  • National Construction Code 2016 (NCC2016 / BCA2016)

    Presented by:

    Stuart Boyce

  • Presentation Content

    • PURPOSE OF REVISION

    • IMPORTANT CHANGES – Focus on NCC Volume 1 and AIRAH Issues only

  • PURPOSE OF REVISION

    • ABCB Annual Update (Adopted 1st May 2016 Australia Wide) – To become 3 Yearly – next Version NCC 2019

    • 20 Years since Performance Based BCA commenced

    • To allow wider use of Performance Based Approaches via: – Quantifying the NCC Performance Requirements

    – Engendering a Performance Mindset: and

    – Capacity Building

  • NCC Volume 1 Verification Methods

    • Verification Methods Applicable to AIRAH:

    – A new Verification Method, FV4.1 has been included as an option to verify compliance with Performance Requirements FP4.3 and FP4.4(a). FV4.1 is a means for verifying that a building has suitable indoor air quality by providing

  • Verification Methods

  • NCC Volume 1 Verification Methods

    • Verification Methods Applicable to AIRAH:

    – A new Verification Method, FV4.2 has been included as an option to verify compliance with Performance Requirements FP4.3 and FP4.4(a). FV4.2 is a means for verifying that a carpark has suitable indoor air quality by providing sufficient ventilation by outdoor air to limit carbon monoxide exposure levels

  • Verification Methods

  • NCC Volume 1 Verification Methods

    • Verification Methods Applicable to AIRAH:

    – A new Verification Method, JV2 has been included as an option to verify compliance with Performance Requirement JP1. JV2 is a means for verifying that a building has suitable energy efficiency measures using a stated value approach – More accurate than JV3.

    – Possible Future JV3 Deletion

  • ENGENDERING A PERFORMANCE MINDSET

    • Clarifying Equivalence

    • Deleting Objective and Functional Statements from NCC:

    • Defining the term Performance Solution

  • Definition Changes

    • Effective Height: • Current Wording

    – Effective height means the height to the floor of the topmost storey (excluding the topmost storey if it contains only heating, ventilating, lift or other equipment, water tanks or similar service units) from the floor of the lowest storey providing direct egress to a road or open space

    • Proposed Wording – Effective height means the vertical distance between the floor

of the lowest storey included in a determination of rise in storeys and the floor of the topmost storey (excluding the topmost storey if it contains only heating, ventilating, lift or other equipment, water tanks or similar service units).

  • Effective Height

    Why - Recent Court Case

  • Effective Height

Simple Clarification – Yes / No?

  • Effective Height

  • New Definitions - Boiler

    • Boiler means a vessel or an arrangement of vessels and interconnecting parts, wherein steam or other vapour is generated, or water or other liquid is heated at a pressure above that of the atmosphere by the application of fire, the products of combustion, electrical power, or similar high temperature means, and—

    (a) includes superheaters, reheaters, economisers, boiler piping, supports, mountings, valves, gauges, fittings, controls, the boiler settings and directly associated equipment; but (b) excludes a fully flooded or pressurised system where water or other liquid is heated to a temperature lower than the normal atmospheric boiling temperature of the liquid.

  • New Definitions – Pressure Vessel

    • Pressure vessel means a vessel subject to internal or external pressure. It includes interconnected parts and components, valves, gauges and other fittings up to the first point of connection to connecting piping, and—

    (a) includes fire heaters and gas cylinders; but

    (b) excludes any vessel that falls within the definition of a boiler.

  • Specification G2.5 – Installation of Boilers and Pressure Vessels

    • New Specification to comply with includes:

    – Explosion Relief

    – Floor Drainage

    – Protection from Heat

  • JV2 – Verification using Stated Value

    • New Verification Method:

    – Uses Stated Values - whereas JV3 compares proposed building with a Deemed to Satisfy building.

    – Different values per state, per Classification, per Climate Zone

    – New Specification JV2 – Air Conditioning Modelling methodology

  • ACT / NSW JV2 Values

  • ACT / NSW Spec JV2

    • Design Day Temperatures Table 2A

  • ACT / NSW Spec JV2

    • Ground Temperatures Table 2B

  • UPDATED STANDARDS

    • There are no new or updated Standards applicable to AIRAH Members

    – AS1720.5-2015 – Nail plated timber roof trusses

    – AS2293.3-2005 - Emergency Escape Luminaires and Exit Signs

    – AS5146.1-2015 – Reinforced Autoclaved aerated concrete Structures

    – AS5637.1-2015 Determination of Fire Hazard Properties – Wall and Ceiling Linings
