April 2019 will mark 25 years since the advent of democracy in South Africa. It is

customary for the Presidency to direct the DPME to conduct reviews of progress with

service delivery at each historical epoch of our democracy.

25th anniversary of the democratic dispensation requires government departments and

institutions to pause and reflect on the journey to date, and review the achievements,

challenges experienced, and actions taken to address these challenges since 1994.

Great opportunity to learn from both the successes and the challenges and use the latter

to develop strategies that will accelerate the country’s progress towards the triple goals of

the NDP 2030 and qualitatively improve people’s lives.

Significance of the 25-Year Review is that it is not simply the composite of all previous

reviews conducted. It is not the 20-year review plus a 5-year review, it is not the combined

reflection of the sum of parts but a depth of analysis that reflects that it is a review of the

quarter of the century since our liberation.

The DPME will coordinate the 25-Year Review Project and ensure its successful

completion – working with all national and provincial departments, local government

(through COGTA), Technical Implementation Forums and Ministerial Implementation

Forums.

Key Objectives of the 25 Year Review To assess the extent to which:

1.Government has succeeded in delivering on the promise of a better life for all South

Africans

2.Government is on track towards achieving the priorities set out in the NDP 2030

3.Non-state actors (social partners, civil society, labour, private sector and other non-

state actors have contributed towards accelerate progress towards the NDP 2030,

noting that the NDP has been accepted by broader society as a macroplan of the

country.

4.Specific constraints and obstacles have impeded progress towards the set objectives

and targets, and the extent to which progress is impeded

5.Effective strategies have been developed to address identified constraints and

obstacles

SUB OUTCOME 2: AN EFFECTIVE CLIMATE CHANGE AND ADAPTATION RESPONSE

ACTION : POLICIES TO PROMOTE LAW CARBON ECONOMY; IMPLEMENTATION OF ADAPTATION

• Green Transport Strategy and Implementation Plan (2018) :Draft Green Transport Strategy

developed. Consultations with key stakeholders conducted

• No. of sector adaptation strategies/plans completed: 4 sector plans/strategies developed

(Water, Health, Agriculture, Biodiversity, and Rural Settlement)

• National framework for climate services established: National Framework of Climate

Services in place; Planned MTSF target achieved

• Significant increase of the SA pool of scientists in the Intergovernmental Panel

on Climate Change (IPCC) or each of the three IPCC Special Reports and the

sixth Assessment Report (AR6) -see statistics below. This follows a historic

election of the first South African to co-Chair an IPCC working group in October

2015.

• IPCC Sixth Assessment Cycle (AR6) = 20 authors (60% increase from

the AR5 cycle)- With about 65% first time IPCC AR authorship

• Hosted National Stakeholder dialogue (Talanoa dialogue), 23 & 24 Aug. Main

message: South Africa transitioning to a low-carbon economy, with a

suggestion that the country set a carbon neutrality target date – 2060

• 2018 is a critical year for UNFCCC negotiations – COP 24 need to adopt

implementation guidelines necessary for the implementation of the Paris

Agreement. Negotiations progressing slowly with SA expected to play the

bridge builder role.

Climate Change Bill

• Climate Change Bill was published for Public comments;

• Provincial Stakeholder consultations across the Country;

• Focused bilateral sessions with business, labour and NGOs;

• Revise the draft Bill on the basis of submissions received;

• Draft bill is scheduled for the clusters and Cabinet committee on 15 and 28

November 2018 respectively.

– Mitigation Potential Analysis (MPA) – presents a set of viable options for reducing GHGs in key economic sectors (Energy, AFOLU, Waste, Industry, Transport)

– Carbon Sinks Assessment – assessment of terrestrial carbon stocks across the country and associated mitigation opportunities

– Carbon Budgets- Phase 1 (2016-2020) – GHG emissions allowance allocated to a company in a defined time period. Due to lack of CC legislation, voluntary participation by business

– National Pollution Prevention Plans Regulations- prescribes the requirements for submission and approval of pollution prevention plans (GHGs)

– Policies and Measures (PAMs) to reduce GHG emissions – assessment of consistency of current and planned mitigation policies and measures with national mitigation goal and international obligations

– Projected GHG Emission Pathways - Analysis of projected national GHG emissions pathways Mitigation Systemunder different scenarios

– Mitigation System – presents structure of GHG emissions reduction in the country, with 2 key components- Carbon budgets (second and subsequent phases) & Sectoral Emission Targets

• Climate Change Bill

• URGENT and necessary for the operationalization of the mitigation system and to

make carbon budgets mandatory. Mandatory system necessary for the

achievement of national mitigation goal (PPD) and international obligations (NDC)

• Carbon tax and carbon budget alignment

• The outcome of the work on the integration of the carbon budget and carbon

tax is a critical input to be considered for the post-2020 phase of the

mitigation system

– Local Support Programme - Roll out of the Lets Response Toolkit tocapacitate local municipalities to integrate climate change in their Planningprocess (46 district Municipalities covered)

– Provincial Support programme- Undertook risk and vulnerabilityassessments and developed response plans to 9 provinces

– Sector support programme – mainstreaming of climate change adaptioninto sectors with 6 sectors developing their adaption plans ( HumanSettlement, Water, Agriculture; Health, Biodiversity & Ocean and Coast);

– Development of the National Framework on Climate Services - facilitateaccess to Climate information to the society at large;

– Development of the national Climate Change Adaption Strategy;– Coordinate Cities resilient forum – facilitate and coordinate Cities response

CLIMATE CHANGE M&E – GHG EMISSIONS REPORTING BY INDUSTRY TO DEA

• National Atmospheric Emissions Inventory System – GHG Module development;• Development of GHG emissions verification regime for GHG emissions reporting by Industry;• Review of the GHG emissions reporting regulations to better support the carbon tax reporting

regime;• Business case development for effective and efficient management and administration of the GHG

emissions reporting programme;

CLIMATE CHANGE M&E – CLIMATE CHANGE INFORMATION MANAGEMENT SYSTEM (CCIMS)

• Development of a web-based CCIMS for capturing climate change adaptation and mitigation responses taking place within South Africa ;

• Development of Climate Change Indicators to inform South Africa’s annual climate change monitoring and evaluation report;

• Facilitation of the process to develop a climate financing framework for South Africa;• Facilitation of climate change flagship programmes in these sectors: Energy, Water, Agriculture and

Water;• Preparation of South Africa’s Biennial Update Report (BUR3) capturing South Africa’s responses in

the context of climate change mitigation.
