CVSD Board Policy 3131 – Attendance Area Changes (excerpt)

The following considerations shall be taken into account when recommending boundary changes and transfers:

1. Maintain a district-wide perspective

2. Consider growth trends and their impact on school capacity

3. Include special education classrooms as part of the analysis of school capacity and reasonable space for staff

4. Consider transportation costs as well as health & safety in transportation and walking.

5. Efforts to minimize the disruption of the students’ established learning programs shall be given priority.

6. Efforts shall be made to keep siblings in the same elementary school.

7. Efforts shall be made to maintain neighborhood schools and, if appropriate, the feeder system.

8. Students residing within an attendance area shall be given preference over nonresident students.

9. Students, except children with disabilities, may be transported to and from the school which is geographically located nearest or next-nearest to the student’s place of residence within the district offering the appropriate grade level, course of study, or special academics program or designated by the school board.

10. Consider natural boundaries if possible.

North Pines MS student counts: Of 247 current 7th/8th grade students in the area

currently feeding UHS, 150 are in the area proposed to move to CVHS

Committee Discussion and Recommendation

• At their latest committee meeting on 12/11/19 the High School Boundary Committee:

Determined that working scenarios 13a and 14e best met the Board guidelines in CVSD Board Policy 3130 (Attendance area changes), as well as Board and community input received during this boundary review

Voted on both scenarios as individual committee members

Determined by vote that Scenario 13a is their recommendation for the new HS Boundary Proposal beginning in Fall 2021

Would like the Board to consider revising the current MS boundaries to incorporate the small area to the southeast of the intersection of Sprague and Conklin into the Greenacres MS attendance area beginning in Fall 2020

Next Steps

• If this new HS boundary recommendation for Fall 2021 is approved:Communication to impacted students and families concerning these new high

school boundaries will begin this month

Phase 1 of hiring for Ridgeline High School teachers for a 9th and 10th grade schedule, as well as for head coaching and head advisory positions will commence in February 2020

Current Freshmen at CV and U-Hi who live in new boundaries will be asked to provide their initial decision as to whether or not they intend to remain at their current high schools (opt back) as Juniors in 2021 or attend their new boundary high school (by end of April 2020)

Siblings of seniors and “opted back” juniors will be asked to provide their initial decision on “opting back” (by mid-May 2020)
