Decision Making during Planning

NERT consensus applies, but Task Force Leader or Team Leader has final decision

All participants must understand decisions made and agree to support them

Decisions are based on information and resources available at the time

situations where it is safe for NERT to respond life-threatening as well as potentially life-threatening
