ANNUAL MAINTENANCE CONTRACT FOR
MAINTENANCE OF 10 (TEN) FISH AQUARIA AND ONE
FISH POND IN NFDB OFFICE
Sealed quotations are invited on behalf of the Chief Executive, NFDB from
reputed and experienced agencies for providing comprehensive Annual
Maintenance of 10 (Ten) Fish Aquaria and one Fish Pond· in office
complex. The interes ted agencies are advised to visit the office complex
for ascertaining the details of location of the aquaria, etc.,and they are also
advised to visit Board's Website: nfdb.gov.in for the schedule of quantities
and terms and conditions, before quoting their prices. Earnest money
deposit to be submitted is Rs 10,000/- in the form of demand draft of a
scheduled Bank issued in favour of NFDB, Hyderabad . The last date for
submission of quotation is 13.02.2017 up to 3.00 p.m. and the quotations
will be opened at 4.00 p.m. on the same day. The Board reserves the right to
accept or reject any or all the quotations without assigning any reason
whatsoever.

INVITATION OF TENDERS
TERMS AND CONDITINS GOVERNING COMPREHENSIVE ANNUAL MAINTENANCE
CONTRACT FOR MAINTENANCE OF 10 (TEN) FISH AQUARIA AND ONE FISH
POND IN NFDB OFFICE,RAJENDRANAGR,HYDERABAD 500 052
Sealed tenders are invited, on behalf of the Chief Executive, NFDB, Hyderabad
for entering into a COMPREHENSIVE ANNUAL MAINTENANCE CONTRACT FOR 10
(Ten) FISH AQUARIA AND ONE FISH POND INSTALLED IN THE NFDB OFFICE AT
RAJENDRANAGAR, HYDERABAD.
A. Last date for receipt of Tenders in the Office: Up to 3.00 PM on
1 3 . 0 2 . 2 0 1 7 B Tenders will be opened at 4.00 PM on 13. 02 .20 17 in the presence of
Tenderers,if any, present. C. The Tender form is available on website : nfdb.gov.in
The Chief Executive, NFDB, Hyderabad may, at his discretion, extend the last date by a
fortnight or for the period as may be required and such extension shall be binding on
tenderers.
1. Eligibility: The tenderers shall be engaged in (i) Production and servicing of ten
thousand fish,with registration certificate from Government.
(ii)providing similar services for the past 3 years to reputed Organizations, Govt
bodies,(List to be enclosed)
(iii) Should have minimum annual turnover of Rs 10 lakh from similar services
(iv) The Tenderer should be having Head quarters/Branch Office at Hyderabad,
Telangana with servicing facilities
Interested bidders may submit competitive rates in the tender form if they are in a
position to provide the requisite services in accordance with the requirements stipulated.
2. Scope of Work:
A. Initial renovation and maintenance of Ten Aquaria ( Marine-2,Planted-3, Brackish
water -1,Fresh Water – 4 ) and One fish pond with the highest standard of service and
as per the terms and conditions specified in the tender documents including cost of
consumables, equipment/ materials, labour, delivery etc and all taxes applicable from
time to time.
B. Supply of Ornamental Fish (Freshwater, Brackishwater, Marine) and Plants for Aquaria
with specific type and quantity as below on ongoing basis during the contract period:
(I) Freshwater Fish varieties
Guppy, Molly (Orange, Black, Sailfin), Platy, Gold Fish, Betta (Siamese Fighter), Angel Fish
(Gold/Pearl-scale), Barb (Tin Foil, Rosy Barb), Discus (Mandarin Passion, Blue, Red, Turquoise,
Haeckel), Oscar (Tiger, Fire Red, Copper Mosaic, Albino), Tetras, Sword Tail, Danio (Zebra), Cichlids
(Pearl, FM, RD), Gouramies (Blue/3-Spot, Banded, Pearl, Kissing), Red Rainbow, Parrot (Yellow, Red),
Freshwater Prawns/Shrimps (Macrobrachium spp., Grass Shrimp), etc.
Number of above mentioned Freshwater Ornamental Fish per Aquarium:
`` 2” fish @ 40 numbers or 3” fish @ 20 - 25 numbers or 4”+ fish @ 12 - 15 numbers’’
(II) Freshwater Plant varieties
Potamogeton, Vallisneria, Marselia, Hydrilla, Sagittaria, Ottelia, Water Lilies, Amazon Sword, Java
Moss, etc.
(III) Brackish-water Fish varieties
Goby (Glossogobius), Pearlspot (Etroplus), Glassy Fish (Ambassis), Target Fish (Therapon), Spotted
Scat (Scatophagus), Puffer Fish (Tetradon), Red Tilapia, Gourami (Albino, Giant) Prawn/Shrimp (Tiger,
White), etc.
(IV) Marine Fish varieties
Clown Fish, Scorpion Fish, Rabbit Fish, Damsel Fish, Wrasses Fish, Butterfly Fish, Fox Nose Fish, etc.
Number of above mentioned Brackish-water/ and Marine Ornamental Fish per Aquarium:
`` 1 ½” to 4” fish @ 12-15 numbers ‘’
(V) Pond Fish: Koi Carp 6”+ @ 20 - 25 numbers in the Fish Pond.
The 'Annual Maintenance Contract' shall be comprehensive in nature and Interalia include supply
of consumables,fish, etc., servicing and repairs /fixing,replacement of all the devices, mechanical
components, electronic parts of the Aquaria and Pond.
The term 'maintenance' shall also include rectification of all components/parts, problems/defects
and also include cost of all parts/repairs/replacements necessary for the proper
maintenance/functioning of the Aquaria,pond listed in the Schedules.. No extra charges for any
general wear and tear/spare parts, etc. shall be paid by the Board.
For regular and proper maintenance of the Aquaria and for instant response to the operational
issues, the firm will have to depute one qualified/well trained person on daily basis at the
NFDB Complex during 0900 hrs to 1800 hrs on all days. The person should be capable of
professionally maintaining, and servicing the Aquaria/pond as per the best standards. The contractor
shall provide him salary & other benefits including ESI/Medical Insurance to him in conformity with
applicable regulations. The Board shall not undertake any kind of liability on this account
The Contractor shall also comply with all the laws and acts of Central Govt and State
Govt. relating to the Contract.
The contractor should maintain separate log sheet for each type of equipment/service. Contractor
shall provide consumables and equipments required for this job. The Contractor shall record in the
log book details of maintenance and repairs of each incident of replenishment, equipment
malfunction, date, time of replacement and successful completion of service work and nature of
work performed or regular/ scheduled preventive maintenance as the case may be.
3.Bidders are requested to submit their offer in a sealed envelope containing the tender, EMD
and other relevant documents, super scribing as 'Tender for comprehensive annual maintenance contract for aquaria due on 13.02.2017 at 3.00 pm. There should be two envelopes one envelope will contain the signed tender documents and EMD of Rs 10,000/ by way of demand draft as Part-1 and the other envelope should contain Price Bid only as Part -II. Both the envelope shall be put in one bigger envelopes and shall be super scribed with the above Tender Reference No. This shall be sent to below mentioned address by registered post and Tenders if hand delivered should be put in the Tender Box available in the Reception of the
NFDB OFFICE COMPLEX on or before the due date and t ime of submission to : National Fisheries Development Board Pillar No. 235, PVNR Expressway, SVP National Police
Academy Post Rajendranagar, Hyderabad Telangana, 500 052.
4. An earnest money deposit (EMD) of Rs.10,000/- (Rupees Ten Thousand only),
in the form of a Demand draft drawn on a scheduled Bank in favour of Chief
Executive, NFDB and payable at Hyderabad must accompany the tender, without
which, tender will be rejected out rightly.
5. The tenderers may note that after submitting the Tenders, they cannot resile from their offer or modify the terms and conditions thereof. If the Tenderers fail to observe and comply with the stipulation, the amount of EMD will be forfeited. In the event of the offer made by the tenderers not being accepted, the EMD will be refunded at the earliest after expiry of validity/finalization of the tender.
6. The Schedules of the Tender Form in part-I & II should be returned intact
duly signed on all pages and pages should not be detached. In the event of the
space provided on the schedule form being insufficient for the required
purpose, additional pages may be added signed in full by the Tenderer.
The rates quoted in the tender should be written both in words and figures
failing which the same is liable to be rejected. Overwriting/erasing in rates to be
quoted by the Tenderer will not be accepted.
7. The following documents must be enclosed along with the duly filled in Tender form
so as to make the tender eligible to be considered.
(a) Registration Certificate of the Firm/Company from the Government (with servicing
facilities for ten thousand fish).
(b) Audited/certified Financial statements for the last 3 years i.e.2013-14,2014-
15,&2015-16
(c) Proof of last three years’ continuous experience of the Firm in the field providing
such services in Central Govt. Establishments/Autonomous Bodies of the Govt. of
India/Corporations of Govt. of India/reputed public or private Organizations.
(d) Certified copies of satisfactory rendering of services by the Tenderer issued by those
availing during the last three years.
(e) Proof of Headquarters/Branch Office at Hyderabad
8. The signatory of the Tender or other documents connected with the contract may
specify whether he signs it in the capacity of (i) a sole proprietor of the firm or
constituted attorney of such sole proprietor, or (ii) a partner of the firm if it be
partnership in which case he must have authority to refer to arbitration in case of
dispute(s), if any, concerning the business of the partnership whether by virtue of the
partnership agreement or power of attorney or (iii) constituted attorney of the firm if
it is a company.
9. The Board does not bind itself to accept the lowest or any other tender and also
reserve to itself the right of accepting the tender in whole or in part of the tender. The
Tenderers shall be made for the entire schedule of work.Other conditional tenders
will not be accepted.
10. The successful Tenderer (s) shal l deposit an amount of 25,000/ - (Rupees
Twenty f ive thousand only) as Performance Security including the EMD amount of
Rs 10,000/- for due performance of the contract immediately af ter rece iv ing a
communicat ion from the Board regarding acceptance of the tender. In the event
of fai lure to deposit the Performance Security within the prescribed time, the letter
of acceptance will be treated as cancelled and the EMD will be forfeited.
11. No interest on earnest money and security deposit shall be paid by the
Board to the tenderer.
12.The tender shall be quoted inclusive of Sales Tax or any other tax on material in
respect of this contract.NFDB wil l not entertain any cla im whatsoever in this
respect.
However,Service tax and service component of the contract shall be paid by the NFDB
as per the rules .TDS will be deducted at source from the Bill (s) of the Contractor as
per rules.
13. The acceptance of the tender wil l be communicated by FAX,mail or
any other form of communication. Formal work order will befo r w a r d e d a s s o o n a s
p o s s i b l e t h e r e a f t e r , b u t t h e i n s t r u c t i o n s i n t h e F A X / l e t t e r etc. issued earlier
should be acted upon immediately. If tenderer does not accept the offer and attend to
the work, after issue of work order by NFDB within 15 days, the offer made shall stand
withdrawn and the EMD will be forfeited.
14. The interested parties are advised to submit the tender after physical inspection of the
site, assess in detail requirement of tools,other components, manpower for providing the
service of maintenance. However, the tender should indicate only the lump sum amount in
respect of the services covered under the contract and individual rates for manpower to be
deployed, etc. should not be quoted. No request for alteration in the rate once quoted will
be entertained within the contractual period.
15. The successful firm/ company will be awarded contract initially for one year. The Board however
reserves the right to terminate the contract at any time without assigning any reason. The
decision of the Board in this regard shall be final and binding on the successful Firm/Company. The
firm entrusted with the work will have to do the work at the rates approved during the period of
contract. If for any reason, the firm is not able to do so, the work will be got done from some other
firm/ open market and the expenditure incurred on such repairs/maintainance shall be recovered
from the contractor.
The CE, NFDB reserves the right to reduce or terminate the period of the contract
or to extend its duration in the interest of the Board, without assigning any reasons
16. If the company opts to continue at the same rates beyond the period of one year the case may
be considered depending upon the performance during the contracted period and the approval of
competent authority of the Board.
17. On expiry of the contract period of one year, the firm will have to hand over the Aquaria in
perfect working condition to the Department, failing which suitable amount will be deducted from
the security deposit.
18. The contractor shall not transfer or sub-contract the tender under the contract
to anyone else. The contractor or his staff shall not misuse the premises allotted to
them for any purpose other than for which the contract is awarded
19. MODE OF PAYMEMT: - The contractor shall submit the quarterly bills with TIN/PAN
in triplicate for consolidated quarterly payment as per the agreed rate
20. Payment: Payment will be made after certification by the authorized officer of the Board and on
receipt of bill. No advance amount will be paid. Statutory taxes as applicable at source will be
deducted from the bill. All payments will be made by E transfer and contractor shall submit required
Bank details etc.
21. Deduction will also be made from the bill of the empanelled firm on account of any damages /
losses occurred during the service.
22. Any delay by the contractor in providing Annual Maintenance contract (AMC) shall make the
contractor liable to forfeit anyone or all of the following:
(a) Forfeiture of security deposit (or) (b) (b)Termination of the contract for default (or) (c) Damages as decided by the Chief Executive, NFDB
23. Arbitration
Any dispute or difference arising under this Contract shall be referred for adjudication at Hyderabad to a Sole Arbitrator to be appointed by C h i e f E x e c u t i v e , N F D B and the provisions of Arbitration Act, 1996 including any statutory modifications or enactment thereof shall apply to the Arbitration proceedings. The fees of the Arbitrator, if any, shall be shared equally by both the parties. 24.Jurisdiction: The Contract is subject to the jurisdiction of Hyderabad,Telengana state.
25. The successful Tenderer (Contractor) will have to enter into a contract agreement
with NFDB on a non-judicial stamp paper of requisite value.
26. The decision of the CE, NFDB shall be final in all respects of the contract and
binding on the parties.
