Bushfire rules adapt to benefit homeowners and builders

We all worry about the devastation caused by bushfires across Western Australia. Whenever an out-of-control fire hits the news, we make calls and go online to check if any of our family or friends are in danger.

Of course, it’s not so much the ‘bush’ fire we’re worried about, it’s the people and their homes in the path of destruction.

The list of disasters in recent years includes Roleystone, Parkerville and Waroona, as well as the blaze which almost wiped out the town of Yarloop.

As Western Australia continues to grow and its population builds, it is important we get the balance right and ensure good building and planning legislation on bushfire matters.

The top priority is public safety.

Planning Minister Rita Saffioti and Emergency Services Minister Fran Logan released a range of important legislative reforms

recently that affect planning and building in bushfire-prone areas. These reforms were welcomed by the building industry as much more workable than the current rules.

The Action Plan for Bushfire Framework Review 2019 has considered the recommendations made by Dr Tony Buti in the Bushfire Planning and Policy Review: A Review into the Western Australian Framework for Planning and Development in Bushfire Prone Areas.

Master Builders has strongly advocated for changes to the legislation for the benefit of industry, local governments and the wider community.

The changes include gazettal of a new Map of Bush Fire Prone Areas. This will increase the minimum area of declared bushfire-prone vegetation from one hectare to four hectares in the metropolitan Perth Central sub-region.

The map change will apply across 19 local governments from Stirling to Belmont to Fremantle, resulting in a 30 per cent reduction in the number of properties declared bushfire prone and therefore

requiring extra planning and building costs.

The new map can be found at www.dfes.wa.gov.au/bushfireproneareas.

Further changes include CSIRO to develop a new mapping standard for the rest of the state as part of stage two in the reform process, and stage three seeks to reduce regulatory burdens through amending relevant policies in line with new mapping protocols, including State Planning Policy 3.7 – Planning in Bushfire Prone Areas and the Guidelines for Planning in Bushfire Prone Areas.

The reforms announced are a result of the State Government listening to stakeholders such as Master Builders, which will continue to promote changes for the benefit of our industry and Western Australians generally.

Metronet Ellenbrook to Morley announcement to offer major benefits to residentsSet to halve public transport travel times, the hotly anticipated Morley to Ellenbrook train line as part of the Metronet expansion came a step closer to completion in August when the proposed route was confirmed for the first time.

Starting in Ellenbrook, the 21km line will travel south along the new Lord Street before stopping at the entrance to Whiteman Park. A future station at Bennett Springs East will eventually be the second stop on the journey before heading on towards Malaga station, an ideal stop for workers in the Malaga employment centre. The route will then head down Tonkin Highway, stopping at Noranda and Morley before connecting with the new Bayswater station and the rest of the Perth train line network.

Once operational, it is anticipated the travel time from Ellenbrook to the CBD will be around 30 minutes and the travel times between the new stations will be between three and five minutes.

Gillon said the reduced travel times would present a number of key benefits for residents in suburbs surrounding the expansion.

“Suburbs such as Ellenbrook, Brabham and Caversham will benefit greatly from the new infrastructure,” he said. “By cutting down commute times, the train line will give families and individuals living in these areas more time for the things they enjoy.

“In the last few years we have seen huge growth in the north-eastern suburbs and I don’t predict this slowing down anytime soon.”

Data from the State Government points to Perth’s north-east as one of Australia’s fastest growing areas, with the region’s population expected to rise to more than 415,000 by 2031.

The new rail line is expected to take 10,000 car trips off roads each day in the region by this time.

“The likes of Brabham, Caversham and Ellenbrook already provide great opportunity and value for those looking to enter the property market,” Mr Gillon said. “This infrastructure should only increase

the demand in theses north-eastern suburbs, further adding to popular opinion that now is a great time to buy, especially in these growth pockets.”

This new train line will be a great bonus for buyers looking to take advantage of the micro lot homes in Ellenbrook which, sitting on 80sqm of land, are perfectly positioned near public transport infrastructure.

The long-term benefits of a six-star rated home

Building a home is an exciting time – it is an opportunity to design a space suited to your lifestyle and that addresses practical measures such as energy efficiency.

There is a lot of talk in the building industry about six-star rated homes when it comes to energy efficiency, but what does it mean for you and the environment?

The star rating of a home’s energy efficiency has been around for a long time. As part of its commitment to energy efficiency through housing, the Western Australian Government increased the minimum energy efficiency standards for all new buildings from five stars to six in 2011.

The star rating measures the energy efficiency of a house by determining its potential heating and cooling requirements.

“It takes into account factors like the orientation and size of the house, shading, ventilation, insulation, climate and the type and colour of materials used in the building and roof,” BGC Housing Group Executive General Manager Michael Bartier said.

There are several ways to measure

a home’s energy efficiency, but according to the WA Building Commission, only buildings that achieve a six-star rating using National Housing Energy Rating System (NatHERS)-accredited software can legitimately claim to be six-star.

The WA Building Commission stated in 2012 that if a building had achieved compliance using any other method, then “it cannot claim that it is a six-star building”.

“While some homebuilders may claim their homes are energy efficient, they may not necessarily be a six-star home,” Mr Bartier said.

“What you need to ask for is the NatHERS six-star energy rating.”

Why six-star?

A six-star rated house is projected to use about 20 to 25 per cent* less energy to heat and cool when compared to a similar sized five-star house. This means lower energy bills and less pressure on energy infrastructure. It also helps reduce carbon emissions, a significant factor in lessening the impact of climate change.

“Owners of six-star homes enjoy a higher level of energy

efficiency, more comfortable living year-round, less impact on the environment by reducing their carbon footprint and lower energy bills – and if all that’s not enough to convince you of the benefits, you will also likely enjoy better resale value when the time comes to sell your home,” Mr Bartier said.

In addition to the amazing energy benefits, a six-star home doesn’t have to cost more. It is possible to enjoy the long-term benefits of energy efficiency and an affordable home – in fact, an energy-efficient home will be even more affordable over time when savings in energy costs are taken into account.

So when it is time to build a new home, make sure to use a reputable builder who will design and build a home that meets a minimum NatHERS six-star energy rating.

“It means you’ll have a comfortable, well-designed, energy-efficient home and a future-proofed investment,” Mr Bartier said.
