Introduction:This report present the KPI benchmark after retuning BTS parameter NonBCCHLayerOffset (NBL) in DBN18.

The idea was to change NBL (nonBCCHLayerOffset) value according to NBL measurement report, in order to match GSM-DCS footpr

measurements for every cell since each cell has different footprint based in geographical location, physical parameters of the cell an

of combiners for high configuration cells etc.

Cell selection criteria:

Percentage of measurement samples out of the total measurement samples are accumulated over the range of NBL parameter i.e. -

example of how accumulation is done. For example ‘ cumulative% <= -3dB’  means percentage of samples that fall between the range

When this accumulation reaches the value of 70%, this is our cut-off point; which gives us our NBL value for a particular cell. Value o

sure that we account for a major chunk of traffic carried by the cell.

NBL value achieved in this way is then normalized to keep it within a certain range. Minimum value is selected to be 3dB and maxim

normalized value will be our new value for NBL.

Difference between the new NBL value and the current value is calculated. Cells having a difference of >=4 dB are selected as trial ce
