SOCIAL DIALOGUE

A system is a 'whole' that cannot be divided into independent parts, because the behaviour of the parts and their effect on the whole, depends on the behaviour of all the parts interacting with each other (Gharajedaghi & Ackoff, 1985).

The essential properties of a system are therefore lost when it is taken apart.

CONTEXT

THE FIRST DEMOCRATIC GOVERNMENT - 1994

- POVERTY - UNEMPLOYMENT- ECONOMIC STAGNATION- RACISM AND - INEQUALITY

DEALING WITH JUST ONE OF THESE ISSUES WOULD HAVE BEEN A FORMIDABLE CHALLENGE FOR ANY GOVERNMENT; HAVING TO TACKLE ALL FIVE AT THE SAME TIME IS A DAUNTING TASK INDEED.

IN ADDITION TO THE FIVE ALREADY DIFFICULT CHALLENGES, ANOTHER WAS EMERGING.

THE LABOUR MARKET

Unemployment (official definition) has declined

However, there is no significant increase in employment during this period

Nedlac
declined from 5.3 million in March 2003 to 4.6 million people in September 2003 ( a decline of 680 000 people). This is a significant decrease, however, this decline was was accompanied by an increase in the not economically active population in the same period - from 12.7 million to 13.7 million (an increase of 985 000 people). Therefore the drop could be due to discouraged jobseekers no longer being classified as unemployed

While productivity growth has slowed, it has remained above real wage growth

Nedlac
The number of foster care grants has increased by 17% between April 2000 and April2003. The increase in Limpopo province and KZN accounts for most of this increase. The increasing number of people affected by HIV/AIDS will lead to continuing growth in these grants. The number of beneficiaries for War Veterans continues to decline
