Will the Minister for Communications be pleased to state whether itis a fact that the seat belts are being checked in vehicles before enteringinto Motorways; if not, the reasons thereof?

Minister for Communications: Yes, seat belts are being checked in

vehicles at all toll plazas of motorway. More so, specially designed pamphlets arealso being distributed amongst the drivers.

124. *Ms. Mussarrat Ahmadzeb:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether any distance has been determined between two CNG

Stations for its installation; if so, the prescribed criteria therefor;and

(b) whether said criteria is being implemented in letter and spirit; if

not, the reasons thereof?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) OGRA has reported that there is no such inter station distance defined/determined in the applicable CNG (Production & Marketing) rules, 1992.

(b) Not applicable.

Will the Minister for Parliamentary Affairs be pleased to statethe names of Government and Private Members bills introduced inthe National Assembly during tenure of the present Government?

Minister for Parliamentary Affairs: Sixty-six (66) Government Bills

were introduced in the National Assembly during the tenure of the presentGovernment (Annex). The status of Private Members’ Bills is maintained by theNational Assembly Secretariat. Therefore, requisite information may be obtaineddirectly from them.

126. *Mrs. Shahida Rehmani:

Will the Minister for Parliamentary Affairs be pleased to state theyear-wise details of bills passed by the National Assembly and Senateof Pakistan since 1-1-2008?

Minister for Parliamentary Affairs: One hundred forty-five (145) and

one hundred twenty-four (124) Government Bills were passed by the National Assemblyand Senate respectively during the period from 1st January, 2008 to 5th January,2016. Year wise detail of the Bills is given at Annex-I & II. The status of PrivateMembers’ Bills is maintained by the National Assembly Secretariat and SenateSecretariat. Therefore, requisite information may be obtained directly from them.

127. *Ms. Naseema:

Will the Minister for Petroleum and Natural Resources be pleased torefer to the Starred Question No.47 replied on 23-11-2015 and tostate:

(a) the time by which the Sui Southern Gas Company Limited sent

the estimates of the installation of LPG AIR-MIX Plants inBalochistan to the Government alongwith the present statusthereof;

(b) the percent of the total gas of the country being explored from

Balochistan alongwith the percentage of the area of Balochistanin which it is available at present; and

(c) the steps being taken by the Government to supply the gas to

the people of Balochistan residing in far flung areas?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Sui Southern Gas Company has indentified 22 No. of towns in theprovince of Balochistan for installation of LPG-Air Mix plants. In this contextSSGCL has planned to install LPG Air-Mix plants in phased manner subject toavailability of funds and has commenced installation process at Awaran and Bellawith its own resources w.e.f FY: 2015-16.

(b) During the month of November, 2015, 21.47% of the total gasproduction of the country was produced from the Balochistan province. Whileproven gas reserves i.e Lease area is 0.34% of the total area of Balochistan.

——————————————————————————————(c) Govemment is taking major steps/initiatives for linking far flung areas

through road network in Balochistan. The Western route of CPEC is beingimplemented. It traverses through Barahma Bahatar, Fateh Jang, Pindi Gheb,D.I.Khan, Mughalkot, Zhoh Quetta, Kalat, Surab and then using Motorway M-8it will reach Gawadar. The objective of this cooridor to brings more populationinto the stream of benefits, which in turn will change social complexion of thepeople around this corridor. For the well being of people of Balochistan industrialzone are also being established along CPEC route.

129. *Sheikh Salahuddin:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the present status of import of the Liquefied Natural Gas; and

(b) the steps taken by the Ministry to control load shedding of gasduring the current winter season?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) PSO being the GoP’s designated LNG buyer has finalized a LNGSale & Purchase Agreement with Qatargas which has been submitted to the ECCon 20-11-2015 for approval. The same will be executed on receipt of directionfrom the ECC. However, to keep the terminal operational PSO is importing LNGunder spot arrangements through competitive tendering and till date 17 cargoeshave been imported.

(b) There is vast gap between demand and supply of natural gas whichis bridged through load management in Power, Industry, CNG and Fertilizer sectorsin order to cater for high priority domestic and commercial sectors in accordancewith the Natural Gas Allocation and Management Policy, 2005. The situationworsens during winter months on account of usage of gas heaters and geysers.Due to exponential increase in demand during winters, the consumers located attail end of gas distribution network may face low pressure.

Even with the said suspension of gas in Industrial, CNG, Power & Fertilizersectors the gas available is not sufficient to fully meet the demand of domesticconsumers.

The gas utility companies are undertaking system augmentation, loopingof line, re-drilling of service tee, establishment of emergency teams to resolve lowpressure complaints. Operational teams are working round the clock for thisparticular activity.

130. *Ms. Musarat Rafique Mahesar:

Will the Minister for Petroleum and Natural Resources be pleased tostate the per day approximate consumption of diesel and petrol inthe country at present?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): The per day approximate (average) consumption of diesel and petrol inthe country at present is 19,900 and 15,085 metric tons, respectively.

Minister for Communications: For maintenance of Lahore - Islamabad

Motorway (M-2), an amount of Rs. 2.7 Billion has been allocated under AnnualMaintenance PIan F.Y. 2012-13 and 2013-14 out of which periodic maintenancewere amounting to Rs. 2.0 Billion were not executed due to upcoming project of“Overlay and Modernization of Lahore - Islamabad Motorway (M-2)” underBOT arrangements. Karak (KPK) illegally got connected themselves to the gaspipelines with the colaboration of employees of the Sui NorthernGas Pipelines Limited;

national exchequer therefrom;

(c) if the answers to parts (a) and (b) above are in the affirmative,the actions taken against responsibles therefor; and

(d) the steps being taken by the Government to streamline/regularize

the connections of natural gas of the said factories?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Yes. So far none of SNGPL staff has been found involved in gas theftby industrial and commercial consumers in District Karak.

(b) Yes.

(c) The issue of gas losses in the area has been raised at different forumsat Provincial and Federal Governments, whereby the Company elaborated itsview point and operational constraints being faced in the area. 213 FIRs havebeen lodged and investigations are underway by the concerned agencies.

(d) As regard regularization of the illegal network, SNGPL has designeda project costing Rs. 6.6 billion. The cost estimates along-with details of the projectwere communicated to the Federal as well as Provincial Governments for allocationof funds. So far company has not received any directive/funds in this regard.

135. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Human Rights be pleased to state:

(a) the total number of raids made and searches conducted, personsarrested for violations of child labour laws and child labourersrescued therefrom during the last three years till date; and

(b) the other measures taken by the present Government for thecomplete eradication of child labour in the country?

Minister for Communications: The project Chakdara - Chitral is fundedby Exim Bank of Korea through EDCF. Pledge of EDCF Loan 93.779 MUSDollars approved by Korean EXIM Bank for Section-III (Kalkatak-Chitral) only.After signing of loan agreement with EXIM Bank of Korea, detail design will beconducted. Length of project is 130 kms, feasibility study and preliminary design doneby Korean Consultant. The construction work will be commenced in October, 2016.

138. *Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for Communications be pleased to state:

(a) the detail of design of Swat Motorway at present;

(b) whether PC-I has prepared therefor; if so, the details thereof;

(c) the total estimated cost of the said project; and

(d) the expected time of its completion?

Minister for Communications: (a), (b), (c) & (d) There is no planunder

. the consideration of NHA to construct the Swat Motorway. However, the

project of “rehabilitation and widening of Chakdara – Fatehpur Section (82 Kms)”will be constructed through SFD (Saudi Development Fund) funding of US$ 33.9Millions. After Loan agreement, the procurement for construction will be initiated.The PC-I amounting to Rs. 3.4 billion has been approved.

139. *Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that there is an acute shortage of gas since

the beginning of current winter season; if so, the reasons thereof;and

(b) the proposals/alternate solution being made by the Government

to address the problems of domestic consumers?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Yes. The main reasons for shortage of gas is increase in consumptionby the domestic sector due to addition of consumers, extension of network anddepletion of existing resources.

The situation worsens during winter months on account of usage of gasheaters and geysers resulting in exponential increase in demand.

(b) In order to combat the situation, gas supply to lower priority sectorsi.e. Fertilizer, Industry, Power and CNG is being curtailed/suspended. Even withthe said suspension in lower priority sectors the gas available is not sufficient tofully meet the demand of domestic consumers.

140. *Dr. Shazia Sobia:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the total quantity of oil and gas being explored in the country atpresent; and

(b) the share of said exploration to meet the total demand of thecountry?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Total quantity of the indigenous oil/gas produced in the country duringthe month of November, 2015 remained as 2,699,462 barrels of oil and 122,490MMCFT of gas.

(b) About 70% gas demand of the country is being met through indigenousgas production, and 17% of indigenian oil.

141. *Ms. Munaza Hassan:

Will the Minister for Parliamentary Affairs be pleased to state:

(a) the country-wise total number of registered voters living abroadat present; and

(b) the steps taken by the Government to provide them the right tocast their votes?

Minister for Parliamentary Affairs: (a) As per information obtainedfrom NADRA, a total number of Overseas Pakistanis registered as voters living in208 counties is 6554391.

(b) In November 20, 2015 in order to develop a workable, effectiveand transparent mode of voting for Overseas Pakistanis, the Hon’ble ECPconstituted a “Special Committee on Overseas Voting to conduct the feasibilityfor overseas voting and to prepare the Feasibility Study Report for OverseasPakistanis voting, which will be placed before the Hon’ble ECP for further necessaryaction, on its receipt. Furthermore the Hon’ble ECP has created Overseas VotingDirectorate in ECP Secretariat designated.

142. *Ms. Munaza Hassan:

Will the Minister for Communications be pleased to state the totalamount of Toll Taxes collected from Highways and Motorways in thecountry during the current financial year alongwith the utilizationthereof?

Minister for Human Rights: 514 cases of Human Rights violations in

Islamabad have been received/taken up by the Ministry of Human Rights duringthe year 2015. (b) As a way forward Iran – Pakistan (IP) Gas Pipeline has beenstrategized as Gwadar-Nawabshah LNG Terminal and Pipeline Project underwhich and LNG plant will be constructed at Gwadar to Nawabshah. Remainingsegment 80 kms from Gwadar to Pak-Iran boarder will be connected with Iraniansystem when sanctions on Iran are fully lifted.

Currently CPP (China nominated entity) and ISGS are engaged incontractual negotiations.

(b) SSGC has initiated the process activities to install LPG Air Mix plantsfor gas supply to less developed areas including 22 No. towns of Balochistan and2 No. towns of Sindh. In this context, SSGC has carried survey of 11 areas whichare be taken as Phase-I and submitted cost estimates which have beencommunicated to Prime Minister’s Office. In addition to above, SSGC has alsostarted installation process at Awaran and Bella with its own resources.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): Liquefied Natural Gas (LNG) is being imported by Pakistan State Oil(PSO) for supply to Power, Fertilizer and CNG sector consumers.

Infrastructure of SNGPL does not exist at Port Qasim (where LNG isreceived and re-gasified). SNGPL and SSGC have agreed to an arrangement,whereby energy quantities are swapped at interconnection of their networks. Thequantity of gas received by SSGC at Port Qasim is utilized in their network andenergy equivalent to the same is swapped to SNGPL from Sui, Sawan andZamzama Gas Fields.

It is further to be noted that this interim arrangement is only till such timethe network is upgraded to receive physical quantities of RLNG. The requiredinfrastructure (Phase-I) will be completed by end December, 2015. This swaparrangement results in substantial savings to SSGC due to reduction in compressioncosts and transmission losses.

Minister for Communications: The schedule for construction ofHassanabdal to Havelian has been finalized. It is part of E-35 with length of 57Km.The project commenced in 2015 and completion date is June 2017. The projectis funded by Asian Development Bank (ADB).

The project of Havelian to Thakot (118.057 KM) is a part of the CPECand is taken up as Phase-I. Project is at the award stage to the Contractor forcommencement of the construction work. The construction.work is likely tostart in February 2016 and completed within 42 months.

The employees of BME are not employees of PPL, therefore, theirsalaries can differ from each other owing to nature of work. PPL is involved inexploration & production of oil & gas, while BME is a mining concern.

(a) whether it is a fact that the residents of Mohallah Munsifabad,

Noor Colony, Haripur including Mr. Ashfaq Ahmed S/o AbdurRazzaq had submitted applications for installation of gas meterson February 2nd, 2010;

(b) if so, the time by which gas connections will be provided to the

said applicants?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Yes.

(b) SNGPL has reported that survey of the above localities has beencarried out which reveals that company’s distribution network does not exist infront of the above applicants premises and an extension of 1 dia. X 245 metersline-pipe is required. Gas connections to the above applicants will be providedafter laying of 1 dia. X 245 metres on their turn/merit barring unforeseencircumstances.

91. Rai Hasan Nawaz Khan:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that the construction work of Khanewal-Multan Motorway has been completed;

(b) whether it is also a fact that the Ex Prime Minister Syed Yousaf

Raza Gillani had laid the foundation stone of Tatepur-LotharInterchange during initial stage of the project; and

(c) whether it is further a fact that the said Interchange has not

been constructed so far; if so, the reasons thereof?
