Indian Transformer Manufacturers association (ITMA) had its Annual General Meeting on 16th February 2018, in which it approved the nominations to the Executive Council for the years 2018-2020. Misra, out going President ITMA stated in his address about the various issues concerning transformer industry which were taken up with various authorities of Govt. of India, MoP, MoS , Ministry of Heavy Industries (DHI), Ministry of Commerce and right up to PMO level , besides the other Govt. Departments viz. CEA, BEE, BIS etc. and discoms/utilities. Workshop on GST the new tax regime for understanding of the members was also arranged. More over number of workshops were organized in order to spread awareness in respect of energy efficient distribution transformers, conservation of energy, guidelines for certification issued by BIS etc in different parts of the country. Even International Conference on Transformers (TRAFOSEM- 2017) was organized, the brief details are highlighted here under: I. Nineteen (19) number of new companies have been admitted for ITMA Membership for the year 2016-17. II. Meetings were organized with DG, BIS on 21st December 2015 and 3rd February 2016 with ITMA delegation, on the various issues cropped up due to BIS certification required as per the Quality Control Order of DHI, as per the revised guidelines of BIS date 30th November 2015. Accordingly after detailed discussion in the meetings BIS issued the amendment to the guidelines on 28th June 2016. III. 35TH ANNUAL GENERAL MEETING (AGM) HELD ON 16TH

FEBRUARY 2018 AT 11.00 A.M. IN ITMA OFFICE, VAISHALI

GHAZIABAD, U.P.

Indian Transformer Manufacturers association (ITMA) had its Annual

General Meeting on 16th February 2018, in which it approved the

nominations to the Executive Council for the years 2018-2020.

OUT GOING PRESIDENTS ADDRESS IN THE ITMA'S

35TH ANNUAL GENERAL MEETING

Shri U.C. Misra, out going President ITMA stated in his address about the

various issues concerning transformer industry which were taken up with

various authorities of Govt. of India, MoP, MoS , Ministry of Heavy Industries

(DHI), Ministry of Commerce and right up to PMO level , besides the other

Govt. Departments viz. CEA, BEE, BIS etc. and discoms/utilities. Workshop

on GST the new tax regime for understanding of the members was also

arranged. More over number of workshops were organized in order to spread

awareness in respect of energy efficient distribution transformers, conservation

of energy, guidelines for certification issued by BIS etc in different parts of the

country. Even International Conference on Transformers (TRAFOSEM-

I. Nineteen (19) number of new companies have been admitted for

ITMA Membership for the year 2016-17.

II. Meetings were organized with DG, BIS on 21st December 2015 and

3rd February 2016 with ITMA delegation, on the various issues

cropped up due to BIS certification required as per the Quality Control

Order of DHI, as per the revised guidelines of BIS date 30th

November 2015. Accordingly after detailed discussion in the meetings

issued after 7th May 2015 and prior to 1st February 2016 by

Discoms/Utilities-The matter was pursued with DHI who agreed and

issued the amendment accordingly.

VI. Import of prime CRGO material in the country is from the major

producers of CRGO who have acquired the BIS licence. Most of these

foreign manufacturers do not sell their material directly to the Indian

customers and have appointed wholly owned subsidiary/company

who is fully authorized to deal with the indian customers-The issue

was taken up by ITMA with MoS/BIS who agreed to accept the

material from the wholly owned subsidiary of the foreign mills under

the quality control order on steel and steel products dated 12th March

2012.

VII. Draft guidelines for repair and maintenance of outdoor power and

distribution transformers, as circulated by BIS, has been re-circulated

to the members for their comments. While no comments received

from members but the matter is still pending consideration with BIS.

VIII. Internal circuit breaker (ICB) in distribution transformers up to 200

KVA rating has been taken up with BIS for including in the IS:1180

(part-l/2014) as an optional accessory /item of the distribution

transformers. Matter still pending with BIS technical committee

ETD-16.

IX. Uniformity of technical specifications of distribution transformers

and power transformer for sub-transmission up to 33 KV system, has

been taken up with MoP & CEA -Matter is still pending with CEA

and being persuaded.

X. Meeting with Shri Piyush Goyal, Honble Union Power Minister on

13th July 2016 at 4.00 P.M with ITMA and other Stake holders on

quality and energy efficient transformers, besides dual certification of

Distribution Transformers.

XI. Constitution of Committee for preparation of standardization

manual for power transformer ( 66 KV to 765 KV) under the

chairmanship of Chairperson CEA. Only two meeting s held, matter

being pursued with CEA.

XII. ITMA's intense follow up with BIS, empanelled the National Test

House, Ghaziabad (NTH) as one of the recognized testing house for

transformers with BIS, besides establishment of testing laboratories

for transformers, in the Eastern region of the country by NTH along

with SCT facilities at Ghaziabad.

XIII. Notification/Regulation/Amendment No.1: S.O .4062 (e) dated

16th December 2016 issued by MoP regarding Up-rating of losses

for BEEs star rated distribution transformer, by making earlier star 4

as star 1 and so on -------- effective from 1st January 2018 .The issue

was strongly taken up with BEE, who extended the date of

implementation upto 1st July 2017 and also issued important

instructions to all distribution transformer manufacturers on 19th

December 2016, for compliance of the MoP's notification dated 16th

December 2017.

XIV. Emergency executive council meeting held on 6th January 2017 at

ITMA's Office, Vaishali, to discuss and resolve the issue of MoP's

notification dated 16th December 2016 i.e. Amendment No. 1 to the

earlier notification dated 12th January 2009, by up rating the energy

efficiency star ratings i.e. earlier star 4 has been made as star 1 & so

on………..As per the deliberation of the council meeting BEE was

requested.

1. To extend the date of implementation by one year

2. To issue calendar for adoption of next higher energy efficient star

rating with clear time of around two years for industry to get ready.

3. To stream live line the procedure of granting label.

XV. Mandatory dual certification from BEE & BIS for energy efficient

distribution transformers as per IS:1180-Request for simplification

of procedure for “ease of doing business” sent to the Hon'ble PM.

XVI. BIS after intense follow up agreed to return the original test reports to

the applicant and keep certified copy for their records of the DTs for

the ratings /varieties of transformers which are covered in the scope of

licence by virtue of grouping guidelines of BIS dated 28th June 2016.

XVII. Registration of the transformer manufacturers for BIS certification of

Distribution Transformers as per IS:1180 part 1/2014 for issue of

licence as per the mandate of quality control order and

implementation of revised STI to IS 1180 part 1/2014 (doc: STI

1180 part-1) 4, October 2016) (incorporating amendment no.1)-

effective from 28th February 2017.

XVIII. ITMA arranged the presentation from Mr. Shashank Singh, ASM,

Busy Infotech Pvt. Ltd for council members –for GST (goods and

services tax) being implemented from 1st July 2017 by Government

of India. In the presentation, council members were apprised about

the various issues and formalities to be completed by the

manufacturers, for which a software developed by the firm (Business

Accounting Software) was discussed.

XIX. For smooth roll out of goods and services tax (GST) a conference of

the stake holders was organized by the GST council to discuss the

rationalization and the applicability of rates on various Goods &

Services, under the chairmanship of Hon'ble MoP(IC) for Power,

Coal, NRE and Mines on 22nd June 2017 at Ashoka Hotel, New

Delhi

XX. Finalization of the losses for Non-preferred rating of DTs as per

IS:1180 Part 1/2014 i.e. 6.3 KVA and 10 KVA was taken up in the

BIS technical committee meeting ETD -16, held on 12th April 2017,

as the losses given in the Amendment No.1 were not found workable.

XXI. CEA constituted a Monitoring committee on distribution

transformers under the Chairmanship of Chief Engineer DP&D with

various stakeholder and associations as member . The Monitoring

Committee is to coordinate with all the agencies to resolve the various

issue being faced by the transformer industry for ease of doing

business. After persuasion with CEA, ITMA has also been included as

one of the members in the committee. The first meeting of the

monitoring committee was held on 22nd August 2017.

XXII. Meeting of ITMA delegation with secretary power on 14-12-2017 to

discuss the issues concerning transformer industry, mainly the

mandatory dual certification on DTs, warranty/guarantee period

asked by discoms in tenders and standardization/ uniformity of

Shri Girish Kumar, MD, Sai Electricals thanked Shri U. C. Misra for

proposing his name for the post of President ITMA for the next term (2018-

2020), and further stated that due to his various pressing engagements and

personal issues, at present, he may not be in a position to devote the

necessary/adequate time required for discharging the function of the

President of the Association. As such he may not be able to take up this

demanding position, for this tenure. However he would be glad to serve the

Association with any other responsibility as deemed fit. Shri Girish Kumar,

further stated that in the present scenario Shri U.C. Misra is the best choice to

continue to the next term (2018-2020) as President, as he is well conversant

with the issues of ITMA to be addressed with the various authorities/

Ministries. The motion was seconded by Shri Surendra Gupta, Marketing

Director of M/s. East India Udyog, Shri Anil Aggarwal, CMD, PME Power

Solutions (India) Ltd. and others with thumping majority.

Shri U.C. Misra thanked the members and stated that as the members have

reposed faith and confidence in me to continue, as a President ITMA for the

next term and heartily accepts the responsibility and assured the members that

due justification would be done to the post and pending issues shall be taken

up with the concerned authorities for their resolutions to the best interest of

the members and industry.

XXIII. ITMA and ICAI jointly with bureau of Indian Standards Organized

seminars in various major cities, in the country in order to spread the

awareness amongst the stake holders on standards and the mandatory

BIS certification/registration, due to quality control order on

transformers and other related issues to produce and use only quality

energy efficient distribution transformers for the period from

November 2016 to November 2017.

XXIV. 14th International Conference on Transformers (TRAFOSEM-

2017) on “Global Trends in Transformers Technology for Indian

Power System” on 5th May 2017 at Scope Convention Centre

Auditorium, Scope Complex, New Delhi

ELECTION OF THE PRESIDENT

Shri U.C. Misra outgoing President, after his address to the members in

AGM about the works/ issues taken up during his tenure, proposed the name

of Shri Girish Kumar, MD, Sai Electricals, to the post of President ITMA for

the years 2018-2020 which was seconded by Shri Visweswara Reddy of M/s

Shirdi Sai Electricals Ltd and Shri Anil Aggarwal of M/s PME Power

Solutions (India) Ltd. and supported by other members.

REVIEW OF THE MEETING CONVENED BY SECRETARY

POWER ON 14TH DECEMBER 2017 WITH ITMA

DELEGATION LED BY MR. U.C. MISRA WHEREIN CERTAIN

IMPORTANT ISSUES CONCERNING TRANSFORMER

INDUSTRY AS UNDER WERE DELEBRATED :-

President ITMA informed the house that due to delay in appointment from

Secretary Power, Govt. of India for a meeting with ITMA delegation to

discussing various pending issues, he had to personally call upon Shri. A.K.

Bhalla, Secretary Power to request him for a meeting to thrash out certain

vexed issue of transformer industry. Secretary Power considered the request

and allowed the ITMA delegation for a meeting on 14th December 2017

wherein following issues were discussed:

i) Mandatory dual certification of distribution transformers by BIS and

BEE for the same cause of energy efficient quality distribution

transformers as per IS:1180 (2014)

ii) Uniformity of the technical specifications across the utility/discoms

for procurement of distribution transformers at National level.

iii) Inadequate testing facilities for testing of transformer due to

mandatory certifications

iv) Warranty/guaranty period insisted by the discoms/utilities in the

tender documents is being misused

Secretary Power advised Shri Rajpal, Economic Advisor, MoP to look into

the issues and put up for a resolution to the best interest of the industry.

Accordingly MoP had called a meeting of the stakeholders on 7th February

2018 to discussed one of the above issues i.e. mandatory dual certification of

DTs by BEE and BIS. However due to Budget session the meeting has been

postponed . However ITMA has again requested for convening the meeting,

and the same is now due on 5th March 2018.

AGENDA ITEMS FOR THE NEXT MEETING OF MONITORING

COMMITTEE ON DISTRIBUTION TRANSFORMERS

FORWARDED TO CE (DPD) CEA

President ITMA informed the house that ITMA has forwarded the agenda

items for the meeting to the convened by Chief Engineer, DP&D, CEA, the

Chairperson of the Monitoring committee for DTs and requested to

convening the meeting of the stakeholders at the earliest.

The agenda points forwarded for the meeting are as given here under; in case

any item is required to be taken up in the Monitoring Committee same may

be informed to ITMA secretariat immediately.

a) Small Scale Manufacturers who are only supplying to private

industries, MES do not get bulk orders which puts a very heavy

financial burden on them in having to send every rating of

Distribution Transformers for testing. Thus instead of having to test

every rating manufactured in the first instance, any one Distribution

Transformer from a bulk production of a rating could be selected and

sent for testing.

b) Lack of test facilities in Eastern India creates a hindrance and adds

months to the lead times as well as adds a risk element in case of any

damages or accidents during to and from transportation.

c) The manufacturer for Distribution Transformers of Industrial and

Private Customers do not want to pay for type tests nor are willing to

wait for extra months to enable them to send their transformers to

ERDA or CPRI for testing purposes.

d) The validity of Test certificate issued by CPRI/ERDA should to be

extended for ease of doing business and re-testing should only be

done if there is change in design.
