DAVID ARCHER

DAVID ARCHER HAS BEEN NAMED DISTRICT

ENGINEER FOR DISTRICT SEVEN. THE NEW

POSITION TOOK EFFECT NOVEMBER 11TH.

Archer began his career with the Department as an intern. He was hired as a Civil Engineer I in Resident Engineer Office 76 in El Dorado in 1989. He followed the engineering career path until advancing to Assistant Maintenance Superintendent in District Seven in 1992. Archer was promoted to District Maintenance Superintendent in 1996, and transferred to his most recent position as District Construction Engineer in 2002.

Archer has a bachelor’s degree in Civil Engineering from Louisiana Tech University. He is a Registered Professional Engineer. u

THE STATE IN LATE 2017. ALL GATHERED FOR

THE ASSOCIATION OF RETIRED ArDOT EMPLOYEES’

ANNUAL STATEWIDE LUNCHEON AND MEETING.

A total of 135 attendees enjoyed a lunch of catfish and chicken presented by Dorey’s Catering. Lunch was followed by keynote speaker Mary Twedt, M.A. of the University of Arkansas for Medical Sciences (UAMS).

Association President Bonnie Wesson welcomed the group and introduced Twedt, who is Executive Director of the Centers for Simulation Education at UAMS.

HOLD ANNUAL LUNCHEONSibyl Maddox (center) is greeted by Joe and Bonnie Magness.

Twedt, who hosted a radio show called “Arkansas Cooks” for 12 years on KUAR gave a presentation called “Eating My Way on Arkansas Highways.” She spent years doing just that, traveling the State sharing stories on the radio from Arkansas chefs about food and cooking. She also wrote a cookbook titled The Twedt Family Cookbook.

The program closed with the election of the association’s 2018 slate of officers. Serving will be Mike Selig, President; Mike Limbird, Sr. Vice-President; John Watkins, Vice-President; and Doyle Hughes, Secretary/Treasurer. u

While in town, she included time in her schedule to meet with the Agency’s State partners. During the 90-minute meeting, representatives from the Arkansas Highway Patrol/Commercial Driver’s License Division, the Arkansas Department of Finance and Administration/Office of Driver Services and other senior State officials discussed Commercial Drivers License issues, quality improvement measures, program support and grant funding, and opportunities to further advance commercial motor vehicle safety.

The FMCSA was established within the U.S. Department of Transportation in January of 2000. Formerly a part of the Federal Highway Administration, the FMCSA’s primary mission is to prevent commercial motor vehicle-related fatalities and injuries. Activities of the Administration contribute to ensuring safety in motor carrier operations through strong enforcement of safety regulations, targeting high-risk carriers and commercial motor vehicle drivers, improving safety information systems and commercial motor vehicle technologies, strengthening commercial motor vehicle equipment and operating standards, and increasing safety awareness.

To accomplish these activities, the Administration works with federal, state and local enforcement agencies, the motor carrier industry, labor and safety interest groups and others. u

Roofe began his career with the Department as an intern until being hired as an Engineer in Resident Engineer Office #21 in Monticello in 2013. Roofe was promoted several times and obtained the position of Resident Engineer for Resident Engineer Office #24 in McGehee in June of 2017.

Roofe has a bachelor’s degree in Civil Engineering from Arkansas State University. He is a Registered Professional Engineer. u

TECHNOLOGY TRANSFER (T2) ROADS SCHOLAR

PROGRAM. KING IS THE FIRST ARDOT EMPLOYEE TO

REACH THIS LEVEL.

The ROADS Scholar Program is designed to be an opportunity that encourages the continuation and expansion of education in the transportation industry. This program is specifically

intended to provide a mechanism for professional development and recognition for personal growth. It also delivers valuable information and technology to local agency personnel responsible for the construction and maintenance of roads and streets. Through a diverse selection of classes offered, each participant can choose to advance in both familiar and unfamiliar subjects relating to safety, maintenance and infrastructure.

To obtain the Roads Scholar certificate, each graduating participant must complete a minimum of 24 hours of total coursework during a four-year period. Hours must be completed in both the “Safety” and “Maintenance & Infrastructure” categories.

In order to obtain a certificate for Roads Scholar – Level One, of the required 24 hours of coursework during that four-year period, at least 10 hours must be selected from the Maintenance & Infrastructure category.

A Level Two category is also available. It requires a minimum of 16 additional hours of course work during a two-year period.

BICKERSTAFFRECIPIENT OF PATRIOT AWARD

C APTAIN JEFF BICKERSTAFF OF THE ARKANSAS

HIGHWAY POLICE (AHP) HAS BEEN PRESENTED

THE PATRIOT AWARD BY THE EMPLOYER SUPPORT OF

THE GUARD AND RESERVE (ESGR).

ESGR is a Department of Defense organization established to promote cooperation and understanding between Service members and their civilian employers and to assist in the resolution of conflicts arising from the employee’s military commitment.

The award is presented to employers or supervisors who show support for members of their staff that are serving in the National Guard or Reserve. Recipients show their support of those employees through a wide range of measures including flexible schedules, time off prior to and after deployment, caring for families, and granting leaves of absence if needed.

Bickerstaff was nominated for the award by AHP Private First Class Sevelta Mackey. In addition to his career with the AHP, Mackey has been in the Arkansas National Guard for a combined 16 years. He is currently a SFC (E-7) and in his promotion year.

“My nomination of Captain Bickerstaff for the Patriot Award was well deserved,” Mackey shared. “I nominated Captain

Bickerstaff because of his willingness to aid in any and everything associated with helping to assist me with meeting my annual and monthly military obligations. For some, it may not seem like much, but it is a tremendous help when you are trying to balance two professions. Because of my rank, I am required to attend certain schools and training courses to remain proficient in my MOS (Military Occupational Specialty) and be prepared to deploy at any given moment without a lot of notice. Those schools and training courses will require me to be away from my civilian job (and family) for weeks, maybe months at a time and Captain Bickerstaff has always been able to either call, text or email anything needed for me to accomplish my mission. One of best things is when he checks to make sure my family has what they need while I am away. That means a lot!

“Nominating Captain Bickerstaff was my way of letting him know that I appreciate everything that he has done, is doing and will do for me and my family,” Mackey added. “Sometimes, thank you needs more than just a handshake.”

The award was presented to Bickerstaff by Retired General Don C. Morrow of the Arkansas National Guard. u
