hose of you who know me might ask, “Does he really go to church?” Oh contrary, I need all the help I can get for my sorry soul. Our pastor Reverend Dudirodimus Sckaggs at the “Church of What is Happening Now” had a sermon a month ago which I thought is pertinent to all of us. No, he did not talk about teeth or amalgam, but he talked about gifts. He said everything we receive in life is a gift. I know you studied many hours to get into dental school. Then after graduation you established a practice by working many hours to make it successful. But, who gave you the brains and intelligence to achieve those goals? The new Lexus and the huge house on a beautiful lot you so desired are only gifts from - you know who and it’s not the tooth fairy! Yes, you did the work, but again to attain those things who gave you the motivation to do so?

We all can get aggravated with our assistant when he or she forgets to get something ready you always use, or did not put an item on the order board and now you are totally out. I am sure everyone of us wonder at times why our staff cannot perform the way we want. However, your assistant works as if he or she were the one who went to dental school - anticipating and having everything ready before you know you need it. So, calm down, not everyone is perfect. We all cannot have the gift of perfection. Some of you are extremely blessed.

Our pastor stated everything we have attained and received is a gift. So be thankful and keep working hard to obtain and keep those gifts. But, remember you cannot take any of them with you. They are just gifts we use for a time and then one day we do not need. There is one gift, however, you can give someone they can take with them when they pass and that is YOUR DENTAL WORK. I will never forget many, many moons ago I had an older patient (you know really old-she was in her sixties!) who had one of those “modbl...and the kitchen sink...fillings” that had been patched numerous times and truly needed a crown. Her response was, “That is a lot of money

T and I probably won’t be on earth that long.” However, she said she would talk with her husband and get back with me. Well, she actually returned to have the crown done and stated her husband’s response. He told her, “You always wanted to take your money with you when you go, so have it done. Not that it does you much good, but at least you can take it with you when you go!” I have repeated this story over the years to many of my older patients and we have had a good laugh. Try telling this story to your patients. Maybe they’ll get the crown!

Call to Order: President, Dr. Larry Kluener, called the meeting to order at 7:00 pm.

The February Council Meeting Minutes were unanimously approved as posted.

The President’s Report: Dr. Larry Kluener read the following announcements: The ODA House of Delegates meeting will be held September 19-20, 2013. The Callahan Dinner will be held the following evening. The first and second Subdistrict 9 meetings are scheduled for July 29, 2013 and August 26, 2013, respectively.

Treasurer’s Report: Dr. Matt Parker reported the 2012 990’s for the Society will be ready for the Finance Committee to review soon. Final approval by Council will follow via email. The projected $7500 year end deficit will be covered by a transfer from the Capital fund to cover the cost of the new website. The following factors have had significant effects on 2013 finances: 34 membership non renews, 10 of which are life members. Program income is projected to be over budget, which will help with the decrease in membership income.

Honors Committee Report: Dr. Patti Walter put forth the following award nominations: Dr. Ken Brandt-CDS Meritorious Service Award; Vicki Nixon-ODA Achievement Award; Dr. Linda Smith-ODA Humanitarian Award; Lighthouse Youth Services-ODA Access Award; Dr. Joseph Crowley-ODA Distinguished Dentist Award;

It’s been two years since our last directory update. Vicki will research ways to cover the printing cost. We may be able to have an updated membership directory for 2014.

The Cincinnati Dental Society’s Oral Health Foundation has solicited 3 different proposals for investing the financial gift received from the Children’s Dental Care Foundation/Children’s Hospital.

LNVB update: Efforts are underway to facilitate the process of verifying applicant’s qualifications for the next phase; dentures and partials. The next phase of treatment will begin in May, 2013 at the Roselawn Dental Center. Lab fees will be covered by the $5,000 donation received in 2012. There has been an overall good response to the “pay it forward” policy-facilitating treatment for future applicants.

Children’s Oral Health Network Update: Dr. Patty Walter announced April 18, 2013 as the date for a tour of Oyler School by CDSOHF Board. Adding dentistry to the list of services provided at the school’s health center would increase access to care for many patients in need.

CDS Committee Updates:Membership: Dr. Andrew DorrDr. Dorr reported 34 membership non renewals (increased by 11 from last year). The change is due, in part, to the relocation of graduating students and changes to retired member status. Committee members are to be commended for their efforts to encourage membership renewals.

OARRS provides dentists with tool to prevent accidental overdoses from prescription drug misuseJackie BestManaging Editor

Over the past few years, Ohio has taken several steps to combat deaths tied to opioid drug over-doses. One of the tools available to dentists is the Ohio Automated Rx Reporting System (OARRS).

OARRS collects detailed pre-scription information that law enforcement entities use to moni-tor the misuse and diversion of controlled substances. Dentists also may access OARRS for free to obtain a history of controlled sub-stances dispensed to their patients.

“I think it’s a very nice system to have and use on a voluntary basis. I am happy that they’ve made this available,” said Dr. Thomas Matanzo, a general dentist from Steubenville, Ohio, who has been using OARRS for about three years.

He said it has been most help-ful in making sure patients aren’t taking any prescriptions that might interact with medications he is prescribing for pain management.

“Sometimes they forget that they’ve been taking a medication that’s similar or has a different name,” Matanzo said. “It helps us prevent patients from overdosing, and helps us to keep track of any misuse that could happen.”

He said he considers running an OARRS report before prescribing narcotics to new patients or pa-tients who he doesn’t have a com-plete medical history from to check for any potential interactions.

“It has been very helpful when new patients present to the of-fice, asking for pain medication and not having any treatment or not wanting any treatment right away because they can’t afford it,” Matanzo said. “I can check the database and find if they’ve been to several health care providers

asking for pain medication.”To access OARRS, dentists must

create an account by visiting www.ohiopmp.gov and completing the registration process.

After creating an account, den-tists can log in to access pre-scription drug reports for current patients of record. It is important for dentists to note that running a report for anyone who is not a cur-rent patient is considered misuse of the system and is a criminal offense.

OARRS was created by legisla-tion passed by the General As-sembly in 2005 and updated by legislation passed in 2011.

The Ohio State Dental Board then established standards for when it may be necessary for a prescriber to access OARRS before issuing a prescription for a controlled substance in schedules 2-5 and all dangerous drugs con-taining carisoprodol or tramadol.

The OSDB rule says a dentist should consider accessing OARRS before prescribing a patient with controlled substances:

• Ifapatientisexhibitingsignsof drug abuse or diversion.•Whenthedentisthasarea-son to believe the treatment of a patient with controlled substances, carisoprodol or tramadol will continue for 12 weeks or more.•At least once a year there-after for patients receiving treatment with controlled sub-stances, carisoprodol or trama-dol for 12 weeks or more.

The rule also says a dentist should consider accessing an OARRS report before prescribing or personally furnishing controlled substances when the following examples of drug abuse occur:

•Havingadrugscreenresult

that is inconsistent with the treatment plan or refusing to participate in a drug screen.•Forgingoralteringaprescrip-tion.•Stealing or borrowing re-ported drugs.•Havingbeen arrested, con-victed or received diversion, or intervention in lieu of convic-tion for a drug related offense while under the physician’s care.• Increasingthedosageofre-ported drugs in amounts that exceed prescribed amount.•Sellingprescriptiondrugs.•Receiving reported drugsfrom multiple prescribers, with-out clinical basis.•Having a family member,friend, law enforcement officer, or health care professional express concern related to the patient’s use of illegal or reported drugs.

The dental board rule does not apply to hospice patients. An OARRS report should cover at least one year, and can cover up to two years of patient history.

The ODA recommends that den-tists document any consideration of these issues, and when access-ing the OARRS database, dentists also should document receipt of a report in the patient’s record. If an OARRS report is not immediately available before a dentist issues a prescription, the dentist should indicate the reason why the report was not available in the patient’s record.

Annual Golf Outing at Clovernook Country Club

June 17, 2013

Blue skies, a nice breeze, cold beverages, good food and lot’s of laughs contributed to a great day at Clovernook Country Club! Everyone had a fantastic time whether or not they played well. One dentist said, “It is great to have a day out of the office with his colleagues-life is good”.

Of course, this event could not have taken place without the efforts of our golf co-chairs, (Drs.) Ken Brandt, Gerry Dacey and Ted Hoskins. They did an incredible job making sure we had awesome raffle prizes and that everyone had fun! EFDA Lecture and Hands-on Workshop October 18, 2013

Repair of a Class IV Fractured Tooth

Presented by Fred H. Peck, DDS, AAACD This lecture and hands-on workshop teaches the participant a predictable method for restoring a Class IV incisal fracture utilizing composite bonding techniques. The procedure will be completed during the course utilizing both multiple shades of composite resins, opaquers, and tints. Using a putty matrix as an invaluable tool will be taught. Proper color mapping will be taught to record the steps used, along with techniques for proper finishing and polishing to give the tooth a realistic and natural appearance. A course handout will be provided in electronic format for use describing all of the necessary steps for future reference. Learning Objectives: 1. Learn how to properly create a putty matrix to aid in shaping your fractured incisor(s); 2. Learn how to properly color map and apply your composite material to achieve a life-like restoration; 3. Learn how to properly finish and polish your restoration for proper function and optimal esthetics. Dr. Fred Peck is a third generation dentist practicing in Cincinnati for over 27 years. Dr. Peck is a graduate of the Ohio State University College of Dentistry and completed his residency at the University of Pittsburgh Medical Center. He is an Accredited member of the American Academy of

Cosmetic Dentistry (AACD) and a Fellow of the International College of Dentists. Dr. Peck has taught this same seminar at the AACD annual session for the past 4 years and this past November taught the course at the Great New York Dental meeting. All hands-on courses he has taught have been completely full in advance of the seminar.

He has presented lectures at several major dental meetings on cosmetic dentistry and dental lab communication. Dr. Peck consults on future software enhancements for Henry Schein related to the future development of Dentrix and other software solutions for the dental office. He is active in the Cincinnati Dental Society as well as Chairman of Utilization review/quality assurance and is on the Board of Directors of Dental Care Plus, a Cincinnati based dental insurance company. Who are OPTIONS dentists?

They are your peers, together making a difference in the lives and oral health of thousands of Ohio’s uninsured, working poor, children and elderly. They are general dentists and they are specialists.

They give to those in need: helping patients of record who may be in sudden fi nancial diffi culty, through dental care volunteer programs in Ohio and beyond, and also with OPTIONS.

As of February 28, 2013, there were 918 Ohio dentists in the OPTIONS program — 40 less than one year ago, mainly due to dentists retiring. Of the 918, many already have at least one patient in treatment. At the same time, 849 Ohioans are qualifi ed for care under Dental OPTIONS and wait-ing to be matched to a dentist for treatment.

Who are OPTIONS patients?

They are from your community, and may work at the local fast food restaurant, supermarket or gas station, often earning only minimum wage. Many want better opportunities, but bad teeth lessens their confi dence.

They are primarily adults; many considered to be “working poor,” or elderly and on a fi xed income. Many are single parents or have had challenges to overcome.

Dental OPTIONS patients have no private den-tal insurance and are not eligible for Medicaid. They have few resources — and cannot afford dental care. They need some help.

They are grateful. One patient recently said, “Dr. Salem is amazing and is one of the nicest peo-ple I have ever met. You don’t even understand how this (dental care) has made a difference in the way I feel!” Thomas, a patient from Medina

Dental OPTIONS is a statewide private-public partnership between the Ohio Dental Association and the Ohio Department of Health.

It is NOT an emergency care program.

Over $18,184,576 in completed volunteer treatment has been givento more than 11,000 Ohio patients since 1997!

Can you help restore someone in your community to good oral health by joining OPTIONS?

How Dental OPTIONS works for you and the dental offi ce:You decide how many patients to see each year and the frequency; whether to accept patients eligible for donated or discounted care or both; the type of patient (elderly, single head of household, disabled; etc.).

You do the dentistry — and can earn Volunteer CE credit for treatment given through donated services. The regional referral coordinators handle the paperwork and all administrative tasks which include:• handling preliminary phone calls and the application process,• determining eligibility, • referring callers to other community resources if not eligible for OPTIONS,• making initial contacts with the dental offi ce regarding the patient, working with patients to ensure

follow-through with care and keeping to guidelines of the program,• collecting treatment values from the dentist, and more.

In the OPTIONS program, the names of participating dentists are kept confi dential.

An OPTIONS Referral Coordinator determines patient eligibility for discounted fees or donated care. The Referral Co-ordinator will not make a referral before contacting the dentist to confi rm willingness to see the patient and will maintain contact with the patient and the dentist’s offi ce during treatment. The dentist can decline a referral for any reason.

If a patient fails to show for an appointment, the dentist may choose to not see the patient. But if a patient misses two ap-pointments, the patient will automatically be dismissed from the OPTIONS Program.

Participating dentists do not act as an agent, employee or authorized representative of the ODA or other OPTIONS spon-soring organizations.

The ODA and other OPTIONS sponsoring organizations are not responsible for any claims against a participating den-tist arising from his/her treatment of patients under the OPTIONS Program, nor are they responsible for any difference between the fee that a participating dentist normally charges and the fee actually paid by an OPTIONS patient.

A participating dentist may withdraw from the Dental OPTIONS program by contacting the ODA or the referral coordina-tor in writing.

Creating a “marketing arm” of the Cincinnati Dental Society, complete with quarterly press releases on a dental subject, has been proposed. Along the same lines, a CDS “speaker’s bureau” could be created to field media questions. Adjustments to the updated website continue. Pending receipt of the appropriate funding, a dental display, replacing the one lost three years ago, could be created for the Cincinnati Museum Center.

ODA Updates: Dental Care Programs and Dental Care Practice: Dr. Manny ChopraDr. Chopra updated Council on the activities of the ODA. This year’s ODA Day at the Statehouse event was well attended and he extended thanks to everyone from the Cincinnati area who attended. The Dental Insurance Working Group continues to

promote the ADA contract analysis service and to stress the importance for dentists to thoroughly review all contracts with legal counsel. Dr. Chopra also discussed the “unclaimed funds” requirements and updated Council on the ODA’s efforts on environmental issues, including wastewater regulation. Additionally, Dr. Chopra relayed information from recent OSDB meetings.

Council on Membership Services: Dr. Ruchika KhetarpalThe Subcouncil on New Dentists has a new leadership applicant, Dr. Dan Kelly from CDS. The 2013 Annual Session will include a reception for new dentists. 60+ students from CWRU and OSU attended the 2013 Day at the Statehouse event.
