    WITH THE NAVYThe Interwar Rivalry Over Air Power

    When Billy Mitchell returned frm WWI, he bruht

    with him the deep-seated belief that air pwer had made

    naies bslete. Hweer, in the years fllwin WWI,

    the U.S. Cnress was far mre interested in disarmamentand islatinist plicies than in fundin natinal defense.

    Fr the military serices this meant lean budets and

    skeletn peratin frces. Billy Mitchells War with the

    Navy recunts the intense plitical strule between the

    Army and Nay air arms fr the limited resurces needed

    t dene and establish the rle f aiatin within their

    respectie serices in the perid between the tw wrld

    wars.

    After Cnress rejected the cncept f a unied air serice

    in 1920, Mitchell and his supprters turned n the Nay,

    seekin t substitute the Air Serice as the natins rst

    line f defense. While Mitchell pred that aircraft culd

    sink a battleship with the bmbin f the Ostrieslandin1921, he was unable t cnince the general Staff f the

    Army, the general Bard f the Nay, the Secretary f War,

    the Secretary f the Nay, r Cnress f the need fr an

    independent air frce. When Mitchell turned t the pen t

    discredit the Nay, he was cnicted by his wn wrds and

    actins in a curt-martial that captiated the natin, and was

    frced t resin in 1925.

    Rather than endin the rialry fr air pwer, Mitchells

    resinatin set the stae fr the nin dispute between the

    tw serices in the years immediately befre WWII. After

    Mitchells resinatin, the rialry fr air pwer between the

    tw serices resurfaced when the Nays plans t prcuretrped planes fr the defense f Pearl Harbr and Cc

    Sl were bruht t the attentin f the Army. The bk
