Made consistent with what feds require. o Goal 1: Improve outcomes for child safety ,permanency, and well-being 5 strategies: 1 - Strengthen and clarify child welfare [policies and practices Enhance training system to support application of revised child welfare policies and practices Strengthen the capacity of county DSS’s through Sup Academy Implement and technical assistance model County—level family engagement community and state level advisory council o Goal 2: Improve the outcomes through statewide quality assurance system Strategy 1 Operationalize state QA system through use of fed OSRI o Goal 3: Plan with judicial system to address perm issues through the identification of shared outcomes Provide targeted engagement with county DSS and court jurisdictions that are not achieving expected outcomes Implement GAP o Goal 4: Strengthen Cross System Service Provision o Establish agreements b/t county DSS and LME/MCO

Baseline = 43.5% Goal: 48.3%o Congratulations - this was HARD work!

Children and Family Services Plan - developed in response to PIP

Plan completed and sent to ACF posted… 5 Commitments: Safety, Permanency, Well-being, CQA, and workforce Diligent Recruitment and Retention Plan Disaster Plan Health Care Oversight Plan Chafee Plan

Plan will be posted soon on Federal website. Next Steps:

Core Team planning session October 24tho NCDSS Leadership and CSC Tri-Chairs

Develop process to recruit workgroups and guidelines for workgroup expectations Develop communication strategy and messaging for change Finalization of a timeline/cross walk of all elements of the plan as well as other initiatives,

including integration of the FFPSA. Federal IV-E Review - Teresa Strom

Will be in May or June - asked for latest date in June possible but not certain what that date will be yet.

PUR will be April 1, 2019-September 30, 2019 More info to come in near future about additional requirements for verification of foster

care payments Question - Since PUR was changed, is that the period they will select cases? Yes.

o We will have webinars, training, info shared with NCACDSS

Program Monitoringo Routine cycle included PDP every 6 months and Program Eval at 18 monthso PDPs now include targeted record review to gauge progresso Plan to remain on 6-month scheduleo Cycle for the next 6 months included a PDP Review only unless a county requests a

program evaluation as we are revising this processo On-site 1 day

Permanency Leadership SummitPartnership for Permanency: Working Together, Family ForeverNovember 20, 2019

To provide resources and ignite momentum for all 100 counties and 41 judicial districts to improve permanency outcomes for children in foster care, through:o Mobilizing partnerships between CW, Judicial, Private Agency, and Community

Stakeholders to expedite permanencyo Building awareness of national and local strategies that positively impact

permanency
