Executive summary This report provides a summary of Roads and Maritime Services’ engagement with the community and key stakeholders on new weekend and public holiday clearways and extended weekday clearways on Taren Point Road between Captain Cook Bridge, Taren Point and Kingsway, Caringbah. This report also summarises feedback on the associated alternate business parking proposal. The Taren Point Road corridor covers a length of 3.4km in both directions and carries in the order of 55,000 vehicles daily. The corridor was identified in the Sydney Clearways Strategy in December 2013. The Strategy aims to help manage congestion across the Sydney road network by introducing new and extended clearways on congested roads that play a key role in moving people and goods across Sydney. Traffic investigations found that new and extended clearways along Taren Point Road between Captain Cook Bridge, Taren Point and Kingsway, Caringbah are required to help ease congestion and improve the reliability of journey travel times. Roads and Maritime investigated business parking along Taren Point Road and identified that most businesses on Taren Point Road have on-site parking for customers. However, for the section between Box Road and Kumulla Road it was identified that some businesses do not have on-site parking. The new and extended clearways would remove 15 business parking spaces in this section of Taren Point Road during the new clearways hours. To mitigate the removal of parking required to install the new and extended clearways, Roads and Maritime is working with Sutherland Shire Council to offset these 15 business parking spaces, with timed parking in the nearest side streets (Box Road and Kumulla Road). We are also discussing with Sutherland Shire Council improvements to existing kerbside parking on Box Road (west of Taren Point Road) to increase the total number of parking spaces available on that road. Details of the alternate business parking proposal can be found on Page 8 and in Appendix A. On Monday 6 November 2017, Roads and Maritime informed the community and key stakeholders about the introduction of new weekend clearways and extending existing weekday clearways on Taren Point Road (see Appendix A for the Project Update and Appendix B for distribution area). This project update provided information on the new and extended clearway hours and also invited feedback on the alternate business parking proposal being discussed with council. The clearways hours proposed in the original project update are shown in Table 1 below.

During the engagement period, the following feedback was received:

comments and reactions on social media. In summary, many of the businesses and residents along the route of the new and extended clearways supported the changes and alternate business parking proposal. There was general consensus that traffic

congestion is an issue along Taren Point Road and improvements are needed to reduce congestion and delays. We also received a number of requests for other traffic improvements that are out of the scope of this clearways project. Other businesses and residents raised the following matters in objection:

justification for the new and extended clearways, in particular the new weekend clearways

the impact that the new weekend and public holiday clearways would have on the residences between The Boulevarde and Kingsway

reduced parking options for deliveries

insufficient parking availability in side streets

changes to local businesses parking resulting from reducing the parking supply. Clearways form part of a number of measures aimed at improving traffic flows on state roads, including ‘No Stopping’ and ‘No Parking’ restrictions, bus lanes and transit lanes. Clearways are directly aimed at reducing congestion on key roads where parking reduces the performance of the whole corridor. Clearways:

reduce congestion by making an additional lane available to traffic

improve journey times, allowing drivers to get to their destination sooner and more reliably

improve safety by removing parked vehicles from the kerbside lane

have an immediate positive impact on traffic flow as it uses existing road space for the movement of vehicles

improve the efficiency of intersections along the corridor, as all lanes are used.

The decision Roads and Maritime would like to thank everyone who provided feedback. Roads and Maritime has considered the feedback received and is progressing with new and extended clearways on Taren Point Road between Captain Cook Bridge, Taren Point and Kingsway, Caringbah with some minor changes. The revised operating hours and locations of the clearways are shown in Table 2 below:

Roads and Maritime will also continue to work with Sutherland Shire Council to finalise the alternate business parking, including the reconfiguration of kerbside parking in Box Road (west of Taren Point Road), to provide alternate business parking. The weekday clearways on Taren Point Road between The Boulevarde / Captain Cook Drive and Kingsway will now be from 6am to 10am and from 3pm to 7pm in both directions. New weekend and public holiday clearways will not be introduced in this section of Taren Point Road at this point in time. Roads and Maritime will be introducing additional parking restrictions on Taren Point Road at The Boulevarde / Captain Cook Drive and at Kingsway. These new ‘No Parking’ and ‘No Stopping’ restrictions will provide additional lane capacity and will improve the traffic throughput at these intersections. Details can be found in Figure 1.

Further traffic investigations will be undertaken at the completion of other traffic improvement projects and major developments in the area. Should traffic conditions change the clearways hours will be reviewed.

Introduction

Background Traffic growth in Sydney has reached a point where there is a need to consider further improvements in the use of the existing road network to reduce congestion and travel times. The current clearways network has been in place for several decades, and has proven to be effective in improving travel times during weekday morning and afternoon peak periods. A particular need has been identified to extend clearways for weekend travel, where traffic growth has led to congestion levels similar to that of weekday peak periods. The NSW Government’s Long Term Transport Master Plan outlines a number of responses to traffic congestion in Sydney, aimed at improving travel on Sydney’s roads in both the short and the long term. One of the primary means to achieve this is the use of clearways. On 1 December 2013, the NSW Government released the Sydney Clearways Strategy as a key initiative to reduce congestion on Sydney’s state roads. The strategy aims to increase the performance of Sydney’s state managed roads by introducing new or extended clearways on roads that are experiencing congestion. The Sydney Clearways Strategy identifies over 1000km of state roads for investigation of new and extended clearways to help ease congestion and improve the efficiency of the network. The NSW Government committed $121 million to the implementation of the clearways strategy, which includes engaging with local communities and councils to ensure alternate business parking solutions are available (where feasible). So far, we have delivered over 410 km of new and extended weekend and weekday clearways across the Sydney road network under the Sydney Clearways Strategy. Taren Point Road between Captain Cook Bridge, Taren Point and Kingsway, Caringbah is 3.4km in length and has three lanes in each direction. The road connects Kingsway in the south to Captain Cook Bridge in the north. The corridor was identified within the Sydney Clearways Strategy for the investigation of new and extended clearways to help ease congestion. Taren Point Road forms part of an important public transport, commuter and freight route. The road is identified as a Strategic Bus Corridor and a Tertiary Freight Road under the Transport for New South Wales’ Sydney’s Bus Future and the NSW Freight and Ports Strategy. Taren Point Road carries approximately 55,000 vehicles daily. It provides the most direct route for traffic travelling from the suburbs of Taren Point, Miranda, Caringbah and Cronulla to Sans Souci and then onto Princes Highway and Grand Parade to access the Sydney CBD, Sydney Airport and Port Botany. Existing weekday clearways operate from 6am to 10am northbound and 3pm to 7pm southbound. Investigations found that there are high traffic volumes and congestion along Taren Point Road. The new weekend and public holiday clearways and extended weekday clearways (including changes to intersection parking restrictions at The Boulevarde / Captain Cook Drive and Kingsway) will assist in easing congestion, improving travel times and enhancing safety for road users. This outcome has been observed in other locations across Sydney where clearways have allowed all lanes to be used for the movement of traffic, which in turn will allow the corridor to operate at full capacity.

The proposal New and extended clearways Roads and Maritime announced the introduction of new weekend and public holiday clearways and extended weekday clearways on Taren Point Road between Captain Cook Bridge, Taren Point and Kingsway, Caringbah in November 2017. The new clearway hours announced in November 2017 are shown in Table 3 and in Appendix A.

Alternate business parking Roads and Maritime investigated business parking along Taren Point Road and identified that most businesses on Taren Point Road have on-site parking for customers. However, in the section between Box Road and Kumulla Road, it was identified that some businesses do not have on-site parking. The new and extended clearways would remove 15 business parking spaces in this section of Taren Point Road during the new clearways hours. Roads and Maritime is working with Sutherland Shire Council to offset these 15 business parking spaces with timed parking in the nearest side streets (Box Road and Kumulla Road). We are also discussing with Sutherland Shire Council improvements to existing kerbside parking on Box Road (west of Taren Point Road) to increase the total number of parking spaces available, in Box Road. Subject to Council approval, the proposed alternate business parking arrangements include:

Box Road – six 2P parking spaces

Kumulla Road – nine 2P parking spaces.

As mentioned above, we are also discussing with Sutherland Shire Council improvements to the kerbside parking on Box Road (west of Taren Point Road) that would provide additional parking spaces on that road. The proposed alternate business parking is shown in Appendix A. Roads and Maritime sought feedback on the proposed alternate business parking proposal outlined above and shown in Appendix A. Feedback was sought from businesses and the community to understand the parking needs near these businesses, which will be used in discussion with Sutherland Shire Council to inform the final parking arrangements.

Engagement approach

Engagement objectives Roads and Maritime engages with the community to understand their concerns and needs, so that this feedback can be considered as part of the decision making process where possible. This allows Roads and Maritime to:

seek comment, feedback, ideas and suggestions for consideration when making a decision on a matter that has not yet been determined

advise directly affected stakeholders of changes and/or proposals

build a database of interested and concerned community members with whom to continue engagement with during the project’s development and delivery

advise the community on how they can obtain further information and communicate feedback.

How engagement was done Roads and Maritime adopted an ‘inform’ and ‘consult’ engagement approach for this project to:

‘Inform’ the community, businesses and other stakeholders on the new weekend and extended weekday clearways, as these have been determined based on traffic volumes and travel times; and

‘Consult’ on the alternate business parking proposal to develop the parking changes based on the business parking needs along Taren Point Road.

Roads and Maritime commenced engagement with the community and stakeholders on 6 November 2017 and closed engagement on Monday 20 November 2017 (formally), and subsequently on 27 November 2017 following a redistribution of the Project Update to mitigate an initial distribution error (see Table 4).

Metrics show that the post appeared in around 79,000 Facebook news feeds as of 30 November 2017. Of the 495 website views, 167 views were directed through the Facebook posts. Information Kiosk

An Information Kiosk was held at the Caringbah Home centre on 11 November from 10am to 2pm to provide residents and other stakeholders with the opportunity to come and talk to the Clearways Project Team to discuss how the clearways changes affect them, alternate parking arrangements and the business parking proposal. 63 people visited the Information Kiosk, which included residents, wider community members, centre visitors, and businesses. We also received written feedback from 14 people at the kiosk, with this being included in Table 5.

changes to local businesses parking resulting from reducing the parking supply In response to the NSW Roads and the St George and Sutherland Shire Leader’s Facebook post about the clearways on Taren Point Road, as of late November 2017 at the close of engagement, around 350 ‘reactions’ and 100 comments were posted, with 30 people sharing one of the posts onto their Facebook page with friends and family. The comments and reactions received from social media were broadly positive, with many of the responses supporting the new clearways and some road users providing suggestions about additional traffic improvements that should be made in the area. There were some comments regarding the loss of residential parking and how this would be displacing the community. Table 5 summarises the verbal and written feedback received during the community engagement on the clearways and the alternate business parking proposal.

Feedback and Roads and Maritime’s responses

Roads and Maritime has summarised the feedback received on this clearways project and provided responses. The responses are provided in this report, which will be made available to the public. All comments have been considered to help Roads and Maritime make a determination on the installation of the new weekend and extended weekday clearways including new parking changes. Matters raised during the engagement period that are not within Roads and Maritime’s area of responsibility will be forwarded to the relevant government agencies.

1. Clearways Justification

The new and extended clearways will improve traffic flow and reduce congestion by making all three lanes available to traffic. One car in the kerbside disrupts the flow of vehicles. It will also improve safety.

The Sydney Clearways Strategy published in December 2013 identified over 1000km of state managed roads which may benefit from new and extended clearways. Taren Point Road was identified in the strategy for further investigation for the introduction of extended weekday and new weekend clearways. The corridor plays a vital role in Sydney’s transport network, and is identified as a strategic bus corridor in ‘Sydney’s Bus Future’ and a tertiary freight road in the ‘NSW Freight and Port Strategy’. It will continue to be relied upon as an important public transport and freight route in the future as the corridor provides the most direct route from Taren Point, Miranda, Caringbah and Cronulla to the Sydney CBD and airport via the Princes Highway and Grand Parade. Taren Point Road carries around 55,000 vehicles per day. One of the key considerations for introducing new or extended clearways on a state road is if directional traffic flow exceeds 800 vehicles per hour per lane, which is in accordance with the Australian Standards. Outside of the peak AM and PM clearways hours, only two traffic lanes are available in each direction with a traffic carrying capacity to 1600 vehicles in each direction. The traffic investigations indicate that the clearways hours of 6am to 7pm on weekdays and 9am to 6pm on weekends and public holidays are needed between Captain Cook Bridge and The Boulevarde/Captain Cook Drive to alleviate congestion and ensure the kerbside lane is clear. Under this arrangement traffic volumes can be distributed across three lanes instead of two lanes, reducing congestion, improving journey times and improving safety by removing the need for vehicles to merge into the centre lane. The graphs below show the traffic volumes:

There are no clearways on the northern side of the Captain Cook Bridge. What is being done about this?

The section of road north of Captain Cook Bridge from Rocky Point Road to Princes Highway and Sandringham Street to The Grand Parade is identified within the Clearways Strategy for the investigation of new and extended clearways. Traffic investigations will be carried out in the future to determine whether clearways would assist with easing congestion on this section of the corridor. We will inform the community about this at a later date as the investigations progress. 2. Clearways justification between The Boulevarde / Captain Cook Drive and Kingsway

Vehicles enter and leave Taren Point Road where it intersects with The Boulevarde and Captain Cook Drive. The traffic flow on the residential section is significantly less to that of the business section.

Roads and Maritime has considered the feedback received and the existing weekday clearways on Taren Point Road between The Boulevarde / Captain Cook Drive and Kingsway will be from 6am to 10am and 3pm to 7pm in both directions (see Table 2 in page 4). New weekend and public holiday clearways will not be introduced in this section of Taren Point Road at this point in time. Roads and Maritime will be introducing additional ‘No Parking’ and ‘No Stopping’ restrictions on Taren Point Road at The Boulevarde / Captain Cook Drive and at Kingsway. These parking restrictions will provide additional lane capacity which is expected to improve the traffic throughput at these intersections. Details can be found in Figure 1 on page 5. Further traffic investigations will be undertaken at the completion of other traffic improvement projects and major developments in the area. Should traffic conditions change clearways hours will be reviewed. These changes will ensure Taren Point Road is meeting its primary purpose in moving people and goods across the corridor whilst allowing residents and visitors to park outside these hours. Roads and Maritime traffic signal phasing is managed by the Sydney Coordinated Adaptive Traffic System (SCATS). The SCATS system synchronises traffic signals to optimise traffic flow across the road network. The additional intersection parking changes will increase the lane capacity at the intersections of Taren Point Road and The Boulevarde / Captain Cook Drive and

The southern side of Taren Point Road only has one feed point (Kingsway) whereas at The Boulevarde there are multiple intersecting roads. No changes are needed between The Boulevarde / Captain Cook Drive and Kingsway.

Cars parked in the kerbside lane in front of homes do not affect the flow of traffic.

Motorists generally use the middle lane. Removing parking to use the kerbside lane will not help and cause inconvenience to the residential property owners.

There is traffic near The Boulevarde on weekday afternoons and weekend mid-mornings. Introducing ‘No Parking’ along Taren Point Road 100m before The Boulevarde intersection would help instead of clearways.

will leave families without parking options. Kingsway. It is expected that the efficiency of these intersections will be increased by maximising the number of vehicles through the intersection on each green traffic light phase. This will result in less congestion and more reliable journey times.

There is no congestion on the section of Taren Point Road between Kingsway and The Boulevarde / Captain Cook Drive. Traffic problems are caused by poor traffic light phasing during peak times and school zones.

3. Clearways installation

When will the new and extended clearways and parking restriction changes be operational?

The new weekend clearways and extended weekday clearways including the additional intersection parking restrictions on Taren Point Road at The Boulevarde / Captain Cook Drive and at Kingsway will be delivered in conjunction with the alternate business parking. We are working with Sutherland Shire Council to finalise the alternate business parking and the reconfiguration of parking in Box Road (west of Taren Point Road). The community will be advised closer to the date of installation.

How much noise is made from the installation?

There will be some noise associated with the installation of new posts and signs. Roads and Maritime will do everything we can to minimise the noise impact, including completing noisier tasks before 11:00pm. A notification will be issued to residences, businesses and key stakeholders before the start of installation works.

4. Buses and Taxis stops

Are any bus stops changing? No changes to any bus stops are proposed as part of this clearways project.

Buses will block the kerbside lane when stopping to drop off or pick up passengers. Therefore the clearway will not help congestion.

Under NSW road rules public buses are permitted to stop along a clearway when dropping off or picking up passengers. Buses only stop for a short period of time and do not significantly impact flow. Public buses perform a vital public transport function, and any minor delay caused by stopped buses at bus stops needs to be balanced against public transport function they provide.

For elderly or mobility impaired people using taxis, what do they do?

Registered taxis are permitted to stop in clearways to drop off and pick up passengers. New and extended clearways in Taren Point Road will not change any mobility taxi stopping arrangements.

5. Residential property access, parking and amenity

Households have multiple cars that park on Taren Point Road. The clearways will displace vehicles and no alternative arrangements are proposed for residents. Residents have the right to park outside their properties.

We understand that extending the clearways hours and changes to parking restrictions will change parking conditions in front of residential properties and that this may cause some inconvenience for residents and visitors. To balance the need of local residences and the broader community, Roads and Maritime has revised the clearways hours to 6am – 10am and 3pm – 7pm on weekdays between The Boulevarde / Captain Cook Drive and Kingsway. My home business is located between The Boulevarde and Kingsway. Clearways will remove the ability for my clients to park on Taren Point Road and side street parking is not suitable for my elderly and mobility impaired clients.

public holiday clearways will not be introduced at this point in time (see Category 2 titled ‘Clearways justification between The Boulevarde / Captain Cook Drive and Kingsway’ for details). However there are some changes to provide additional ‘No Parking’ and ‘No Stopping’ restrictions on this section of Taren Point Road. For residents without an on-site car space, local streets are available for parking subject to any council restrictions. Outside the clearways hours, existing parking restrictions will remain in place. No residential parking scheme is proposed as part of this clearways project. It is recommended that residents including home business owners explore options for their visitors to consider parking on-site in garages, carports or driveways during clearways hours, and if no on-site parking is available, then use nearby local streets. Taxis are permitted to stop in clearways to pick up or drop off passengers.

There are no parking alternatives for residents.

A residential permit parking scheme is needed to ensure residents have priority within the local side streets once parking removed from Taren Point Road.

Where do visitors park during celebrations and events? The side streets are congested.

How will residents access driveways? Reversing into driveways will not be possible. Residents park on Taren Point Road as reversing is difficult.

Clearways and parking restrictions do not prohibit vehicles from reversing into a driveway provided they do so safely and without delaying traffic. The removal of parked cars on the kerbside lane during the clearways hours would improve sight lines for vehicles entering and exiting driveways. This will reduce the risk of crashes. The additional parking restrictions on Taren Point Road at the intersections with The Boulevarde / Captain Cook Drive and Kingsway are expected to improve the efficiency through these intersections, thereby enabling more vehicles to cross during each traffic signal cycle. The extended clearways hours and changes to parking restrictions will change parking conditions in front of residential properties along Taren Point Road. If residents are expecting any deliveries during clearways hours, they will need to consider when and where the delivery vehicle could stop to unload. Forward planning for deliveries is needed to ensure driveways and carports are available to provide an on-site space for deliveries during clearways hours. This is similar

to all other state roads where clearways and parking restrictions are in place. Tradespeople and removalists will have to park in internal driveways, visitor parking bays (strata permitting) or on local side streets during clearways hours, or carry out their services outside clearways hours. Deliveries can often be scheduled outside of the proposed clearways hours, as an example, groceries can be delivered across the day from 5am until 10pm, and major furniture retailers deliver from 7am to 9am on weekends.

How will children with special needs be collected in buses?

Licenced buses are permitted stop in clearways to drop off or pick up passengers where required.

When the clearways are installed, my driveway will need to be reconfigured. Is compensation available for driveway reconstruction?

The design and construction of driveways is a matter for local councils. Typically councils have a set design standard for driveways. If there are issues with the design of a driveway then this can be raised directly with Sutherland Shire Council.

Local side streets are at capacity from hospital staff, visitors, tradespeople, and business employees who park there all day. Also the side streets are narrow which makes parking difficult.

Local side streets off Taren Point Road are managed by Sutherland Shire Council. The issue of parking in these streets by hospital staff and construction workers has been raised with Sutherland Shire Council to investigate.

As residents of Taren Point Road, we often get told by the residents in local side streets that we cannot park in the side streets. Is this correct? On occasion I have even had my vehicle damaged.

Parking in local side streets is not allocated to residents of those streets only. Any person may park their vehicle in these streets in accordance with the parking restrictions that apply. Any abuse or damage to vehicles in attempt to prevent parking should be reported to NSW Police.

6. Business access, parking and amenity

Customers will be inconvenienced if they cannot park close to businesses. They will stop shopping on Taren Point Road, decreasing trade and questioning the future feasibility of businesses.

While there is parking demand on the state road, our investigations identified that the majority of businesses along Taren Point Road have access to on-site parking and are not solely reliant on the state road for parking. Parking currently permitted on the state road is not specifically allocated to businesses, their customers or staff. However, we acknowledge that to date this has been used by businesses, customers and staff and that the new and extended clearways will cause some inconvenience.

Most businesses have some form of onsite parking. However at some businesses this is limited and results in customer parking spilling onto Taren Point Road.

Staff parking on Taren Point Road will be displaced.

Our investigations found that there is sufficient capacity in local side streets to cater for the business parking demands. However, we are working with Sutherland Shire Council to provide alternate business parking in Kumulla Road and Box Road (see Appendix A for location).

The alternate business parking proposal (subject to council approval) will create timed parking spaces (see Appendix A) that will result in parking turnover and ensure parking is available for business customers. The remainder of the spaces within these streets will not be altered as part of this clearways project and will be available for staff to park (subject to existing parking restrictions.) Roads and Maritime is working with Sutherland Shire Council to reconfigure the parking in Box Road which will increase the supply of parking in Box Road.

The proposed timed parking on Kumulla Road and Box Road will displace staff. Businesses cannot accommodate staff parking.

The side streets of Kumulla Road and Box Road identified for customer business parking are currently full with business employees parking there all day. Parking will spill over into Paraweena Road.

My business has events that attract a large number of customers. Additional parking is needed for these events. Can the council carpark next to the Taren Point Youth Centre be used?

Businesses will need to reconsider how events are organised. Subject to the timing of the event, additional customer parking demand may be accommodated on-site or in local side streets. In addition, private arrangements could potentially be made with adjacent retailers who have on-site parking which could be utilised for the purposes of trade shows. The use of the council carpark adjacent to the Taren Point Youth Centre for event parking is a matter for Sutherland Shire Council to investigate and consider. Roads and Maritime will forward this to council for their consideration.

Clearways hours will compound the misuse of business complex carparks. Customers of other businesses and users of Gwawley Oval often park in these private carparks displacing customers and employees of the business complex.

We understand that business owners have observed people parking in their carparks even though they are not visiting their business. Roads and Maritime encourages businesses and/or the land owner to explore options on how to best manage private business parking to ensure it is not misused by others. Roads and Maritime will distribute community updates and doorknock each businesses to promote the alternate business parking. We will also provide social media posts, newspaper advertisements and undertake letterbox drops of surrounding areas to promote and improve awareness of the parking opportunities.

Roads and Maritime should educate businesses about the alternate business parking in Kumulla Road and Box Road so that they can inform customers.

Businesses and customers should be prioritised over road users.

The primary purpose of a state road such as Taren Point Road is to efficiently and safely move people and goods across Sydney. Any parking currently

permitted on the state road is not specifically allocated to businesses. Whilst we understand that the new clearway hours will change parking conditions in front of businesses, and may cause some inconvenience for customers, parked vehicles can affect the primary purpose of the road. Roads and Maritime can change parking restrictions across the state road network to ensure these roads are fulfilling its primary purpose. Our investigations found that the majority of businesses along Taren Point Road have parking on-site for their customers. For the businesses that have no parking on-site and rely on the parking on state road for parking, alternate business parking is proposed on nearby side streets (subject to council approval) as shown in Appendix A.

7. Safety Parked vehicles in the kerbside lane provide a buffer for drivers turning onto Taren Point Road, and therefore improve safety. The kerbside lane is needed for residents to stop prior to safely pulling into their driveways. Some residents wait until after clearways hours to reverse into properties to avoid abuse from road users.

The removal of parked cars on the kerbside lane during clearways hours will improve sight lines for vehicles exiting driveways and vehicles travelling along the kerbside lane. This will reduce the risk of crashes. Roads and Maritime will also be introducing additional ‘No Parking’ and ‘No Stopping’ restrictions on Taren Point Road at the intersections of The Boulevarde/Captain Cook Drive and at Kingsway to provide additional lane capacity to improve traffic throughput at these intersections, which will result in ‘platooning’ to provide more time for vehicles to safely enter and exit driveways.

Safety will be improved by removing the need for road users to merge due to parked vehicles in the kerbside lane.

Clearways will improve the distribution of traffic making all traffic lanes available to road users. Utilising the kerbside lane for traffic removes the need for motorists to merge around parked vehicles and will also reduce the risk of vehicles being involved in lane change crashes. This provides a more stable flow of traffic resulting in a safer environment for road users and reduces crashes.

Vehicles often speed on Taren Point Road. Making all three lanes available will promote speeding. A speed camera is needed in both directions at Parraweena Road and Taren Point Road.

NSW Police is responsible for monitoring the road network to ensure users comply with all road rules and regulations. We encourage members of the public to report speeding, dangerous driving or unsafe behaviour on the road network to the police. An initiative of the NSW Speed Camera Strategy is to allow NSW residents to

nominate locations for speed camera enforcement. Roads and Maritime recommends visiting the website: saferroadsnsw.com.au/haveyoursayspeedcameras.aspx to formally nominate a location as a potential site for a NSW Speed Camera. The information you provide, together with crash data and other road safety information will help to prioritise future locations for speed cameras in NSW.

The alternate business parking at Box Road and Kumulla Road will require customers to cross Taren Point Road, which is dangerous.

At both locations where alternate business parking is proposed (i.e. Box Road and Kumulla Road) there are combined traffic and pedestrian signals. This will allow road users who park at the alternate business parking to safely cross Taren Point Road.

Timed parking on Kumulla Road will not help congestion or safety on Taren Point Road. People will need to move their cars more frequently which is potentially unsafe. Why is this proposed?

The alternate business parking in Kumulla Road is proposed to offset the business parking spaces removed from Taren Point Road as a result of the new and extended clearways. Drivers are encouraged to drive safely, including while manoeuvring into parking spots.

8. School amenity Where will school visitors park during events? It is recommended that the school consider providing temporary parking within school grounds or encourage the use of public transport for these events. As discussed within this report, Roads and Maritime’s key objective is to ensure state road network is meeting its primary purpose in moving people and goods across the corridor.

9. Alternate business parking

More parking is needed in the whole area to cater for businesses.

Investigations found that the majority of businesses along Taren Point Road have some level of on-site parking, with the exception of some businesses at the intersections between Box Road and Kumulla Road. These businesses were found to have no on-site business parking, and relied solely on the street parking on Taren Point Road. Roads and Maritime is working with Sutherland Shire Council to convert existing unrestricted parking at Box Road and Kumulla Road to timed parking to provide parking as close as practically possible to these businesses. Timed parking will encourage a higher turnover of parking spaces and maintain accessibility to customers. Further information about the alternate business parking can be found in Appendix A.

The proposed 15 spaces are insufficient to provide for the spaces being removed by the clearways as more than 15 spaces are being removed. This is not enough for businesses to survive.

The offset parking will assist, however there is an overall deficit in the area.

Current clearways impact on business hours, with some closing early on certain days which is manageable. However, new weekend clearways will undermine trade, causing

businesses to close due to customers unable to park on Taren Point Road.

Roads and Maritime will also continue to work with Sutherland Shire Council to reconfigure kerbside parking in Box Road to help mitigate the removal of parking.

The alternate parking is too far from businesses for shoppers, especially the elderly and less mobile, or those carrying heavy goods.

An arrangement should be made with Endeavour High School to open their grounds for business parking use on weekends when the school is closed.

Parking could be introduced on Holt Road near Flower Power in the F6 reservation which is empty. This could be used as an interim measure while the land is vacant.

Additional parking is needed on the vacant lot on the corner of Willarong Road and Captain Cook Drive.

The angle parking in Kumulla Road should be extended.

Extended or new parking bays are needed at Gwawley Oval. We support converting the south side of Box Road to perpendicular parking from parallel parking.

We are in discussions with Sutherland Shire Council to reconfigure and make improvements to the existing kerbside parking on the southern side of Box Road (next to Gwawley Park). Details of the parking proposal can be found in Appendix A.

10. Financial impact

The removal of parking along Taren Point Road will devalue properties. Compensation is requested as a result.

Roads and Maritime does not speculate on property values. The introduction of new and extended clearways does not change the land use, land size or development capacity of properties. We understand that the new and extended clearways hours will change parking conditions in front of properties. However any parking currently permitted on the state road is not specifically allocated to residents or properties. Parking on state roads impacts the primary function of the road. Roads and Maritime change parking restrictions across the state road network to ensure they are meeting its

primary purpose.

11. Impact on sporting groups at Gwawley Park parking

Sporting club members that use Gwawley Oval will have nowhere to park as the clearways will remove 50 spaces. The existing parking on Box Road and Taren Point Youth Club is insufficient for the demand.

Gwawley Oval is a public recreation zone managed by Sutherland Shire Council. Council is responsible for ensuring there is sufficient parking on site to accommodate the specific parking demand. Whilst this is outside the scope of this clearways project, Roads and Maritime have asked council to investigate and consider this matter. With Box Road, Roads and Maritime is working with Sutherland Shire Council to reconfigure the parking arrangement and increase the parking spaces to offset business parking removed from Taren Point Road. Suggestion to expand the parking within Gwawley Oval (near the Taren Point Youth Club) will be referred to Sutherland Shire Council as they are responsible for ensuring sufficient parking is provided to accommodate the specific parking demand.

Roads and Maritime should offset the parking loss and provide 90 degree angle parking on Box Road and expand the Taren Point Youth Club parking.

The 3P council carpark near Taren Point Youth Centre should be expanded. Parking should be unlimited on sporting days to accommodate parents for the duration of the day.

Permitting the use of council carpark opposite the Taren Point Youth Centre for special events will assist in mitigating the impact of the clearway and the removal of parking.

12. Community engagement

Engagement should have been done earlier if new and extended clearways have been proposed since 2013.

On 1 December 2013, the NSW Government released the Sydney Clearways Strategy as a key initiative to reduce congestion on Sydney’s state roads. As discussed in ‘Introduction’ of this report on Page 7, the strategy identifies over 1000km of state roads for investigation of new and extended clearways to help ease congestion and improve the efficiency of the network. A media release was published on 25 November 2014 advising of the clearways

program which was broadcasted via various media channels to advise the community of the $121 million clearways program to be rolled out across the Sydney metropolitan region. Roads and Maritime adopts an engagement process for each clearways project to advise the community of the clearways changes. This is to ensure sufficient notice is provided to residents and businesses to prepare for the new and/or extended clearway hours. The Sydney Clearways project page includes information of all the projects under consideration at www.rms.nsw.gov.au/clearways

There has been no consultation on this project. Other clearways projects have been proposals, with Roads and Maritime consulting with the community to give feedback on the clearways. A decision was then made following the consultation process. The Taren Point Road clearways project has been an ‘inform’ process where we have not been able to provide feedback to guide the decision making on the clearways hours.

As discussed in this report, Roads and Maritime adopted an ‘inform’ and ‘consult’ engagement approach for this project to:

‘Inform’ the community, businesses and other stakeholders on the new weekend and extended weekday clearways, as these have been determined based on traffic volumes and travel times; and

‘Consult’ on the alternate business parking proposal to develop the parking changes based on the business parking needs along Taren Point Road.

Whilst we adopted an ‘inform’ process for the clearways, and ‘consult’ process on the alternate business parking, Roads and Maritime has taken into account all concerns raised to determine the new clearways hours and parking changes.

Distribution of the project information to residents in Taren Point Road did not occur. Residents found out about the project in The Leader and on Facebook. This is very poor communication.

The Clearways Project Team engaged a service provider to distribute the Project Update to all properties along Taren Point Road from Captain Cook Bridge to Kingsway on Monday 6 November 2017. However the team was advised at the Information Kiosk at the Caringbah Home centre on Saturday 11 November that some residents between The Boulevarde and Kingsway did not receive a copy of the Project Update. The Clearways Project Team acknowledges the importance of ensuring all residents along Taren Point Road are aware of the changes to the clearway hours. Immediate action was taken to ensure the Project Update was delivered

to all residential properties along Taren Point Road to ensure all residents were notified of the clearway changes as soon as possible. Members of the team hand delivered the Project Update on Tuesday 14 November along with an apology letter. Within this letter it was acknowledged that the Information Kiosk had already been held, and an apology was offered to residents who were unaware of the kiosk and missed the opportunity to talk to the Project Team. An invitation was extended to any residents who wished to discuss how the clearway changes affected them either in person at a time convenient to them, at their property or via phone. Furthermore, the date to provide feedback was extended to 27 November to mitigate the distribution issue. Notwithstanding this, other engagement methods were utilised to inform the community of the clearways, including a media announcement through the Cronulla Local Member of Parliament published on 6 November 2017, a newspaper advertisement in the St George and Sutherland Shire Leader and on social media via geo-targeted Facebook posts.

Businesses were not engaged with about the clearways and alternate parking proposal.

The Clearways Project Team on 6 November doorknocked approximately 120 businesses along Taren Point Road between Captain Cook Bridge and Kingsway to inform of the clearway changes. We provided a copy of the Project Update to available staff at each business, and if no staff were available or the business was closed, we left a ‘Sorry We Missed You’ note with the Project Update. This invited businesses to contact us to arrange a meeting at their convenience to discuss the clearways and alternate business parking proposal. A letter box drop was also completed along the corridor to businesses providing a copy of the Project Update to mailboxes. Miranda Chamber of Commerce was also contacted and sent a copy of the Project Update via email. These engagement activities, along with the use of social media and an advertisement in the local paper, were considered appropriate in informing stakeholders of the new and extended clearways.

Why has Roads and Maritime Services not given local businesses, residents, customers

One of the objectives of the engagement process is to ensure the community is informed well in advance of the changes and to provide alternate business customer parking solutions (where possible). As discussed within this report, Roads and Maritime seeks to balance the needs of the community and broader road users when making decisions on the use of a state road.

Roads and Maritime does not survey businesses following the installation of clearways on state roads. However from observations many businesses along state roads which have had new and extended clearways installed have maintained operations and their customer base.

Sporting events at Gwawley Oval are managed by Sutherland Shire Council and should be contacted for specific information about the use of the oval.

14. New Development

There is not enough on-site parking for residents and visitors within new high density development, resulting in parking demand in local streets. The clearways will remove existing street parking and make this problem worse.

Roads and Maritime is not a consent authority for private development. The local council is the consent authority for local development (in most cases). Roads and Maritime does provide comment and feedback to councils on the traffic and parking implications of development proposals that adjoin state roads. This is then considered by council as part of the assessment of the development proposals. Any enquiries or suggestions about the traffic and parking assessment of developments should be directed to the development assessment team at Sutherland Shire Council.

The government should not be approving new high density developments or implementing clearways as people will have nowhere to park.

More thought needs to go into land use planning in already congested areas.

New developments should dedicate land along their frontage for road widening, and be compensated accordingly.

The construction of new development is bringing tradespeople into the area. They are taking street parking away from residents.

We note the feedback that tradespeople may be using parking spaces in the area order to access their worksites along or near Taren Point Road. The use of these spaces by tradespeople is likely to be for the duration of the development. Vehicles belonging to tradespeople (like any vehicle) are permitted to park on local side streets in accordance with the parking restrictions that apply. Any vehicles parked illegally risk being fined. Council can be contacted to report any vehicles not complying with parking restrictions.

Congestion on Kumulla Road and Box Road is caused due to the construction of Bunnings and its temporary location on Parraweena Road.

This feedback is noted, however the project relates to the introduction of new and extended clearways on Taren Point Road. We acknowledge that part of the project involves introducing timed parking on Kumulla Road and Box Road (subject to council approval) to offset the spaces removed by the clearway on Taren Point Road, however concerns relating to the Bunnings development is out of scope, and should be forwarded to Sutherland Shire Council for investigation and consideration.

15. Clearway nominations

Clearways should be introduced on the following roads to improve traffic movements within the area:

Clearways on Kumulla Road are unnecessary. There is not enough traffic.

The current 1/2P parking on Toorak Avenue should be changed to at least 1P. At the moment the spaces are not used by any businesses as 1/2P is too short for gym users. It is not used by the school as parents drop kids off at Woodlands Road.

We thank you for providing feedback on the current operation of the road network within the vicinity of Taren Point Road. This feedback and traffic improvement suggestions is out of the scope of this clearway project. Roads and Maritime manage state roads. Local councils such as Sutherland Shire Council manage local roads. Any feedback and traffic suggestions relating to Taren Point Road or any other state road will be forwarded to the appropriate teams within Roads and Maritime for investigation and consideration. The Roads and Maritime Pinch Point Project Team are currently working on ways to improve:

the intersection of Taren Point Road and The Boulevarde / Captain Cook Drive, Caringbah.

Any feedback and traffic suggestions relating to any local streets will be forwarded to the Sutherland Shire Council for their investigation and consideration. We recommend that any traffic matters on local roads be raised with council to ensure the appropriate government agency is reviewing and considering them accordingly.

There is illegal parking on Kumulla Road. Mechanics and motor vehicle related businesses leave new unregistered vehicles on Kumulla Road indefinitely. What is being done?

The F6 Freeway should have been built 20 years ago. This is poor management from the NSW Government.

Congestion needs to be addressed in the afternoon on Kingsway between Kareena Road and Port Hacking Road in both directions.

The kerbside lane southbound into Captain Cook Drive should be made a left turn only lane to improve efficiency.

Clearway southbound is redundant as cars merge when they turn east into Captain Cook Drive. Traffic is bad up until the traffic lights on this section of road for road users heading to Burraneer, Green Hills, Kurnell, Woolooware, Cronulla, and Caringbah.

Intersection improvements are needed at the Captain Cook Drive / Taren Point Road intersection to improve efficiency.

Traffic signals need to be reviewed on The Boulevarde at Kiora Road / Port Hacking Road to allow more time for east /west traffic flow.

A right turn arrow is needed when heading east from Parraweena Road turning right into Taren Point Road.

The slip lane heading southbound into Toorak Avenue needs review. Vehicles enter at high speed.

Trailers and trucks are permanently parked along Alexander Avenue. Parking changes are needed to increase turnover as it could provide more parking for businesses.

Extend ‘No Parking’ on Kingsway (eastbound).

There is significant traffic congestion on Carter Road, Menai at 7:30am-8:30am. There are also issues for vehicles merging onto Bangor Bypass from Menai Road.

Operation and efficiency of Kingsway from Taren Point Road to Port Hacking Road (the Caringbah Shopping Strip) needs to be reviewed. The area is gridlocked.

Roads and Maritime should investigate and introduce 1P parking along the corridor, or short term ‘Kiss and Ride’ to reduce the impact on businesses.

17. Clearway justification

Great idea, about time! Investigations of traffic volumes and travel times have been used to determine the introduction of new weekend and extended weekday clearways along the corridor. Key matters specific to the residential area are discussed under Table 5 ‘Clearway justification - Residential area (Between The Boulevarde/Captain Cook Drive and Kingsway)’.

Main roads are not car parks. People should park on side streets and walk. Otherwise most businesses have on-site parking.

Half the bottlenecks in Sydney can be fixed by removing on-street parking 24/7 off main roads.

Clearways are not needed on the residential section - just change it from The Boulevarde / Captain Cook Drive to Captain Cook Bridge. Traffic is only bad up if there's an accident down the road. The noise level isn't bad.

18. Business parking

Customers are not prepared to walk to businesses. Parramatta Road is empty and the close of businesses relates to the introduction of clearways.

As discussed above in Table 5 ‘Business access, parking and amenity’, our investigations found that majority of businesses have on-site parking. Roads and Maritime are working with Sutherland Shire Council to provide alternate business parking in Kumulla Road and Box Road for those businesses identified as having no on-site customer parking (see Appendix A for location).

Businesses will suffer due to a lack of available parking. Alternate parking plans are inadequate.

There are about 8 side streets for parking and walking 50m is not a problem for business customers.

19. Residential amenity and parking

No thought given to residential section of the corridor. Where are visitors to park?

As discussed above in Table 5 ‘Clearway justification - Residential area (Between The Boulevarde/Captain Cook Drive and Kingsway)’, new weekend and public holiday clearways will not be introduced in the residential section of Taren Point Road at this point in time. Further traffic investigations will be undertaken at the completion of other traffic improvement projects and major developments in the area. Should traffic conditions change the weekday AM and PM clearways will be reviewed.

During clearway hours it is recommended that residents explore options for their visitors to either park on-site in garages, carports, driveways. If on-site parking is not available then nearby local streets can be used (subject to existing parking restrictions). Taxis are permitted to stop in clearways to drop off passengers where required, which may be of assistance with visitors arriving and departing from residences on Taren Point Road.

20. Other clearways

Wiley Park is congested due people at the pub or picking up their food on King Georges Road. Parking should not be on main roads.

Thank you for the nomination of state roads for new and extended clearways across the Sydney road network. Some of these state roads are included within the Sydney Clearways Strategy for the investigation of clearways. Those not included in the Strategy have been noted by the Project Team for future investigations. In terms of the Wiley Park area along King Georges Road, new and extended clearways was completed in March 2018 and motorists are now benefitting with all lanes being made available during the clearway hours.

Clearways needed on the Princes Highway from Sans Souci to St Peters.

All clearways need to be reviewed, especially the inner west of Sydney

Clearways on The Grand Parade at Brighton-Le-Sands need to start earlier at 5:30am in the morning and 2:30pm in the afternoon.

Next Steps Roads and Maritime will continue to work with Sutherland Shire Council to deliver the proposed alternate business parking arrangements (subject to council approval) which will involve the:

conversion of six ‘Unrestricted’ parking spaces to ‘2P’ parking spaces on Box Road

conversion of nine ‘Unrestricted’ parking spaces to ‘2P’ parking spaces on Kumulla Road

reconfiguration and expansion of Box Road car park to provide additional spaces. It is expected that these will be completed before the new and extended clearways are introduced. Roads and Maritime will update the community before the work starts to install the clearways.
