Update on the Current flood situation in Sindh
Mr. Irfan Maqbool and Mr. Andrea Berloffa (Co-Chairs) started the meeting by welcoming participants to the first meeting of the Food Security Cluster that has been activated to respond to the 2011 floods. The Food Security Cluster will be co-chaired by; NDMA, WFP and FAO.
Mr. Carl Paulsson (from WFP) shared a brief
presentation with members to update them regarding the Government’s request for the Humanitarian Community to provide Relief support in the flood-affected areas, the activation of 5 Clusters (Food Security, Health, WASH, Shelter, Protection) and the preparations for submission/launch of the Rapid Response Plan for an immediate response by the Clusters.
Current Situation of the floods and Rapid Assessment A recent update on the preliminary number
of affected population and damages caused by the floods in Sindh was shared with members. According to the information received from PDMA, approximately 5 Million persons have been affected in Sindh. It was clarified in the meeting that these figures were rough estimates as more data is expected to come out of the Rapid Assessment that is being conducted jointly by the UN, NDMA and PDMA. The Rapid Assessment commenced on the 10th of September 2011 and the initial results of the assessment are expected by Monday (12 September 2011).

Discussion on preparations for the Rapid Response Plan (Flash appeal)
At this stage the activated Clusters have been
asked to prepare an initial Rapid Response Plan for their respective Sectors; to seek funding and to kick start immediate Relief activities in the flood-affected areas.
Ms. Annette Hearns (OCHA) was present at the meeting and briefly informed members about the process of developing the Rapid Response Plan for the Food Security Cluster. She mentioned that in order to prepare the Response Plan, Cluster members should agree upon the priority interventions that should be carried out by the Humanitarian Community in the flood-affected areas and select the projects that will be included in the Rapid Response Plan.
In the meeting held today, the Cluster members discussed and agreed upon the following:
Establishment of the Vetting Committee: In order to review and select the project proposals for the Rapid Response Plan, a Vetting Committee was decided to be formed at the National level. The Members of the Committee will include FAO, WFP and NDMA (as co-chairs) along with Save the Children International (representing the Pakistan Humanitarian Forum and International NGOs), National Humanitarian Network (representing the National NGOs) and UNWOMEN (to reflect on Gender aspects of the proposals).
There was a general agreement by Cluster
members on the estimated figures from PDMA that were shared during the meeting, to use them as a basis to start planning relevant projects for the Rapid Response Plan.
It was highlighted in the meeting that NDMA/PDMA has authorized organizations that are already operational in the flood-affected areas to initiate immediate response to the flood-affected population.
The first meeting of the vetting
committee will be held tomorrow to decide on the format for proposals as well as the criteria for project selection. Cluster members will be informed about the format and criteria accordingly.
WFP and FAO will jointly contribute
to the Rapid Response Plan by consolidating information for the Food Security Cluster, based on the feedback from Cluster members.

It was mutually agreed by Cluster members
that the Rapid Response Plan should focus on two elements for the response:
1) Food distribution (general food distribution or cash distribution)
2) Immediate livelihoods support (by ensuring livestock production and resumption of agricultural activities)
3Ws (Who is doing What and Where)
In order to map the presence of partners and priority areas, Cluster Members were requested to update 3Ws of the Food and Agriculture Sectors (Food Security Cluster).
A template of the 3Ws will be emailed to Cluster Members by the Assistant Cluster Coordinator, requesting up-to-date information.

Mr. Craig Von Hagen (IMMAP) informed
members that IMMAP is constantly developing information material related to the floods, such as maps etc. Cluster Members seeking such information may feel free to contact IMMAP.
PEFSA and IOM have already in place Food Security and Nutrition awareness campaigns. Cluster members agreed that such campaigns should be continued to provide key messages to the flood-affected population.

IOM and PEFSA are requested to share the awareness material with Cluster members, for maintaining uniformity in messages that are delivered at the field level by organizations.
