1. *Ms. Qudsia Arshad:

Will the Minister 1ncharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that citizens of Islamabad are being affectedby pollen allergy;

(b) if so, the steps being taken to control the pollen allergy?

Minister Incharge of the Cabinet Division: (a) Yes. Pollen allergydoes affect, some people of the Capital City.

(b) Paper Mulberry tree was introduced in Islamabad for urban treeplantation in late 1960 and has spreaded speedily in nullahs and green belts. Themale trees produces large quantities of pollen in spring season. Due to immensepollen allergy caused by paper mulberry trees, CDA has taken, following steps.

• Started its gradual removal.

• So far 15236 paper mulberry trees have been removed during, thelast five years from urban areas.

• In urban areas approximately 6134 number of male trees are stillstanding, which will be gradually removed in phases in, next threeyears, to avoid abrupt loss of green cover in Islamabad.

• To replace male paper mulberry trees with environmental friendly,indigenous trees such as Amaltas, Kachnar, Jaman, and Chir Pine.

36. *Mr. Muhammad Riaz Malik:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) the total number of mulberry trees causing pollen allergy inIslamabad at present; and

(b) whether there is any proposal under consideration to uproot thesaid trees; if so, when it will be implemented?

Minister Incharge of the Cabinet Division: (a) In urban areasapproximately 6134 number of male mulberry trees and in regional areaapproximately 60,000 numbers of paper mulberry trees are growing.

(b) Paper Mulberry tree was introduced in Islamabad for urban treeplantation in late 1960s and has spreaded speedily in nullahs and green belts. Themale trees produces large quantities of pollen in spring season. Due to immensepollen allergy caused by paper mulberry trees, CDA has taken the following steps.

• Started its gradual removal.

• In urban areas approximately 1634 number of male trees causingpollen allergy are still growing which will be removed in next threeyears, phase wise, to avoid the loss of green cover in Islamabadabruptly.

• In regional area of Islamabad approximately 60,000 number of treesof paper mulberry are still growing particularly in National Park Areawhere removal of any tree is not allowed due to legal coverage underWildlife Ordinance, 1979.

37. *Mrs. Nisar Tanveer:

Will the Minister Incharge of the Establishment Division be pleasedto refer to Starred Question No.53 replied 14-4-2011 and to state:

(a) the present status of implementation on the proposals for AghazHaqooq-e-Balochistan;

(b) whether any time frame to implement those proposals has beenfixed; if so, the details thereof;

(c) whether it is a fact that commissions and judicial inquiries havenot been conducted so far to probe certain issues as proposed inthe package of Aghaz Haqooq-e-Balochistan; if so, the reasonsthereof; and

(d) the time by which the said package will be implemented in letterand spirit?

Minister Incharge of the Establishment Division: (a) BriefImplementation Status of AHB Proposals is given below (Key Achievementsattached as Annex-1 and List of Policy Actions Attached as Annex-2):

Establishment Division coordinates implementation of AHB proposals /policy actions of Aghaz-e-Habooq-e-Balochistan (AHB) and it involves a numberof implementing ministries/offices. The action plan has been divided into four thematicareas – Constitutional, Political, Administrative and Economic Matters. Brief statusis given below:

• Constitutional (06): All Implemented• Political (05): 02 Implemented / 03 Under Implementation• Administrative (16): 09 Implemented / 07 Under Implementation• Economic (34): 18 Implemented / 16 Under Implementation

Total Policy Actions (61): 35 Implemented / 26 UnderImplementation.

(b) Timeframe has been followed only for policy actions involving onetime or periodic/regular funds transfer from Federal to Provincial Governmentsuch as:

• Releases/Payments in lieu of salaries for 5000 new jobs under AHB;

• Arrears of Gas Dev: Surcharge (1954 – 1991): Rs. 120 Bn payablein 12 years;

• Gas Dev: Surcharge (2002 – 2010): Rs. 10 Bn payable in 5 years;

• Federal Government Share in Development Projects in Balochistan;and

• Rs. One Billion for Resettlement of IDPs in Dera Bugti.

(Details at Annex-3)

AHB Proposals involving administrative and political initiatives involvegreater time and effort for implementation especially coordination amongst variousstakeholders. Therefore, no time frame has been fixed for such policy actions.

(c) It is incorrect that inquiries have not been conducted to probe mattersmentioned in AHB Package. Following progress has been achieved in this regard:

• Commission to inquire into cases of Enforced Disappearances /Missing Persons of Balochistan (Continuously Functioning since Jan.2010): Annex-4;

• Judicial Inquiry into allotment of land at Gawadar (Initiated as of11-07-2011);

• Judicial Inquiry into murder of Baloch political workers and targetkilling (Concluded – Annex-5)

• Commission to determine circumstances leading to death of NawabAkbar Khan Bugti (Stakeholders Meetings held - Annex-6).

(d) As explained above, the Federal Government is committed toimplement the AHB Package. The financial component is smoothly implementedand progress on other policy actions is monitored/pursued in liaison withstakeholders involved.

42. *Mohammad Pervaiz Malik:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) the number of times, NEPRA was requisitioned by DISCOs toincrease the tariff of electricity during the last 3 years alongwiththe detail thereof;

(b) the number of times, NEPRA conducted public hearings toincrease the tariff of electricity;

(c) the detail of representative of civil society, general public andothers who participated/appeared in such hearings;

(d) the opinions of the said representatives incorporated; and

(e) the number of times, tariff of electricity was enhanced duringthe above-mentioned period?

Minister Incharge of the Cabinet Division: (a) Tariff Petitionsubmitted by DISCOs:

During last 3 years (i.e. from 1st July, 2008 to 30th June, 2011) NEPRAhas received sixty three (63) tariff petitions from seven Ex-WAPDA DistributionCompanies in respect of determination of consumer-end tariff Out of sixty threepetitions, NEPRA has so far announced 59 tariff determinations while 04 tariffpetitions are in advance stage of their determinations. The DISCO-wise detail oftariff petitions filed is given hereunder:

(b) Monthly Fuel Charge Adjustments submitted by CPPA andQuarterly Adjustment for FESCO & KESC:

In addition to above i.e. determination of consumer-end tariff, NEPRAalso determines fuel charges adjustments on monthly basis. Pursuant to amendmentin Section 31(4) of the NEPRA Act vide Finance Bill 2008, NEPRA was mandatedto decided adjustment on monthly basis in the approved tariff on account of anyvariation in fuel charges whatsoever (increase or decrease). In this regard, CentralPower Purchasing Agency (CPPA) (on behalf of 08 Ex-WAPDA DISCOs) hasapproached NEPRA 34 times while KESC has approached 23 times. BesidesMonthly Fuel Charge Adjustment FESCO and KESC, having Multi Year Tariff(MYT), both have also approached NEPRA 12 times for quarterly adjustment ofconsumer-end tariff as per the mechanism given in their MYT determinations. Thebrief on monthly fuel charge adjustment mechanism and increase/decrease in tariffmade through monthly fuel price adjustments is attached as Annex-A.

(b) Public hearings are invariably arranged while determining tariff andmonthly fuel charge adjustments. NEPRA has ensured to keep the maximumpossible level of participation of all stakeholders including the general public duringthe course of determination of tariff and monthly fuel charge adjustment. The tariffpetition is placed on NEPRA website and the salient features of the tariff petitionis widely advertised for soliciting stakeholders’ comments. Besides advertisementin leading daily newspapers; important stakeholders are also informed throughserving notices. However, during processing, of motion for leave for reviewinterveners and commentators are invited to attend the hearings.

During last three years (i.e. from 1st July, 2008 to 30th June, 2011) NEPRAheld 85 Nos. of Public hearings during the course of determining of consumer-end tariff and monthly fuel charge adjustments.

(c) Participation / appearance by the representatives of general publicand civil society and others is made either as intervener as per Rule 6 of NEPRATariff (Standards and Procedure) Rules, 1998 (Tariff Rules) or as commentatoras per Rule 9 of Tariff Rules. Detail with regard to representatives of generalpublic and civil society and other who participated/appeared in public hearings isas follows:

- Alternative Energy Development Authority

Many of the interveners are represented by senior legal counsels to presenttheir cases before the Authority.

(d) (i) Since NEPRA adopt participatory approach, therefore, opinion ofthe representatives of general public and civil society and othersincorporates are given due importance while determining tariff.

(ii) The opinion of the representatives of general public and civil societyand other incorporates either in written or given during the publichearings made part of tariff determinations / decisions of the Authority.For instance, NEPRA received comments from Daska EngineeringIndustrial Association regarding load limit for ‘B’ category industrialconsumer and Government of KPK’s intervention regarding baddebts; the same were considered by the Authority and points raisedin these requests were addressed in the respective determinations ofthe Authority. A brief in this regard is at Annex-B.

(iii) Based on the position taken by the interveners, the Authority hasreduced the transmission and distribution losses of PESCO andHESCO from 34% to 28% in their tariff determinations dated 4thSeptember 2009 and 9th December, 2009 respectively.

(iv) Further, copies of NEPRA’s Tariff Determinations / decisions arealso sent to concerned interveners and commentators for theirinformation. Pursuant to Rule 16(6) of Tariff Rules, interveners haveright to file motion for leave for review against Authority’s decision ifintervener is of the opinion that the issue raised by the intervener isnot properly addressed in the determination.

(e) (i) With regard to tariff of electricity enhanced during last three years; acomparative statement showing increase / decrease in consumer-end tariff determined by the Authority has been prepared and attachedat Annex-C.

(ii) It is relevant to state here that NEPRA determines consumer-endtariff for each category of consumers of electricity. Schedule-I isattached to the NEPRA’s determination clearly indicates theconsumer-end tariff in each category/classes. Upon determinationof consumer-end tariff NEPRA sends the tariff determination to theMinistry of Water & Power, Government of Pakistan (GoP) for itsnotification in the official gazette of Pakistan.

(iii) On receipt of tariff determination, the GoP, keeping in view itseconomic & socio-political conditions, may decide reduction in theNEPRA determined tariff for each class/category of consumers anddevelops a Schedule-II which becomes applicable tariff for theelectricity consumers of Pakistan. The detailed sheet of applicabletariff is placed at Annex-D. The difference between. NEPRA’sdetermined tariff and GoP’s approved tariff is borne by the GoP assubsidy.

(iv) In order to keep the electricity tariff affordable for poor electricityconsumers and to keep it uniform throughout the country; theGovernment is providing substantial amount of subsidy. However,keeping in view the financial constraint, GoP is gradually decreasingthe amount of subsidy which ultimately results in increase of theelectricity tariff in the country. It is further stated that Government isstill paying subsidy to the electricity consumers of Pakistan to thetune of average Rs.1.80 /kWh.

(v) The Authority has determined tariff for residential consumer categoryfor 01-100 Units in case of PESCO, GEPCO, IESCO, LESCOand HESCO as Rs.9, 8.20, 5.55, 6.26 and Rs.9/kWh respectively.Whereas the GoP notified tariff for the said consumer category isRs.4.54/kWh for all above DISCOs.

45. *Mr. Salahuddin:

Will the Minister Incharge of the Cabinet Division be pleased to statewhether it is a fact that the developments schemes/projects launchedduring the last three years under Peoples Works Programme-Isubmitted by the Members of the National Assembly and Senate havenot been completed so far; if so, the reasons thereof alongwith thetime by which those schemes/projects will be completed?

Minister Incharge of the Cabinet Division: During last three years13805 Development schemes were proposed by Parliamentarians out of which7970 have been completed. A detailed position is given at Annex-I. The breakupof completion status for MNA’s and Senators is as under:

executing agencies, therefore the executing agencies have been regularly pushedto expedite the progress of the development schemes. However, the reasons fordelay of work on proposed schemes are being obtained from the respectiveexecuting agencies and the position will conveyed to the august House withinshortest possible time.

(a) the location-wise Federal Government Universities in thecountry at present; and

(a) whether there is any proposal under consideration to modernizePTV and Radio Pakistan;

(b) if so, the salient features thereof; and

(c) the steps taken so far to make PTV and Radio Pakistan selfsufficient?

Minister for Information and Broadcasting (Dr. Firdous AshiqAwan): (a) and (b) Pakistan Television Corporation (PTVC)PTVC is fully aware of its responsibility to modernize existing system, speciallywhen the challenging competitive scenario is there and has taken/proposed to betaken steps in the following areas to provides its viewers an attractive style ofProgrammes Presentation With modern techniques;

IT Wing

(i) Established “Virtual News Room by linking Lahore-Karachi-Peshawar- Quetta through VPN (Virtual Private Network) for sharingall news contents to the News persons at any location with completeprecision and without any delay.

(ii) Paperless & Tapeless News room using indigenously developedsoftware and latest hardware.

(iii) 24/7 Live video streaming of PTV News and PTV Home Channelsmade available on internet for global viewing.

(iv) Implementation of PTV streaming on mobile devices in progress.

(v) Use of video wall in facilitating the effective presentation of NewsBulletin on 24/7 basis.

(vi) State of the art use of real time multimedia Graphics Systems in PTVNews & PTV Home Channels.

(vii) Storage, playback and execution of PTV Commercials at all PTVCentres in a tapeless and networked environment.

(viii) Tapeless play back of PTV Home and PTV Global transmissionsthrough high end video servers.

(ix) Development of Tapeless Archival System of PTV to secure Audio/Video asset and to provide a mechanism for efficient retrieval ofcontent.

Marketing and Sales Wing

(i) Automation of Marketing and sales Department by introducing internetMedia System (IMMS), Which is a complete release order basedend-to-end solution catering to the needs of media business logging,scheduling, billing and collection. With the help of this multichannelmedia business management solution, PTV Central Sales Office,Karachi will monitor, Plan and improve the media advertisingoperations efficiently.

News & Current Affairs Wing

(i) PTV News uses state of the art graphics system VIZIRT OMNEONSystem for editing and tapeless play out. Our newsrooms are linkedthrough locally developed software NIMS for paper less operationregarding bulletins and tickers. Furthermore, provision of latest cameraequipment and accessories is also on the cards. Most of the reportershave been provided with company paid Blackberry sets. We usespecial software to receive online tickers from other centres. PTV

New is consistently adapted to computer based modernization inNews & Current Affairs Programmes.

Programmes Wing

(i) Modern techniques are being used for the production of theprogrammes and erection of sets.

Engineering Wing

(i) Digital up-gradation of analogue studio equipment at various PTVCentres.

(ii) Addition of post production facilities and Mac-Based Non LinearEditing System.

(iii) Up-gradation of existing VizRt Graphic System at PTV News.

(iv) Addition of VizRt Graphics System for PTV-Home.

(v) Addition of 9 No. Digital Satellite News Gathering (DSNG).

(vi) Replacement of base band equipment in existing MCPC &SCPCearth stations.

(vii) New SCPC (single Carrier Per Channel) earth station with ConaxConditional Access System.

(viii) Addition of 60 No. Mini DV Cams and 30 No. Laptop for stringers.

(ix) The addition of audio system for grand shows.

(c) The PTV has taken following steps:—

(i) ADVERTISING INCOME is increasing by improving the marketstrategies and telecasting entertaining programmes.

(ii) TV LICENCE FEE Govt. of Pakistan has increased the TV licencesfee by Rs. 10.00 per Month for domestic and commercial customer,due to which income of PTV has increased.

(iii) PTV SPORTS CHANNEL PTV has been planning launch sportschannel for promoting sports activities in Pakistan. Due to directtelecast of sports events like World Cup of Cricket, Hockey andfootball, PTV earning will be increased tremendously.

Pakistan Broadcasting Corporation (PBC)

Yes following steps have been undertaken to modernize Radio Pakistan:—

1. Launching of a bilingual website in both English and Urdu languagesat the web-address www.radio.gov.pk. The website has been linkedto Face book, Twitter, You tube and audio material uploaded atthese websites.

2. Launching of Internet Radio from National Broadcasting HouseIslamabad. The audio streaming of 15 channels and mobile streamingof 15 channels is being carried out through Internet.

3. The video streaming on PBC’s website has also been carried out onspecial occasions and it will be a permanent features in near future. Avideo studio is being set up for this purpose at National BroadcastingHouse Islamabad.

4. Setting-up of a Centralized Digital Library at National BroadcastingHouse Islamabad and linking it with the studios for the purpose offile transfer and sharing.

5. Provision of computerized audio recording and editing facilities tothe Radio Stations.

6. Provision of digital recorders/laptops to the Reporters leading tosignificant improvement in voice quality.

7. Up-gradation & replacement of existing 10 KW Medium Wavetransmitters at PBC Larkana is being undertaken with a modern100 KW Medium Wave transmitter.

8. Aging transmitter of PBC Hyderabad is being replaced with a modern100 KW Medium transmitter.

9. Aging transmitter of PBC Multan is being replaced with a modern100KW Medium Wave Transmitter.

10. Up-gradation from 100 to 400 KW Medium Wave transmitter atPBC Peshawar under USAID program.

11. Up-gradation from 10 to 100 KW Medium Wave transmitter atPBC D.I.Khan under USAID program.

12. Digitization of Audio Archives of PBC under USAID program.(Transfer of audio contents from tapes/cassettes to computer’s harddisc).

13. Phase-wise replacement of Studio Equipment of various Radiostations of PBC.

(c) A proposal is being submited to the Government for Radio licencefee on motor vehicles and cell phones to make the Radio Pakistan a self sufficientdepartment.

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) the date of commencement of Waseela-e-Haq Programme;

(b) the total number of persons benefited from the said programmeso far; and

Minister Incharge of the Cabinet Division: (a) The date ofcommencement of Waseela-e-Haq programme is September, 2009.

(b) So far funds have been provided to 2135 beneficiaries, and casesfor another 1641 beneficiaries are ready for disbursement in next few days.

(c) Under Waseela-e-Haq scheme, an interest free loan amountingRs. 300,000/- is provided to the beneficiary. The procedure for repayment ofloan has been approved by the BISP board. Which is as under:—

(a) the prescribed procedure to telecast advertisements on TVchannels; and

(b) whether there is any mechanism to control obscene and immoraladvertisements on those channels by PEMRA; if so, the detailsthereof?

Minister for Information and Broadcasting (Dr. Firdous AshiqAwan): (a) The TV channels receive advertisements from Advertisers directly.Whereas PEMRA does not regulate the procedure of advertisements. However,PEMRA regulate the content of the advertisement as per laid down advertisementcode prescribed in PEMRA Rules 2009.

(b) PEMRA regulates the private TV channels under the provisions ofPEMRA ordinance 2002/Amendment Act 2007. Code of Conduct for programmesand advertisements has been made part of terms and conditions of each broadcaststation licensee to be followed letter and spirit at its own by the licensee.

Under Clause 1(k) of the Code of Conduct, no advertisement shall beaired that contains indecent, vulgar, or offensive themes or treatment. Under section26 of PEMRA Ordinance 2002/Amendment Act 2007 Councils of Complaintshave been established one at Federal capital and each Provincial Capital. Anyperson aggrieved by any aspect of an advertisement can lodge a complaint beforethe Council of Complaints who recommends the Authority appropriate action ofcensure, fine or revocation of Licence.

Minister Incharge of the Cabinet Division: (a) (i). Yes, it is a fact thatNationwide Poverty Scorecard Survey has been conducted under Benazir IncomeSupport Programme (BISP). The survey exercise has been completed across thecountry except FATA. However, survey in seven agencies of FATA is in progressand is likely to be completed by 31st December, 2011.

(ii) Number of beneficiaries who have been declared eligible so far afterdata entry and analysis by NADRA is 5.81 Million. Data entry/analysis of othersurveyed families is in progress by NADRA and is expected to be completed byend of Dec, 2011.

District wise list of eligible families is attached at Annex I.

(b) Presently, there is no proposal to increase the amount of monthlyfinancial assistance/facilities for the said registered families.

Minister for Information and Broadcasting (Dr. Firdous AshiqAwan): (a) As per PEMRA Rules and License Terms & Conditions, 90% of thecontent must be indigenous Pakistani and the remaining 10% provision is availableto all TV channels for foreign content whereas the break up of 10 % of foreigncontent is as follows:

(a) 40% of the 10% (4% of the overall) may be English content.

(b) 60% of the 10% (6% of the overall) may be Indian or other content.

So, a licensee showing Indian or any other foreign content within theaforementioned limits and in compliance with the code of conduct is not banned.

(b) As per Cable TV licence terms & conditions, the Licensee shall beallowed 10 % foreign content, the break up of 10 % is as follows:

Minister Incharge of the Cabinet Division: (a) No, the financialassistance under Benazir Income Support Programme is continuing to the eligiblebeneficiaries having a score of less than 16.17 under Poverty Scorecard survey.

(b) The deserving persons are identified through the World Bank’sapproved instrument “Poverty Scorecard”. Cut-off score for eligibility is 16.17.So far 5.3 million families have been declared eligible. The funds are being providedthrough a combination of Pakistan Post, Benazir Smart Card and phone-to-phonebanking.

(a) whether it is a fact that grey trafficking (long distance callsmade through illegal means) is drastically increasing in thecountry and causing massive losses to the national exchequer;

(b) if so, the installations of illegal operators identified since March,2008 till date alongwith action taken against the responsibles;

(c) whether any enquiry conducted to investigate the involvementof organizational support in the above mentioned malpractice;if so, the detail thereof; and

(d) the steps being taken to control the said practice?

Minister for Information Technology and Telecommunications: (a)The fact remains that due to a number of numerous enforcement measures takenby PTA (installation of international traffic monitoring system, legal actions againstviolators of law and revision of the rates), Grey Trafficking has decreased in thecountry over the time. Moreover, a Cabinet Committee is also studying theproposal from MoIT on further reducing/eliminating Grey Traffic and related issues.

(b) Since March 2008, PTA has identified more than one hundred andfifty (150) Illegal operators’ / setups and carried out 45 joint raids with FIAthroughout the country. 55 persons including 6 foreigners were apprehended duringthe raids beside confiscation of 442 Illegal Gateway equipments. In addition, PTAhas also issued Show Cause Notices (SCNs) to legal operators involved in illegalbusiness and subsequently imposed fine of Rs. 955 Million to seven operators.Currently, FIA is prosecuting the culprits in the court of law.

(c) Not applicable.

(d) PTA has taken both Technical and Regulatory steps to control saidpractice. The details are:—

Regulatory Steps

• As per provision of De-Regulation Policy, PTA reviews the ApprovedSettlement Rate (ASR) at which licensed operators obtain trafficfrom foreign carriers.

• PTA has steadily decreased ASR and APC rate over the period inorder to control grey traffic; however, it is evident that technicalmeasures needs to be taken to ensure incoming foreign exchangeand sustainability of policy initiatives like Universal Service Fund.

Technical Steps

• PTA deployed a Technical System for monitoring and reconciliationof International Telephone Traffic with the funding of LDI operators.The system is operational since 2009.

• It monitors Internet Protocols (IPs) and automatically blocks anyunauthorized IP carrying voice traffic.

• It also generates reports of any setup with irregular traffic patternswhich is shared with FIA for raid action.

141. *Mr. Abdul Rashid Godil:

Will the Minister for Information and Broadcasting be pleased to statethe steps being taken for the implementation of Seventh Wage Awardfor Journalists?

Minister for Information and Broadcasting (Dr. Firdous AshiqAwan): The Government of Pakistan constituted the 7th Wage Board in the year2000 under Section 9 of the Newspaper Employees (Condition of Service) Act1973 for the purpose of fixing the rates of wages of the newspaper employeesincluding working journalists. The Wage Board headed by Mr. Justice RajaAfrasiab Khan, a former Judge of the Supreme Court of Pakistan as Chairmanalongwith 10 members, five each nominated by the employers and the employees,announced 7th Wage Board Award which was notified by the Government ofPakistan on 25th October 2001.

All Pakistan Newspaper Society (APNS) and others felt aggrieved bythe Award filed a petition in 2002 before, the Supreme Court of Pakistan whichvide judgment dated 8th April 2004 dismissed the petition as not maintainable.The petitioners then filed petitions before the High Court of Sindh which dismissedthe petitions on 31st May, 2011. Against the judgment of the High Court of Sindh,the petitioners filed petitions before Supreme Court of Pakistan which were alsodismissed on 19th October, 2011. The petitioners have filed review petitions inthe Supreme Court. The matter is now sub judice.

As far as steps being taken by the Ministry of Information Broadcasting isconcerned, the Ministry implemented the Award in the state owned news agency,Associated Press of Pakistan (APP) just after its announcement. As far as itsimplementation in the privately owned newspapers and news agencies is concerned,it is the legal obligation of newspaper owners.

In pursuance of Newspaper Employees Act, 1973, the Government hasestablished Implementation Tribunal for Newspaper Employees (ITNE) and alsoappointed its Chairman who is required to adjudicate and decide the disputesamong the employees and the employers of the newspapers managements. ITNEis a proper legal forum which can be approached by newspaper employees forgetting the Wage, Board Award implemented in its letter & spirit.

Presently, the matter is sub judice before the Supreme Court of Pakistan.However, this Ministry if required, would play its role of coordination betweennewspaper employees and employers for developing a way forward in theimplementation of the 7th Wage Board Award.

142. *Sheikh Salahuddin:

Will the Minister Incharge of the Establishment Division be pleasedto state:

(a) whether it is a fact that recruitment in the autonomous bodiesworking under the Federal Government are being made by theirown recruitment committees instead of Federal Public ServiceCommission (FPSC); if so, the justification thereof; and

The Federal Government Polyclinic Islamabad is providing free of costAIDs screening to the patients. The facility of medical treatment is not available inthis hospital. However, it has referral linkage with Pakistan Institute of MedicalSciences, Islamabad which has facility of Anti-retro viral therapy for HIV/AIDSpatients. N.A.

National Institute of Rehabilitation Medicine (NIRM), Islamabad

The NIRM is providing medical, surgical and rehabilitative services to thedisabled patients throughout the country. AIDs patients are referred to the Pakistan

Institute of Medical Sciences and Federal Government Polyclinic, Islamabad forfurther treatment.

(b) During last three years from 2008 till to date 1169 patients of AIDswere registered in PIMS the break down is placed at Annex-B.

PROCEDURE OF TREATMENT

— The patient of AIDs are being treated at the HIV treatment centerset up in PIMS OPD area.

— Like all the patients coming to OPD, theses patients get the saneservices including treatment and diagnostic services as available toothers. However these patients require special treatment for AIDswhich is antiretroviral treatment (life long treatment). This iscombination of 3 to 4 drugs and every costly. However, theses drugsare available free of cost to these patients through HIV treatmentcentre supplied by National AIDs Control Programme (NACP).

— Few important specific investigations like PCR and CD4 countsrequired for these patients are also being done free of cost on specialmachines made available for such patients to PIMS through NationalAIDs Control Programme (NACP).

— The detail off, registered patients and treatment offered in last threeyears is attached herewith, at Annex-B.

Minister Incharge of the Cabinet Division: (a) Disposable syringesare commonly used for administration of the Injectables. Approximately 1.2 billionsyringes are being used in Pakistan annually. A strategy for safe injection is adoptedwhich include control on manufacturing, import, export and sale of these items. As

a short term plan Ministry of Health declared these items as “drugs” for immediateregulation. Steps taken in this regard are as under:

The criteria to regulate manufacturing and Quality Control of disposablesyringes was developed under the Drugs Act. 1976 and following rules has beenupdated to ensure quality:—

(i) The Drugs(Licensing, Registering and Advertising) Rules, 1976.

(ii) The Drugs (Labelling and Packing) Rules, 1986.

(iii) The Drugs (Specification) Rules, 1978.

(iv) The Drugs (Import and Export) Rules, 1976.

31st October, 2010 was the notified cut off date after which manufacture,import, export, sale, storage and distribution is strictly regulated under the DrugsAct, 1976.

So far under CDCP Phase-I sum of Rs. 33.25 Billion has been disbursedto 1.67 million beneficiaries in all the provinces/regions. CDCP Phase-II has beenlaunched on 15th September, 2011 under which further sum of Rs.40,000 is beingdisbursed in two equal installments of Rs.20,000 each.

For the affectees of flood 2011 a separate program with the title of “PakistanCard” has been launched which is directly being handled by NADRA. So far anamount of Rs.3,800 million has been disbursed among 280433 affected families.

(b) The objective of issuing Watan Cards under CDCP is the economicrecovery of flood affected families only. As such its scope cannot be extended toother poor families for which Government is already implementing various programsunder BISP.

Minister Incharge of the Capital Administration and DevelopmentDivision: (a) Yes, it is a fact the Government has announced a salary package inFederal Hospitals. In this regard Career Structure of Health Personnel Scheme(CSHPS) Ordinance has been promulgated on 27-08-2011. In pursuance of theOrdinance a Notification has been issued by the Cabinet Division on 27-09-2011(copy enclosed).

(b) The case for the placement of staff in CSHPS and fixation of salaryis under process.

Minister for Information and Broadcasting (Dr. Firdous AshiqAwan): (a) The number of advertisements are not countable because hundreds ofcommercials are given to PTV for their telecast repeatedly/once on daily/weeklybasis of various frequencies.

(b) The total amount of income (Net Sale) earned by PTV since March-2008 till September, 2011 comes to Rs.6,990.00 million.

(c) This statement showing agency-wise detail of outstanding dues ofadvertisements placed on PTV during March, 2008 to September, 2011 is attachedat anexure “A”.

Prescribed qualification for Drugs Inspector under Drugs Act,1976.

a. Federal Inspector of Drugs

Degree in Pharmacy from a Pakistani University or any other institutionrecognized for this purpose by the Federal Government and has fora period of, or for periods aggregating, not less than ten years practicalexperience in, the manufacture, testing or analysis of drugs, or indrug administration.

b. Provincial Drug Inspector

A degree in Pharmacy from Pakistani University or any other institutionrecognized for this purpose by Pakistan Pharmacy Council and hasat least one years of experience in manufacture, testing or analysis ofdrugs or has worked at least for the same period in Drug ControlAdministration.

(b) Regulation to control sale of drugs is the purview of ProvincialGovernments under Drugs Act, 1976 and Rules framed there under. Informationrelating to number of persons arrested on the sale of spurious drugs alongwith thenumber of persons convicted is called for from provinces and Law & JusticeDivision, which is still awaited. The same will be placed before the house as soonas received.

42. Justice (R) Fakharunnisa Khokhar:

(a) the names of medical stores sealed on the charges of sellingspurious and out dated drugs in Islamabad during the year 2009-10 till date; and

(b) the action taken against the responsibles so far alongwith thesteps being taken to control this crime?

(a) the name of the Federal Government Post Graduate Collegesin Islamabad at present alongwith the details of subject beingtaught therein;

(b) the subject-wise names of students applied for admission in MA/MSc in those Colleges during the year 2011;

(c) the subject-wise names of the students who have been declaredsuccessful during the said period;

(d) whether there is any proposal under consideration to increasethe quota of allocated seats for admission in the above subjects;if so, when it will be implemented; and

(e) whether there is also any proposal under consideration to allowadmission on the said quota to those students who have passedtheir BA/BSc examination with 2nd Division; if so, when it willbe implemented?

(d) There is no proposal under consideration to increase the quota ofallocated seats for admission.

(e) The Colleges are bound to grant admission in M.A/M.Sc. classes asper criteria specified by the University of the Punjab. As per University criteria,the merit for admission in Masters classes is already 45% (2nd Division). Moreovera fixed number of students are allowed by the University for enrolmentin each college.

(a) the amount of development funds released under TWP-I forprovision of sui gas to the Constituencies NA-139, NA-140 andNA-142, Kasur separately since March, 2008 till date;

(b) whether it is a fact that discrimination has been made whileproviding funds to the above mentioned constituencies; if so,the justification thereof; and

From 2008 till date five Sui Gas Schemes of Rs.44.483 Million wereproposed by only one parliamentarian i.e. Sardar Talib Hussain Nakai, MNA ofNA-142 on 03-09-2008 under PWP-I (Annex-I). These schemes wereforwarded to MD, Sui Northern Gas Pipe Line Limited Lahore on 04-09-2008.The SNGPL issued/ provided only one Admn Approval (Annex-II) and a sanctionof Rs. 9.061 Million was released on 11-05-2009 for execution of 01 Sui GasSector Scheme “Village Bhoonikey Qattar, District, Kasur, Punjab”. The cost ofremaining four schemes comes to Rs.44.483 Million was over and above theallocation of Rs.10.00 Million of the MNA. The details of these are as under:—

i. Village Jhallar Abdul Qadir: Rs.1.812

ii. Village Bharwal Kallam Rs.12.188

iii. Village Bharam Key Rs.14.834

iv. Village Jhal Pur. Rs.15.649

Total: Rs.44.483

The MNA was informed accordingly on 09-04-2009.

Mr. Wasim Akhtar Sheikh. MNA did not propose any Sui Gas schemeduring the period under question.

(b) All the schemes are proposed by the MNA’s and thereafter areforwarded to the executing agencies for obtaining cost estimates/Admn Approval.As soon as Admn Approval is received, the amount approved in the AdmnApproval is issued to AGPR for releasing necessary payment without anydiscrimination subject to the availability of the funds. During the period underquestion i.e. from 2008 till date only 5 Sui Gas Schemes were proposed byMr. Sardar Talib Hussain Nakai of NA-142. The schemes were forwarded to theSNGPL for Admn Approval, only one Admn Approval was received and fundsamounting to Rs. 9.061 Million were release. No discrimination was made.

(c) The schemes are proposed by the MNA of the concernedconstituency and all the funds are released as per allocation of each member subjectto the availability of funds without any discrimination.

Will the Minister for Communications be pleased to state whetherthere is any proposal under consideration to construct double track/double carriage way from National Highway to Port MuhammadBin Qasim; if so, when it wilt be constructed?

Minister for Communications (Dr. Arbab Alamgir Khan): The areaand road in question belongs to Government of Sindh/ City and District Governmentof Karachi. However, it may be stated that no proposal is under consideration ofNational Highway Authority (NHA) to construct double track/ carriageway fromNational Highway to Port Muhammad Bin Qasim.

106. Ms. Parveen Masood Bhatti:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that low quantity of water is being suppliedto Block Nos. 16, 20 and 21 Category-III, Sector 1-8/1, Islamabadfor the last many months;

(b) whether it is also a fact that illegal connections have been givento some private houses;

(c) if the answer to parts (a) and (b) above be in the affirmative,the reasons thereof alongwith the time by which the shortage ofwater will be made up therefrom; and

(d) the action taken against the responsibles of said shortage?

Minister Incharge of the Cabinet Division: (a) It is not correct thatlow quantity of water is being supplied to block No. 16, 20 & 21, Category-IIISector I-8/1, Islamabad. The quantity of water being supplied to these blocks isat par with the quantity of water being supplied to the adjacent Blocks.

(b) No illegal connection has been given to any private house by CDA.

(c) As stated in (a) & (b) above.

(d) Not applicable.

107. Ms. Nighat Parveen Mir:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) the total land of the Quaid-e-Azam University at present; and

(b) whether the said land is encircled by a boundary wall; if not, thereasons thereof?

Minister Incharge of the Cabinet Division: (a) The total land of theQuaid-e-Azam University at present is 1445.10 Acres.

(b) The land of Quaid-e-Azam University is not encircled by boundarywall. Responsibility to construct boundary wall rests with the lessee i.e, theQuaid-e-Azam University.

@108. Ms. Tasneem Siddiqui:

Will the Minister for Professional and Technical Training be pleasedto state:

(a) whether it is a fact that Federal Board of Education, Islamabadhas purchased land for Employees Housing Society;

(b) if so, the sources of funds arranged for the said society; and

(c) whether NOC has already been issued to the said society for thepurchase of the land; if so, the criteria adopted therein?

Minister for Professional and Technical Training (Mr. Riaz HussainPirzada): (a) No land has been purchased by Federal Board of Intermediate andSecondary Education (FBISE) to launch a Housing Society. Instead, developedplots from a duly registered Cooperative Housing Society, as per the Bye laws,have been purchased for the employees of the Board by following the requiredprocedures.

(b) A necessary separate budget allocation was made and the same waspassed by the Board of Governors (BOG) which is a competent authority as perthe article 8(4) of FBISE Act 1975.

(c) Since the FBISE didn’t launch any Housing Scheme/Society, thequestion of NOC does not arise at all.

It is also pertinent to mention here that the said case is subjudicein the Honorable Supreme court of Pakistan.

109. Ms. Tasneem Siddiqui:

Will the Minister for Information and Broadcasting be pleased to state:

(a) the number of hours of broadcastings of each Radio Station inthe country at present;

Will the Minister for Information and Broadcasting be pleased to statethe total number of employees appointed in PTV and Radio Pakistanduring the period from 1st January, 2010 till date alongwith theprocedure and criteria adopted therein?

Minister for Information and Broadcasting (Dr. Firdous AshiqAwan): Pakistan Television Corporation PTVC.—In PTV, no person hasbeen appointed on regular basis since 1st January 2011 till date.

However, in order to meet the exigency of work PTV engaged ResourcePersons purely on temporary basis.

As for the criteria of engagement of Resource Persons is concerned, PTVplaced its requirements on PTV Web-Site in addition to time to time advertisementsin Newspapers. Accordingly applications were short listed on the basis ofprescribed qualification and engagements were made through selection Board asper requirement of the corporation.

Pakistan Broadcasting Corporation (PBC)

PBC (Radio Pakistan) has not appointed any person on regular basisduring this period. However, 13 persons (children of PBC’s deceased employees)have been engaged on contract basis against PBC Scale 1—3 (equivalent toBS 1—15) under Assistance package for the families of deceased employees

who die in service. As per procedure specified by the Establishment Division, oneeligible child of deceased employee is to be provided employment in pay scale1—3 (BS-1—15) on 2 years contract without advertisement. Some procedurehas been adopted by PBC.

111. Ms. Imrana Saeed Jamil:

Will the Minister Incharge of the Cabinet Division be pleased to statethe company and year-wise total number of illegal sims of mobiletelephones blocked during the last three years?

Minister Incharge of the Cabinet Division: Total 25.76 Millionun-verified/illegal SIMs have been blocked so far. Company and year-wise statusis at Annex-I.

Will the Minister for Information and Broadcasting be pleased to state:

(a) whether it is a fact that PTV suffered operational losses of millionof rupees during the years 2008-09 and 2009-10; if so, the detailsthereof;

(b) whether any enquiry conducted to probe in to the matter; if so,the detail thereof alongwith action taken against responsibles;

(c) whether it is also a fact that PTV is going in loss at present; ifso, the detail thereof; and

(d) the steps being taken to control the losses of PTV?

Minister for Information and Broadcasting (Dr. Firdous AshiqAwan): (a) PTV had sustained operational losses of Rs.1066 and Rs.288 millionsduring the year 2008-09 and 2009-10 respectively. Detail of losses is as under:

(b) PTV had sustained losses during the year 2008-09 and 2009-10,which is due to the running Non Viable Projects on the instructions of Govt. Afterincluding the other income and fund received from Govt. PTV has earned profit,therefore, no enquiry was conducted to probe into the matter.

(c) PTV is earning profit presently.

(d) PTV is not facing the loss presently, however, we are taking thesteps to increase the Advertising Income and also preparing to launch the SportsChannel to increase the Income.

113. Justice (R) Fakharunnisa Khokhar:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that some senior officers of PakistanTelecommunication Authority (PTA) have been suspended;

(b) if so, the offences committed by those officers alongwith theaction taken against the responsibles?

Minister Incharge of the Cabinet Division: Syed Nasr ul KarimGhaznavi, Member (Finance) PTA is under suspension since 29-04-2011 till furtherorders as per Cabinet Division’s notification No.1/17/2002-RA-IPTA dated 29thApril 2011 (Annex-‘I’).

(b) As per FPSC Order of Inquiry vide No.F.1-1/2011-DG(A) dated12th May 2011 (Annex-II’), Mr. Sohail Safdar, Member FPSC has been appointedas Inquiry Officer to inquire into the charges leveled against Syed Nasrul KarimAhmed Ghaznavi.

Draft charge sheet and statement of allegations prepared by CabinetDivision on the basis of report of Chairman PTA were submitted to FPSC(Annex-III & IV). The inquiry has not been initiated so far due to non receipt ofadvice of Attorney General of Pakistan.

Will the Minister Incharge of the Capital Administration andDevelopment Division be pleased to state whether it is a fact thatblind women government employees hailing from Punjab and KhyberPakhtunkhwa Provinces working in the subordinate office of D. G.Special Education have not been adjusted in their respective provincesafter devolution; if so, the reasons thereof?

Minister Incharge of the Capital Administration and DevelopmentDivision: Yes. Seven blind officers/officials having the domiciles of Punjab andIslamabad (Annex-I) were appointed as Senior Teachers (BS-17) and Braillists/Braille Teachers (BS-11) and posted in Khyber Pakhtunkhwa and AJK:—

Upon devolution of the above Centres to the respective provincialGovernments, services of said employees were transferred back to their originalplace of postings, as no vacancy of Senior Teacher and Braillist/Braille Teacherwas available at Islamabad. Simultaneously their personal files were also transferredto the respective Provincial Governments. However, applications of someemployees has been forwarded to Management Services Wing of EstablishmentDivision for their adjustment in any other department at Islamabad. Responsefrom that organizations is awaited. Matter would be ultimately settled by the HighPowered Committee to resolve the post devolution issues notified by Inter-Provincial Coordination (IPC) Division on 14th October 2011.

Intermediate and Secondary Education, Zarai Taraqiati BankLimited to link Sector G-7 with sector G-8 and in front ofMonument on Kashmir Highway;

(b) if so, the reasons for not constructing the said crossing bridgesso far alongwith the time by which said bridges will beconstructed?

Minister Incharge of the Cabinet Division: (a) There is no proposalfor construction of bridge near Garden Avenue. However, a Plan has been preparedto construct three (03) pedestrian bridges/ crossings at following locations:—

(i) At Express Highway near Federal GovernmentCollege of Commerce H-8/4.

(ii) Between Sector G-7 & Sector G-8 near Zarai Taraqiati Bank.

(iii) At Kashmir Highway near National Monument.

(b) For construction of these pedestrian bridges HMC Taxila has beenapproached; a Government body best suited for such works. HMC has submittedits proposal and tender documents have been prepared and are currently underscrutiny. Above mentioned bridges will be completed within six months startingfrom the date of award of work, which is expected to commence within a month.

116. Sardar Muhammad Yaqoob Khan Nasir:

Will the Minister for Communications be pleased to state:

(a) the date of tender for constructing National Highway fromBowatay to Loralai, Balochistan alongwith the date of itscompletion;

(b) whether it is a fact that construction work of the said Highwayhas been awarded to different contractors; if so, the reasonsthereof; and

(c) the amount allocated for the said Highway during the fiscalyear 2010-11?

(a) whether it is a fact that admission in Class Prep is being givenon test/interview basis in the Model Schools of Islamabad;

(b) if so, the justification of conducting test/interview of the childrenunder the age of 4 years; and

(c) whether there is any proposal under consideration to offeradmission to all children in prep in said Schools; if so, the timeby which it will be Implemented?

Minister Incharge of the Capital Administration and DevelopmentDivision: (a) No, it not a fact. No test/ interview is conducted for admission inClass Prep in Islamabad Model Schools /Colleges, Islamabad. However, a visionaryskill of the candidate for class prep is evaluated / assessed.

(b) N.A

(c) Admission is granted to all the applicants who apply for admission inIslamabad Model Schools without observing any quota. However, in IslamabadModel Colleges, admission is granted as per availability of seats, reserved forprep classes.

Minister Incharge of the Establishment Division: (a) Yes, it is a factthat the representation of APUGs in the Ministries/Divisions has decreased afterthe devolution of 17 Ministries / Divisions etc in the Federal Government and dueto transfer of subjects of these Ministries to the provinces under 18th Amendmentin the Constitution, 1973. A total of 111 positions of APUG officers (grade-wise)has decreased so far in the Federal Government, detail of which is tabulated asunder:—

Pakistan Institute of Medical Sciences (PIMS), Islamabad.

The following arrangements have been made for disposing of Hospitalwaste during the year 2010 till date:

• Every Ward/Department of the hospital has been provided colorcoded bins for segregation of solid waste, infected waste and sharps.

• The solid waste is collected and disposed through sanitationdepartment of CDA, Islamabad. While infected waste as well assharps, hazardous waste, needles etc. are collected separately, thiswaste is then collected from source to main storage place daily.

• Finally this waste is disposed off through an organization, NationalCleaner Production Centre, Morgah, Rawalpindi, where theinfectious waste is incinerated.

Federal Government Polyclinic, Islamabad

The Federal Government Polyclinic, Islamabad has its own waste disposalsystem with a dual chamber incinerator of 200 Liter for disposal of hospital waste.

National Institute of Rehabilitation Medicine (NIRM), Islamabad

An incinerator has been installed in the NIRM to dispose of hospital waste.A committee has also been constituted who is responsible for proper disposing ofthe hospital waste.

Minister Incharge of the Capital Administration and DevelopmentDivision: (a) Pakistan Institute of Medical Sciences (PIMS), Islamabad.

National Tenders are invited for the purchase of drugs/ medicines annuallyfollowing all the procurement rule defined by PPRA:

• The purchase of medicines in PIMS is open transparent and on equalopportunity tender process through which the medicines are procuredon basis of safety, efficacy and cost effectiveness.

• A broad Purchase Committee is constituted at PIMS, which iscomprised of Physicians, Surgeons, Anesthetist, Pathologists,Radiologists and other technical experts which thoroughly examinethe cooperative statements of the tenders before finally awardingcontract in the respective firms. The contract is awarded accordingto the PPRA rules.

• Purchases are made on the basis of consumption of medicines, strictlywatching the disease pattern and pressing trends of the clinicians,keeping in view the available financial resources.

• Main Medical Stores of PIMS have online computerized purchaseof medicines and inventory management system, this system has madenearly impossible corruption in the purchase of the medicine.

• At the time of receipt is ensured that on the packing of medicines thewords “NOT FOR SALE, FOR PIMS USE ONLY” is written.

• The audit of the stores is being done regularly, in order to ensure thatinventory of the store is accounted for.

Federal Government Polyclinic, Islamabad

The system to control corruption in purchase of medicines by the FederalGovernment Polyclinic, Islamabad is as under:

1. Selection of drugs by the Drug Selection and Procurement Committeeconsisting of 13 members from different departments and includingrepresentatives of the Drug Controller and S.O (F&A) of CapitalAdministration and Development Division, the Committee is alsoheaded by a senior Physician of the hospital.

2. Pre-audit by AGPR, Islamabad, during payment of bills.

3. Physical verification by the Physical Verification Committee.

4. Internal Audit by a team constituted by Principal Accounting Officer/Secretary, Capital Administration and Development Division.

5. Annual audit is carried out by D.G. Federal Audit.

6. Check and balance is maintained by the Vigilance Committee of thehospital through out the year.

National Institute of Rehabilitation Medicine, Islamabad

The National Institute of Rehabilitation Medicine, Islamabad purchasesdrugs and medicines through open tender system. The whole procedure ofpurchase is adopted as per PPRA Rules/SOP of the Government. No corruptioncase in the purchase of medicine has occurred as yet in this Institute.

(b) No cases of corruption in the purchases of medicines in PIMS,Polyclinic and NIRM have been reported so far.
