The Minutes of the 14th Meeting of Finance Committee of NIT Delhi held on 06th

September, 2016 at NIT Transit House, Safdarjung Enclave, New Delhi - 110016 at10:00 AM and the following Members were present in the meeting:

The Chairperson-cum-Director extended heartiest welcome to the Members present in the14th Meeting of Finance Committee. The Chairman-cum-Director also extended thanks forsparing their valuable time and contributions made towards the development of'~r~ITDelhi. Thereafter with the permission of the Chairperson cum Director presented theagenda items. The following items were discussed:

FC/14/2016/01 Confirmation of Minutes of13th meeting of FCheld on31st March, 2016.

No comments were received from anyMembers of Finance Committee, hencethe Minutes of 13th FC held on31st March, 2016 were confirmed.

FC/14/2016/02 Progress/action taken The status of the action taken on thereport on the items of matters of the previous meetings of the12th and 13th Finance Finance Committee was noted withCommittee meeting observation/decisions indicated against

each.

FC/12/2015/06 The members of the FC were informedabout the tractor hired on monthly rentalbasis by the Institute. However, the watertanker and tractor trolly does not fallunder the category of vehicles and werenot available on lease / monthly rentalbasis therefore; the same were procuredby the Institute. The same wasrecommended by the FCto the BoG.

~--------------~------------------~------------The Members of the FC desired that theempanelment of the Hospitals may bedone through advertisement in the NewsPapers and also the MoU may be signedaccordingly with the interested hospitals.Further, the Members of the FC desiredthat the Medical Attendance (MA)guidelines may be obtained fromTechnical Section III, MHRD,Governmentof India and the same may be followed bythe Institute.

To accord approval forpurchase of tractor andwater tanker formaintenance ofplantation.

To consider and accordapproval for freshempanelment of privatehealth care organizationsand revisions of packagerates applicable underCGHSDelhi and NCR.

FC/13/2016/10 To consider and approve The Members of the FCrecommended thatthe purchase of the service from the agency like CATSmayambulance. be availed on contract or agreement basis

till the purchase of the Ambulance forInstitute.

FC/14/2016/03 To consider and accordapproval for the releaseof interest free advancepayment to NBCC.

The Members of the FChave gone throughthe demand letter received from the NBCCin order to "Release of interest-freeadvance payment as per MoU ClauseNO.1.6b dated 12.08.2015 according towhich NIT Delhi shall transfer deposit upto 10% (Ten Percent only) interest freeadvance of preliminary estimate costagainst submission of corporate guarantee

by NBCCwithin 10 days from the openingof account after signing of MoV. The initialdeposit would be retained for adjustmentagainst the last portion of the actual costof the work". The Members of the FCapproved in principle to release the totaladvance payment of Rs.16,59,72,608/­(i.e. Rs.15,14,52,545/- for construction ofMini Campus, Rs.87,45,195/- for Start-upCentre and Rs.57,74,868/- for PlayGround) and recommended the same tothe BoG.

To consider and accordapproval for the DetailedProject Report (DPR) ofNITDelhi.

The Members of the FCgone through theDPRas per the recommendation of 8th andis» Meetings of BoG held on 16.11.2013and 31.03.2016 respectively in which theBoard of Governors discussed the DPR indetailed and recommended to prepare theRevised DPR in consultation with theexperts from NBCC and the Architect­consultant and also follow the instructionsfrom MHRD vide their letter No.33-1/2012-TS.l1I (Pt.) dated 22.02.2016. Therevised DPR prepared by the NIT Delhiand placed before the FC was consideredand approved the submission to theMHRDfor the budget to be released to theInstitute in phased manner accordinglyand recommended the same to the BoG.

To consider and accordapproval of Detailed CostEstimate of constructionof Phase I (Mini Campus,Start-up Centre and PlayGround).

The Members of the FChave gone throughthe Detailed Cost Estimate under thepackage 3 as per the Clause 26.0 of MoVfor construction of Mini Campus, Start-upCentre and Play Ground to be constructedby NBCCfor NIT Delhi. The Members ofthe FC considered and approved the totalamount of Rs.166,69,81,871/- for theconstruction of aforesaid buildings andplayground as soon as the institutereceived the funds from MHRDin phasedmanner and recommended the same tothe BoG.

FC/14/2016/06 To consider and approvethe revised estimate ofconstruction of phasewise (1A, 1B& 1C) of NITDelhi campus.

The Members of the FC approved theestimated cost in principle to assure thecapital requirement and recommendedthat the necessary time bound approvalsmay be obtained from the MHRD forrelease of funds to the institute in phasedmanner and recommended the same tothe BoG.

FCj14j2016j07 To adopt the sanctions ofnon faculty positions byMHRDfor NITDelhi.

FCj14j2016j08 To adopt the decision ofcouncil of NITs regardingthe revision of tuitionfees fer SCjST students.

The Fe noted the non faculty positions ~sanctioned by MHRD vide letter F.No.24-2/2010-TS.III dated 11.08.2015 (12 Nos.)and letter F.No.24-2/2010-TS.III dated15.07.2016 (03 Nos.) further considered andrecommended the same to the Board.

The Members of the FC considered andadopted the revision of tuition fees forSCjST students from the academic session2016-17 onwards.

FCj14/2016/09 To discuss the issue of The Members of the FCrecommended thatfee waiver of SC/ST the issue of fee waiver of SC/ST studentsstudents of NITDelhi. of NIT Delhi vide MHRDletter No.F.No.33-

4/2014-TS.III dated 16.06.2015 may betaken up with the MHRD for clarificationand requesting them to waive the fee forthe SC/ST students from January, 2014onwards keeping .in view therepresentation from the students to waivethe fee and their financial backgroundsand as per the tuition fee waived off byvarious NITs for these students.

FC/14/2016/10 To accord approval forhiring of coaches forsports activities at NITDelhi.

The Members of the FChave gone throughthe proposals for hiring of coaches forsports activities on contractual basis atNIT Delhi. The Members of the FCrecommended to appoint the coaches oncontract as per the guidelines of thecontractual/ temporary basis in theRecruitment Rules, since the students areparticipating in various tournaments inNITs and other institutes at national level.Also, the Members of the FC desired thatthe hiring of coaches may be limited tomaximum of 6 to 8 specialized sportsactivities. The Members of the FCgave theadministrative and financial approvals forthe appointment of an individual for aperiod of one year with the remunerationof Rupees 600/- per day per coach subjectto the maximum limit of Rs.10,OOO/-percoach per month inclusive of all fees andallowances and recommended the same tothe BoG.

FC/14/2016/11 To adopt the MHRDguidelines regardingpayment of sitting fee tothe officials ofMinistry/attachedinstitutions.

The Members of the FCrecommended thatthe matter may be taken up with theMHRD for clarification and till then thedecision of MHRD pertains to NITHamirpur vide their letter No.F.No.3-11/2013-IFD dated 17th March, 2016 may

FCj14j2016j15 To accord The Members of the FC gave theadministrative and administrative and financial approval forfinancial approval for actual expenditure incurred on the account ofexpenditure to conduct the 1st Convocation of NIT Delhi at Vigyanthe 1st Convocation of Bhawan, New Delhi held on ih SeptemberNIT Delhi at Vigyan 2016 and recommended the same to theBhawan, New Delhi.
