-rize for all federal programs as well as the child nutrition program. Lori Adair was approved to continue her duties as the board’s minutes clerk,

encumbrance clerk, and the alternative purchasing agent for Waynoka Public Schools. Gail Nickelson will serve as the board’a deputy minutes clerk and the activity fund account custodian.

Additionally, the board voted to approve the adoption of an investment resolution with the Woods County treasurer concerning surplus funds for 2014-2015.

The contract amount with the Oklahoma Schools Risk Management Trust for building and fleet insurance increased to $35,454. This is approx-imately $9,000 more than last year. Clint Olson questioned whether the listed amounts were correct. A motion was made to approve the contract with the stipulation that Tackett receives clarification from the insurance com-pany.

The Student/Parent Handbook for the 2014-2015 school year has been approved along with the Waynoka Public School Technology Plan. Minor changes made to the handbook include the FFA and TFA sponsor names and updated immunization requirements.

After meeting in executive session for over an hour and a half to discuss personnel decisions, board members approved the resignations of Matt Bradford and Nolene Barker. The employment of Christy Johnson as a certified speech pathologist and extra duty assignments were also approved. Tyson Tackett and Danny Green will coach the junior high girls’ softball team.

Waynoka School District has ad-opted the state minimum teacher sala-ry for the 2014-2015 school year. The support salary schedule and extra duty salary schedules were accepted as pre-sented by the superintendent.

The special meeting adjourned at 9:46 p.m. The next meeting of the Waynoka Board of Education will be held August 4 at 7:30 p.m.

BRIDAL REGISTRIES

By Lynn L. MartinIn reviewing the projected fund

balance to forward into the 2015 fis-cal year (FY), Superintendent Steve Parkhurst told the Alva Board of Ed-ucation the district will start the year with $3,107,448.08 in the bank. The expected final revenue for FY2014 was listed as $11,402,090.20, with warrants paid so far of $7,919,171.01 with un-paid encumbrances of $375,471.13. This means expected FY2014 expenses are $8,294,642.14. Parkhurst said, “We’re in real good shape, financially.”

The district is still short four or five employees. At the July 2 meeting, the board hired Tena Martin at the Education-al Co-op and Verleta Eckels, food service director.

Last spring, the district made an ar-rangement with the Alva Police Depart-ment to have a police officer on duty full-time to cover the various buildings in the district. Also, the career tech school was going to share in the costs. The officer was put in place and she resigned after about six weeks. Parkhurst announced that new arrangements have been made

Alva school board holdsspecial meeting July 2

and officer Ron Vasquez will assume the “resource officer” position at the start of school.

At the superintendent’s request, the board approved a plan to use hours in-stead of days for the annual school cal-endar. Parkhurst said this method helps a lot in recovering time lost to snow days.

The board approved six of eight agen-da items dealing with revised board pol-icies. These included support services goals, three dealing with the Fair Labor Standards Act, and two regarding sus-pension of students. The superintendent asked the board to not approve the pol-icies of “Overtime Authorization Form” and “Time Keeping for Non-Exempt Employees,” as he believes the polices already in place are fine.

Money InvestmentsThe open investment ledger was pre-

sented. The county treasurer has invest-ed district funds ($4,791,000) with local banks with the following rates:

2014-11553, Community Bank: $200,000 at a rate of 0.78

2014-11331, Community Bank: $1,000,000 at 0.80

11719-2, Community Bank: $3,021,000 at 1.00

92801, Alva State Bank CDARS: $100,000 at 0.75

32043-6, BancCentral: $339,000 at 1.600

Contract services were approved for the following:

American Fidelity 125 Flexible Benefits Plan, Woods County Board of Commissioners Agreement for Services, BJCC to utilize inmate help, and Circle H, LLC cleaning services for the Alva

Public School Buildings.BJCC Contract

The Bill Johnson Correctional Center (BJCC) inmate services contract requires the district to transport the prisoners to and from the project; provide food at a cost of $1.25 per day x 10 x 23 days (maximum) ($287.50); cover the cost of guarding the prisoners; provide all tools and materials; and provide inmate sala-ries of .75 cents per day x 10 x 23 days (maximum) ($172.50), plus BJCC gets 10 percent, which is $46.

Cleaning ContractThe Circle H, LLC cleaning con-

tract has a total of $65,000 annually. The monthly expense is divided as follows: Alva High School – $2,000, Alva Middle School – $1,500, Lincoln – $1,500, and Longfellow – $1,500. The contractor will provide the district with a copy of a $1 million liability insurance policy. Also, the contractor will be paid an extra $40 per night for cleaning after games or ac-tivities. The contractor will be allowed to use the district’s cleaning supplies and equipment, and the district will not be re-sponsible for any injuries caused by use of district equipment.

Last year, there were some com-plaints of poor communication between the schools and the contractor. Superin-tendent Parkhurst said the new contract calls for the line of communication to be between the contractor and the superin-tendent.

Ice Cream MachineThe lease for the ice cream machine

at Lincoln School has one year to go. The lease will be paid off in December. The board approved renewing that agreement.

Parkhurst said most of the summer refurbishing work is done, with the ex-ception of a lot of carpet laying. He said Pettit’s House of Carpet will start at the beginning of July, working four separate crews to get the jobs completed.

Booster Club SanctioningTwo sanctions were approved for

school support booster clubs. The Black and Gold Booster Club proposed as their goal to support Alva High School athletics. That club begins the year with $28,425.29 in the bank, according to offi-

ObituariesGEORGE CHARLES PIERSALL

HARDTNER, Kan, – George Charles Piersall passed from this life July 4, 2014, in Wichita Kan.. He was locally known as Bill Piersall. Bill was born on Nov. 5, 1921, to Eunice Leree and Oliver Bernell “Skeet” Piersall in Shattuck, Okla. His family moved to Hardtner, Kan., in 1933 where he attended school and graduated from Hardtner High School in the class of 1940. He served in the United States Army Combat Engineers in World War II’s Pacific theatre from 1942 to 1946 as a tech sergeant and remained a life-long member of the American Legion.

Bill and Bernice Luty from Kiowa were married on Aug. 17, 1946, and they had two children, Luty and George, Jr. He worked as postmaster of the U. S. Post Office in Hardtner for the next 29 years. In addition to being postmaster, he raised wheat and cattle in partnership with his brother, Leland “Doc” Piersall.

He is preceded in death by his wife, Bernice Piersall; his parents; three brothers, Leland “Doc” Piersall, Lawrence “Jack” Piersall and Teddy Keith Piersall; four sisters, Kathryn McCune (later Kathryn Bonham), Eileen Gwinner, Betty Lukens and Treva Michel (later Treva Baker).

Bill is survived by his two children, Luty and Charles Armantrout of Medicine Lodge, Kan., and George Piersall, Jr. and Crystal Fraser of Sedona, Ariz.; three granddaughters, Leigh Anne LaGarry, Kristi Armantrout and Ashley Pritchard; three great-grandchildren, Brittany Ramsey, Rahammah LaGarry and Devon LaGarry.

The funeral service will be Tuesday, July 8, 2014, at 10 a.m at Hardtner United Methodist Church with Debbie Fink officiating. Burial will be in Hardtner-Elwood Cemetery with arrangements by Lanman Funeral Home, Inc. of Kiowa. Memories may be shared at www.lanmanmemorials.com.

Memorials may be made to Hardtner-Elwood Cemetery or Geniva Hospice of Wichita through the funeral home.

DORIS M. SCHANBACHERFuneral services will be Friday, July

11, 2014. at 10 a.m. at Cherokee Friends Church with Mary Irby officiating. Burial will follow in Cherokee Cemetery. Goodwin-Wharton Funeral Chapel is in charge of arrangements. Online condolences may be made at www.whartonfuneralchapel.com.

Doris M. Harvey Schanbacher was born on July 29, 1927, in the family’s farm home north of Carmen to Veatrice Rose Middleton Harvey and James Richard Harvey, the fourth of seven siblings. Her arrival fell on a rare summer evening so cool their heating stove had to be fired up to keep their precious new baby warm. She passed from this life on July 7, 2014, surrounded by family.

Doris was only two years old when Wall Street fell in 1929, making her a true child of the Depression Era. Later, her four years at Carmen High School

were the four years of World War II. Both were strong factors in her life, helping to develop her strength, determination and compassion.

After graduation, Doris moved to Cherokee where she lived in a boarding house with her older sister Norma, who helped get her a job at Key’s Drug Store where she also worked. With no cars, Doris and Norma walked to work and road the Doodlebug passenger train to Carmen to visit family. Future husband Lyle came often to the drugstore for his favorite pineapple malt, served up by his adoring and beautiful girlfriend. Doris’s brief career in the public ended when they were married by her uncle on Dec. 8, 1946, in Alva.

Together, Doris and Lyle began farming, living in the Cherokee, Carmen and Lambert areas. Soon they started their family and Marlene was born, followed by Dorlene and Rocky. Their family and farm operation became Doris’s chosen life’s work, one in which she thrived. She loved gardening, sewing, cooking and baking. Birthday cakes were never simply delicious – they were decorated beautifully. Chicken and homemade noodles was her specialty and any leftovers prompted a friendly fight over who would get to take them home.

Volunteering was also a vital part of her life. As a member of Prairie Valley United Methodist Church, Doris worked countless hours serving in various UMW positions, organizing/serving funeral dinners, and serving at the local thrift shop.

Doris and Lyle especially enjoyed attending their grandchildren’s sporting events, vacationing in the mountains, and taking bus tours with friends.

Doris is survived by three children, Marlene Buck and husband Jim of Cherokee, Dorlene Walker of Tulsa, and Rocky Schanbacher and wife Michele of Cherokee; her grandchildren Chris

Christie Leal, D.O.

Beach Medical Center in Long Beach, N.Y., and her family medicine residency will be completed this January of 2015 at South Nassau Communities Hospital in Oceanside, N.Y. Leal received her undergraduate degree from New Mexico State University in Las Cruces, N.M., and received her master degree in human resources from the University of Oklahoma in Norman, Okla. Leal is a member of the American Academy of Family Medicine, the American Medical Association and the American Osteopathic Association.

Before entering medical school, Leal taught eighth- and 10th-grade English for 12 years in Lawton, Okla., and Anthony, N.M. After the 9/11 attacks in New York City, a serious conversation between Leal and her husband, Mike, took place regarding their future. Feeling as helpless as the entire world felt about the World Trade Center terrorist attacks in 2001, she

wanted to do something that could save future lives and at that point decided to quit teaching and enter medical school to become a family physician.

Leal and her husband are originally from Lawton, and still have family members residing there.

The couple is planning to live in town. They have a daughter, Danielle, who is a registered nurse in Ft. Myers, Fla. In her free time, Leal enjoys being outdoors, gardening and sinking into a comfortable chair with a great book.

By Marione MartinAccording to court records, a

Carmen man has been charged with a felony after failing to register within the allotted time. Kenneth Leroy Drake, 39, of Carmen has been charged with failure to register as a sex offender.

The Alfalfa County Sheriff’s

Man charged with failure to registerOffice was notified by a letter received on June 23 that Drake had failed to register. The Oklahoma Sex and Violent Crime Offender Registration Unit advised that Drake had failed to update his address every 90 days as required by law. The agency sent a letter to Drake on May 1, and he still had not updated his information.

On June 27, Alfalfa County Deputy Sheriff Blake Trekell went to Drake’s address in Carmen and spoke with him. Drake said he hadn’t gotten around to it yet. Since Drake was about 30 days outside his 90 day verification time, Trekell placed him under arrest and took him to the Alfalfa County Jail. The felony charge was filed on July 2.

By Marione MartinIt was reported in the June 25

Newsgram that The Menagerie – Bradt’s Mammals and More, LLC of Alva would be featured on Discover Oklahoma on June 28. That broadcast was not aired due to network changes.

The program featuring the Alva attraction has been rescheduled to air this Saturday, July 12, at 6:30 p.m. on Oklahoma City Channel 9. Dino Lalli, producer of the program, visited Alva in May to tape the story.

Owners Jared and JoDe Bradt are excited about their unique agritourism business and the opportunity to draw attention from throughout the state. They regret the program was rescheduled and invite everyone to tune in Saturday.

Alva petting zoo featured on Channel 9 Teams of Alfalfa and Woods county

residents will gather at the Cherokee Football stadium this Friday, July 11, for a relay against cancer.

Relay for Life is a fun filled event that mobilizes communities throughout the country to celebrate survivors (anyone who has ever been diagnosed with cancer), remember loved ones and raise money for the fight against cancer.

The event begins at 7 p.m. with a cancer survivor lap celebrating those who have survived cancer or who are currently battling cancer with music and entertainment to encourage people all through the night. Teams also hold creative fund raisers at their campsites during relay. A varied selection of food will be available, including hamburgers, pulled pork, pizza and ice cream.

Baskets will be auctioned off as fundraisers plus a silent auction.

The Relay for Life Luminaria ceremony takes place after sundown, honoring the communities’ cancer

Relay for Life is FridayCelebrates cancer survivors survivors and remembering those lost to

the disease. Participants will circle the track that is surrounded with glowing luminaria that bear the names of those who have battled cancer. Luminaria may be purchased for $5 by calling 596-6997.

Also a part of the community Relay for Life event is the fight back ceremony in which a community leader will inspire relay participants by speaking of their own commitment. It will challenge them to take a personal pledge of action. Examples are to stop smoking, eat healthier and execise regularly in fighting back.

The American Cancer Society Relay for Life started in 1985 when Dr. Gordy Klatt took the first step of his 24 hour walk in Tacoma, Wash., raising $27 million to support the American Cancer Society.

Whether you drive one block, one mile or 40 miles, you’re invited to take the steps for a cure at Relay for Life 2014. The relay will conclude at 2 a.m. with the final lap.

By Marione MartinA couple of dozen votes could have

made all the difference. When Justin P. Eilers of Mooreland garnered just over 50 percent of the votes (50.3) in the district 4 judge race, candidate Jeremy Bays of Dacoma considered it close enough to file for a recount. Unfortunately for Bays, the recount did not bring in the necessary votes to force the contest into the November election. Eilers still retained his margin and will be the new judge replacing the retiring Ray Dean Linder.

Primary election totals posted on the

Eilers still wins district judge raceOklahoma Election Board website June 24 showed that Stake had 2,038 votes, Bays 2,545 and Eilers 4,634.

The five counties in the district held recounts last week. Lynn Martin detailed how the recount would be conducted in his column in the July 2 Newsgram. Oklahoma’s electronic voting system apparently does a good job of accurately counting the ballots. Only one county reported any changes. Woodward County officials said each candidate lost one vote. Alfalfa, Dewey, Major and Woods counties had no changes in the hand recount of ballots.

Advertising plays a very important role for any business. The businessthat reserves no funds for advertising generally fades away.

Advertising is very important because there are literally thousands of companies manufacturing the same thing and what differentiates their products from each other are the brand names not the actual product.

Advertising creates competitive advantage by positioning the product in such a way that people want to buy it.

All this boils down to the fact that when consumers have so much choice, why will they buy your product? Here advertising comes in to play that promotes the product in a way that people buy it.

We make advertising work!

With every Wednesday 100% coverage of the three counties in our trade territory, we make things work. Call Colette or Angela today for help. 580-327-2200.

cer Leeta Grimsley. The Alva Middle School (AMS)

booster club presented an application signed by Teri Warren. The announced goal is to support AMS athletics. They begin the year with $282.19 in the bank.

Limits on Substitute TeachersThe legislature passed a law (HB2727)

declaring how many consecutive days a substitute teacher may be employed for the same assignment. The Alva board approved a policy to match the law. A non-certified substitute teacher may work up to 90 days. A certified substitute teach-er may work over 90 days.

By Lynn L. MartinThe Alva school board passed a sus-

pension policy with a more detailed outline of the appeal procedures that an affected student or the student’s parent may use to question a suspension of the student.

The policy requires the student or his/her parents to notify the superintendent of an appeal within 10 days following the suspension or the notice of the intent to suspend.

If such a notice is received, the super-intendent will notify the suspension ap-peals committee, and they are required to

Alva School Board refines suspension appeal process

hear the appeal within 10 days from the date the notice is filed with the superin-tendent. The superintendent, at his/her discretion, may permit the student to at-tend classes pending the outcome of the appeal.

When the hearing committee con-venes, the student or his parent has the right to present evidence as to why either the suspension or the duration is inappro-priate. The student shall NOT have the right to be represented by legal counsel unless the school district is represented by legal counsel.

After the hearing, the suspension ap-peals committee may uphold, overrule or modify the suspension, but they must do so within five days of the suspension.

The decision of the suspension ap-peals committee may be appealed to the board of education. The decision of the board of education will be final.

Any student who has been suspended for more than 10 days may request review by the administration. At that time, the su-perintendent will advise the board of ed-ucation and they may choose to conduct the hearing or appoint a hearing officer.

By Lynn L. MartinThe Alva school board passed up-

dated student suspension regulations at their July 2 board meeting. The document reads as follows:

Any student may be suspended for:• Violations of policy or regulations.• Possession of an intoxicating bever-

age, low-point beer.• Possession of missing or stolen

property if suspected to have been taken from another student or school employee during school activities.

• Possession of a dangerous weapon or a controlled dangerous sustance within 2,000 feet of a public school property or at a school event.

• Possession of a firearm may result in out-of-school suspension of not less than one year.

Alva schools announce new suspension rules

• Any act which disrupts the academic atmosphere of the school, endangers or threatens fellow students, teachers, or of-ficials or damages property.

• Students in grades six through 12 found to have assaulted, attempted to cause physical bodily injury, or acted in a manner that could reasonably cause bodily injury to a school employee or person volunteering for a school shall be suspended for the remainder of the cur-rent semester and the next consecutive semester. The term of the suspension may be modified by the school district super-intendent on a case-by-case basis.

The policy also has language about notification of parents, appeal processes, and possible individual education plans for education outside of the school while the suspension is in place.
