Latest workforce figures Health and Social Care 1.6 million workers

Our Workforce Intelligence team has updated the ‘Size and structure of the adult social care sector

and workforce in England report, 2018’ using data from the National Minimum Data Set for Social

Care (NMDS-SC). This report contains the most up-to-date numbers for how many people work in

care, which sector they work in, how many organisations deliver care and future workforce

projections.

The government has announced it will unlock £20m of new money from dormant charitable trusts,

to be given out in the sector, in today’s civil society strategy.

The strategy also includes plans to establish two new institutions to give away £145m of money from

dormant bank accounts. That money will be spent on youth services and financial inclusion. It was

originally announced last year, but the government has now provided more details on how it will be

spent. But there is no clarity about a much larger pool of money from dormant assets such as

stocks, insurance and pensions, which is estimated to be worth £2bn, and is earmarked to be spent

in the sector. £20m from dormant charitable trusts .The government commits to unlocking £20m

from dormant charitable trusts, which spend less than 30 per cent of their annual income, to

support community organisations over the next two years. The work will be carried out in

conjunction with the Charity Commission and UK Community Foundations.

UKCF says that it has already been working with the regulator to identify charities which are not

active in their spending, and that these charities will be approached to understand why they are not

spending. Vicki Papworth, director of programmes and development at UKCF, told Civil Society

News that the approach will not force charities to hand over money.

“If you’re building an endowment or saving for a capital project, no problem, we’ll go away,” she

says. The money will be pulled into a central endowment, and will be allocated depending on which

cause areas and locations the original charity was working in. Some will be held centrally. “UKCF is

currently designing a process to distribute the cash,” Papworth said. “At present, it has not been

decided whether there will be an open application process.”

She said UKCF is looking at how the money might be best spent. This could well include a focus on

core costs, and on “cold spots” where little grant capital is distributed.

Framework and new Level 5 Leader in Adult Care Apprenticeship Standard Dear Colleagues, You will

be aware that the apprenticeship system has changed. These changes have already taken effect in

the adult social care sector for apprenticeships and qualifications at Level 2 and Level 3. Changes at

Level 5 have taken a little longer to come to fruition, with the Adult Care Trailblazer Group, in

partnership with apprenticeship training providers, Awarding Organisations, and end-point

assessment organisations, supported by Skills for Care, working tirelessly to complete and have

published the new Level 5 apprenticeship standard for Leader in Adult Care.

Whilst the assessment plan is not yet signed-off by the Institute for Apprenticeships (IfA), we are

approaching the final stages and expect to see publication in Autumn/Winter 2018. The publication

of the Leader in Adult Care assessment plan will trigger the standard becoming ‘live’ and allow

apprentices to commence the new apprenticeship standard. In order to enable the sector to prepare

for the change, the following has been agreed: Existing SASE framework • the current apprenticeship

framework, the Level 5 Higher Apprenticeship in Care Leadership and Management (SASE), will

remain open to learners for registrations until 31st December 2019. The framework contains the

current Level 5 Diploma in Leadership for Health and Social Care and Children and Young People's

Services (England) qualification and the adult pathways within the Diploma will also remain open to

learners for the length of the framework.

Of course the biggest load of rubbish when they say we the industry asked for this;

Over 1,500 training providers on the government’s apprenticeships register will not have direct

access to funding for small employers until at least a year later than planned. An update from the

Education and Skills Funding Agency revealed the news today which claimed it was “acting on user

feedback”.

The agency had planned that all employers would be able to use the apprenticeship service to access

apprenticeship funding from April 2019, but this has now been delayed.

“Having listened to feedback about the scale and pace of the apprenticeship reforms that we have

introduced since May 2017, we want to make sure that future changes are introduced in a gradual,

well-managed way,” the ESFA said.

“This is to give time for employers and training providers to prepare to take full advantage of the

new approach and to keep stability in the marketplace.”

To “ensure a more gradual transition”, the government will not open up its apprenticeship service to

small employers to use in April 2019 as planned.

GDCG: Online Introduction to Learn Welsh for Employers.

short, online information package setting out the context for learning Welsh. The aim is to

Registered charities (including Schools that are registered as charities for young people with

disabilities) that work with disadvantaged children under the age of 25 can apply for funding of up to

£10,000 through the Ironmongers Company's grants programme. In particular, the company wants

to support projects that provide opportunities for disadvantaged children and young people to fulfil

their potential and educational activities that develop learning, motivation and skills.

promote citizenship; and parenting or life skills. Preference will be given to projects piloting new

Studies Council's Kids Fund. The Field Studies Council is an independent educational charity

committed to raising awareness about the natural world and works through a network of residential

and day Centres in the UK to provide outreach education and training.

There are two types of Kids Fund course:

• Wildlife and Environment focusing on wildlife habitats and the environment with team

building activities and;

• Eco Adventure which combines environmental and personally challenging activities.

Groups who meet one of the following criteria will be eligible:

• Disadvantaged young people aged 4-18 years (or up to 25 years for those with special

needs).

• Voluntary youth groups (either run by voluntary leaders, managed by a voluntary

organisation, a registered charity)

• OR

• School groups may apply if they are aiming to provide benefits which are additional to the

statutory school curriculum or clearly show added value, depth and breadth to the taught

curriculum. FSC Kids Fund will not pay for young people to attend standard curriculum-

focused FSC courses.

All applicants must be based in the UK, Isle of Man, Channel Isles and Republic of Ireland.

One free staff/adult place is provided for every 12 young people; additional adults pay 20% +VAT.

This includes all equipment, tuition and waterproof hire costs. Food and accommodation are

included for residential courses.

Grants for UK-German Partnership Visits (UK)

The Partnership Visit Fund supports new or on-going partnerships between UK and German schools

by providing financial support of up to £1,000 for teachers' visits to a partner school.

Teachers of primary and secondary schools can apply for a visit that revives an existing school

partnership or develops a new one, or allows new teachers coming on board to familiarise

themselves with the partner school. The focus of the visit must be on planning future activities

between pupils, and developing an interactive project to take place within the year. Visits should not

Aiming to tackle antimicrobial resistance in humans, this new £10million fund will be used to

Funding to Engage Low Income Households with the Smart Meter Roll Out (England, Scotland and

Wales)

Smart Energy GB in Communities is a campaign to inform and inspire people about smart meters and

the benefits they bring by working in partnership with regional and local voluntary sector

organisations. The programme particularly supports those who may find it more difficult to engage

with the smart meter roll out and this round will focus on funding activities delivered by

organisations who reach people on a low income. Individuals are defined as low income, when the

household in which they live has an income of less than 60% of the national median.

Applicant organisations should be able to directly engage with people at a localised level to provide

education, reassurance and direct support to help them address barriers around confidence in new

smart meter technology. Successful applicants will be supported in delivering consistent and

accurate messages about Smart Meter technology through access to Smart Energy GB’s Resource

Centre.

Grants of £500 up to £5,000 are available for projects that could involve a range of activities i.e.

visible events within communities that help to build confidence and increase interest in smart meter

installation. Activities may include, for example, incorporating smart meter messages into existing

services and events or running specific advice sessions on smart meters.

This round closes at midday on 3 September 2018.

Local School Nature Grants Scheme (England, Scotland and Wales)

Learning through Landscapes has announced that the next deadline for schools to apply to the Local

School Nature Grant Scheme is the 31st August 2018. The scheme offers schools the opportunity to

apply for up to £500 worth of equipment from the product catalogue on the Learning through

Landscapes website to help schools undertake environmental improvements.

The scheme is only open to schools; learners must be aged 5 and upwards. Successful applicants will

have demonstrated that they are passionate about making environmental improvements and,

ideally, will have included the children and their local community in decision making about the

project and the choice of equipment.

All schools in England, Scotland and Wales have a list of 72 products to choose from; the list includes

items such as bird boxes, bee hotels and den making kits. Awards include a two-hour training session

to help schools get the most out of the equipment provided.

Applicants must be employed by the school. We are unable to accept applications on behalf of the

school from PTA’s, Governors, ‘Friends of’ groups etc.

The Trust operates in those areas where the Ford Motor Company Limited has its present activities

Grants for the Conservation of Wildlife and the Environment (England and Wales)

Monthly grants are made to support the conservation of wildlife and the environment by the HDH

Wills 1965 Charitable Trust. The Trust makes grants of between £250 and £1,000 (sometimes up to

£5,000) to general, environmental and wildlife charities, so long as they are registered with the

Charity Commission of England and Wales or they are exempt or excepted charities (within the

meaning of the Charities Act 2011).

The Trust also make grants to charities which focus on the conservation of wildlife and the

Music Grants for Older People (England & Wales)

The registered charity, Concertina which makes grants of up to £250 to charitable bodies which

provide musical entertainment and related activities for the elderly has announced that the next

deadline for applications is the 31st October 2018.

The charity is particular keen to support smaller organisations which might otherwise find it difficult

to gain funding. Concertina has made grants to a wide range of charitable organisations nationwide

in England and Wales. These include funds to many care homes for the elderly to provide musical

entertainment for their residents. Some of the charities that have received grants from Concertina

include:

• Theatre Chipping Norton to help fund high calibre music recitals in six Care Homes in the

area.

charity, which provides funding for music-making projects.

Youth Making's funding programme is made up of three separate funds. These are:

• Fund A which offers small grants (£2,000 to £30,000) for high quality music-making projects;

• Fund B offers medium-sized grants (30,001 - £150,000 per year for up to two years) for

larger programmes of work;

• Fund C offers grants (£50,000 to £180,000) for strategic programmes to help embed

sustainable, inclusive music-making across a local area.

In applying for funding Schools will have to justify how the activities to be funded do not duplicate

Department of Education funding.

The closing dates for applications to Fund A is 5pm on the 24th August 2018 and Fund B the 9th

Walking for Health Grants Now Available (Scotland)

Paths for All aims to improve Scotland's health through the delivery of local community Health Walk

projects. Health walks are targeted at inactive people who would benefit most from doing more

physical activity. The Heath Walk Fund is now open for applications.

Grants of up to £5,000 will be available to projects that can demonstrate that they will increase the

number of people in their community walking. If the grant fund is oversubscribed, priority will be

given to projects that are linking with local active travel partners, provision or infrastructure but all

projects should be able to evidence increased walking activity in their communities.

Supported health walks will:

• Be led by a trained volunteer (and the route has been risk assessed)

• Be less than an hour long

• Have a short warm up at the start, followed by a brisk walk and then a short cool down at

Grants to Reduce Employment Inequalities: Round Two Now Open (Scotland)

Voluntary Action Fund (VAF) is inviting applications for the £750,000 Workplace Equality Fund, which

it is managing on behalf of the Scottish Government. This fund is open to private sector and third

sector organisations and will operate over two rounds.

The Fund aims to support Scottish Businesses to identify and promote practice that works to reduce

employment inequalities, discrimination and barriers. Successful applicants will be working towards

at least one of the following outcomes:

• Improving employment opportunities and progression in the workplace for participant

groups embedding practice into the workplace to ensure lasting change

Vision for Sport in Wales and Healthy and Active Fund Announced (Wales)

Taking forward the collective approach, a new Healthy and Active Fund (HAF) – a partnership

between Welsh Government, Sport Wales and Public Health Wales – will be announced to

encourage and share innovative ideas that support people to build physical activity into their lives

and improve their physical and mental wellbeing.

The first phase investment of £5m over three years will focus on improving physical activity levels,

Funding for Major Capital Projects to Encourage Physical Activity (London & South East)

Grants of between £20,001 and £150,000 are available for the renovation, modernisation or

creation of significant sports and leisure facilities in London, Surrey, South Northamptonshire and

Aylesbury Vale. The funding is available to not for profit organisations such as local authorities,

charities, community and voluntary sector organisations, sports clubs, parish and town councils and

schools that have already shown a commitment to encouraging and supporting people who are not

physically active to participate in sporting activities. To be eligible, applicants must have in place

robust business plans as well as strategies for increasing participation into the future along with

plans for monitoring and evaluating their impact.

Priorities for funding are to increase participation, especially among those who are currently

physically inactive or who have low levels of activity, in particular:

• Individuals who are currently physically inactive or who have low levels of activity.

• Groups which are currently physically inactive or who have low levels of activity.

• Children and young people outside of school hours.

There is a 2-stage online application process:

Stage 1: The Grants Sub-committee makes recommendations to the full Trustee Board as to which

applications should be invited to stage 2.

Stage 2: Those applicants invited to progress have 12 months in which to submit a detailed

application for consideration at one of the quarterly Trustees' meetings.

Schools are eligible to apply for projects that will be open to the local community for a significant

proportion of each year. The next closing date for applications is the 17th October 2018.

Previous grants awarded by the Trust include:

• A grant of £50,000 for a Community Gym at Robert Clack School in Barking and Dagenham

• A grant of £150,000 towards the development of a full size and floodlit 3G Artificial Turf

Pitch (ATP) at Frenford Clubs in Redbridge, which will allow the club to expand its existing

offer to support more people with disabilities, older people and women and girls.

• A grant of £150,000 towards creation of a fully accessible play facility in Albany Park which

The London Diocesan Board for Schools has announced the next closing date for applications to its

City and Diocese Voluntary Schools Fund is the 31st October 2018. This fund exists to give grants to

individuals attending Church of England Schools in the diocese of London in need of financial help.

Priority is given to help with the cost of school journeys/daytrips, music tuition and maintenance

costs that are not normally met from statutory funding. Schools can apply for funding on behalf of

• Large scale tree planting event grants from £5,000 to £50,000

Applications are invited from formally constituted organisations including civil society organisations,

community groups, charities, housing associations, private landowners who own or manage green

spaces, schools and boroughs for work that engages a diverse range of people and helps to connect

local communities to nature. Projects supported must involve Londoners as volunteers undertaking

activities that may include:

• Community participation events to plant trees in green spaces

• Planting new orchards on housing estates

• Creating small woodland areas or hedges in parks and green spaces

• Starting a community tree nursery to grow trees for an area

• Restoring or creating features, such as avenues, in green spaces

Large scale tree planting events will take place in December 2018 (over a weekend yet to be

This project combines education and physical activity to improve the heart health of people

recovering from addiction and poor mental health.

National Express Foundation (West Midlands and Kent)

The National Express Foundation is central to National Express Group's support for the wider

community in which it operates in the UK. For 2018, National Express has awarded additional funds

to the Foundation meaning that a total of £100,000 in additional grants is available.

Two grant streams that aim to tackle issues of boredom, lack of motivation and unemployment

among young people aged 15-24 are available:

Charitable and community groups can apply for grants of £2,000 to £20,000 for projects which

support young people to enjoy positive and developmental activities and promote cross-community

cohesion and understanding.

Colleges and universities can apply for a grant of £10,000 per annum for them to distribute to

eligible local students in a way which they determine. Further and higher educational institutions are

invited to propose the number of individual students which the grant would support. Higher

educational institutions have generally been awarded £30,000 to fund three years of studies and

further educational institutions a total of £20,000 to fund two years. All grants should support

students to complete higher education courses.

Eligible organisations will be located in the West Midlands area served by the National Express bus

Police & Crime Commissioner’s Property Fund (Cumbria)

The Police & Crime Commissioner for Cumbria’s Property Fund is created from money recovered by

the police and the proceeds from the sale of items that cannot be returned to identified owners. The

aim of the fund is to enable local organisations and community groups to access grants of up to

£2,500 to undertake work within communities across Cumbria aim to reduce crime and disorder and

link with one or more of the Objectives in the Police & Crime Plan.

These may be:

• Early intervention / prevention schemes to reduce incidents of offending and re-offending

• Schemes that help to prevent crime and anti-social behaviour within the local community

project. Successful applications will have shown how they will promote equality of opportunity and

Localgiving has once again partnered with the Postcode Community Trust to offer over 400 grants of

£500 to small charities and community groups across the UK through its Magic Little Grants Fund.

Grants will be awarded to projects that meet either of the following themes:

The fund is open to Localgiving registered charitable organisations operating within Great Britain

(excluding Northern Ireland) with an annual income of under £50,000 that are running or planning to

run a project that will encourage people to engage in some form of physical activity to help to

improve their physical and mental health and well-being.

Organisations that are not already a member of Localgiving are required to complete the Localgiving

registration process before completing the application. Those awarded a grant will also receive an

annual Local Giving membership worth £96.

Funding to Support Vulnerable Migrants (UK)

Not for profit organisations that promote positive interaction between different groups in order to

counter xenophobia, racism and Islamophobia can apply for funding through the Barrow Cadbury

Trust’s Migration Programme.

Through its Migration Programme the Trust want to fund grassroots groups working with refugees,

asylum seekers, undocumented migrants and other marginalised migrants. The Trust seek to enable

grassroots groups to support the most vulnerable migrants as well as empower migrants and ensure

they are not excluded from the public debate on migration. Organisations may apply for this

programme from anywhere in the UK but most awards will be made in the West Midlands.

No minimum or maximum grant amount is specified.

Equipment Grants for Youth Clubs (UK)

Variety, the Childrens Charity, has grants of £250 to £600 available to youth organisations that are

affiliated to either Ambition, UK Youth or the or National Association of Boys and Girls Clubs. The

grants can be used to buy equipment to provide challenging activities that engage young people

aged 8-18 and provide them with alternatives to becoming involved in the anti-social behaviour that

often stems from boredom and peer pressure.

On occasion, applications for improvement of youth club premises, refurbishment of existing

equipment or facilities will also be considered. Applicants have to raise some of the funds and

applications that have young people involved in the fund raising will be looked upon favourably.

New Plastics Research and Innovation Fund Announced (UK)

The Plastics and Research Innovation Fund (PRIF) will engage Britain’s best scientists and innovators

to help move the country towards more circular economic and sustainable approaches to plastics.

The Fund will be managed by UK Research and Innovation (UKRI) and delivered via the Engineering

and Physical Sciences Research Council (EPSRC), Innovate UK, and the Natural Environment Research

Council (NERC). The fund will have three parts:

The next deadline for applications to the Jean Sainsbury Animal Welfare Trust is 1st September

Overseas Development Grants for UK-based Charities (UK)

The Philip Henman Trust awards grants to major UK- based charities (with annual incomes of over

£100,000) for long-term overseas development projects that require funding for between three and

five years. The Trust awards a total of £25,000 as grants of between £3,000 and £5,000 per project

per annum and expects this figure to represent 20 – 80% of the overall project costs.

Successful applicants will have demonstrated that the project will provide lasting benefit for the

people and communities supported.

Training Evaluation Exercise.

The aim of this procurement is to identify a supplier to evaluate Health Education England's

Supported Return to Training (SuppoRTT) reforms.

This exercise will assess both the impact of this intervention, and perception regarding the delivery

and efficacy of the reforms, using a range of objective and subjective measures.

The exercise will also produce advice regarding potential improvements to both the design and

delivery of the SuppoRTT strategy and provide evidence to inform a business case to support future

investment.

The maximum value of this contract is £225,000 over three years and £75,000 inclusive of VAT per
