House, Lahore on June 14, 2019. Both
delegates were welcomed by Dr. Tahir
Masood, Managing Director NESPAK
along with other senior professionals of
NESPAK. The purpose of the visit was to
Multiconsult Group representativesvisit NESPAK House
discuss business opportunities in
Pakistan. On the occasion, Mr. Pettersen
gave a brief presentation on the
Multiconsult Group.
Multiconsult Group is one of Norway's
leading engineering consultancy
organisations. The group plans to explore
projects in Pakistan and for this purpose,
they have contacted NESPAK for building a
mutually rewarding relationship. Earlier, on
April 11, 2019, Mr. Yaser Malik along with
Mr. Andrew Thick, representative of the
Multiconsult Group from UK office, held a
meeting with NESPAK professionals at
NESPAK House, Lahore. NESPAK senior
officials led by Dr. Tahir M. Hayat,
Geotechnical and Geoenvironmental
Engineering Division, greeted the officials.
During the meeting, both officials presented
an introduction of the Multiconsult Group in
terms of its capabilities, expertise, etc. They
also discussed potential cooperation for
upcoming opportunities in Pakistan
especially in Dams and Hydropower sector.

A NESPAK-led joint venture has won the
consultancy contract of Mohmand Dam
Hydropower Project through competitive
bidding. The agreement was signed at a
ceremony held at Mega Hydel Complex on
May 20, 2019. Muhammad Javed Afridi,
General Manager and Project Director
Mohmand Dam Hydropower Project and
Dr. Tahir Mahmood Hayat, CEO Mohmand
Dam Consultants Group (MDCG), signed
the agreement on behalf of WAPDA and
the joint venture respectively.

The Consultants' JV comprises six
partners and seven sub-consultants (four
foreign and nine local firms). The JV
partners along with NESPAK are:

NESPAK-led JV wins Mohmand Dam's consultancy contract
International (Australia) and Dolsar
Engineering Inc. Co. (Turkey). NESPAK
has been assigned a lead role in this
contract. It is for the first time in the history
of Pakistan that for a mega project of water
sector, local engineering firms have been
assigned a significant role, so as to make
them at par with the known international
consultants.
Mohmand Dam Hydropower Project is
proposed to be constructed on the Swat
River, about 48 km from Peshawar City, in
Mohmand Agency, as a multipurpose
project. The project is located 5 km
upstream of the existing Munda Head
works at Abazai near Shabqadar Deri, in
Khyber Pakhtunkhwa. The Mohmand
Reservoir extends upstream to Mohmand
and Bajaur Agencies in the Federally
Administered Tribal Areas (FATA). The total
length of the reservoir will be
approximately 56 km. This will be a
Concrete-Faced Rock-Fill dam of 213 m
height with a gross water storage capacity
of 1.29 MAF, having a total command area
of 17,000 acres and power generation
capacity of 800 MW. The project is
scheduled to be completed in five years
and eight months.

The Environmental & Public Health
Engineering (E&PHE) Division of NESPAK
has been engaged by the Irrigation
Department, the Government of Sindh to
provide engineering consultancy services
for the feasibility study and detailed design
for pre-treatment system on the Left Bank
Outfall Drain (LBOD) water to be used as
feed to an RO Plant for 660 MW Thar Coal
Power Project. NESPAK will prepare GIS
base maps, carry out feasibility study for
water management strategy along with
techno-commercial comparison of viable
technologies for pre-treating LBOD water
to be used as feed water for the RO plant.
NESPAK will also submit a detailed design
report along with tender documents for the
selected pre-treatment system.

Wastewater Treatment Plants in Lahore
NESPAK has been hired by Water and
Sanitation Agency (WASA), Lahore for the
preparation of design, PC-I and tender
documents for construction of Wastewater
Treatment Plants (WWTP) at Mehmood
Booti/ Shadbagh, Shahdara and Babu
Sabu. The agreement was signed on
May 14, 2019.
The scope of the project includes surveys
and investigations, flood protection works,
up-gradation of WASA's existing disposal
stations, design of wastewater
conveyance system and wastewater
treatment plants, Environment & Social
Impact Assessment (ESIA) and Land
Acquisition & Resettlement Action Plan
(LARAP) studies.

opportunities in Pakistan, the Middle East
and African countries. The official was

professionals.
NESPAK officials told the guest that
NESPAK was interested to collaborate with
AECOM in forthcoming projects in the
Middle East and Africa. He was also told
that NESPAK had an advantage of
economical billing rates which could help
in preparing competitive proposals.
Dr. Hayat suggested that points of
contacts should be established between
NESPAK and AECOM for early
identification of jobs and quickly capturing
business opportunities. It was stressed
that a quick response is essential for
better coordination between both
companies.

The inauguration ceremony of three out of
six Residential Towers (Ground+9) at
NHS – Phase-IV, Shahrah-e-Faisal,
Karachi, took place on April 16, 2019.

Government of Pakistan through the
collaboration of Government of China is
sponsoring Gwadar Smart Port City Master
Plan with an aim to update the existing city
plan to reflect the new strategic direction
of Gwadar's development.
M/s CCCC-FHDI Engineering Co. Ltd., a
Chinese Engineering Consultancy firm,
was appointed as the 'Consultant Firm' for
Gwadar Smart Port City Master Plan
Project. Thereafter, M/s CCCC-FHDI
Engineering Co. Ltd. through a bidding
process has selected NESPAK for data
collection and analysis, climate change,
environmental, socio-economic studies,
disaster/risk assessment and management
plans, framework for urban finance
Meetings held for Gwadar Smart Port City Master Plan
management, preparation of alternative
master plan, bylaws and regulations for
the implementation of master plan. In this
regard, Steering and Technical Committee
meetings were held in Islamabad in June
2019. The first Steering Committee
meeting was chaired by Mr. Makhdum
Khusro Bakhtyar, Federal Minister for
Planning Development and Reforms (PDR)
and Technical Committee meeting was
chaired by the Chief Secretary
Balochistan.
M/s CCCC-FHDI and NESPAK team
comprising twelve (12) members, was led

meetings. During the meetings, the final

works carried out by the consultants were

NESPAK has prepared Environmental and
Social Safeguard Documents for Khyber
Pakhtunkhwa Integrated Tourism
Development Project, which was initiated
by the Government of Khyber
Pakhtunkhwa and funded by the World
Bank. NESPAK has submitted all the
documents related to environmental,
social and resettlement studies as per
World Bank approves NESPAK prepared reports
scope of work including Environmental &
Social Impact Assessment (ESIA),
Environmental & Social Management Plan
(ESMP), Resettlement Action Plan (RAP),
Resettlement Policy Framework (RPF),
Environmental & Social Management
Framework (ESMF) and Indigenous People
Planning Framework (IPPF). All the
documents have been approved by the
World Bank and Project

Agriculture Division of
NESPAK has been
awarded a Project
titled “Agriculture
Diversification Plan
(ADP) for Bahawalpur
Division” by Punjab
Sector Planning and
Management Unit
(Pvt.) Limited (The
Urban Unit). This project is a component
of Government of the Punjab's initiative for
developing a Punjab Spatial Strategy
(PSS) for which the World Bank is
providing technical and financial support.
On successful completion of the project,
the Urban Unit has planned to develop
Agriculture Development Plans for other
divisions of Punjab and this project is just
a precursor. A satisfactory provision of
consultancy services for this initiative may
open future business opportunities for
NESPAK in the Agriculture Planning and
Development sector.

2019 at NESPAK House for NTDC
Engineers. The training was imparted by
M/s CIGRE & IEEE Damping System
experts Prof. Dr. Giorgio Diana & Prof. Dr.
Alessandra Manenti, from Italy.
NESPAK has successfully completed
construction supervision of 500kV Quad
Bundle Transmission Line from Goth Qazi
Mahar to Rahim Yar Khan (RYK) and
successfully energised on no-load dated
May 22, 2019. Moreover, associated RYK
G/S extension works of bay-5 were
completed and energised on May 2, 2019. Despite troubles and difficulties during
construction, NESPAK had great a deal of
commitment to complete the project in the
best national interest. The main objective
of 500kV transmission line in association
with substation is to transfer power to be
generated from power generation plants in
south areas to enhance the capacity of
transmission line, and provide a
transmission link between South & North in
order to facilitate transfer of bid blocks of
power.

Design of Roads in Al Sahil Area, Wilayat Quriyat
The project comprises design of internal
roads in Al Sahil area, Wilayat Quriyat
(Length = 126 km). The contract value for
the design is Rs. 37 million.
Land & Building Survey in Wilayat Quriyat
The project comprised Land & Building
Survey for 499 buildings/houses in Wilayat
Quriyat. The contract value is US
$136,402. NESPAK has submitted
property inventory of 423 houses out of
500 houses to Client Muscat Municipality.
Service Road (Extension) at Showroom Zone in Duqm
The scope of work comprises construction
supervision of a service road at Showroom
Zone in Duqm having an approximate
length of 3 km. The project also includes
construction of roundabouts, road
protection, protection/relocation of utilities
etc. Construction cost of the project is
Rs. 500 million.

The project consists of an asphalt road
situated in Wilayat Khaboura with a small

Saham as well, in the Batinah region. The
project starts from village Biayaiq and
traverses along the bank of Wadi Shafan
while crossing the Wadi at various
locations and ends in village Aqir Al-
Abriyyin. The road also provides an
access to different villages on its way. The
project comprises construction
of a new single carriageway
having a length of 26 km. The
new road, having a 7 m wide
carriageway with 1.5 m wide
asphalt paved shoulders on
each side and 69 No Culverts
(Multi cell culverts of vent 4*4
m2 inclusive), has been
opened for the general traffic.
Partial substantial completion
has been requested to the
concerned authority. The cost
of the project is Rs. 6,800
million and completion date of
the project is October 10, 2019.

The Public Authority for Electricity & Water
(PAEW) had entrusted NESPAK & Partners
LLC with the project titled “Consultancy
Services for Construction Supervision of
Water Distribution Networks for Nakhal,
Awabi & Wadi Al Maawil Wilayats in Al-
Batinah Region – Phase-I” in Sultanate of
Oman. The purpose of the project is to
construct a water distribution network for
Nakhal, Awabi and Wadi Al Maawil
wilayats in Al Batinah Region. The scope
of work includes construction supervision
for installation of HDPE pipes with outside
diameter varying from 63 mm to 355 mm

NESPAK Karachi Office signed the
Amendment No.1 with Pakistan Civil
Aviation Authority for provision of
“Additional Services” under the
Consultancy Contract for New Gwadar
International Airport (NGIA) project. The
Amendment was signed on May 17, 2019.
The scope of services includes design,
bid documentation & bid evaluation of
CAA residential complex, development of
Airport Security Force Camp, external
utilities and infrastructure works, external
telecommunication works, site security
arrangements and revision of PC-1
document. NGIA is a Greenfield airport
and will be capable of handling wide-
bodied commercial aircrafts such as
Airbus A-380, Boeing 747 & 777, etc.
NGIA is an Early Harvest High Priority
Project to be executed under the China
Pakistan Economic Corridor (CPEC)
Program. The project was initially planned
to be executed on EPC basis by Chinese
Contractor, for which NESPAK-ADPI
submitted complete airport design to
Pakistan Civil Aviation Authority in 2015.
Later, under the Economic & Technical
Cooperation Agreement between the GoP
and China, it was decided to undertake
the project through Chinese grant. In
present implementation status, the design
of core airport components will be
undertaken by Chinese. The NGIA project
will be completed in three years. The
Ground Breaking of NGIA project has
already been performed by Prime Minister
of Pakistan on March 29, 2019.
Expansion of Lounges at Allama Iqbal International Airport LahoreNESPAK Karachi Office signed the Amendment
No.1 with Pakistan Civil Aviation Authority for
planning and designing of expansion of lounges
at Allama Iqbal International Airport Lahore. The
Amendment was signed on June 14, 2019.
The scope of services includes detailed design,
bid documentation, bid evaluation and field
design support services for expansion of
terminal building. Terminal building will be
expanded on southern side, creating new
domestic terminal facility, with 3 dedicated
passenger's boarding bridges. However, the
present terminal building will be converted into
international terminal. PCAA has asked NESPAK
to prepare design and bid documents for
following scope of work which includes,
expansion & re-modeling of existing terminal
building, demolition work of identified existing
facility and relocation, construction of additional
aircraft parking apron for domestic terminal,
hydrant refueling system, firefighting, storm
water drainage, water supply and sewerage
system, power supply and telecommunication
works, airfield lighting and external illumination.

for Rawalpindi Cricket Stadium is
approximately Rs.113 million whereas
Multan Cricket Stadium project cost is
Rs.126 million. PCB plans to hold
matches in these stadiums for their
upcoming event of PSL-4. The renovation
works will include the uplifting of interior
space including, players dressing rooms,
empire rooms, VIP boxes, public
washrooms and public enclosures.

No. 3270 – “Consultancy Services for
Naval Housing Scheme (Phase-IV) of PNS
Karsaz, Karachi” and Job No. 3498 –
“Consultancy Services for Permanent
Campus of Federal Urdu University of Arts,
Science & Technology (FUUAST) at
Islamabad” were also visited during this
period. Audit Reports were generated
based on Audit findings and the reports
were later closed after ensuring
implementation of the recommended
Corrective Actions.

The Audit was extensive and
its objective was to measure
the conformance of NESPAK
QMS to meet the requirements
of ISO 9001:2015 Standard.
The QMS was found compliant
with the requirements of the
Standard by the TUV Auditors and
NESPAK was recommended for
continued Certification.

Mr. Rizwan Baig, General Manager/Head,
Highways & Transportation Engineering
(H&TE) Division, retired on June 14, 2019
upon attaining the age of superannuation.
He started his career with NESPAK in 1985
after graduation as Civil Engineer. He
contributed 34 years to the professional
development of NESPAK until the day of
retirement. During this period, he remained
associated with mega highway projects of
all departments including hilly terrain
roads, flyovers, interchanges, airport
roads & CPEC projects specially for
National Highway Authority. To bid him
farewell, a lunch was arranged by H&TE
Division. NESPAK wishes him good luck
for his future endeavours.

Law and Arbitration from Robert Gordon
University, UK as well as Master of
Science in Civil Engineering from UET,
Lahore. Mr. Kareem is one of the few
Pakistanis having the honour of being
admitted as 'Fellow' in the prestigious
Chartered Institute of Arbitrators, UK. Prior
to rejoining NESPAK, Mr. Kareem was
working in Dubai UAE with Dar Al
Handasah (Shair and Partners) in handling
complex construction claims on their
mega airport projects."
NESPAK Human Resources Division has
initiated Capacity Building Programmes to
revive the Professional Development of
their employees. In this regard, an in-
house training session on International
Commercial terms was conducted by Mr.
Salman Shahid, Chief Engineer Islamabad
office, on May 15, 2019. The purpose of

Another such session on Elements of
Sustainable Architecture was conducted
by Mirza Kamran Hasan, Principal
Architect, Islamabad office, on June 03,
2019. Main aim was to create awareness
and better
understanding
amongst the
employees regarding,
site planning

building envelope,
renewable energy, day
lighting, ventilation,
water conservation and
indoor air quality in
architectural design.
Building Information Modeling (BIM) is an
advanced 3D model based process which
has made developments in designing and
constructing better buildings in better
places. In this context, initially, Human
Resources Division organised training
sessions on “Building Information
Modeling (BIM)” including Autodesk Revit
Trainings on “BuildingInformation Modeling
– Architectural and Structural modules” in
Lahore by Dr. Ing Abdur Rehman Nasir,
Assistant Professor, NUST, with Ph.D in
Construction Engineering & Management,
including research areas in Building
Information Modeling and task
instructional methodology. Later on, after
the successful completion of the training
sessions, the training was expanded to
Karachi and Islamabad offices as well that
helped the participants to implement BIM
applications in their project assignments.
