1 Newsletter TRAN meetings of 31 st August and 7 th September 2017 Editorial by Karima Delli Dear friends, After a well-deserved summer break, the TRAN Committee has resumed its work with last week’s meeting. The main priorities for the coming months being undoubtedly the road package, the Parliament has appointed its Rapporteurs and Shadow Rapporteurs and is now ready to start the legislative work, and the aviation package for which trilogues are still in process. The TRAN Committee will pursue its efforts to open its doors to citizens and experts with two upcoming events to which I would like to draw your attention. On the 11th of October the TRAN Committee will for the very first time host a citizens’ event on the future of transport. It is, I believe, a great opportunity for you to exchange directly with your Members of the European Parliament, and I look forward to seeing you all there. After a first successful hearing on the impact of Brexit in the aviation sector, the TRAN Committee will continue to investigate the impact of Brexit on the transport sector and will host a hearing on the impact of Brexit on land transport on the 22 November. All information about these events will be available on the TRAN Committee webpage. In this edition... After a well-deserved summer break, the TRAN Committee hasresumed its work with last week’s meeting. The main priorities for thecoming months being undoubtedly the road package, the Parliamenthas appointed its Rapporteurs and Shadow Rapporteurs and is nowready to start the legislative work, and the aviation package for whichtrilogues are still in process.

The TRAN Committee will pursue its efforts to open its doors tocitizens and experts with two upcoming events to which I would liketo draw your attention. On the 11th of October the TRAN Committeewill for the very first time host a citizens’ event on the future of transport. It is, I believe, a great opportunityfor you to exchange directly with your Members of the European Parliament, and I look forward to seeing youall there. Rapporteur: Evžen Tošenovský (ECR) Opinion to BUDG Vote in Plenary: 25 October

There was a large support for the opinion on the budget2018, which recalled the importance of the transportsector in the European Union and of the Connecting

Europe Facility (CEF). The TRAN Committee reiteratedthe significant EU-added value of the CEF, which itconsiders as a vital instrument to optimise the transportnetwork across the Union. The Committee thereforestressed the need to provide adequate financial meansfor the CEF, and requested that no more budgetary cutsbe made to fund the European Fund for StrategicInvestments initiative. It underscored that it wasimportant to provide sufficient resources for grants.

The importance of adequate funding for the Agenciesand Joint Undertakings dealing with transport remaineda priority for TRAN. The critical role of the EuropeanGlobal Navigation Satellite Systems for the transportsystem was also mentioned, in particular as regardssecurity and safety, as well as for the development andexploitation of multimodal and autonomous transportsystems.

As in previous years, the Committee supported a directbudgetary line for sustainable tourism.

The opinion was adopted with 39 votes in favour, 1against and 2 abstentions.

The aim of this Decision amending Directive2010/40/EU (the ITS Directive), is to replaceArticle 12, referring to a period of seven years ofdelegation of power, and harmonise it with commonpractice in force for the use of delegated acts. TheRapporteur has assessed the proposal and recommendsthat the Commission Decision should be supported. MrsMeissner presented her draft report, focusing on theamendments addressing the duration of the delegationof powers of five years, which will be tacitly extended foran identical duration unless the EP or the Council opposesuch an extension. The Rapporteur agrees with the

Council’s general approach, and proposes the samechanges as EP amendments.

Several Shadow Rapporteurs expressed positive viewson the draft report, and confirmed their intention tosupport the Rapporteur on this technical file.

The deadline for tabling amendments was set for 14September.

Opinion on the Alignment of the regulatoryprocedure with scrutiny (RPS) to the TFEUConsideration of amendments

Rapporteur: Georg Mayer (ENF) Opinion to JURI Vote in TRAN: 25 September 2017

The aim of this legislative proposal is to changeprovisions on the regulatory procedure with scrutiny toprovisions on delegated, and, in rare cases,implementing acts, in 168 legislative acts, including 34related to Mobility and Transport policy.

The Rapporteur presented the amendments receivedfrom few political parties and he agrees with some ofthem. Several Shadow Rapporteurs expressed positiveviews on the draft opinion and confirmed their intentionto support the Rapporteur on this technical file.

The Rapporteur (Bas Eickhout, Greens/ALE) and theShadow Rapporteurs presented the main lines of the 222amendments tabled. It was recalled that transport isresponsible for 22% of total EU greenhouse gasemissions and that the sector has to do its part toachieve the Paris Agreement commitments. However,along the political spectrum, a wide array of policypreferences exists to reach these goals.

The debate therefore centred along political choices,such as the need and consequences of nationalmandatory targets, and a separate target for thetransport sector, the desirability of specific sub-targetsfor certain types of (advanced) biofuels, stronger criteriafor their sustainability, plus the need for a more gradualtransition from the first to their second generation, theneed for concrete measures to support the transitiontowards electrification of transport, and the possibilitiesof including a multiplier for aviation and maritimetransport.

The Rapporteur will now meet the Shadow Rapporteursin order to try finding compromise amendments. Thevote in the TRAN Committee is scheduled for 12October, with a view to voting in the main Committee inNovember.

Opinion on International oceangovernance: an agenda for the future ofour oceansConsideration of amendments

Rapporteur: Claudia Monteiro de Aguiar (PPE) Opinion to ENVI Vote in TRAN: 25 September Vote in ENVI: 28 September Vote in Plenary: 25 October

Ms Monteiro de Aguiar (EPP) analysed the wide range ofamendments submitted by Members, indicating that hergoal for the final opinion is to present a holistic approachtowards ocean governance. She is therefore workingclosely with other political groups on compromiseamendments. The Rapporteur reiterated that among themain points of focus for TRAN are the global oceangovernance framework, maritime security, data sharing,using innovative approaches, maritime pollution, theupcoming revision of the Port facilities directive, andcoastal and maritime tourism.

Shadow Members stressed the importance of thissubject and the seriousness of the issues faced by oceanecosystems, and the key role that the EU must play ingoverning oceans.

The vote in TRAN is scheduled for 25 September.

Progress in implementing the TEN-TnetworkAs part of its continuous scrutiny activities on the TEN-Tand CEF regulations, the Committee heard apresentation of the Commission on the Progress reporton the implementation of the TEN-T network in 2014-2015. According to the Commission the development ofthe TEN-T network is well on track, and most of thebudgetary resources made available under the CEF havealready been committed by now. Membersacknowledged the progress underway, but alsounderlined the need for a fuller reporting of data acrossMember States and all projects. They also called forfurther developing cross-border connectivity andhorizontal priorities such as alternative fuelinfrastructure. Members furthermore stressed theimportance of ensuring sufficient support to the TEN-Tunder the next MFF.

Exchange of views with the Commission onITS European Strategy (INI Report)

The Commission made a comprehensive presentation ofits strategy on Cooperative Intelligent TransportSystems.

It reminded the Committee of the various objectives andmeans to achieve a true transition to full automationsystems for all range of road users, within the next 10years.

The debate which followed demonstrated a stronginterest from Members for these new technologies thatwill create a revolution in the way transport is used.

As a preliminary issue, several Members insisted on theneed for a precise state of play of EU development in thesector, compared to its main competitors (USA, China,etc.) in order to identify our weaknesses and solve them.

Members brought their overall support to the Strategyand greeted the Commission for its enthusiasm intackling this important task.

They also expressed some concerns linked to dataprotection, cybersecurity and liability issues, as well asabout the broadening of a "digital divide" betweengenerations in the future.

A particular point was made about the best ways to findappropriate EU funding to support the development ofthese new technologies.

Exchange of views with Director General,DG MOVE, Mr Henrik HololeiMr Henrik Hololei presented the broader challenges oftransport and mobility, focusing on security, investment,decarbonisation, digitalisation and internationalcooperation. He particularly stressed the importance ofthe road proposals and the need to significantly speedup work on the EASA basic regulation.

During the wide-ranging debate, Members raisedquestions regarding the impact of Brexit on the aviationsector, noting that time was running out to establishtransitional arrangements. The Commission was askedabout its position regarding the transition from dieseltechnologies to alternative fuels, and the timing of theintroduction of the Euro 7 standard. The rather latepresentation of planning for the mobility package wasnoted, and the Commission was invited to stimulatediscussions in the Council to ensure timely progress. TheMembers also asked about different aspects of theposting of workers in the transport sector, cabotage and

the review of the Eurovignette directive. The importanceof promoting the shift to multimodality in the mobilitypackage was also raised. Members were interested inthe possibility to transfer more funds to the ConnectingEurope Facility, and possible shifts following its mid-term review.

Mr Markku Mylly, the Executive Director of EMSA, setforth his agency’s priorities and challenges for 2017 ashe begins his second term of office after the EMSAAdministrative Board extended his mandate.

The presentation and following debate addressed manytopics, ranging from EMSA’s core tasks of providingmaritime monitoring and surveillance, deliveringmaritime environmental protection and response,accident and disaster response, maritime safety, shipand port security, to its currently assigned support rolein coast guard functions, in close cooperation withFrontex and EFCA, and ending with the impact of Brexiton the Agency’s task performance.

In November the EMSA will present the results of thepilot project on the creation of the European CoastguardFunction to LIBE, PECH and TRAN Members, togetherwith the other two agencies involved.
