• Voor het lectoraat Data Architectures & Metadata Management in de Informatica Communicatie Academie (ICA) van de Hogeschool van Arnhem en Nijmegen is internationalisering een van de speerpunten.

• Het lectoraat is o.a. verantwoordelijk voor vormgeving en uitvoering van de internationale Engelstalige masteropleiding Information Systems Development, waarin we mochten kennismaken met studenten uit vele landen (Duitsland, China, Japan, Taiwan, India, Indonesië, Vietnam, Thailand, Albanië, Kosovo, Marokko, Libië, Ghana, Ethiopië, Oeganda, Rwanda, Tanzania).

• Binnen het lectoraat zijn van meet af aan ook buitenlandse kenniskringleden aangesteld en het mag zich verheugen in geregelde bezoekers van buitenlandse universiteiten. De voertaal in het lectoraat is Engels.

• Alle huidige 11 kernleden (inclusief de secretaresse) van de kenniskring hebben inmiddels meerdere buitenlandse ervaringen opgedaan: presentaties op internationale conferenties (USA, Frankrijk, Portugal, Albanië, Libië), participatie in officiële delegaties (Marokko, USA, Japan, China), cursussen voor medewerkers van bedrijven en universiteiten (USA, Costa Rica, Indonesië), curriculum-ontwikkeling-/review voor buitenlandse universiteiten (Albanië, Indonesië, Vietnam), gastcolleges/seminars voor medewerkers en studenten van universiteiten in diverse landen (UK, Duitsland, Albanië, Macedonië, Indonesië, Vietnam, Maleisië), contractonderzoek (Afghanistan, Suriname).

• Het lijkt me leuk om hierover te vertellen en een en ander te plaatsen in een visie op internationalisering, de structuur van het hoger onderwijs en met name de opleiding van ICT-ershier en internationaal.

• Onderwijsvernieuwing• Interesting developments in some East Asian countries:

“Separating higher educational institutes in 3 years associate degree colleges versus 4 to 6 year bachelor-master degree institutes and universities. Examples: Vietnam: community colleges vs universities, Indonesia: diploma institutes vs degree institutes and universities).

It seems wise to relate these developments to the ongoing post-Bologna developments in Europe and especially to the - in my opinion - out of date traditional two kinds of higher educational institutes in The Netherlands.”

• Professionalisering• Iedere HBO-docent heeft recht op buitenlandse ervaringen:

Bv middels docentuitwisseling, elders gastcolleges geven, publiceren op internationaal platform:“Ik bepleit om alle docenten die dit willen aan te bieden es een artikel te schrijven voor publicatie in een internationaal congres. Bv gedurende een half jaar een dag in de week. Ik zie dit als een recht voor docenten die zich op onderzoeksgebied willen ontwikkelen. Dat hoort bij goed werkgeverschap!”

internationale wetenschappelijke tijdschriften blijkt veel lastiger• Refereed internettijdschriften lukt wel • Publiceren op/via internationale conferenties lukt redelijk goed• Onder meer in Libië was ik initiator en mede-organisator van 2 internationale

conferenties; bood goede mogelijkheden voor eerste refereed publicaties door jongere kenniskringleden

– Cursussen, gastcolleges seminars, • In buitenland cursussen verzorgen tegen commerciële tarieven is aantal keren

gelukt: Costa Rica (met Ned. subsidie), USA, Libië• Voor gastcolleges en seminars bleken we in vele landen (UK, Duitsland,

– Niet gesubsidieerd � relatief duur �feitelijk alleen interessant voor studentenmet scholarship

– In augustus 2002 werden de eerste 10 Nederlandse master-diploma’s uitgereikt aan graduates van deze master-opleiding

• 1 Nederlander (61 jaar!)• 1 Albanees• 1 Vietnamees• 1 Japanse• 2 Indonesiers• 4 Chineses

Merk op: 5 mannen, 5 vrouwen!

– Inmiddels meer dan 300 afgestudeerden

– Dit cursusjaar (2009-2010) hebben we 27 studenten in deze master-opleiding:

• 1 Nederlander, 26 buitenlanders

Kosten en gevolg

– Break-even kostprijs van de 5 HAN master-opleidingen in de faculteit Techniek: tuition fee € 8.000 (25 studenten) tot € 12.000 (12 studenten)

– Zolang HBO-masteropleidingen niet gesubsidieerd worden (uitzondering: enkele duale opleidingen) en Nederlandse studenten hiervoor geen beurzen kunnen krijgen (met uitzondering van een enkeling die door z’n/haar bedrijf wordt betaald), moeten HBO master-opleidingen het hebben van buitenlandse studenten

– Voor buitenlandse studenten komt het voor 12 maanden studie dan in totaal neer op € 16.000 tot € 20.000

– Met buitenlandse Aziatische studenten uit rijke families hebben we erg slechte ervaringen (bachelor diploma’s zijn niet te vertrouwen)

– Armere studenten kunnen bovenstaande niet betalen en zijn dus iha aangewezen op scholarships (Nederland: Nuffic NFP, ICA (!), Indonesië: DIKTI, Vietnam: Mekong scholarships, …)

–– NegatiefNegatief• In het Nederlandse hoger onderwijs komt nog geen 5% van de studenten uit het buitenland,

10% in Engeland, Duitsland en België• Onze opleidingen (HBO en WO) worden niet gesubsidieerd voor non-EU studenten en zijn

dus erg duur in vergelijking met meeste andere landen• Visum voor jaar studeren in Nederland is duurste binnen EU• De IND is al jaren incompetent: soms bijzonder traag en erg onvoorspelbaar• Nederlandse HO-instellingen zijn nogal versnipperd bezig met het werven van buitenlandse

(met name Oost-Aziatische) studenten, bv Australië doet dat veel beter en met succes

–– PositiefPositief• Nederland is internationaal georiënteerd en een goede springplank voor verdere

internationale oriëntatie voor non-EU studenten• Nederlandse hoger onderwijs staat internationaal goed bekend• Hier is aanbieden Engelstalig onderwijs relatief eenvoudig (tov oeverig continentaal Europa) • Oost-Aziatische graduates van onze international class van onze master-opleiding ISD

blijken - mits met goede cijfers - welkom voor vervolg in PhD study in eigen land en ook in Amerika, Canada, Frankrijk, …

Hoe doen de Hoe doen de buitenlandse studenten het?buitenlandse studenten het?

• Nederlandse allochtone studenten deden het tot nu toe iha slecht, zowel M als V• Niet-Nederlandse EU-studenten hebben we nauwelijks gehad (we zijn te duur),

slechts een paar Duitse en die waren goed• Tot heden slechts 1 student uit Canada (was goed), verder geen uit niet-Europese

westerse landen; maar daar is ook niet geworven • Studenten uit het midden oosten (met name Irak, Iran) vielen zonder uitzondering erg

tegen, maar 2 Libische studenten deden het wel goed• Afrikaanse studenten (ten zuiden van Sahara) idem; één uitzondering: in ac year

2007-2008 was een Ethopische student best of class• Oost-Europese studenten deden het iha goed tot zeer goed, met Albaanse studenten

aan de top• Met Indiase studenten hebben we heel slechte ervaringen• Chinese studenten waren bijna zonder uitzondering middelmatig, Mongoolse

studenten doen het iets beter• Indo-Aziatische studenten deden het iha goed, met iha de Vietnamezen aan top, ook

Indonesische studenten scoorden iha goed• De enige Zuid-Amerikaanse studente (Colombia) tot nu toe doet het uitstekend

uit buitenland, in Engeland, Duitsland en België is dat al 10%.• Nederlandse immigratieregels nog steeds streng, IND is volstrekt

incompetent en visum voor studeren is duurste binnen EU.• Onze opleidingen worden niet gesubsidieerd en zijn dus duur in

vergelijking met bijvoorbeeld Duitsland.

– Kansen• Nederlandse hoge onderwijs staat internationaal goed bekend.• Veel hoger onderwijs in het Engels.• Nederland is internationaal, goede springplank voor waarheen ook.

IT'ers, ingenieurs, juristen, accountants, artsen, managers) � snel stijgende lonen en groot banenverloop

– Kansen• Men pakt suggesties snel op en is genereus

– In juni 2005 geadviseerd in Tripoli een master-opleiding InformationSystems te starten. Deze ging al in oktober 2005 van start

– Ook geadviseerd om in Libië internationale symposia over InformationSystems Modeling and Development te organiseren; beide keren (juni 2006, jan 2008) ongeveer 100 deelnemers, waaronder 5 leden kenniskring

– Voor gastcolleges is men een graag geziene gast!

– Wereldwijd is al meer dan 60% van de studenten vrouw en dit percentage stijgt nog

• Met name in Islamitische landen studeren niet de jongens, maar de meisjes; dit geldt ook in Techniek / ICT

– Vooral in Nederland is er een probleem met vrouwen in technische studies / ICT, in bv Oost-Europa en Azië bestaat dit probleem niet

– In Maleisië is een ruime meerderheid van de ICT-professoren vrouw

– Wereldwijd vormen de jongens inmiddels het probleem, niet de meisjes!
