Country Director’s message

Whenthereisareferenceto2015,it’sthedevastatingearthquakeanditseffectonthemorethan8millionpeoplethatstandsout.SavetheChildrenimmediatelyrespondedtotheearthquakewithlife-savingsupplies,andcontinuedassistingchildrenandtheirfamiliesduringtherecoveryperiod.Wehadprepositionedsuppliesinvariouslocationsinthecountryandthatmadeitpossibleforustorespondinthefirst48hours.Asaninternationalhumanitarianorganizationwhosehistoryrestsonworkingduringdisastersandemergencies,ournationalandinternationalstaffweresupportedwithsuppliesandlogisticsfromstoragehubsacrosscitiesinAsia.Attheendof2015,wewereabletohelpcloseto550,000earthquakeaffectedpeople,ofwhommorethan60%werechildren.

Educationcannotstopeveninadisaster,andthatdroveustobuildTemporaryLearningCenters.Tokeepchildrenandtheirfamiliessafeandhealthy,ChildFriendlySpacesweresetupandaffectedfarmerswereprovidedseedsduringtheplantingseason.Likewise,thousandsofchildrenandtheirfamiliesinthemostremoteaffectedareaswereprovidedmaterialsfor

transitionalshelters,warmclothingandinsulationduringthewinterperiod.Wealsohelped2,000childrenrepresentthevoicesofallaffectedchildren;summarizedinareportforstakeholderstoaddressonprotection,healthandsanitationandeducationconcerns.Withchildrenatthecenterofourwork,SavetheChildrenalsoledtheConsortiumon“Child-CenteredDisasterRiskReduction”andbackedtheformationofaNationalComprehensiveSchoolSafetyFramework.

ForNepal,therewasreasontomarktheachievementmadeinreachingtheUnitedNationsMillenniumDevelopmentGoal(MDG)targetfour.Thecountry’sUnderFivemortalityreducedfrom162forevery1,000livebirthsin1990to54attheendof2015,anachievementtowhichSavetheChildrenalsocontributedbytrainingmorethan8,000frontlinehealthworkersin2015alone,besidesofferingmultiplehealthandawarenessraisingservices.Withthegoalachieved,SavetheChildren’sglobalcampaign“EveryOne”toadvocateforobtainingMDGgoal4alsocametoanend.

Evenagainstthebackdropofouremergencyresponsefor2/3oftheyear,Icanreportthattherewasnoletdowninourscheduleddevelopmentworkinsixotherthematicareasofwork.Excludingouremergencywork,wehelpeddirectlyassistmorethan1.71childrenand3.1millionadults.Specificallyforchildrenatthecommunitylevel,ouradvocacyongovernanceresultedinlocalbodiesincreasingbudgetallocationforchildrenby15%.

Toconcludetheyear,myspiritswereraisedinparticularbyArticle39ofNepal’snewconstitutionwhichcategoricallyguarantees“everychild”therighttoeducation,healthservicesandrighttobeprotectedfromharm.ThisguaranteeandtheprovisionforredresstoguaranteethoserightsforeverychildshouldbeseenasanewchapterforthefullgrowthpotentialforeverychildinNepal.

Inconclusion,Ialsoexpressmygratitudetoourpartners,localandcentralgovernmentbodiesfortheirsupportinhelpingusreachandassistchildrentogrowanddevelop.

Humanitarian

Immediate and Initial Response (April 25, 2015 - June 30, 2015)

PreparednessandplanninghelpedSavetheChildrenlaunchanimmediateresponsewithinthefirst24hoursaftertheearthquake.Nationalstafftrainedinhumanitarianresponse,weredeployedandprepositionedstocksinfourlocationsinNepal,includingKathmandu,provedtobelife-savingformanyintheaftermathofthedisaster.TheresponsewasfortifiedbythedeploymentofSavetheChildren’sexperiencedsurgecapacityteamstoprovidespecializedexpertisetotheresponse.

Duringtheinitialresponseperiod,SavetheChildrenfocusedonthemosturgenthumanitarianneeds,withprogrammingfocusingonprovidingtemporarysheltersupportandessentialreliefmaterials.Thereweresafetyandinformationmessagesacrossseveralmediaplatforms,particularlyaimedattheneedsofpeoplewiththemonsoonseasonapproaching.

The7.8magnitudeearthquakeinApril2015wastheworstnaturaldisastertostrikeNepalinover80years.Thelastonewasin1934.Thistime,thedestructioncenteredaroundtheruralmid-hillsofNepal,destroyedhomesandaffectedthelivesofpeoplewholiveingeographicallychallengingterrain.Thedeathcountreachedalmost9,000andmorethan22,000people,includingchildren,wereinjured.

Reached10,385householdswithunconditionalcashtransfer,helpingfamiliesbuyessentialitemsimmediatelyafterthedisaster,amountingtooverNRs.155million

495temporarylearningcenters(TLCs)setupand451winterized,helpingover191,678childrenresumeschooling

Roshan(12),washelpinghismothergatherfirewoodon25April2015.Hishomesuccumbedtothetremorsbutnoneofhisfamilymemberswereinsideatthetimeoftheearthquake.HelivesinSertungwhichrestsatanelevationof1,640mandcanonlybereachedonfoot.Atthepeakofwinter,hisvillagereceivesatleast3feethighsnowfall.SavetheChildrenusedhelicopterdropstosendwinterkitswithwarmblankets,caps,socks,scarvesandtarpaulinsamongothermaterials.Roshansays,“Thewoollencapisgreat!”

Nepal Earthquake Response

In2015,wecarriedouttheourlargesthumanitarianresponseinNepal.Weraisedover52millionUSDandreached541,627peopleaffectedbytheearthquakeofwhom326,030werechildren.

Relief and Early Recovery

(July 1, 2015 - 31 October, 2015)

Accessbecameahugechallenge,withdrylandslidesandmonsoonraincuttingoffroadaccesstoseveraloftheaffectedcommunitiesinhighmountainousareas.SavetheChildrenreachedouttotheaffectedcommunitiesduringthisperiodwithmulti-purposecashdistributions,allowingthemost-affectedcommunitiestobuythethingstheyneededtomeettheirownimmediateneeds.KeyreliefandresponseactivitiesandcommunitymobilizationwereimplementedwithandalwaysthroughlocalNGOpartnersandincoordinationwithlocalgovernment.

Recovery Phase and Transition to Development

(November 1, 2015 - April 2018)

SavetheChildren’sfocusedpriorityduringthisphasehadbeenonthereliefandrecoveryneedsofthosecommunitieslivinginhighaltitudesandremotelocations.OurteamscarriedoutalargeandcomplicatedwinterizationprojectintheremotemountainsofGorkhaandSindhupalchowkdistricts,ensuringthatthesecommunitieshadessentialamenitiestosurvivethewinterandstaywarm.

Respondingrapidlytotheearthquake,ourlogisticsunitputtogetherateamoflogisticians,nationalandinternationalinKathmanduandemergencyfieldsiteswithinthefirsttendays.Wemovedmorethan3,000metrictonsofemergencyreliefsuppliestotheearthquakeaffectedareasofoperation,sourcedlocallyandalsoreceivedbyairfreightfromtheorganisation’sprepositioninghubsaroundtheglobe.KeysupportandshipmentscamefromourIndia,ChinaandPhilippinesoffices.TheNepalcountryprogram’slogisticsandprocurementteamswereabletochannelinsuppliesand

servicesofover20millionUSDinthefirsteightmonthsoftheresponse.Tomeettheneedsofaffectedcommunitiesduringthewinter,thelogisticsteamarrangedmorethan20MI-17heavylifthelicopterrotationstosupportfamiliesinhighaltitudeareas.

InJuly2015welaunchedareport,“AftertheEarthquake:Nepal’sChildrenspeakout”whichwasbasedonconsultationwith1,838boysandgirlsfrom14most-affecteddistricts.Theconsultationwas

carriedoutinpartnershipwithPlanInternational,UNICEFandWorldVision,incollaborationwiththegovernment.ThefindingsoftheconsultationwerereflectedandquotedinourjointadvocacyworkaswellasGovernmentofNepal’sPostDisasterNeedsAssessment.

Established49OutpatientTherapeuticCenters(OTPs)and26Mother-BabyAreas(MBAs)providedqualitynutritionevaluationservicesandprovidedtreatmentforseverelymalnourishedchildrenfromsixmonthstofiveyearoldchildren.

This is one of the first Temporary Learning Center built after the April earthquake.

SavetheChildrenbroughttogethersixdifferentcivilsocietynetworksconsistingofmorethan750I/NGOsforthechildcenteredUniversalPeriodicReview(UPR)reporting.AnintensivelobbyingandadvocacywithUNMemberStatesresultedin50recommendationsrelatedtochildrenbeingraisedinNepal’sreviewattheHumanRightsCouncil.InanefforttostrengthenmonitoringofchildrightsintheaftermathoftheAprilearthquake,SavetheChildrensupportedtheNationalHumanRightsCommission(NHRC)capacitybuildingtrainingto‘HumanRightsMobileCamp’in11mostaffecteddistrictsforincreasedmonitoringofchildren’ssituationduringemergency.InadditiontoNHRC’sownmonitoringofthepoliticalunrestinthe

Terai(southernplainregion),itorganizedanationallevelworkshoptosensitizepoliticalpartiesandcalledonthemtostopusingchildrenfortheirpoliticalagendas.

Togetherwithnationalcivilsocietynetworks,wewereabletoobtainseveralrightsofchildrenincludingchildparticipationasthefundamentalrightsandthe‘children’sbestinterests’asoneoftheStatedirectiveprinciplesinthecountry’snewconstitutionpromulgatedin2015.Advocacyfortheratificationofthe3rdOptionalProtocoltotheConventionontheRightsoftheChild(CRC)onacommunicationsprocedurecontinueswithkeygovernmentofficials.

SavetheChildren’spartnershiponadvocacywiththetheCentralChildWelfareBoardresultedinthedevelopmentofcomprehensiveindicatorstotrackprogressonchildren’scivil,political,economic,socialandculturalrights,whichwillbeusedbythegovernmenttocollect,analyseandpublishchildren’sdisaggregateddata.63%(17outof27)DistrictChildWelfareBoards(DCWBs)havebeenabletodevelopafive-yeardistrictstrategicplanforchildren,guidingtheirworkandtakingtheresultsatscale.

SC’spartnershipwithlocalNGOsandlocalgovernmentauthoritiesandcommunitymobilizationhasresultedin9%increaseinthenumberofpeopleaccessingsocialprotectionschemesinSCworkingareas.

Partnershipwithlocalbodieshasenabled66ofthemtoadopt‘ChildFriendlyLocalGovernance’(CFLG)framework,providingspaceforchildrentoraisetheirvoiceintheplanningprocessandtakingtheresultsatscale.

Save the Children set up 61 child friendly spaces helping 4,823 children enjoy a safer and more secure environment after the April earthquake.

Voiceforincreasedandimprovedinvestmentinchildrenwascontinuouslyraisedatbothlocalandnationallevel,resultingin10% incrementinresourcesgeneratedbyDCWBsand15%incrementintheallocationofVillageDevelopmentCommittee(VDC)budgettochildren’sissues.

SavetheChildren’spartnershipwithchildrenhasempoweredthemfortheirownadvocacyas63%ofdistrictandthreeregionalchildclubnetworksinworkingareasarefunctionalandthedistrictnetworkshavebeenabletoget39%oftheirissuesaddressedbyrelevantdistrictauthorities.

Inanefforttoestablishingchildprotectionsystemsatthelocallevel,referralmechanismswereestablishedandmadefunctional,asaresultofwhich1,652casesofchildprotectionviolationwerereferredthroughthemechanismtoappropriateservices.Partnershipwithlocalserviceprovidershelped92%(2,615outof2,850)ofchildvictimsofabuseandexploitationtoresumenormallife.Wesupportedtheremovalof49childrenfromhazardous/worstformsofchildlabourandreintegratedthemintofamily/communitybasedcare.71%ofchildrenworkinginnon-hazardousformsweresupportedtocontinueschooling.108%(1,237outofatargetof1,150)ofOVChavereceivedservicesthataddresspriorityneeds.

Child Protection

Wepartneredwithlocalchildprotectionstructuresandlawenforcementauthorities,religiousandsocialleadersandchildrentobringdownincidencesofchildmarriageby23%inoldprogramdistrictsand,areductionby7%pointinnewprogramdistricts(from48%to41%).

Ourworktostrengthenchildprotectionsystemsatnationalandlocallevelsisshowingresults.Significantresultswereobservedas80%ofWomenandChildrenServiceCentresofDistrictPolice,33outof38DCWBsand67%ofVCPCsintheworkingareashavebecomefunctional,undertakingbothpreventionandresponseinterventionsonchildprotection.82%SavetheChildrentrainedpara-socialworkers(PSWs)aremanagingcases.AdraftAlternativeCareRulesisfinalandawaitinggovernmentapprovalafterenactmentofthenewChildren’sBilllikelytobeendorsedby2016.Togetherwithnationalcivilsocietynetworks,wehavebeenabletosecureseveralchildprotectionrightsasfundamentalrightsintheconstitutionpromulgatedin2015.

OurpartnershipwiththeGovernmenttofightagainstpracticeofchhaupadi(isolationofwomenduringmenstruation)continuedin2015.FiftySevenVDCsweredeclaredaschhaupadifree,resultingin99%ofschoolagegirlscontinuingschoolingand93%ofwomenandgirlsstayinginsidetheirhomesduringmenstruation.Steppingonthissuccessfulpartnership,WomenandChildrenofficesofAchham,BajuraandDotidistrictshavedevelopedafive-yearChhaupadieliminationstrategywithacommitmenttocontinueworkingevenafterweconcludeoursupportinJanuary2016.

Thegirlshavecomealongwaysincethatfateful

Saturday.Theyattendschoolregularly,dotheir

homeworkandplaywithfriends.Buttheir

grandmotherworriesabouthergrandchildren’s

safetyandwellbeing.

SavetheChildreninitiatedacasemanagement

systemforchildrenatriskinemergencies,like

forsistersRinaandRima.VillageChild

ProtectionCommittees(VCPCs)havebeen

trainedtoidentifycasesthatneedimmediate

attentionandassistance.Acircleoffriends

(peers)andaprotectioncircleisformedaround

thechildrentosupportchildrenatrisk.With

communitysupport,SavetheChildrenis

supporting518suchcasesinearthquake

affecteddistricts.

Education

Educationinterventionsreached657,418children(50%ofgirls)and171,829adults(48%female)in2015,providingsupportthrough1,452ECCDcentersand1,305schools(81Madrasas),whichcontributedtoLiteracyBreakthrough.

In2015,wefocusedonscalingupofLiteracyBoosttocontributetoNationalEarlyGradeReadingProgram.ThiswasdonebystrengtheningthecapacityofstaffonEarlyGradeReadingandLiteracyBoostAssessment,developingmastertrainersthroughtrainingoftrainers,capacitybuildingofResourcePersonsandteachersandpromotionofreadingculture.

Thisyear,80differentnewtitlesoffactbooksweredeveloped,amongwhich15titleswereprintedinBrailletopromoteinclusiveeducationandtoadvocatefortheneedofadditionalreadingmaterialsforchildrenwithspecialneeds.

Wefocusedoncreatingevidenceofreachinggeographicallyandsociallyisolatedchildrenbyworkingjointlywiththegovernmentandcommunity-basedorganizations.ThiswasdonebymappingofpocketareasthroughCEMIS,focusedenrolmentcampaignsandeducationalsupportbyestablishingendowmentfundforchildrenfrommarginalizedcommunities.Wecontinuedadvocatinganapproachforexpansionoffreeandcompulsorybasiceducationtoincreaseaccessforallchildren.Asaresult,23newVDCsand263newschoolsarepracticingfreeandcompulsorybasiceducation.

Save the Children’s innovative approach emergent literacy and math (ELM) was started in close collaboration with the Government of Nepal. Reporting results show 59% (target 49%) of ECCD centers met 4 defined QLE (quality learning environment) guiding principles. Around 74 % four-year-old children in our working areas are now enrolled in Early Childhood Care and Development (ECCD) centers while 46 % children entering grade one had ECCD experience.

We continued to be the voice for children to ensure their rights to Early Childhood through ECCD caucus of parliamentarians to establish ECCD as a common agenda among political parties and it resulted in the inclusion of ECCD as Basic Child Rights in the New Constitution.

Learningachievementofgradethreeandgradefivestudentsincreasedto51.4%and51%respectivelyfrombaseline45%and44%.

75%ofgradethreechildrenachievedMasteryinLiteracy,a10%increasefrom2014.

WecontinuetopursueadvocacyfortheimplementationofSchoolsasZonesofPeace(SZOP)atthelocalandnationallevel,increasingchildparticipationinSMC,declarationoffreeandcompulsoryprimaryeducation,andeducationforchildrenwithdisability.Childparticipationandprotectionhavebeenestablishedascrosscuttingthemeineducation.Asaresult,68%ofschoolshaveactiveparticipationofchildreninSMCwithalmostequallevelofrepresentationofboysandgirls.In2015,51%ofschoolsdeclaredSZOPwithmonitoringsystemsinplace.

WearealsoleadingtheConsortiumonChild-CenteredDisasterRiskReductionandcontributingtotheformationofNationalComprehensiveSchoolSafetyFramework.SavetheChildren’scontributiontoHumanitarianResponsewasapriorityandweactivelycontributedasco-leadofEiEcluster.Weestablished586inclusiveTLCswithWASHfacilitiesandwinterized450TLCs,trained3,350teachersandDEOpersonnelonpsychosocialsupportanddistributededucationandrecreationalkitsreachingover190,000students(91,678boys;100,000girls)in9mostearthquakeaffecteddistricts.

Health and Nutrition

SavetheChildreninitiativescontinuedincollaborationwiththeGovernmentofNepal’sDepartmentofHealthServicestoincreaseaccessofnewborn,child,adolescent,andpregnantandlactatingmotherstoqualityhealthandnutritionservicesin45districts.

- 259,239childrenhadacccesstohigh-impact‘life-saving’interventionsthroughSavetheChildren-supportedactivitiesorfacilities.

- 3,118healthcareworkerscompletedpre-serviceorin-servicetrainingformanagementordeliveryofprioritychildhealthandnutritiontopicsusingnationallystandardizedcurriculum.

SavetheChildren’s‘ReachingtheUnreached’strategyisbeingpilotedinthreedistricts…,aimingtomakequalityhealthandnutritionservicesavailabletochildrenandmothersfromunderservedpopulations.Resultinselecteddistrictsshowsincreaseduseofhouseholdto

hospitalcontinuumofmaternalandnewborncare(CBNCP+MNH),as58%ofwomenusedskilledbirthattendantsfordeliveryagainstatargetof60%anincreasefrom41%fromlastyear.Onanaverage82%receivedtherecommended3visitsin7daysafterdeliveryfornewborncareinSCprojectdistrictstoatargetof70%.Forcoverageofchildhoodillnesses,datafromthedistrictshows43%ofthechildrenunderfiveinselecteddistrictsweretreatedforacuterespiratoryinfectionand91%soughttreatmentfordiarrhoeawithORTandZinc.

The revised CBIMCI package has been endorsed and is currently being rolled out. We continue to introduce innovation in our programs, some of which are ‘My First Baby’ a pilot project to reach adolescent pregnant women and “Foot Length” project to identify low-birth weight babies and a tail on package (an additional add on training to the original one) for CBIMCI in emergencies.

Save the Children carried out a first of its kind assessment of the situation of 31 public hospitals to identify main gaps for standardized quality of health care services. We have strengthened our partnership with the government through our involvement in the technical working groups in MNCHN, been an integral part of developing the every new born action plan (ENAP) and Nepal Health Sector Support Program (NHSSP) III and contributed to various clusters in the emergency.

Ayearaftertheearthquake,BimalawithheryoungestsonBijayvisitsthelocalhealthpostinPanchkhuwaDeuraliVDC,whichhasbeenrunningfromthe(Alpha)medicaltentsetupbySavetheChildren.Shehadpreviouslygivenbirthtoherthirdson,Bibek,inthehealthcenteroriginallybuiltbySavetheChildrenin1988.

SavetheChildrenscaledupInfantandYoungChildFeeding(IYCF)programwiththegovernmentandotheragencies.Resultsshowthat82%newbornsreceivedbreastfeedingwithinanhourofbeingborn.Resultsofthescaleupoftheschoolhealthandnutritionprogramshow93%ofschoolchildrenreportedwashinghandswithsoapandwaterafterusingtoiletand86%ofschoolshavingfunctioninglatrines.Similarly,EssentialHygieneActionandEssentialNutritionActionimplementedin41Suaaharadistrictsresultedina57%ofcaretakerswithappropriatehandwashingbehaviour.

ThroughtheSUNSCOalliance,weadvocatedonadvocacyandoninitiatingtheconceptofBabyFriendlyHospitalInitiativethroughorientationsintwomajorhospitalsinKathmandu.SavetheChildrenheldinteractionswithparliamentariansandconductedpublichearingstoadvocateforeffectiveimplementationofMSNP.

Atotalof754healthworkerstrainedonvarioushealthrelatedtrainingssuchasASRH,SBA,FP,CBNCP,IMNCI,MHPSS,and7,635frontlinehealthworkersweretrainedinIMNCIandMHPSS(emergencyresponse).40nursingfocalteachersweretrainedthroughpre-servicetrainingand3,455healthworkersand1,2291frontlinehealthworkerstrainedinSHN,IYCF/MIYCNandCommunityNutritionPackage.Theresultsofsupportinggovernmenttoscaleupnutritionservicesinremoteareasshow21%incrementofchildrenundersixmonthswhoareexclusivelybreast-fedinprogramdistricts.

Resultsofthescaleupoftheschoolhealthandnutritionprogramshow93%ofschoolchildrenreportedwashinghandswithsoapandwaterafterusingthetoiletand86%ofschoolshavingfunctioninglatrines.

OurHIVandAIDSprogramfocusedonenhancingtheknowledgeandskillsofyouthandchildrenonHIV,promotingaccesstoHIVrelatedservicesforPLHIV,creatinganenablingenvironmentforCABAandpromotingaccesstoHIVpreventionandtreatmentservicesamongMostatRiskPopulation(MARP).

HIV and AIDS

ThepartnershipofSavetheChildrenwithMinistryofHealth,GovernmentofNepalwasmadestrongerthisyearasSavetheChildrenbecametheonlyPrincipalRecipient(PR)forallthreediseases(HIV,TBandMalaria).SCworkedinclosecoordinationwithDepartmentofHealthServicesbeforePlanningPolicyandInternationalCooperationDivision(PPICD),NationalCentreforAIDSandSTDcontrol,LogisticManagementDivision,NationalPublicHealthLaboratory,RegionalHealthDirectorateandDistrictPublicHealthofficesforexpansionofHIVservicesandprovisionofqualityservicesforpeoplelivingwithHIVthroughoutthecountry.Rolloutofcommunitybasedtesting(CBT),expansionofsitesforviralloadsamplecollection,initiationofDNAPCRforearlyinfantdiagnosis,scaleupofPMTCTservicesandintegratedbio

behavioralsurveillanceamongdifferentkeypopulationswerethemajorachievementsinHIVprogramin2015.

Intheyear2015,13,764childrenweredirectlyreachedbyHIVprogramamongwhich6,354weregirlsand7,410wereboys.Totalpeoplereachedindirectlywas462,121.

OneofthemajoractivitieswasscaleupofHIVtestingservicesthroughHIVtestingandcounsellingcenters(HTC)andCommunityBasedTesting(CBT)topreventHIV.Oneofthemajorachievementsin2015hasbeentheintroductionofCBT,aninnovativeapproach.ThoughnationalleveldiscussionsareongoingaboutthemodalityofCBT,thenationalstakeholdersrecognizeSCforbeingapioneerinthestartupofCBT.

Mijarfamily’shomewasdestroyedduringtheApril2015earthquake.WiththreefamilymemberslivingwithHIV,thefamilydugintotherubblestofindtheirantiretroviraltherapy(ART)medicationandwereluckytofindthem.TheGlobalFundapprovedatop-upfundingtotheexistingHIVgrantofSavetheChildrentorespondtotheneedsofpeoplelivingwithHIVandpeopleatriskofHIVaffectedbytheearthquake.Seenhereinthephotobelowisthefamily’stemporaryshelter.

Care,supportandtreatmentwasoneofthemajorfocusareainthelastyear.Throughcommunityhomebasedcare(CHBC)andcommunitycarecenters(CCC)peoplelivingwithHIVareprovidedwithknowledgeandskillsonselfcare,ARTadherence,dealingwithcare,lesseningstigmaanddiscrimination,managementofOpportunisticInfections(OIs)andensuringaccesstocare.

OurprogramalsoprioritizescaringandsupportingforHIVaffectedchildrenwithoutadequatecare.1,239childrenlivingwithHIVreceivedthecashtransferservicesthataddresstheirpriorityneedslikeeducation,protectionandlivelihood,whichis95%achievementagainsttheanticipatedtargetof1,294.

In2015,weprovidedHIVtestingandcounsellingservicesthroughstaticHTCsitesin16districtsandthoroughCBTin42districtsinordertopromoteaccesstoHIVpreventionandtestingservicesamongmostatriskPopulation(MARP)toprotectthemselvesagainstHIVandAIDSandmitigateitsimpact.

TheIBBSsurveysconductedin2015haveshownthat84%ofFSWsinKathmanduvalley,64%ofPWIDsineasternregionand55%MSW,43%TGand23%MSMsinKathmanduvalleyhavehadaccesstoHIVtestinpasttwelvemonths.

14yearoldNira*lostbothherparentstoAIDSattheageofseven.Onantiretroviraltherapy,shehas

towalkfourhoursfromherhometogettothedistricthospital.Withthecashtransferprogram

supportshereceiveseverymonth,shesavedenoughtobuyherselfabicycle.Shecannowmakethe

triptothehospitaleasilyonherbicycle.Shealsocyclestotheschoolandtoextraclasses.Every

month,SavetheChildrenincollaborationwithGlobalFundtransfersRs.1000tochildrenlivingwith

HIVin45districts.Sofar1,239childrenhaveenrolledintheprogramasof15November2015.

LivingwithHIVandonantiretroviraltherapy,sheisrunningatailoringshopandsavingforherchild’sfuture.

Child Poverty and Livelihoods

MillenniumDevelopmentGoals(MDG)andSustainableDevelopmentGoal(SDG)bothhaveconsideredpovertyasthegreatestglobalchallengeandidentifiedpovertyreductionasanindispensablerequirementforsustainabledevelopment.Nepalhasmadesomeprogresstowardsreducingpovertyastheproportionofthepopulationbelowthenationalpovertylinereducedfrom42%in1990to25.4%in2010(NepalMDGProgressReport2013).However,significantdisparitiesremainwithinthepopulation.ThereforeGovernmentofNepal(GoN)isstrivingtoeradicatepovertyparticularlyofmostdeprivedcommunities,andpeoplelivingbelowthepovertylinethroughaclearconstitutionalcommitment.InthiscontexttheThirteenthThree-YearPlan(2013/14-2015/16)isdedicatedtoachievethepovertyreductiongoalssetbyMDGandSDG.

In2015theSCLivelihoodprogramfocuseditsinterventionsonpromotingtheuseandestablishmentofsocialsafetynet,creatingincomegenerationoptionsthroughon-andoff-farminterventions,andsupportingadolescent/youthtransitioning.

In2015,1,141youths(51%female)weretrainedonvocationalandmicroenterpriseskills,outofwhich57%ofthemearnedanadditionalincomeofRs72,000thisyear.Thesehouseholdshaveincreasedexpenditureforchildren’swellbeingby32%.630(50%female)deprivedyouthstrainedinmicro

enterprisehavereceivedmicrocreditfacilitiesfromfinancialinstitutionsincreasingtheiraccessestomicro-financeservices.

TheLivelihoodsandNutritionProject(LNP)andSponsorshipprojectjointlycontributedtowardsachievingourobjectivetoincreasefoodandnutritionsecurityofvulnerablefamilies.Farmproductionofthetargetedhouseholdswasincreasedby37%resultinginhouseholdfoodprovisioningenhancementby20%leadingtoanincreaseinhouseholddietarydiversityby5%.

Ourcommunitybasedmicro-healthinsurancehas

mitigatedthefinancialrisksassociatedwithhealthspendingoflowincomefamilies.Thereare19,249peopleenrolledintheschemewhere37%ofthemarechildren.TheestablishmentofChildEndowmentFund(CEF)hasbeenscaledupbymainstreamingintogovernmentsystemsandcooperativesinalltheprojectareas.Atotalof27CEFswereestablished,and12VDCsprovidedfundstotheirnewlyestablishedCEF.Thesefundsareusedtoprovidethemostdeprived,vulnerableandorphanchildrenwithcashandorothersupportmaterialsforeducation,medicaltreatmentorandnutritiousfood.Duringthereportingyear1,384childrenaccessedthisfundoutofwhich681(49%)weregirlsTheaimofsuchdirectsupportenabledthemtocontinuetheireducation,orhavenutritiousfood,orreceiveemergencymedicalsupport.

SavetheChildrenhasbuiltpartnershipswithawiderangeofstakeholders(government,developmentpartners,researchinstitutionsandprivatesector)tocreateenablingpolicyenvironmentatnationalandlocalleveltoaddresstheissuesofunemployment,childhunger,malnutritionandsafetynet.
