THE OPTIMIST CREEDPromise Yourself –To be so strong that nothing can disturb your peace of mind.To talk health, happiness and prosperity to every person you meet.To make all your friends feel that there is something in them.To look at the sunny side of everything and make your optimism come true.To think only of the best, to work only for the best, and to expect only the best.To be just as enthusiastic about the success of others as you are about your own.To forget the mistakes of the past and press on to the greater achievements of the future. To wear a cheerful countenance at all times and give every living creature you meet a smile. To give so much time to the improvement of yourself that you have no time to criticize others. To be too large for worry, too noble for anger, too strong for fear, and too happy to permit the presence of trouble.
OPTIMISM:By providing hope and positive vision, optimists bring out the best in kids.
OUR MISSION is to foster an optimistic way of life, through a network of optimists, dedicated to the full development of their potential in order to provide ever-expanding service to youth, the community and the world.

WELCOME to New Ulm!
We are pleased that you are considering moving to
New Ulm, the “City of Charm and Tradition.” Whether it
is for personal or employment reasons, this publication is
designed to provide you with information that will make
your decision and ultimate move easier for you, your
family, or your business.
New Ulm, located just 90 miles southwest of the Twin
Cities, was settled by two groups of German immigrants
in 1854 and 1856, with intentions of starting a “utopian
German community in the American wilderness.” The
Federal Census of 2000 said that “New Ulm is the most
German city in America!” because of the predominately
German heritage. Today, this history is refl ected in our
architecture, monuments, festivals, music, food, and
shopping. Our citizens enjoy an extensive park system,
clean neighborhoods, excellent school systems and a
strong sense of community pride.
One of our community’s most notable characters is the
Hermann the German monument which stands high on
Center Street overlooking the city. A bobble-head in his
honor graces some of our pictures and you can see him
experiencing our city at www.germanshavemorefun.com.
The New Ulm Area Chamber of
Commerce has played an active role in molding the
environment of this city. We welcome and invite you to
come and visit the Chamber Offi ce and Visitor Center on
one of your fi rst visits to the city. We are located at the
corner of Center and Minnesota Streets, right in the heart
of the downtown business district.
We hope this guide will help you fi nd the information
you need in establishing your home or business in
New Ulm. For more information, please go to our
www.newulm.com website. If we can be of any other
assistance, please contact us at:

CITY GOVERNMENTThe City of New Ulm, incorporated
as a municipality in 1855, comprises
approximately ten and a half square
miles and is organized under a Home
Rule Charter in accordance with
Minnesota Statutes. New Ulm operates
under a Council-Manager form of local
government, whereby the City Council
has policy-making and legislative
authority; day-to-day administration
of government is the appointed City
Manager’s responsibility.
The City Council consists of a fi ve-
member governing body and a Mayor.
The Mayor is not a voting member
of the City Council, but exercises
certain duties and responsibilities
under Home Rule Charter authority.
One City Council member is elected
at-large to act as President of the City
Council. The remaining councilors are
elected to represent the city’s four
wards. The City Manager is directly
responsible to the City Council
for supervision and management
of City operations, as well as the
implementation of City Council
governing decisions and policies.
The City Council appoints several
boards and commissions to act in
an advisory capacity to the Council
in specifi ed areas. The advisory
bodies include the following
boards and commissions: Airport
Advisory, Zoning Adjustment, Health,
Cable Communications Advisory,
Economic Development, Emergency
Management, Energy Awareness,
Library, Planning, Park and Recreation,
Police Commission, Human Rights,
Monuments & Cemetery, Safety,
Police, Civil Defense, Sister Cities,
Heritage Preservation, and Tree
Advisory Commission.
The New Ulm Public Utility
Commission (PUC) operates
fi ve utility enterprises: electric
production and distribution,
steam heating district, natural gas
distribution, water distribution, and
wastewater treatment. Members of
the PUC are appointed by the Mayor,
subject to City Council confi rmation,
and are responsible for management
and utility planning and oversight of
operations, supervised by a director
of utilities, who reports to the City
Manager.

Our forefathers’ original plat served our community well for about
130 years, providing a grid system of homes with alleys. Since
then, a number of areas have been developed to offer a mix of
housing options, and several private developments and a new
affordable housing acreage are currently in the building stage.
New Ulm has many beautiful, historic homes, with several listed
on the historic register. Residents pride themselves in the German
tradition of well-kept yards, gardens and fl ower-beds, so a trip around
town should be well rewarded.

LUTHERAN SCHOOLS:St. Paul’s Lutheran School is an
elementary school, grades K-8,
with pre-kindergarten program for
four- and fi ve-year olds. It has been
operated by St. Paul’s Lutheran
Church since 1887. Enrollment is
open to the general public; Church
membership is not a requirement.
There are 280 students enrolled.
Teachers make every effort to meet
the three most important needs
of children: education for the soul,
mind and body. Children receive
instruction from God’s Word each
day, and high standards are set for
the secular subjects which prepare
children for life.
Minnesota Valley Lutheran High School provides a Christian
secondary education for students
of south central Minnesota in grades
9-12. The curriculum and co-curricular
activities offered are focused on the
spiritual, intellectual, physical, social
and emotional development of the
young people who attend MVL. The
current enrollment is 195 students.
CHARTER SCHOOL:Lafayette Charter School is a tuition-
free public charter school district
whose mission is to create a positive
learning environment for general
education, enhanced with agricultural
concepts and electronic technology.
Pre-K to grade 8 with all-day
kindergarten; small class sizes with
individualized attention at student’s
own pace; and only nine miles from
New Ulm.
COLLEGES:Martin Luther College – This mainstay
of New Ulm’s educational system
began their fi rst classes in 1884, and
the “Old Main” building still towers
over the campus. The school is part
of the Wisconsin Evangelical Lutheran
Synod (WELS), and students from
across the country come here to be
trained as teachers or as pastors in
the WELS system. They gladly open
their doors to the public for cultural
and sporting events.
South Central College in Mankato
is a Minnesota Community and
Technical College with a history of
academic excellence since 1946.
They provide comprehensive higher
education in a variety of academic
areas, and have a partnership with
the University of MN that allows you
to transfer your two-year credits
to a four-year program. They offer
several on-line degrees and promote
continuous learning for individual
growth and economic development.
CHILD CARE AND PRE-SCHOOLS:The public and parochial school
systems all offer pre-kindergarten
programs open to the public.
Those with child-care needs will be
pleased at the many private learning
centers that will take care of your
“little ones,” with varying levels of
