Funding for young farmers If you’re a young Saskatchewan farmer, it’s your time to shine. Farm Credit Canada (FCC) has announced it has approved $2.3 billion in financing to farm- ers under age 40, contributing to record disbursements of $7.7 billion to help customers expand or start their operations in 2012- 13. “Young people are beginning to see their place in the future of the industry and FCC is proud to support them on their jour- ney to success,” FCC President and CEO Greg Stewart com- ments. Canadian agriculture will need 50,000 talented and ener- getic young people over the next five years to fill agriculture-re- lated positions, according to pro- jections from Agcareers.com, a leading supplier of human resource services to the agricul- ture and food industry. “Opportunities for young peo- ple are growing and reflect the overall strength of the indus- try,” Stewart adds. “FCC believes in the strength of agri- culture and the agribusiness and agri-food industry.” FCC supports young farmers at various stages through its involvement with 4-H, manage- ment workshops through FCC Learning and lending products aimed at assisting young farm- ers with succession planning. FCC also provides regular eco- nomic outlooks to help produc- ers better understand how glob- al economic trends impact their industry. “As the world’s population continues to grow and develop- ing countries become more afflu- ent, there will be a growing demand for red meat, grains and oil seeds,” J.P. Gervais, FCC’s Chief Agricultural Economist points out. “Canadian producers and agriculture busi- nesses are among the most sophisticated in the world and they stand to benefit.” Canada’s agriculture and agri-food sector already employs more than two million people and accounts for about eight per cent of Canada’s Gross Domestic Product, contributing more than $100 billion to the national economy every year. “FCC’s goal is to help our cus- tomers succeed and take advan- tage of the great opportunities agriculture has to offer,” Stewart says. “It’s what inspires us every day.” During the 2012-13 fiscal year, Canada’s leading agricul- ture lender approved 47,000 loans, with an average value of $162,000. The Saskatchewan Fiddle Championships were held at the 16th Annual John Arcand Fiddle Fest from August 8-11 at Pike Lake, Saskatchewan. There were 51 competitors of all ages from across Canada competing. There were 14 competitors in the Novice cate-gory (ages 12 and under). Shelby Gibson of Springside won the 2013 Saskatchewan Novice Championship, defending her 2011 and 2012 titles. Shelby also won the Novice one category, the John Arcand competi-tion and received the Sandy Cameron Memorial Trophy. (Sandy Cameron started the Emma Lake Fiddle Camp and was a staunch supporter of all old time fiddling. The Sandy Cameron Memorial Trophy is awarded to the win-ner of the Novice one category in the hopes they continue to fiddle, keeping the dream alive.) Shelby was accompanied by her sister Taylor on guitar and Trent Bruner of Canwood, Saskatchewan on piano. For the Saskatchewan championship and the Novice one event they played the Don Messer Memorial Waltz, Swallowtail

Jig and Pelican’s Reel. For the John Arcand class they played the Metis tunes – Donna Megan Waltz and Traveller’s Jig. Shelby and Taylor have studied for the past seven years at Prairieland Music Studios – Craig Patzer of Yorkton as their most accomplished fiddle and gui-tar teacher. Others contributing to the girls’ suc-cess include the Rioch Grande – Grandpa Jack Rioch of Invermay; The Tufnell Circle Jammers – Hank Ukrainetz and Lorraine Kells of Tuffnell; The Lone Tree Road Band – J.J. Guy (fiddle), Ken Goodman (guitar) and Hank Ukrainetz (bass) who invited Shelby to be a guest on their Access 7 Television show “Fiddling Around” for four shows, as well as invited her to play at local events. Shelby and Taylor also learned a lot of the old time tunes by attending the Tuffnell Fiddle Competition each year and by attending the Monday night jam sessions in the winter time in Tuffnell. Shelby will be playing her fiddle dur-ing the showcase at the Canadian Grand Masters Fiddling Competition being held in Saskatoon August 24. One hundred other fiddle players in Saskatchewan are to play two shows at the event.

Ed, my neighbor next door, is a kindred spirit to me, when it comes to worry. We both are con-trolling types and worry when things aren’t under our authority. Ed claims that he comes from a long line of worry-warts. I told him that isn’t as impressive as my pedi-gree, which is coming from a family-line, famous for being both worry-warts and whin-ers. As next door neigh-bors, Ed and I agree that worry doesn’t do a lick of good, but we both keep at it. When it comes to worry, the two of us, need to calm down and quit our addiction to anxiety. It has been jarring, car-rattling, pot holes of worry for Ed lately. First, it was his bum shoulder that needed physical therapy. Then the death of a cousin in Edmonton, very close to his age, unsettled Ed. Now, he has found a big machinery problem. The cost to replace his com-bine threatens to destroy his bank account for the next decade. The last concern is his biggest worry, because spending big money and shatter-ing his bank account, has Ed facing some stress attacks. Stress, also known as worry, isn’t simply a problem for Ed and I. Many folks have an unhealthy relationship with worry. We worry regularly, reflecting

whatever is stressing us out. Not being able to pay our bills, greatly stresses us and others. Finding ourselves unable to control the past, pres-ent and future, can have us sweating. Stress and worry thrive in thoughts of yesterday, with ‘If only it hadn’t happened.’ Stewing about what is done and cannot be undone, results in blame and resentment. We also stress about tomorrow. No one can control tomorrow’s weather or the unknown events that can change our lives. Worry comes with endless flavors. Some of those flavors are; worry about health, worry about relationships with other people, and of course the worry of hav-ing more than enough money now and for years to come. When Jesus was here on earth, he understood that our sinful nature keeps us anxious about our lives, rather than, confident in our loving heavenly Father. Jesus taught plainly, “Do not be anxious about your life, what you will eat,

nor about your body what you will put on.” Few folks were rich in the time of Jesus, and food and clothing were not overly plentiful. One might think they had reason to worry about having enough food and clothing. Yet, Jesus said don’t worry. Jesus assured them that, life is more than food, and the body more than clothing. He asked, “Which of you being anx-ious can add a single hour to his span of life? If then you are not able to do such a small thing as that, why are you anxious about the rest?” Jesus reminded the peo-ple how God feeds the ravens, which neither sow nor reap, and how much more valuable they are than His ravens. God knows that people need food and clothing, and He will provide them. The problem is that we worry about getting what God has already promised to give us. Worry is not trusting God to give us all that we need, as if he isn’t able to do so.

Recent court cases have provided some clarity as to what happens to the pro-ceeds of a bank account held jointly between an elderly parent and their adult child, when the par-ent passes away. These cases typically involve children who hold differ-ent interpretations of their parent’s intentions regard-ing the bank account. On the one hand there is the child who by “rights of sur-vivorship” (as set out in the bank documents) has inherited the account. It is their belief that their par-ent intended to “gift” them the proceeds of the account upon death. However the child (or children) not joint on the account often has a differ-ent opinion of their par-ent’s intentions. Specifically, they may believe that the account was made joint only to allow their parent more convenience with respect to their day-to-day bank-ing. Furthermore, as a gift was not intended, the pro-ceeds of the account (upon their parent’s death) should pass through the estate (and be distributed according to the terms of the Will). In many instanc-es these contending beliefs result in a legal battle, with one sibling pitted against another. When cases of this nature are brought before the court, an examination of any documented evi-dence which may help establish the intention of the deceased parent, takes place first. In instances where no such evidence can be found, courts often look to certain legal “pre-sumptions” for guidance. A “Presumption of Resulting Trust” could be argued in cases where the deceased parent was the only contributor to the account which was subse-quently made joint so an adult child could assist

their parent with the day-to-day banking. This argu-ment is made stronger if there is no evidence to support the parent’s inten-tion to make a gift to their child (i.e. to the surviving account holder). If the “Presumption of Resulting Trust” is accepted by the court, the monies within the joint account will no longer be considered joint-ly held and will pass through to the estate of the parent. Alternatively, a “Presumption of Advancement” could be argued in that a parent may give gifts to their chil-dren (including adult chil-dren) out of generosity, affection, or by their obli-gation to support them. This would support the proceeds of a joint account passing to a child as joint owner of the account. As these two presump-tions are often at odds with one another, they may be dismissed if case evidence determines one of them to be wrong. Furthermore, as new cases are brought to trial (and appeals heard) the appli-cation and understanding of these two presumptions will continue to evolve. For example, two recent cases (Pecore v. Pecore and Madsen Estate v. Saylor) came before the Supreme Court of Canada. The decision of the court provided some clarifica-tion regarding the two presumptions. Both cases involved bank accounts which an elderly parent made joint

with one of their children. Disputes arose whether the surviving joint account holder was entitled to all the money in the bank account. It was the opin-ion of the Supreme Court that the “Presumption of Advancement” only applies to minor children as only minor children need sup-port from their parents. Therefore, adult children who normally do not need support cannot rely on this presumption. Furthermore the Supreme Court accept-ed the “Presumption of a Resulting Trust” where “ageing parents transfer their assets into joint accounts with their adult children in order to have that child assist them in managing their financial affairs”. Ultimately the court will place greater weight

on evidence of the parent’s intention, not the two guiding presumptions. Therefore, as part of your estate plan please ensure you carefully document your intentions with respect to jointly held assets. Using the services of a lawyer is highly rec-ommended.

As if heading back to school after the summer wasn’t hard enough, children with asthma also have to contend with the “September Spike”. That is the name Canadian researchers have given to the sharp increase in the number of people, mainly chil-dren, arriving at hospital emer-gency departments with asthma symptoms around the third week of September.

They attribute the asthma spike to several factors. Over the summer holidays, many children do not manage their asthma prop-erly – some even stop using their asthma medicines. Returning to school, they are exposed to cold viruses. With their asthma poorly managed, they are more likely to suffer a flare-up when they get a cold.

An attack can also be trig-gered by exposure to outdoor allergens such as ragweed and moulds and indoor allergens such as cat dander on other children’s clothing.

According to Carole Madeley, director of respiratory health pro-grams with the Ontario Lung Association, parents can deter-mine whether their child’s asthma is being well managed by answer-ing these simple questions. Does the child:

• Have to use a reliever inhaler (usually blue) more than three times a week?

• Have asthma symptoms more than three times a week?

• Ever have difficulty exercis-ing or playing sports because of asthma?

• Wake up one or more nights a week because of asthma?

• Miss any school days because of asthma?

“If the answer to any of these questions is ’yes’, then the asth-ma is probably not under control and you should consult your health-care provider to see what needs to be done,” said Madeley.

Here’s some advice from the

Ontario Lung Association to help you and your child avoid a trip to the hospital in September:

• If your child doesn’t already have a written “asthma action plan”, ask your health-care pro-vider for one so that you’ll both know what to do if asthma symp-toms start. Make sure you and your child know how to use the action plan and follow it all year. Asthma doesn’t take a summer

holiday.• Any symptoms such as

coughing, wheezing, chest tight-ness or shortness of breath can mean asthma is not under control. The asthma action plan will help you to get it back under control.

• Take precautions to avoid an infection: wash hands regularly using the proper hand washing technique (a hand sanitizer can be used if there is no sink);

sneeze and cough into a tissue, then throw it away and wash your hands (if there is no tissue, use a sleeve); and keep hands away from the face when in public.
