BILLY MITCHELLS WAR
WITH THE NAVYThe Interwar Rivalry Over Air Power
By Thomas Wildenberg
When Billy Mitchell returned frm WWI, he bruht
with him the deep-seated belief that air pwer had made
naies bslete. Hweer, in the years fllwin WWI,
the U.S. Cnress was far mre interested in disarmamentand islatinist plicies than in fundin natinal defense.
Fr the military serices this meant lean budets and
skeletn peratin frces. Billy Mitchells War with the
Navy recunts the intense plitical strule between the
Army and Nay air arms fr the limited resurces needed
t dene and establish the rle f aiatin within their
respectie serices in the perid between the tw wrld
wars.
After Cnress rejected the cncept f a unied air serice
in 1920, Mitchell and his supprters turned n the Nay,
seekin t substitute the Air Serice as the natins rst
line f defense. While Mitchell pred that aircraft culd
sink a battleship with the bmbin f the Ostrieslandin1921, he was unable t cnince the general Staff f the
Army, the general Bard f the Nay, the Secretary f War,
the Secretary f the Nay, r Cnress f the need fr an
independent air frce. When Mitchell turned t the pen t
discredit the Nay, he was cnicted by his wn wrds and
actins in a curt-martial that captiated the natin, and was
frced t resin in 1925.
Rather than endin the rialry fr air pwer, Mitchells
resinatin set the stae fr the nin dispute between the
tw serices in the years immediately befre WWII. After
Mitchells resinatin, the rialry fr air pwer between the
tw serices resurfaced when the Nays plans t prcuretrped planes fr the defense f Pearl Harbr and Cc
Sl were bruht t the attentin f the Army. The bk
cncludes with a descriptin f the eents surrundin
the Air Crps, abysmal perfrmance at Pearl Harbr and
Midway fllwed by a critical assessment f hw the
deelpment f aiatin was pursued by the Army and the
Nay after WWII.
Thomas Wildenberg is an independent histrian/schlarspecializin in the deelpment f naal aiatin and lis-

durin the interwar perid. His articles hae appeared in

ANTI-ACCESS WARFARECountering A2/AD Strategies
By Sam J. Tangredi
This is the rst bk t examine the cncept f anti-
access and area denial warfare, pridin a denitie
intrductin t bth cnceptual theries and histrical
examples f this stratey. Als referred t by the acrnym
A2/AD, anti-access warfare has been identied inAmerican strateic plannin as the mst likely stratey
t be emplyed by the Peples Republic f China r by
the Islamic Republic f Iran in any future cnict with
the United States. While preius studies f the subject
hae emphasized the effects n the jint frce and, air
frces in particular, this imprtant new study adances the
understandin f sea pwer by identifyin the naal rts
f the deelpment f the anti-access cncept. Rather
than aruin aainst the reliance n maritime frces
presumably because they are n lner suriable
Tanredi maintains that histry arues that maritime
capabilities are key t cunterin anti-access peratins.
The study f anti-access r area denial strateies fr
use aainst American pwer prjectin capabilities has
strn naal rtswhich hae been larely inred by
the mst inuential cmmentatrs. Sustained ln-rane
pwer prjectin is bth a unique strenth f U.S. military
frces and a requirement fr an actiist frein plicy
and frward defense. In mre recent years, the lic
f the anti-access apprach has been identied by the
Department f Defense as a threat t this U.S. capability
and the jint frce.
The cnclusins inAnti-Access Warare differ frmmst cmmentary n anti-access stratey. Rather than
a technly-drien pst-Cld War phenmenn, the
anti-access apprach has been a rutine element f rand
stratey used by strateically weaker pwers t cnfrnt
strner pwers thruhut histry. But they hae
been larely unsuccessful when cnfrntin a strner
maritime pwer. Althuh hih technly weapns
capabilities enhance the threat, they als can be used t
mitiate the threat. Rather than aruin aainst reliance
n maritime frcespresumably because they are n
lner suriablethe histrical analysis arues that
maritime capabilities are key in breakin the reat walls
f cuntries like Iran and China.

NOMONHAN, 1939The Red Armys Victory That Shaped World War II
By Stuart D. Goldman
Stuart gldman cnincinly arues that a little-knwn,
but intense Siet-Japanese cnict aln the Manchurian-
Mnlian frntier at Nmnhan inuenced the utbreak f
Wrld War II and shaped the curse f the war. The authr
draws n Japanese, Siet, and western surces t put the
seeminly bscure cnictactually a small undeclared
warint its prper lbal e-strateic perspectie.
Nomonhan, 1939 describes hw the Siets, in respnse t
a brder cnict prked by Japan, launched an ffensie
in Auust 1939 that wiped ut the Japanese frces at
Nmnhan. At the same time, Stalin sined the german-
Siet Nnaressin Pact, allwin Hitler t inade Pland.
The timin f these military and diplmatic strikes was
nt cincidental, accrdin t the authr. In frmin an
alliance with Hitler that left Tky diplmatically islated,
Stalin succeeded in aidin a tw-frnt war. He saw the
pact with the Nazis as a way t pit germany aainst Britain
and France, leain the Siet Unin n the sidelines teentually pick up the spils frm the Eurpean cnict,
while at the same time iin him a free hand t smash the
Japanese at Nmnhan.
gldman nt nly demnstrates the linkae between the
Nmnhan cnict, the german-Siet Nnaressin
Pact, and the utbreak f Wrld War II, but als shws hw
Nmnhan inuenced Japans decisin t t war with
the United States and thus chane the curse f histry.
The bk details gen. gery Zhuks brilliant ictry at
Nmnhan that led t his cmmand f the Red Army in 1941
and his success in stppin the germans at Mscw with
reinfrcements frm the Siet Far East. Such a strateywas pssible, the authr cntends, nly because f Japans
decisin nt t attack the Siet Far East but t seize the
il-rich Dutch East Indies and attack Pearl Harbr instead.
gldman credits Tsuji Masanbu, an inuential Japanese
fcer wh instiated the Nmnhan cnict and suried
the debacle, with urin his superirs nt t take n the
Siets aain in 1941, but instead t t war with the
United States.

THE LIBERTY INCIDENT REVEALEDThe Denitive Account of the 1967 Israeli Attack onthe U.S. Navy Spy Ship
By A Jay Cristol
The Liberty Incident Revealedis the cmplete and nal

Israels deadly attack, Cristl reises his well-rearded bk

f the surces, includin the released tapes f the Natinal
Security Aency (NSA) intercepts.
When Cristls rst bk n the subject, The Liberty
Incident, was published in 2002, there remained many
unanswered questins abut Israeli Air Frce audi tapes.
The NSA intercepts tapes had nt yet been released in 2002.
Sme cnspiracy therists alleed the NSA tapes wuld
pre that the Israeli attack was premeditated. Cristls
successful Freedm f Infrmatin Act lawsuit aainst the
NSA, while resultin in the release f thse tapes, has been
reeted by anti-Israel surces insistin that the NSA tapes arefraudulent and are part f a larer cnspiracy t deceie the
American public.
After a quarter f a century f intensie research in bth Israel
and the U.S., researchin all releant archies frm NSA, CIA
and the State Department, reiewin bth frmerly classied
and pen surce dcuments, and interiewin all then-liin

t thse indiiduals and ranizatins wh are mtiated by
hidden aendas, wish t keep cnspiracy theries alie, r aretryin t feed sensatinal stries t the media. Dcumentin
his ndins in six new chapters, Cristl establishes denitiely
that the Israeli attack was a traic mistake and presents a
cnincin arument that will be rearded as the nal chapter
in the ln-simmerin debate abut this incident.

pROCEED TO pESHAWARThe Story of a U.S. Navy Intelligence Missionon the Aghan Border, 1943
By George J. Hill
Proceed to Peshawaris a stry f adenture in the Hindu Kush Muntains and
f a preiusly untld military and naal intellience missin durin Wrld
War II by tw American fcers aln 800 miles f the Durand Line, the
prus brder between Afhanistan and Pakistan. They passed thruh the
tribal areas and the princely states f the Nrth-West Frntier Prince, and
int Baluchistan. This appears t be the rst time that any American fcials
were permitted t trael fr any distance aln either side f the Durand Line.
Many British plitical and military fcers belieed that India wuld sn be
free, and that the great game between Russia and Britain in the nineteenth
and early twentieth centuries wuld then cme t an end. Sme f them
thuht that the United States shuld, and wuld, assume Britains rle in

of the tens f thusands f Allied persnnel captured by the Japanese durin
late 1941 and early 1942 nly a small number attempted t escape rather than
suffer brutality, staratin and ery pssibly death as PoWs. Escapers were
Westerners in an alien, hstile land; the terrain and climate were extreme;
disease was rife; their physical cnditin was weak; there was eery chance
f staratin and betrayal and, if captured, executin was a near certainty
and the harshest punishment ineitable. While few succeeded these escape
attempts by fcers and men f the British, Cmmnwealth and U.S. armed
frces ffer an inspirin accunt f the human spirit.
Mark Felton teaches at Fudan Uniersity, Shanhai and is the authr fTheSlaughter at Sea, Japans Gestapo, and The Real Tenko.
