COMMUTE ALTERNATIVES: The Board of Supervisors encourages the use of commute alternatives including public transit,
bicycles, carpooling, and hybrid vehicles.

Friday between the hours of 6:00 a.m. to 7:00 p.m., and on Saturday from 7:30 a.m. to 4:00 p.m. Schedule information is also

Bicycle parking racks are available in the James McEntee, Sr., Plaza in front of the County Government Center building. If this
Board or Commission does not meet in the County Government Center please contact VTA for related routes.

This item is reserved for persons desiring to address the Task Force on any matter not on
the agenda. Speakers are limited to the following: three minutes if the Chairperson or
designee determines that five or fewer persons wish to address the Task Force; two
minutes if the Chairperson or designee determines that between six and fourteen persons
wish to address the Task Force; and one minute if the Chairperson or designee
determines that fifteen or more persons wish to address the Task Force.
The law does not permit Task Force action or extended discussion on any items not on
the agenda except under special circumstances. Statements that require a response may
be placed on the agenda for the next regular meeting of the Task Force.

NHATF CONCEPT SUGGESTION

Our area, the Santa Clara County of Northern California, is unique to our State, our Nation, and to the rest of the world, due to many factors. Some of these factors include the following groups/companies sites:
• Financial (Banking institutions, Investment firms, Start-up company Investment firms)
• Educational (Santa Clara University, University of California Extension, and San Jose State, Lincoln Law, etc.)
• Business (Hewlett Packard, IBM, Intel, Auspex, Fujitsu America, Amdahl, Hitachi Data Systems, Apple, etc.)
These groups within Santa Clara County work together, and have worked together since the late 1960’s to the current day. The have generated the attitude and the 24/7 work ethic of our creative, ingenious and multi-diverse population.
Our productivity is legend, the products created and produced in our County have changed the world.
The sites in our county that represent the major financial, educational and business groups should be an important part of the proposed historical area sites of the County. Many of these historical sites already have individual museums, historical sites, and welcoming open centers for site tourism that include merchandise tourist stores with products, keepsakes, and other company/group tourist items for sale.
Many of the cities within Santa Clara County are headquarter cities for these leader sites. I would suggest city site maps showing the various groups/companies within them and a written description, a survey and an historical description of what is available to see and what would be physical attractive real estate sites to see in the County.

National Heritage Area
Cultural
Santa Clara County is home to an incredible and diverse population, 60% of residents are immigrants
with U.S. born children. Understanding the historical, geographic, economic, ethnic, language, religion,
and political backgrounds of these different immigrant groups allows us to reflect and learn not only
about Santa Clara County but the United States.
Agricultural
Santa Clara County has been home to the earliest agricultural experts, that of the Ohlone Indians in
8000 B. C. The missionaries of the 1700’s, the ranchers of the 1800’s and the canneries of the 1900’s
continued a long and consistent presence of agricultural production and ingenuity.
Technology
Santa Clara County has for many years attracted the best and brightest students to attend some of the
oldest and most renown universities in California; San Jose State University (1857, Public) Santa Clara
University (1871, Private Jesuit), and Stanford University (1891, Private). With a highly educated and
motivated workforce, Santa Clara County has nurtured and supported some of the country’s most
notable technological breakthrough companies including, but not limited to, Apple, Intel, Ebay, Google,
and Hewlett Packard.

RECOMMENDED ACTION
Approve the National Heritage Area Task Force revised meeting schedule for Calendar Year
2016.
REASONS FOR RECOMMENDATION
The meeting schedule has been amended, changing the meeting location from the Isaac
Newton Senter to the Sheriff’s Auditorium for meeting dates June 28, 2016, and July 26,
2016.

Opening
1. Call to Order.
Chairperson Diridon called the first meeting of the Task Force to order at 5:30 p.m. A
quorum was present.
Chairperson Diridon introduced Board of Supervisors President Dave Cortese, who
expressed appreciation to the National Heritage Area Task Force members for their
willingness to serve on the Task Force.
Chairperson Diridon informed the Task Force that Jack Ellwanger proposed the idea of
creating the Task Force and currently is unable to participate in the meetings.

2. Public Comment.
Three individuals addressed the Task Force.
3. Welcome and Introductions.
Chairperson Diridon welcomed members, alternates, and staff in attendance. In addition,
he discussed matters relating to parking for Task Force meetings and the administrative
process for the Task Force. Members in attendance introduced themselves.
Regular Agenda - Items for Discussion
4. Discuss and approve the proposed bylaws for the National Heritage Area Task
Force. (Office of the County Counsel) (ID# 81633)
Elizabeth Pianca, Lead Deputy County Counsel, Office of the County Counsel, provided
an overview of the proposed bylaws prepared by the Office of the County Counsel. She
explained the membership structure relating to the alternates serving in the absence of
designated members. Ms. Pianca directed attention to page 5 of the agenda packet and
described two options to address a situation in which a member arrives late to a meeting
and an alternate is already seated. Chairperson Diridon recommended that the first
option be selected to allow an alternate to continue to serve for the duration of a meeting
when a designee arrives late.
Ms. Pianca continued her presentation by describing the requirements for a quorum at
meetings. In addition, she discussed the formation of committees and the way in which
amendments to the bylaws can be made.
Member Wilcox moved that the recommended bylaws be approved with information in
the Membership Section relating to Seating of Alternates, to reflect the first option. In
the section entitled Absence of a Member: "If a Task Force member arrives after roll call
is taken, the assigned alternate shall continue serving in place of the Task Force member
for the duration of the meeting."

Ms. Pianca provided a presentation highlighting the provisions of the Ralph M. Brown
Act.

7. Receive presentation from Linda Stonier, National Park Service, relating to
National Heritage Area examples in process. (ID# 81807)
Ms. Stonier provided a presentation relating to National Heritage Areas, which are
designated by Congress. She discussed the creation of partnership projects and various
areas that regional efforts are trying to accomplish in terms of recreation, tourism and
economic development, interpretive plans, access for the public, education, cultural
aspects, and conservation. Ms. Stonier further provided information relating to
certification of integrity, availability of federal funding, the role of the National Park
Service, and identification of partners in the region. Additionally, she spoke of
development of a feasibility study and recommended study criteria.
Task Force members and meeting participants briefly discussed identification of
geographic areas for consideration, development of a feasibility study, national heritage
landmark designation, promotion of the local heritage, and the importance of cultural
diversity.
