What is SISAN?
It is a system under construction, which aims to formulate and implement policies and plans for food and nutrition security, encouraging integration efforts between government and civil society, and promote monitoring and evaluation of food and nutrition security in the country.

Article 2 The adequate access to food is a fundamental human right, inherent to human dignity and indispensable for the accomplishment of the rights enshrined by the Constitution. And the government should adopt policies and actions that are necessary to promote and ensure food and nutrition security of the population

Article 3 The food and nutritional security is the accomplishment of everyone’s right to regular and permanent access to quality food in sufficient quantity, without compromising access to other essential needs. Considering food practices capable of promoting health –and also oriented to a environmentally, culturally, economically and socially sustainable approach.

Article 10. The SISAN aims to -
- to formulate and implement policies and plans for food and nutrition security,
- to stimulate the integration of efforts between government and civil society, as well as,

CAISAN’S ASSIGNMENTS
To prepare the first National Plan of Food and Nutrition Security, stating goals, funding sources and instruments for evaluating and monitoring of its implementation;
To coordinate the implementation of the Policy and the National Plan for Food and Nutrition Security, through continuous dialogue between the CONSEA and enforcement agencies, and monitoring the proposed multi-year plan, the budget directives law and annual budget;
To generate necessary information to CONSEA for the monitoring of the National Food and Nutrition Security System;
To ensure the revision of the National Food and Nutrition Security Plan every two years , based on the guidelines of this House, the proposals of CONSEA and monitoring its implementation;
To establish and coordinate the Tripartite Forum;
To promote dialogue and agreement with the organs and entities of the Federal Government on the management and integration of programs and actions of the National Food and Nutritional Security Plan;
CAISAN’S ASSIGNMENTSTo develop jointly with representatives of intersectoral chambers from States, Federal District and Municipalities the pact of management and others instruments of federative pacts;
To discipline, after consulting the CONSEA, the procedures for the preparation of the agreement instruments, definitions regarding the composition and form of organization of tripartite and bipartite forums as well as the criteria and procedures for participation in SISAN;
To formalize membership and participation of non governmental and nonprofitable organizations;
To regulatory procedures and content of the membership terms and participation terms;
To monitor and evaluate, in an integrated manner, the allocation of resources and implementation of actions and programs related to food and nutrition security in multi-annual plan and annual budgets;
To monitor and evaluate the results and impacts of the Policy and the National Plan of Food and Nutrition Security.

National Plan for Food and Nutritional Security
Why is it strategic?
•It meets the state's efforts to accomplish the human right to adequate food for all Brazilians;
•It implements intersectoral policy, a fundamental principle of Food and Nutrition Policy, and works with all scope of SAN - production, marketing and consumption of food;
•It demonstrates the ability to articulate the government and civil society to build the SAN policy;

Why is it strategic?•It is aligned with the PPA, the main planning instrument of public policy of the government;
•It articulates policies to combat and prevent hunger, and protect the country from food crises;
•It strengthens the culture of rights and the instruments of exigibility;
•It implements the policy in such a way articulated in time and territory, making the National Plan linked to the state and municipal plans of SAN.
Stages of Construction– I PNSAN
1.Construction of pre-proposed Plan by CAISAN;
• Technical Committee 03 (2010) - Preparation of recommendations for the construction of the First National Plan of SAN
• Technical Committee 04 (2011)• Meetings for agreement among the feferal entities• Consultation at the Directive Table of CONSEA
2. Contributions of civil society within the SISAN;
• Permanent Committees of CONSEA and the Plenary
3. Evaluation and validation by the CAISAN Ministerial Group .
METHODOLOGY
1.Systematization of objectives, goals and initiatives composing the PPA, according to 8 guidelines presented in National Policy for Food and Nutritional Security (PNSAN) as defined in Decree No. 7.272/2010;2.Selection, considering the challenges, of the objectives and guidelines for PNSAN, goals and priority initiatives, along with the bodies, having as privileged locus of negotiation, the CT4 meetings;3.Incorporation of demands from society expressed in the final report of the Third National Conference of SAN and in the spaces for dialogue, that were carried out with the participation of representatives of CONSEA; 4.Adjustments to the content of the Plan: fusion and reforming of objectives in order to be adequate it with challenges, defining new goals and initiatives (not budget); definition of stakeholders and partners.

I - Promoting universal access to adequate and healthy food;II - Promotion of supply and structuring of sustainable and
decentralized systems,of agroecological basis, production, extraction, processing and distribution of food;
III - Establishment of permanent processes of food and nutritional education, research and training in the areas of SAN and DHAA;
IV - Promotion, universalization and coordination of SAN actions aimed to traditional people and communities, such as afro descendants communities and indigenous peoples and agrarian reform settlers;

V - Strengthening the actions of food and nutrition at all levels of care, so as to articulate other actions of SAN;

VII - Supporting initiatives that promote food sovereignty, food and nutritional security and the human right to adequate food in the international arena;
VIII - Monitoring the realization of the human right to adequate food;

Minimum requirements for the Terms of Adhesion (to be regulated by CAISAN, after consulting the CONSEA):
I – State, district, or municipal board for food security and nutritional security, composed of 2/3 of representatives of civil society and one third of government representatives
II – Chamber or governmental intersectoral management agency for food and nutrition security
III – Commitment to developing the state, county or municipal food and nutrition security plan
Adhesion of States and Municipalities

• Municipalities requesting /qualified for membership: In the states: PI, MA, SP, MG, RS
GOALS 2012-2015
• To promote the accession of 26 states and Federal District and 60% of municipalities;
• To establish mechanisms and instruments of transfer of funds, in a direct and continuing way to manage SISAN, under co-financing;
• To establish forums for Federal Pacts;• To encourage and support the development, with attention to principles of
social participation and intersectorial, to State Plans, District and Municipal SAN;
• To establish the 1st management pact by DHAA;• To support the State, District and Municipal Councils of SAN.
