Burlington 4-H members raised money for the 2014 Oklahoma 4-H Kids Helping Kids Campaign. This is a com-munity service project for Ronald Mc-Donald House Charities in Oklahoma City, a non-profit that provides a “home away from home” for families with seri-ously ill or injured children who are be-ing treated in the Oklahoma City area. The funds will help finance day-to-day expenses and a portion of the current house improvements, including work on a facility in The Children’s Hospital of Oklahoma City.

bigger concerns than how they do on a standardized test, which is why it is unfair to attach high stakes, such as whether students are retained in third grade or graduate from high school, to those tests. It is also unfair to evaluate the whole school with a formula heavily
weighted toward the results of standard-ized tests. I’ve witnessed the poverty problem first hand on multiple occa-sions.
The skinny boy in one of my classes a few years ago was always the first one back from lunch. He always wore two hooded sweatshirts, which I assumed was his own unique fashion statement. One day after lunch, he commented on the leftover cookie I was carrying in a plastic bag. I asked if he wanted it and he immediately accepted and inhaled it. This roused my suspicions, so the next day I asked what he had for lunch.
He replied sheepishly, “Nothing. I never have money for lunch.”
I realized the boy who wore two sweatshirts, even in May, was hiding how bony he was. I saw clearly why he was failing several classes. He was too hungry to focus on his schoolwork, let
alone hours of standardized EOI (end of instruction) testing (the tests Oklahoma high school students must pass a certain number of in order to graduate). He’s not alone.
The Tulsa World is currently pub-lishing a series profiling a Tulsa public elementary school that received an “F” on its latest school report card. Their story “Inside an ‘F’ school, Day 1: Fighting Failure” noted that 94 percent of the students at the elementary school in question qualified for free or reduced lunch. It also “found a strong correla-tion between this poverty indicator and those schools that received ‘F’ grades,” and that of the 44 of the Tulsa Public Schools sites with the highest percent-ages of students on free and reduced lunch, only two escaped a D or F rating.
The high school where I teach has seen the need to increase help to our students in poverty beyond free and reduced breakfast and lunch. We have implemented a backpack program so that students can take home healthy food each week. The school nurse keeps a clothing closet of gently used clothes for students in need. The faculty at my high school donates money every year so that some of our neediest students will have warm winter clothes and food.
Despite all of our efforts, our school earned a C on the 2013 School Report Card. Just as it isn’t fair to evaluate all K-12 students via high stakes standard-ized tests, is also not fair to evaluate the whole school with a formula heavily weighted toward the results of standard-ized tests that doesn’t account for other significant influences on a child’s learn-ing, such as poverty.
Let’s run the free and reduced lunch numbers on the students in Ponca City,
along with Alva for comparison (these figures are available from the Oklahoma State Department of Education web-site):
The percentage of Ponca City East Middle School’s students on free and re-duced lunch is 73.28 percent, according to recent figures. The 2013 school report card grade was a C-.
The number of students at Ponca City high was 51.88 percent and the school was awarded a C on the school report card.
Let’s look at Alva’s numbers: 50.26 percent of Alva Middle School’s stu-dents qualified for free and reduced lunch. The school earned a D+ on the school report card for 2013. At Alva High School, 32.63 percent of students qualified for free and reduced lunch and the school report card grade was an A-. It appears that as the poverty rate drops the test scores and the corresponding school report card grade go up.
The evaluation of students based on a test taken on a single day does not ac-count for whether or not they ate yes-terday, have a coat or can even afford to buy basic toiletries. The standard-ized test results of students who don’t have a level playing field to begin with shouldn’t be used to punish or embar-rass them further.
Teachers know which students are struggling without a standardized test. In fact, Kyle Redford, a long-time teacher and editor for the Yale Center for Dyslexia and Creativity, points out in “Time to Dethrone the Standard-ized Test” that recent research shows that GPA is a much better predictor of a student’s potential to succeed in col-lege than the trusted standardized tests students have been taking for decades, the SAT and ACT.
Learning at any school site is a com-plicated business that can’t be accu-rately assessed by a single letter grade. Many factors go into the successful edu-cation of students. Demoralizing them, their teachers, principals and school staff with school report card grades that only measure a fraction of what is going on at school isn’t one of them. Please let your state legislators know that children need support and resources, not high stakes testing pressure.

held a nearly two-hour board meeting Monday night. They covered a variety of agenda items from a walking path at the high school to capital improvements at both school sites, which would involve a bond project, to future increased health care costs.
All board members attended, includ-ing: President Steve Allen, Mike Ander-son, Mark Pollock, Dana Roark, Dooli Rugg, Deb Helfrich and Jeff Black. Su-perintendent Brad Morris and board clerk Julie Johnson also sat at the board table.
In the middle of the meeting, the board held a 35-minute total executive session. This was to discuss non-elected person-nel matters. Following executive session, the board accepted the resignation of Kay Roberts as assistant track coach. They approved Fred Gillig as assistant track coach.
Needed Capital Improvements and Funding Them
Superintendent Morris provided a page full of capital improvement projects for board prioritization. These are items that were compiled over time with board input. One item at the top of the list is to repair and replace plumbing at the el-ementary school (including toilet, urinal and sink replacement). He said they’ll re-pair and replace “as we go.”
Another project “that must be a top priority” Morris said is replacing the pot-hole filled parking lot at the high school. Morris said he’s received one bid and
awaits two more. Cost varies for differ-ent types of pavement options like chip and seal. Costs he mentioned range from $340,000 to nearly a half million.
Many other capital improvement projects are on the list, including a new roof and HVAC unit for USD 255 Cen-tral Office. Other improvements at the junior/senior high school building in-cludes: door replacement (boiler room, locker rooms, back gym doors), vehicle replacement (route bus, car and/or van), an enclosed breezeway between the main building and vo-ag building, fire alarm system, and bleachers.
More projects include grade school landscaping and, at both junior/senior high and grade school buildings, security door systems; outside storage buildings and intercom systems.
Morris said he’s visited with the school’s auditor Randy Ford about fi-nancing this project. Some of the items can be bought through a lease/purchase.
Last year to complete the major im-provement project at the grade school the board approved borrowing against the district’s capital outlay fund for a total of $925,000. Morris said that grade school project will be paid back in September 2014.
The superintendent said they can again borrow against the capital outlay fund for the above mentioned improve-ments. Total cost of the project is not yet known because Morris said most of the estimated project costs he has are from the past year and he knows they’ll be
higher. Morris said he and the auditor figured
they can borrow up to around $650,000 and not jeopardize capital outlay for the next few years.
“We will do what we can with the money we have,” Morris said. He wants the board to decide on the big projects at the April meeting. If approved, the park-ing lot project will be completed this summer.
New Walking Path at High SchoolA new walking path will be put in
at the high school grounds this summer. Morris said this is at no cost to the dis-trict. Cost of the path is $57,000, he said. When Shell Oil was in the Kiowa area, they donated $20,000 for the project, Morris said. The South Barber Rec Com-mission pays the remainder.
The path starts at the south end of the access road that winds north towards the tennis courts. The path will go through the tennis court area, ultimately leading to the concession stand area near the foot-ball field.
Morris said the walking path will be four feet wide. The south end of the path along the road will be fenced. That fence will be the height of the existing fence, approximately five feet tall.
The superintendent credited Kiowa City Administrator Nathan Law for work-ing to make the walking path a reality.
Superintendent Talks Health Care Costs
Morris said two major issues that will greatly impact the 2014-15 budget are health-care-related. He anticipates a substantial increase in the school’s health insurance premiums next year due to the Affordable Care Act.
“There are so many unanswered ques-tions. The scary part right now is the un-known – constant changes.” The amount of increases is not yet determined because of changes about weekly, he said.
USD 255 is in a health care consor-tium with multiple other schools through ESSDACK The ESSDACK health care committee is still trying to establish pre-miums for next year, but hasn’t yet be-cause of all the changes, Morris said.

I want to clarify why the public should be outraged by the recently pro-
posed Senate Bill 1812. This bill needs to be killed before it gets to the floor and let me tell you why. Your Senator Bryce Marlatt is trying to pass a bill that will allow oil companies to have free rein to
install poly water lines in county ease-ments without landowner permission. He is trying to make legal a practice that has been wrongfully taking place for over 30 years. It has historically been deemed as illegal, per Oklahoma Constitution, Article II, Sec. 23 and the Oklahoma Attorney General Opinion that dates back to 1982.
In a nutshell, the Constitution states no private property in Oklahoma can be taken or damaged by a private enter-prise without consent of the landown-
er. The Oklahoma Constitution clearly states landowners own the soil to the center of the county easement.
In all my research, I have failed to find where a county commissioner was ever granted the authority to permit and collect monies for a temporary water line used by oil companies or for pri-vate business of any kind in a county easement. But that is exactly what we have been doing for several years under the guidance of our county district at-torneys (DAs) across Oklahoma. With that being said, I decided to go against the flow in the best interest of my con-stituents.
In consultation with my DA, I now require landowner approval before I grant any such poly line permits in my district. I added this requirement to my temporary water line permits: “Permit must include written permission from each landowner along entire route.”
What will happen to you as a land-owner if Senate Bill 1812 gets passed? It will give the oil and gas companies free rein to lay poly lines on privately owned land under a county easement without your permission. This would come to about 12,000 acres in Woods County alone, in my estimation – land
that we pay taxes on for our use. I think this age-old practice is wrong, and don’t want to see it be turned into a law by our senator in order to continue the wrong-doing!
In essence, this bill would be grant-ing a pardon to the corporate entities to tread all over our constitutional rights and those of any landowner in Okla-homa.
I was brought up to show respect and consideration, and to always have permission before using other people’s property. What has happened to these values?
Landowners are being stripped of our constitutional rights plain and sim-ple! Is it right that the government can give the use of my property or yours to anyone for private enterprise by push-ing Senate Bill 1812 through to make it legal? I think not.
We already know where our senator stands on this. He introduced the bill! If you have friends or relatives in other parts of the state, you would be wise to warn them and suggest they con-tact their senators and representatives. This bill applies to landowners in every county in the State.

By Marione MartinA man from Arkansas died in a col-
lision with a train Monday morning in Grant County. Cort Houston Daugherty, 24, of Huntsville, Ark., was pronounced dead on the scene and taken to Lanman Funeral Home in Medford. The fatal collision occurred at 5:15 a.m. March 10 at State Highway 11 one-tenth mile east of US-81.
Daughterty was driving a 2001 Chevrolet pickup and failed to yield to a Union Pacific train with 71 rail cars engineered by Brent Cross, 41, of Chickasha. Conductor on the train was Jeff Foshee, 51, of Chickasha.
The pickup was westbound on High-way 11 and the train was heading north on the tracks. The highway patrol report states that Daugherty failed to yield to

Man dies in collision with train
Miranda Allen will host a meet and greet for Kansas Secretary of State can-didate Jean Schodorf on Sunday, March 16, from 5 p.m. to 7 p.m. at her office located at 543 Main Street, Kiowa, Kan.
Schodorf will speak about her cam-paign, current issues in Kansas govern-ment, her vision for the future and the upcoming election this November.
“My favorite part of running for a statewide office so far is getting to travel across our great state to meet my fellow Kansans,” said Schodorf. “I am excited to spend my spring break traveling to different parts of western Kansas, and I would like to thank Miranda for inviting me to Kiowa.”
Schodorf, a former Wichita school board member and state senator, is chal-lenging incumbent Kris Kobach for the Kansas Secretary of State office this No-
vember. “This race is close,” said Schodorf.
“I’ve been meeting people across the state, and we are all tired of being em-barrassed on a daily basis with the mess that is going on in Topeka. It is time to take back Kansas for Kansans, and re-

February for meat products processed by the Rancho Feeding Corporation of California because it processed diseased and unsound animals.
On Friday, the USDA expanded the list to include stores in Oklahoma that may have received the contaminated products. The list included Alva’s Mar-ket.
The proprietor’s of Alva’s Market say they do not belong on that list be-cause they are not customer’s of Rancho Feeding Corporation nor do they carry items on the list like beef tongue, beef lips or beef heads.
Mary Hamilton said the store had received about a dozen calls from cus-tomers who had seen the list. She wants to asure them their meats are not part of the recall.

ObituariesHAROLD C. JONES
Funeral services for Harold C. Jones will be at 1 p.m. Wednesday, March 12,
at the Alva Church of God with Rev. Bob Brown and Chuck Lightfoot officiating. Interment will be in the Waynoka Munic-ipal Cemetery under the direction of Mar-shall Funeral Home of Alva.
Harold C. Jones, a longtime resident and businessman of Alva, passed away on March 8, 2014. Harold was born Feb-ruary 17, 1927, in Roosevelt, Calif., to John David (JD) Jones and Mary Eliza-beth Brown Jones.
Harold entered the U.S. Army on Sept. 28, 1950. He was honorably dis-charged Sept. 6, 1952.
Harold married Laura Jane Morris Achemire on Nov. 8, 1952, in Clayton, N.M. They had two children: step-son Roy Achemire and daughter Brenda Sue Jones Nusser.
Harold managed Ken’s Truck Stop, where Ampride is today, and then Ken’s Sport Shop. He owned the Western Mo-tel for two years and an antique and used furniture store before retiring to full-time buying, repairing, selling and trading.
Harold enjoyed hunting and fishing, especially with his grandchildren and great-grandchildren, and attending the school activities they were in.
Harold was proceeded in death by his wife, Laura Jane Jones; infant twin brother, Howard; mother, Mary Jones; father, J.D. Jones; sister, Nell De-vereaux; brother, J.D. Jones.
Harold is survived by his son, Roy Achemire, and daughter, Brenda Nusser; seven grandchildren and 14 great-grand-children.

RUTH ANN BAUGHRuth Ann Baugh, 87, died Friday,
March 7, at Kansas Christian Home in Newton, Kan. She was born as a twin sister on April 29, 1926, in Car-men to G. Ray and Anna Rose (Harvey) Vaughn. Ruth Ann’s twin sister lived only a few hours before passing away and
no other children were born to Ray and Anna.
Mr. Vaughn was a minister and Anna was his assistant. They moved several times during Ruth Ann’s growing up years. As a child, Ruth Ann learned to play the piano and organ. She loved music and played both instruments for church activities and other events throughout her life. She loved to sing, participating in high school choir and taking voice lessons in college.
Ruth Ann graduated from Alva High school and attended two years of col-lege in Alva, Oklahoma. She worked as a secretary and accountant in a series of part-time jobs. Ruth Ann’s mother taught her to sew, embroider and crochet as a child. She carried these skills into her adult life, making and selling beauti-ful dolls clothes including bridal gowns for Barbie dolls complete with lace veils and seed pearl bodices. While in college Ruth Ann also took drawing and paint-ing lessons. She had a good eye for com-
position and detail. At a Sunday School class party in Pratt, Kan., when Ruth Ann was 24, she was introduced to her future husband by her friends Virginia Dollard and Dortha Baugh.
After a five-month courtship, Ruth Ann married Guy Baugh on July 14, 1951, in a ceremony performed by Ruth Ann’s father. To this union no children were born. Through the years Guy’s job took the couple to Michigan, Arkansas City, and Houston, Texas. Ruth Ann continued to work as a secretary and ac-countant.
Upon Guy’s retirement, the couple moved back to Alva, where Guy preced-ed Ruth Ann in death in 1995. Ruth Ann moved to Kansas Christian Home Inde-pendent Campus in February 1996 then into the nursing home when her health deteriorated.
Ruth Ann was preceded in death by her twin sister, her husband Guy Baugh, and her parents Ray and Anna Rose Vaughn.
She is survived by a sister-in-law, Dortha Meireis of Newton, Kan.; niece Vicky Wallace and her husband Rodney of Larned, Kan.; cousin Janell Rouse of Wichita, Kan.; and several grand neph-ews and their families. Ruth Ann is also survived by many friends.
Funeral service will be at 10 a.m. Thursday, March 13, 2014, at First Christian Church in Newton, with Rev. Gary Bell presiding. Visitation will be from 5 p.m. to 9 p.m. Wednesday, March 12, at Petersen Funeral Home, with the family receiving friends from 6:30 p.m. to 8 p.m. Graveside committal service will be at 3 p.m. Thursday, March 13, at Alva Municipal Cemetery in Alva.
Memorials are suggested to First Christian Church, Newton, in care of Petersen Funeral Home.

Alfalfa County commissioners collect $17,000 in fees

meeting with a conference call with Guernsey (architects) about court house rennovations. Some of the call reviewed existing conditions of the court house and jail area. They proposed keeping much of the duct work in place and changing out the units that serve the jail area. They talked about installing motion lights in the courtroom and erecting a screen to encompas the new generator. Some exposed piping will be removed and new ones installed that are better hidden.
The call from Scott Wheeler with ATT Internet did not happen, but a conference call is now scheduled for next week.
The routine items were approved including minutes, maintenance and operation warrants for payment, blanket purchase orders and monthly officer reports.
They reviewed a letter from NODA and an invoice for the Alfalfa County multi-jurisdiction hazard mitigration plan. They can update the four-year plan at two years, which helps reduce costs.
The road crossing permit fees generated $21,500 in revenue last week: $9,750 to District 1, $2,750 to District 2 and $9,000 to District 3. The locations are as follows:
A meeting of Class A County Officers was held immediately after the regular county commissioner meeting. The agenda had four items: meeting locations for emergency, incoder, update from the officers and excess property.

March 5. It started with the hog show. Mattie Pitts placed fourth with
her Duroc barrow. Kaylen Gaskill received third place commer-cial gilt. Austin Rankin had the third place Duroc barrow and Nathan Pitts placed fifth with his Chester barrow. Derik Miller received fifth place on his Berkshire barrow. Brooke Ferguson had a fourth place Yorkshire barrow.
In the goat show, Hannah Darr received a first, fourth and sixth place with her wether goats and qualified for the premium sale. Josiah Darr placed fourth and fifth with his wether goats. Draven Smith had a fifth place wether goat and Reserve Cham-pion Division 3 wether goat. He was also a premium sale quali-fier and a showmanship winner.
The sheep show was next. Kelby Reed had a first place in the ewe class, and third and fourth place wether sheep. He qualified for the premium sale and was a showmanship winner.
In the cattle show, Tatum Rose received Champion Hereford heifer. Logan Meriwether had the Reserve Champion maintain-er heifer and was a cattle showmanship winner. Taylor Tren-nepohl had a first place Hereford steer and a second place Sim-mental steer. Congratulations to all these members for a great job showing their animals.

Then the board is to make their decision on whether or not to change the grading scale at the May meeting.

students competed at the Academic Olympics at Pratt. Santana Reeves placed second in geometry, Bailey Roberts was second in algebra I, Courtney Roark was third in ag business, Kiera Yates was third in accounting.
As reported in previous stories, Shaffer said South Barber High School (SBHS) forensics has several students already qualified for state competition. Separate stories also tell of FFA students success at competitions. The FFA’s Invi-tational Livestock Judging went smooth-ly with around 200 participants during FFA Week.
Shaffer said the high school basket-ball season ended sooner than Chieftain fans wanted. The Lady Chieftains were 20-3 and lost in the sub-state semi-finals.
The Chieftains entered sub-state un-defeated 21-0. In the sub-state champion-ship game they had a heartbreaking loss, going down in overtime to Attica whom they had beat in close games twice during the season.
The junior high Tornado girls went undefeated (16-0) and were HOPL Cham-pions. The junior high Tornado boys fin-ished third in the league and were 12-4.
SBHS hosted the HOPL Music Fes-tival Tuesday. From the three judges, South Barber’s choir received a I, II, II.
The elementary is currently celebrat-ing Dr. Seuss week. With the Winter Olympics in Sochi, elementary PE teach-er Deb Hitchcock had her students do the “Elementary Olympics.” They performed an “opening ceremony” at a high school game.

SBHS cheer tryouts are this Friday, March 14, at 1:15 p.m. Junior high cheer tryouts are March 28.

individual team members also ranked high at recent Career Development Event (CDE) contests.
Competing in the Milk Quality CDE at Hillsboro, Kan., the freshman team of Ana Perez, Spencer Kimmell, Bailey Rob-erts and Emily Rugg won first place. Their FFA advisor Kyle Jacobs said the students prepared “very hard” for the contest, winning by 85 points.
Individually, Perez won first place, Kimmell was second and Roberts was fifth. Jacobs said Rugg just missed the top 10. These four freshmen will represent South Barber at the Kansas State FFA CDEs in early May.
Jacobs said the Milk Quality CDE involves students taking a test, completing a problem solving section, and identifying

different cheeses by taste. They do a sematic cell count of the milk and taste different milk samples for fat content and off flavors (such as garlicky, salty or rancid).
Competing at Marion, Kan., another South Barber fresh-man team placed first in food science. Those students are Brian Farney, Ana Perez, Spencer Kimmell and Dale Hoch. Individually, Farney was third, Perez was fifth and Kimmell was 10th. Jacobs said Hoch was just one point shy of making the top 10.
In food science, students are tested on general food science, identify various food scents, complete a triangle test to see which food sample is different and identify safety problems.
Also competing in the Food Science CDE were senior FFA team members Lauren Hitchcock, Elizabeth Miller, Courtney Roark and Kiera Yates. As a team they placed ninth.

Divorcing parents are often faced with many new problems during this difficult time for the entire family. Al-though their marriage is ending, their role as parents continues through their lives. To help make this transition easier, Northwest Family Services Inc. staff member Ginger Smith, MBS, will be teaching their Parenting Through Sepa-ration and Divorce class Monday night, March 17.
The class will be in Cherokee from 6 p.m. to 9 p.m., in the Civics Room (first
floor) of the Alfalfa County Courthouse, 300 South Grand. To enroll, please call Northwest Family Services at 580-327-2900. Participants must pre-enroll; the class will be canceled if there is inad-equate pre-enrollment. The class costs $30 per person.
This class was designed at the re-quest of the courts to help divorcing cou-ples understand the problems their chil-dren may experience during and after a divorce or separation. It will fulfill the court order for all divorcing parents. In
the class, parents will learn how to effec-tively communicate with their children and with their former spouse. They will practice reflective listening skills and will study various active communication techniques and non-verbal communica-tions. They will also practice workable negotiation styles for dealing with con-flict and rules for effective expressions.
Recognizing and avoiding Pain Games is another topic of consideration. Parents will learn to recognize and cease games like I-Spy, Set-up and Wishbone, which are likely to hurt the children. Class members will also discuss various options for parenting, such as joint cus-tody and mediation.
